INTRODUCTION This Material Requisition is divided into three sections. The first section, item nos. 1 to 9 addresses the technical requirements. The second section, item no. 10 specifies the quality control aspects and the third section, item nos. 11 to 14 lists the document requirements. In case of conflict between any Specification and/or Drawings, the Drawings shall take precedence: PART A - TECHNICAL SECTION 2. GENERAL 2.4. Scope This MR (Material Requisition) describes the requirements for supply of materials/equipment listed in section 4, (Scope of supply) This MR specification covers the requirements for procurement, handling, fabrication, testing, and shipping. It is not intended to provide all the detailed requirements of these processes. The materials included in this specification are not to be construed to represent an exhaustive list of approved materials for equipment. Neither is the intention of this specification to be a selection guide for materials based on corrosion performance in these applications. The Supplier shall assume sole responsibility for the design, fabrication, testing, supply and performance of the equipment with accessories, and shall ensure that the equipment with accessories are in conformance with this MR, as well as other documents which form part of this MR or Purchase Order/Contract. Inspections by the Buyer shall not relieve the Supplier in any way of his obligation to maintain an adequate test, inspection and documentation program of his own, and shall not relieve the ‘Supplier of any obligation under this MR. Furthermore, any inadvertent overlook of deviations from some requirements of this MR shall not constitute a waiver of these requirements, or of the ‘Supplier's obligation to correct the condition when it is discovered, or of any other obligation under the MR This MR only states the lowest technical requirement, neither specifying all technical details, nor referring to the pertaining code and standard fully. It is the Supplier's responsibility to ensure that the complete delivery complies with all relevant codes, standards and specifications. The Supplier shall include a list of exceptions and/or clarifications to this specification. This list of exceptions shall include the specification reference number, the clause in question, and a detailed explanation of the deviation. The same applies if the Buyer accepts any changes to the specifications. Conflicts between this MR and any of its attachments shall be brought to the attention of Buyer for resolution. The Supplier's notice to Buyer must be written, and the Supplier shall take no action on affected items until receiving in writing either, a resolution of the conflict or a specific waiver exempting them from the requirement of this paragraph for each and every conflict. The resolution of such conflicts shall be at the sole discretion of Buyer. Any and all additional costs resulting from such resolutions shall be to the Supplier's account unless the Supplier made written notification prior to the date of the Purchase Order or the conflict occurred as a result of changes made by Buyer after the date of the Purchase Order. 2.2. PLANT DATA 3.1, Plant description The plant site of Talin Power Plant of TPC is located at Kaoshiung Harbor, which is on southwestern coast of Kaoshiung City in Taiwan. The Plant will consist of two (2) 800 MW Supercritical-Pressure Coal-Fired Power Generating Units. This requisition is for equipment for two (2) units. The Dust Removal System (DRS) system will be installed to collect the fly-ash created during boiler combustion. Buyer adopts Fabric Filter as DRS for the plant. The Fabric Filter has proven its capability of achieving low dust emissions in a multitude of applications. 3.2. Site conditions See Chapter 14 - Attachments (point 14H) — Site Conditions and Utilities, 3.3. Fabricated Steel - WBS: 30102 The Scope of Supply with extent of delivery, destination of delivery, and delivery time for prefabricated steel required from Supplier is described in this Material Requisition. Amount of Steelwork will be given in Contract and from detail design drawings made by Buyer. 4.2. Steelwork Supply The following fabrication items shall be supplied for each of the two (2) boiler units: a) Baghouse casing, hopper, inlet damper, outlet damper, by pass damper, blow pipe, and belongings. b) Steel supporting structure for Baghouse c) Weather Enclosure ( support, roof , and siding) d) Platforms, walkways, stairs, handrails and ladder e) All bolts, washers and nuts for erection of steelwork. The shop drawing design shall be based on workshop fabrication of components to the greatest possible extent, however, care shall be taken to the difficult space conditions for the site of erection. This has to be agreed upon with the Buyer. (The detail requirements of shop drawing transfer please refer to shop drawing transfer document. Except as stated herein or shown on the final Design Drawings, the fabrication shall conform to the R.O.C steel code " Design Specification for Steel Structure Building " latest editions and supplements, 6.1.3. Connections and materials for high-strength steel bolts shall be in accordanee with the "Specifications for Structural Joints Using ASTM A325 or A490 Bolts", latest edition by the Research Council on Riveted and Bolted Structural Joints of the Engineering Foundation. Miscellaneous steel 6.12.1. Purlins and girts All steel framing purlins and girts shall conform to CNS G3057 SM400/SM490 or ASTM A36/A572 unless noted otherwise. 6.12.2. Handrails, Handrail pipe shall conform to ASTM AS3. Pipe railing shall be steel pipe. 6.12.3. Kick plates Kick plates shall conform to CNS 2947 G3057 SM400 or ASTM A36. 6.12.4.Grating Grating and grating treads shall conform to the requirements of NAAMM Type W-19-4 steel with weld spacer bars. Grating steel shall conform to ASTM A36 or CNS G3057 SM400. Grating stair tread shall have a nosing. The nosing shall be CNS G3057 SM400 or ASTM A36 checkered plate, 6.12.5. FABRICATION REQUIREMENTS 7A, General Requirements 7.4.1, The details and fabrication of steel items shall conform to Chinese National Standards (CNS13812) “Steels for Building Structure" (latest editions in effect at time of Purchase Order). 7.1.2. All working points indicated on the design drawings shall be adhered to in the detailing of ‘the Work. 7.1.3. The Buyer's final Design Drawings shall govern the type of connection to be used, i.e., bolted or welded, Detailing and fabrication shall be in strict accordance with the final Design Drawings. 