The 366thMeeting of Registration Committee (RC) was held under the Chairmanship of Dr.
J.S. Sandhu, Deputy Director General (Crops Science) & Chairman of RC on 14.06.2016 at 10:30 hrs
in the Committee Room No. 1, Ground Floor, ICAR, Krishi Bhawan New Delhi. Dr. P. K.
Chakraborty, ADG (PP), ICAR, and Mr. D.D. K. Sharma, Addl. Plant Protection Adviser & Secretary
(CIB&RC) attended the meeting. Dr. P.K. Srivastava, Joint Director, NVBDCP attended the meeting
as a Special Invitee. Following officers from the Secretariat of CIB&RC were also present to assist
the Committee:-
It was brought to the notice of the Committee that in the Agenda Item No. 7.9 of M/s
Bharat Rasayan Ltd., New Delhi, name of the product has been mentioned in the
heading of agenda as Hexaconazole Technical in place of Phenthoate Technical due to
typographical error. The committee noted the correction. As no other comments were
received, the minutes of the 365th meeting were confirmed with above correction.
2.0 Follow up action on the decisions taken by the Registration Committee in its 365th
RC meeting.
The Committee noted the action taken by the Secretariat of CIB&RC with utmost
satisfaction.
2.1 Applications pending under various sub-sections of the Insecticides Act, 1968.

Registration Committee (RC) was informed that 2842 applications for registration in
various categories are under consideration as on 08th June, 2016. The progress report
presented by the Secretariat of CIB&RC was noted with satisfaction.
2.2 Presentation of M/s Parijat Industries (India) Pvt. Ltd. in connection with
registration of indigenous manufacture of Pyriproxyfen 10% EC u/s 9(3) of I.A.
1968.
Representative of the company made a presentation in the RC in response to the
decision taken during 365th meeting in Agenda Item No. 6.19 & clarified the issues
raised by the RC. The Committee discussed over the presentation and clarifications
provided by the representative of the company. During the discussion the committee
noted that the following formulations of this product are already registered as given in
table:-
3.1 Request for consideration of applications from laboratory testing facilities for
generating and accepting data for the purpose of registration of pesticides
approval of testing facilities.

The Committee noted the verification details in respect of scope of various laboratories
for generation of data on different parameters required for registration of pesticides. The
agenda was deliberated and following errors in the Agenda were brought to the notice of
RC:-
i. M/s Bioneeds India Pvt. Ltd. Bangalore & M/s Rallies India Ltd., Akola
didnt applied for Packaging scope and hence needs to be deleted .
ii. Shelf life and Analytical Test Report generation has not been mentioned into
the scope of M/s Choksi Laboratory Ltd inadvertently and hence needs to be
added.
iii. Phyto-toxicity parameter has been mentioned under the Toxicity column in
the Agenda whereas it should have been in the column of Bio-efficacy in
respect of M/s UPASI Tea Research Foundation(Tea Research Institute).
iv. It was informed during meeting that inadvertently name of M/s. Syngenta
Bioscience Pvt. Ltd. has not been included in the list of the laboratories
inspected. Whereas this laboratory has already been inspected and facilities
have been verified for its scope to generate data relating to Chemistry &
Packaging discipline. The same may also be considered for approval.
"If the supplier or the manufacturer of the pesticide (source of import) is the
principal company or the subsidiary of the registrant of the Pesticide in India, invoice
can be generated from either the manufacturer or the supplier providing the complete
details of the source of import in the invoice including name and mailing address as
approved by the committee."
This may also be communicated to the Customs Authorities for information and further
necessary action.
3.5 Proposal for Neonicotinoids research Programme on Polluinators.
With the concurrence of Chairman Registration Committee, a meeting was held on 19th
May, 2016 under the Chairmanship of Dr. J. S. Sandhu, Deputy Director General (CS)
& Chairman of RC to have a presentation and views of CLI regarding finalization of
protocols to be followed for the studies to be conducted on Neonicotinoids. The
following were present during the presentation:-

