Sub.: Approval for carrying out Hot- Tapping at VV Nagar and Samadra MOV locations.

Ref: Replacement of approx. 141 km, 18" OD Pipeline of Koyali Viramgam section of Koyali
Sanganer Product Pipeline (TENDER NO.: PLCC/ KV-REPL/CL/1545).

As per the approved scheme of KV replacement project, 16Km pipeline from the existing KSPL was
to be hooked up of with the newly laid KSPL line at 02 No. of locations viz. Kheda (New Ch 68 and
Old Ch 63) and Bareja (New Ch 84 and Old Ch 79) and one mainline valve at Samadara was to be
replaced. As per the approved commissioning guidelines received from PLHO, evacuation of the
existing KSPL line with air was recommended prior to the hook up. The evacuation plan involved
insertion of 03 No. of 18 Bi-Di pigs with intermediate water plugs in between followed by air
purging after insertion of the final pig.

Evacuation was started at 12:55 hrs on 16th of July and subsequently, as per plan air purging at
Koyali side commenced on 16:00 hrs at Koyali side. Back pressure started building up after some
time and flow rate at Viramgam started reducing, this caused more time being taken than planned
and this would have lead to shortage of petroleum product in states of Rajasthan & Gujarat, if
product was not introduced in KSPL by 22.07.2017. Keeping the above very critical situation in
mind, it was decided to inject air from 2 more points viz. V.V. Nagar & Samadara so as to reduce the
column of air facing back pressure.

As per the mail received from DGM (T), WRPL, Koyali, M/s. TD Williamson India Private Ltd. was
given a go ahead for performing Hot tapping at V.V. Nagar & Samadara MOV stations and
consequently install a 2 valve so as to carry out air purging from the same. Tapping was performed
on 20th July 06:00Hrs at V.V. Nagar & 13:00 hrs at Samadara. Based on the product received at
Viramgam & Navagam, it was calculated that line fill upto Bareja has been evacuated and hence due
to paucity of time, it was decided to close the valves downstream of Bareja and to de- pressurize
Koyali- Breja section for hook up at Kheda, Bareja & valve replacement at Samadara. These valves
installed at V.V. Nagar & Samadara were them utilized for air venting & de-pressurizing of Koyali-
Bareja section of KSPL.

Hot tapping is a very specialized nature of work and M/s. TD Williamson India Private Ltd. Is the
only known party in close vicinity who were able to mobilize immediately within a very short time
of 2-3 hours. Now, we are in receipt of quotation vide email dated 24.08.2017 for the
aforementioned work from M/s. TD Williamson India Private Ltd. As per this quotation, estimate of
this work is as follows:

In this way, the total cost estimate comes out to be Rs3,71,700/- (Inclusive of 18% GST) .

This work was very urgent in nature and required immediate tapping of line to insure introduction
of air at two intermediate points for pushing of product. These tappings were later utilized for air
venting & de-pressurization and lead to saving of very precious time.

Keeping the very urgent nature of work and no other alternative available for carrying out this work
at such a very short notice, approval may kindly be accorded on post facto single party basis for an
amount of Rs. 3,71,700(Rupees Three Lakhs Seventy One Thousand Seven Hundred Only) for
carrying out hot tapping at 2 locations through M/s. TD Williamsons. As no reference is available for
reasonability of rates, it is proposed to carry out ab initio negotiations with the vendor to arrive at
appropriate rates. Approval may kindly also be accorded for carrying out negotiations with the party
and nomination of negotiation committee for same.

As per DoP clause 2.3 A) 2) ii) approval for post facto single party basis rest with officer in Grade 'E'
or HoD in grade 'F' with FC. As per WPM clause 4.7.1 d) approval of CGM, WRPL, Koyal is required
for carrying out negotiations.