7.1.4, Connections shall be detailed per Sections 7.3, 7.4, and 7.5 of this Specification. 7.1.5, All welding shall be done in accordance with Section 7.6. 7.1.6. Pieces shall be formed to the shapes and sizes shown on the drawings. Shearing and punching shall produce clean, true lines and surfaces. Miters shall be filed smooth and neatly fitted, All cutting, drilling, and welding shall have burrs removed. 7.4.7. All forming, rolling, and bending shall be done by pressure tools and not by blows. 7.1.8. All bends shall be free of fractures and cracking. 7.1.9, Torch cutting shall not be permitted on exposed work, or where it may affect tolerances. No holes may be flame cut. Plasma arc is considered flame and is not permitted as a means to cut holes. (Exception: Anchor bolt holes larger than 26mm diameter may be flame cut in baseplates.) All shapes shall be saw cut to length unless otherwise approved in writing by Buyer. 7.1.40. Unless otherwise specified, hole cutting shall be in accordance with the latest edition of the ‘AISC Manual of Steel Construction Section M2.5, Fabrication/Assembly for High Strength Bolted Construction and Specification for Structural Joints Using ASTM A325 or A490 Bolts, Section 3(c) Hole Types for Bolted Parts. 7.1.11. The Supplier shall provide holes to suit future work and the work of other Suppliers as shown on the Design Drawings. Additionally, fit-up holes to be inoluded on all fabricator supplied material for erection purposes. 7.1.13, Substitutions of sections or modifications of design details shall be made only as approved in writing by the Buyer. All design changes proposed by the Supplier must be clouded on the field erection and Shop Drawings and bills of material and contain the note: "ALSTOM to verify’, 7.1.14, Plate layout shall be accomplished to minimize the number of splices. The Supplier shall provide the sizes of all plates to be used in the fabrication of this work with its proposal The Buyer reserves to its sole discretion the right to reject the use of plate sizes which would result in an excessive number of splices. 7.1.16. Splices resulting in the intersection of four plates at any point are not permitted. The minimum offset of splices in adjoining plates shall be eight (8) times the thickness of the thickest plate at the joint. 7.1.16. Splices shall also not be made under any attachment to the plate unless shown as such on the Buyer's drawings for whatever reason, or unless they form a part of a field joint required by the Supplier's shipping limitations and are detailed on the Buyer approved Shop Drawings. 7.1.17. Splicing of flat, and rolled, bent and otherwise formed plate in any combination including in combination with other shapes as a substitute for rolled, drawn or otherwise prefabricated structural shapes, pipe, and tubing specified on the project drawings is not permitted even in cases where prefabricated welded or seamed shapes, pipe or tubing are specified unless approved in writing by Buyer. 7.1.18. Not more than one transverse splice per span is permitted in any structural member. All member splices must have the written approval of the Buyer's Engineer. 7.1.19. All sharp edges shall be grounded to a minimum radius of 2 mm. 7.1.20, Profiles shall be purchased with rounded comers, or treated as above. 7.1.21, Bolted connections shall be trial fitted in workshop and reported, if possible with photos, before delivery. 7.1.22. Baghouse casing and hopper Baghouse casing shall be fabricated and assembled to panels in the workshop to a transportable size as indicated in the Buyer's design drawings. Structural members consisting primarily of a single rolled shape shall, unless otherwise specified, be straight within the appropriate tolerances allowed by ASTM Specification A6, or as prescribed below. Built-up structural members fabricated by bolting or welding, unless otherwise specified, shall be within the tolerances allowed for the wide flange shapes by ASTM Specification A6 or by the requirements below. Compression members shall not deviate from straightness by more than 1/1000 of the axial length between points which are to be laterally supported. Completed members shall be free from twists, bends, and open joints. Kinks or bends shall be cause for rejection of material. Hole centers shall be #1.5 mm and a line of holes shall have a total maximum tolerance of 41.5 mm between the first and last hole of the line unless otherwise specified in the drawings. 7.2.10. In general, tolerances shall favor the underrun condition to allow for drawing and shimming of members. 7.2.11. The Supplier shall use AISC "Code of Standard Practice" as a supplement to determine allowable tolerances except as indicated herein and in the design drawings. 7.2.12. Work which does not conform to the requirements of the Design Drawings, or which misfits, due to the Supplier's fabrication error or failure to allow for reasonable tolerance, shall be corrected at the sole expense of the Supplier. 7.2.13, The sum of the combined tolerances of the individual assemblies shall be within + 6mm. (Erection tolerance on overall length, width, out-of-plumb, and out-of-shape is + 6mm). 7.2.14, Nozzle flanges shall be shop installed to within 1° plumb and rotation, to within + 3mm of the horizontal and vertical design location, and to within + 3mm in stick out. Flatness of the nozzle flanges shall be within + 1.5mm. 7.2.18. Rectangular gas handling flange faces shall be held to within + 3mm on both lateral dimensions and diagonals at the open end only. 7.3. Shop Connections 7.3.1. Connections shall be as indicated on the Design Drawings. 7.3.2. Shop connections for beams shall be in accordance with the AISC manual and may be bolted or welded connections of equal strength unless otherwise noted on the Design Drawings. Bolted connections shall be made using high strength bolts and nuts (A325), with hardened washers. 7.4. Field Connections 7.4.1. The Supplier shall furnish bolts, nuts and washers in accordance with AISC "Code of Standard Practice for Stee! Buildings and Bridges," latest edition. The Supplier shall include sufficient high tensile strength steel bolts, nuts and washers, fit-up bolts and nuts and machine bolts of sizes for field connections as designated on shop drawings, plus ten (10) percent extra. Bolts of different sizes must be separately packaged and marked. Field Bolt Lists will be prepared on Buyer supplied forms.
