recommended socket lengths are 19.5 ft and 23.0 ft for drilled shafts to be constructed at Pier 1 and
Pier 2, respectively. A copy of the calculations used in determining minimum required rock socket
lengths is attached for reference.
Lateral load analysis was performed using the LPILE computer program, which accounts for the
nonlinear behavior of soil and rock under lateral loading (P-y analysis). Parameters for use in
modeling soil strata were selected based on typical values presented in the LPILE User Manual.
Copies of LPILE computer output for the abutments are attached. The LPILE computer output for the
piers is not attached; however, this data can be provided upon request.
Abutment 1
Lateral load evaluation for HP 14x73 proposed for support of Abutment 1 was performed for both
fixed and free head conditions assuming a service limit axial load of 136 kips, maximum anticipated
strength limit axial load of 202 kips, a lateral load of 12 kips, a bottom of pile cap elevation of 926.5,
an estimated pile tip elevation of El. 893.5 and modulus of elasticity for steel equal to 50ksi.
Based on available test boring information, the soils below the bottom of cap elevation at
Abutment 1 consist of approximately 5 to 10 ft of loose / firm fill material at each of the test
borings (S-01 through S-03), underlain by approximately 15 and 20 ft of firm to stiff
possible fill/ natural soil at Borings S-02 and S-01, respectively. Soil overburden is is underlain
by weathered shale, siltstone and sandstone. A 5 and 10 ft thick coal layer was encountered
overlying weathered rock at borings S-02 and S-03, respectively. . More detailed information
with regard to subsurface conditions is provided in TRCs geotechnical engineering report for
this project, dated February 23, 2006.
Results of LPILE analyses for Abutment 1 are summarized in tabular form below.
Abutment 2
Lateral load evaluation for HP 14x73 proposed for support of Abutment 2 was performed for both
fixed and free head conditions assuming a service limit axial load of 136 kips, maximum anticipated
strength limit axial load of 202 kips, a lateral load of 12 kips, a bottom of pile cap elevation of 904.5
and an estimated pile tip elevation of El. 889.5.
Based on available test boring information (S-10 through S-12), the soils below the bottom of
cap elevation at Abutment 2 consist of up to approximately 7.5 ft of loose / soft
silty/clayey/sandy fill materials, underlain by up to approximately 3 ft of soft silty/clayey fill
soils with some organics, which is underlain by completely decomposed sandstone, siltstone and
shale; and intact sandstone. More detailed information with regard to subsurface conditions is
provided in TRCs geotechnical engineering report for this project, dated February 23, 2006.
Initial LPILE analyses performed for the subsurface conditions as observed in test borings and
anticipated loading conditions indicated that excessive deflections as well as rotation at the pile
tip would occur as a result of design lateral loading conditions. This is a result of the relatively
thick loose / soft soils encountered at this location as well as the relatively short anticipated
pile lengths. TRC performed additional lateral load analyses to determine the extent of removal
and replacement that would be required to reduce anticipated lateral deflections to acceptable
limits. Results indicated that all of the loose / soft existing fill soils (up to 11 ft) must be
removed and replaced in order to provide acceptable lateral soil resistance. It should be noted
that similar removal and replacement is also required at Abutment 2 in order to achieve the
minimum required factor of safety for global stability of proposed fill embankments. This is
discussed further in following paragraphs.
Soil used as replacement material should be granular, chemically inert, durable, and conform to
the following requirements:
Results of LPILE analyses for Abutment 2 are summarized in tabular form below. These results
assume that removal and replacement of existing fill soils is performed as described above.
Pier 1
Lateral load evaluation for the 6.5 ft diameter drilled shafts proposed for support of Pier 1 was
performed for free head conditions assuming the following:
Various service limit and service limit loads as provided by TRC Structural engineers and
attached for reference.
A top of shaft elevation, top of socket elevation and bottom of socket elevation of El. 896.5,
El. 879.5, and El. 860.0, respectively for the shaft to be constructed right (RT) of centerline
(CL).
A top of shaft elevation, top of socket elevation and bottom of socket elevation of El. 893.5,
El. 879.5, and El. 860.0, respectively for the shaft to be constructed left (LT) CL.
Scour (top of rock) elevation of El. 879.5.
Longitudinal reinforcement consisting of approximately 1.3 to 1.4 percent of the shaft cross
sectional area.
Concrete compressive strength equal to 4.5 ksi.
Based on available test boring information, the soils below the top of shaft elevation at Pier 1
consist of approximately 10 to 15 ft of loose / soft silty/clayey/sandy fill materials, underlain
by 5 to 10 ft of silty clay soils, which is further underlain by coreable bedrock. More detailed
information with regard to subsurface conditions is provided in TRCs geotechnical engineering
report for this project, dated February 23, 2006.