A presentation was made by Mr. Mike Coulson, International resource person of CLI
with industry views on data sharing for apicultural protocols as per OECD guidelines.
The issues raised by the industries were deliberated and Dr. Vasudha Gautam, AD(Ento)
was requested to prepare a brief for Agenda to be taken up to RC on the subject as
discussed. The views of Dr. R.K. Thakur were also taken on board for apprising the RC.
The suggestions/views presented by the industry on the issue were deliberated as under:-

The RC deliberated the Agenda and agreed on the views as framed regarding
issues raised by the industries at Sl. No. 1 to 7. Further, RC decided that the final view

3.6 Consideration of complaint regarding illegal import of pesticides by M/s Jai Shree
RasayanUdyog Ltd., Delhi
A complaint was received from DAC&FW that M/s Jay Shree Rasayan Udyog Ltd.,
Delhi has imported pesticide formulations namely Abamectin 1.8% EC, Emamectin
Benzoate 5% SG and Acetamiprid 20% SP during the year 2015 from China. During
inspection/verification and based on the replies furnished by the firm to Techno Legal
Cell of the Directorate, it was observed that formulations so imported by the firm were
diverted to Saudi Arabia for which no proper justification was furnished except
reference of provisions relating to Special Economic Zone (SEZ).
The Agenda was deliberated & RC noted that the firm has imported these formulations
i.e. Abamectin 1.8% EC against the Certificate issued u/s 9(3) for Indigenous
Manufacture and Export thereof oly (which is specifically for Export and not for
consumption to be used in the country), Emamectin Benzoate 5% SG and Acetamiprid
20% SP against the Certificate issued u/s 9(4) for Indigenous Manufacture. Whereas
M/s Jai Shree Rasyan Udyog Ltd. has imported the above formulations illegally
misleading the Customs Authorities without having valid Certificates of Registration.
The RC, accordingly decided that a Show-cause Notice may be issued to M/s Jai Shree
Rasyan Udyog Ltd., Delhi asking them as to why their Certificates of Registration
should not be cancelled for violation of the provisions of Insecticides Act, 1968 and
Rules, 1971.
The Committee deliberated the Agenda & decided that a Show-cause Notice may be
issued to M/s Best Agrochem Pvt. Ltd. & M/s Best Crop Science Pvt. Ltd. why their
Certificates of Registration (CRs) should not be cancelled for the above referred
manufacturing premises due to lack of minimum requisite infrastructural facilities for
manufacture of pesticides as per the conditions envisaged under the relevant CRs.
Further RC also decided to seek a status report from the concerned Licensing Authority
for pesticides, (State Department of Agriculture, U.P.) on grant of manufacturing
licenses to the above companies.
3.8 Consideration from Ministry of Health and Family Welfare vide letter no.
(shifted 186817/2016-VBD dated 21st March, 2016 regarding the application for
from registration of Temephos granules in small sachets for house hold.

Dr. P.K. Srivastava, Joint Director, NVBDCP also attended the meeting as a special
invitee who explained the views of NVBDCP, Ministry of Health & Family Welfare to
the RC. Dr. Srivastava informed that Temephos 1% granules is registered for use in
public health programme against dengue mosquitoes. He further requested that the
sachets packing of this product may be allowed for house hold use in coolers & articles
containing stagnant fresh water. The RC may consider the approval on priority basis as
the dengue season is approaching.
The RC deliberated the issue and it was informed to Dr. Srivastava that even though the
product is registered for public health purposes, the guideline for house hold use are
different and the small sachets of Temephos 1% granules have to meet the requirements
accordingly, if it is to be used in house hold environment. Further, RC also noted that
the Ministry of Health keeps strict monitoring/supervision where the pesticides are used
under public health programmes. However, RC expressed apprehension how NVBDCP,
Ministry of Health will monitor/supervise such applications under house hold scenario
besides the persistence/concentration of the formulation in the air blown out by the
cooler. RC also suggested that NVBDCP may call a meeting of all potential applicants
of Temephos 1% granules sachets along with existing registrants of other approved
pesticides in public health programmes for control of dengue mosquitoes, so as to draw
complete spectrum of available pesticides for control of this vector. It was suggested to
inform all potential applicants to apply for registration/label expansion of Temephos 1%
granules (small sachets) under house hold category to the Secretariat of CIB&RC.
Subsequently, Dr. Srivastava requested to consider relaxation for some data requirement
which may be asked on later date from the applicant(s) keeping in view the urgency for
the product and also expressed willingness to conduct Post Market Surveillance(PMS)
and outcome of PMS will be apprised to RC accordingly. RC also directed to the
Secretariat of CIB&RC to put up agenda/status to RC meetings of any applications for
registration/ label expansion for Temephos 1% granules (small sachets), as and when
received.
Committee deliberated the Agenda & approved for 1st Extension of provisional
registration of Pseudomonas fluorescence 1.0% WP with commercialization for a period
of one year.
5.15 Consideration of application of M/s Aviral Bio-Tech & Fertilizers Pvt. Ltd., for 3rd
extension of provisional registration of Pseudomonas fluorescence 0.5% WP with
commercialization.
Committee deliberated the Agenda & approved for 3rd extension of provisional
registration of Pseudomonas fluorescence 0.5% WP with commercialization for a period
of one year and no further extension shall be granted.
5.16 Consideration of application of M/s Advance crop Care (India) Pvt. Ltd., for 2nd
extension of provisional registration of Metrahizium anisopliae 1.15% WP with
commercialization.
Committee deliberated the Agenda & approved for 2nd Extension of provisional
registration of Metrahizium anisopliae 1.15% WP with commercialization for a period
of one year.
5.17 Consideration of application of M/s Maa Narsai Biotech & Chemicals, for 1 st

commercialization.

The agenda was deliberated and approved the registration for indigenous manufacturing
of Bio-Pesticide Trichoderma viride 1.0% WP for control of Root rot (Macrophomina
phaseolina) in Pulses (Cowpea, Mung bean & Urad bean), Sesanum & Pigeonpea;
Damping off (Pythium aphanidermatum) in Chilli crop (Seedlings); Wilt (Fusarium
oxysporum) in Cowpea.
5.23 Consideration of application of M/s R. B. Herbal, Maharasthra for grant of
registration for indigenous bio-pesticide manufacturing of NPV of helicoverpa
armigera 2.0% AS under section 9(3) (Strain : Not required being virus, Accession

Committee deliberated the Agenda & approved the registration for indigenous
manufacturing of Bio-Pesticide NPV of Heliciverpa armigera 2.0% AS for control of
Pod borer (Helicoverpa armigera) in Chickpea crop.
5.24 Consideration of application of M/s Krishi Vigyan Kendra, Baramati for grant of
registration for indigenous manufacture of Trichoderma harzianum 1% WP under
section 9(3) (Strain : IIHR, Bangalore, IHR-Th-2. Accession No. ITCC 6888)
Committee deliberated the Agenda & approved the registration for indigenous
manufacturing of Bio-Pesticide Trichoderma harzianum 1% WP for control of Root
knot nematode in Tomato, Brinjal, Carrot & Okra; wilt in Tomato, Brinjal & Okra and
Root rot in Carrot.
6.0 9(3) CASES

Committee deliberated the Agenda & approved the registration for formulation import

9(3).
Committee deliberated the Agenda & approved the registration for formulation import

6.15 Consideration of an application of M/s Cheminova India Ltd., Mumbai for grant

6.16 Consideration of application of M/s OM Agro Organics, Dagarnagar (MS) for
grant of registration for indigenous manufacture of Verticillum lecanii 1.15% WP
under section 9(3) (Strain : division of Entomology, ICAR Research Complex for
NEH Region, Umroi, Meghalaya, Accession No. NAIMCC-F-03046).
It was observed that the inventor of the strain has disowned the strain hence a
communication may be sent to the inventor for verification by the Secretariat of