anticipated top of shaft elevation (i.e. no unsupported length along the shaft), and assuming that

length (to account for the potential effects of scour). Detailed steel design was performed by

Abutment 1
Based on available test boring information, it was assumed that the existing subsurface
conditions at Abutment 1 consist of approximately 35 ft of loose / firm fill material,
underlain by approximately 15 ft of firm to stiff natural soil, which is underlain by intact
sandstone. It should be noted that this represents a worst-case subsurface condition based on
available test boring information.
In re-evaluating the global stability at Abutment 1, TRC assumed that the upper material used for
raising of site grades at the Abutment location will be a controlled fill material with an internal
friction angle of 34 to 36 degrees. We further assumed that construction of fill benches will be
required in order to incorporate the proposed sidehill fills. A traffic surcharge of 500 psf was
also included in the analysis to simulate construction traffic loads. Shear strength parameters for
modeling the existing site soils were conservatively selected based on correlations with SPT
values and assumptions regarding plasticity. The table below summarizes the input parameters
used in our analyses and the corresponding factors of safety.
Based on the results of our analyses, incorporating use of controlled embankment fill and
construction fill benches on the order of 10 ft wide, will be critical to achieving the minimum
required factor of safety on the order of 1.5. Material used in construction if fill benches should
meet the criteria for replacement material as stated in the Lateral Load Evaluations section
above.

Based on available test boring information, we assumed that the subsoils at Abutment 2 consist
of approximately 7.5 ft of loose / soft silty/clayey/sandy fill materials, underlain by
approximately 3 ft of soft silty/clayey fill soils with some organics, which is underlain by
completely decomposed sandstone. It should be noted that this represents a worst-case
subsurface condition based on available test boring information.
In re-evaluating the global stability at Abutment 1, TRC modeled the upper 10 ft of existing fill
material as one layer having relatively low shear strength parameters. We performed a
parametric study to determine the minimum depth of removal and replacement that would be
required to achieve the minimum required factor of safety of 1.5. The replacement material was
assumed to be a controlled fill material with a minimum angle of internal friction of 34. A
traffic surcharge of 500 psf was included in the analysis to simulate construction traffic loads.
Based on the results of our analyses, a minimum vertical removal and replacement depth of 5 ft
would be required to achieve the minimum required factor of safety of 1.5. Material used in
construction if fill benches should meet the criteria for replacement material as stated in the
Lateral Load Evaluations section above. A summary of shear strength parameters for
modeling the proposed conditions, and corresponding factors of safety (including 5 ft of removal
and replacement), are summarized below.

The strength parameters used to model existing fill soils are within the range of values used in our parametric study
presented in our draft geotechnical report for this project. It is TRCs opinion that the strength parameters
indicated above are reasonable approximations based on our experience with projects having similar site
subsurface conditions.
Wave equation analysis was performed using the GRL WEAP program in order to evaluate the range
of hammer energies that could be used in pile driving such that piles can be driven to refusal at a
capacity greater than the nominal pile capacity without overstressing the pile. Common hammer
types used in driving of H-piles and GRL-WEAP recommended values for modeling soil strata were
selected for use in the analyses. Due to the presence of relatively soft / loose fill soils and the potential
for pre-drilling, GRL WEAP analyses were performed assuming a relatively small amount of shaft
resistance (5 percent). Based on the results of GRL WEAP evaluations, TRC recommends that rated
energy for the hammer used on pile driving operations be 25,000 ft-lbs (minimum) to 32,000 ft-
lbs (maximum). A brief summary of GRL WEAP computer output is attached for reference.
