0 PROPOSED DISTRIBUTION SYSTEM

5.1 Proposed Water Supply System

As mentioned in the previous sections, the water supply to the project area can be
delivered by connecting to existing water supply in Beladin and Maludam. However, the

Maludam water treatment plant is currently operating in 24 hours and the potential to
upgrade the plant to cater the new water demand in the project area is limited due to its
close proximity to the sea and saline intrusion coupling with the draught season which

result in shortage of raw water.

In view of this, the water supply to the project area is recommended to be connected to

new Beladin water supply system which is currently in the construction process under
project BALB (SAMBUNGAN BEKALAN AIR DARI SIMPANG KAKI WONG KE PUSA-
BELADIN, BETONG, SARAWAK) implemented by KKLW. The water supply to Beladin is

sourced from recently completed Kaki Wong Water Treatment Plant (WTP) which has a
capacity of 25mld serving Saratok region and surrounding area. According to JBALB,
there is an excess of 10mld from this WTP for future water demand in Saratok and

surrounding area.

However, based on the gathered data from the above project, the new booster station

and elevated water tank proposed in Beladin is only designed to cater water demand in
Beladin area. A hydraulic analysis has been performed to simulate the water supply

system to Beladin from Pusa new reservoir. It was found that the residual pressure head
at Beladin is about 15m (as shown in Diagram 1) which satisfy the minimum residual
pressure head of 10m as stipulated in JKR design guideline and sufficient for supplying

water to ground suction tank at Beladin.


Such hydraulic modelling is then extended to include the water supply to Sepinang as

shown in Diagram 2 to check the performance of the overall system by assuming


450mm OD HDPE pipe will be laid from Beladin to Sepinang.

From Diagram 2, it is anticipated that continuously drawing water through direct
connecting to such system will cause water supply interruption in Beladin (residual

pressure drop to 3m) when the water demand increases and the residual pressure at
Sepinang is only about 2m which does not meet the minimum requirement of 10m.

Therefore, the option to lay a 450m OD HDPE pipeline from Beladin to Sepinang is not

feasible. In view of this, a separate pumping system including water storage tank is

recommended to be provided for water supply to Sepinang area. It is also to avoid any
alteration to the proposed Beladin water supply system which may impede the

construction progress.
The recommended water supply system for the project area is shown in Figure 3 as

Option 1. The water from the new Beladin booster station will be channelled to the

proposed ground suction tank and subsequently to be pumped to the proposed


elevated reservoir within the same site. A hydraulic analysis has been carried out for the
water supply system from Pusa to Beladin as shown in Diagram 3. The simulated

residual pressure head at Beladin is about 10m.

The water is then gravitated to the project area through proposed 12km 280mm

diameter HDPE pipe running along existing Jalan Maludam-Pusa until Kpg Sepinang for
delivery of water to the settlement located along the road and for fire fighting purpose.

From the projected water demand as shown in the Table 2 above, the demand at Year
2046 is about 0.6mld (417 litre/min). However, based on JKR design guideline, for
residential scheme, the water supply system shall also designed to cater for Class D risk

of fire flow requirement which is 1140 litre/min. Based on this, the fire flow requirement
is governing the design of water supply system to the project area. In order to meet the
fire flow requirement and to satisfy the minimum residual pressure head of 10m as
stipulated in JKR design guideline, the available pressure head at the tapping source shall
be high enough to ensure delivery of the required flow with sufficient pressure through
proposed pipeline to the discharge point. The flow hydraulic analysis of the proposed
pipeline system is shown in the Diagram 4.

As the level of existing high level tank at Beladin is about 17m which is insufficient to
provide the required head of 25m as indicated in the Diagram 4, the proposed system is
not recommended to connect directly to the existing pipeline system at Beladin.

However, it is proposed to draw water from new Beladin water supply system as
mentioned above by providing booster station, ground suction tank and elevated water

storage tank with sufficient height to meet the required pressure head. The proposed

height and capacity of elevated tank are 25m and 0.6ml respectively to provide 1-day

water storage for the project area.

The proposed booster station is recommended to be located within the new Beladin

booster station site as the land acquisition is not required and space is adequate. The
layout of the proposed booster station as shown in Figure 3 consists of one (1) pump

house for pump room, generator room & main switch board room, one (1) ground
suction tank and one (1) elevated reservoir. The ground tank is sized to be 50m3 comply
with the two (2) hours pumping storage requirement. Whereas, the elevated reservoir will
have 0.6ML capacity for one day storage.

In addition, branch off pipeline from the main pipeline to all the kampungs and
communication pipe of maximum length of 50m up to meter stand for each household

will be provided. The pipeline shall be laid along the access road to the kampungs. The
communication pipe shall be a combination of 90mm and 25mm HDPE pipe.

In conclusion, it is anticipated that the full scope of works for this project based on
Option 1 shall include but not limited to the following:-

a) Booster pumping stations with 50m3 ground suction tanks;


b) 0.6ML service reservoir;

c) Approximately 12km 280mm HDPE distribution pipe;


d) Communication pipe;
e) Civil and associated works; and

f) M&E works.
The estimated construction cost is about RM9.24mil (excluding 6% GST) as shown in
Section 6.0.

5.2 Booster Pumping System

One duty and two standby booster pumps shall be installed in the proposed pump
house to pump the water from ground suction tank to the proposed elevated reservoir.

The design operating point and pumping head for the booster pumps will be confirmed
by M&E engineer upon finalisation of booster pump station.
5.3 Development Planning

Due to the budgetary constraint of the project, the development of the proposed water
supply can be implemented in two phases as outlined in Option 2. For the immediate

planning of supplying water to the project area, the proposed 280mm diameter HDPE

pipe running along existing Jalan Maludam-Pusa is recommended to be implemented in


Phase 1 as shown in Figure 4. This pipeline shall be interconnected to existing 450mm
HDPE pipe at Beladin and 280mm HDPE pipe at Sepinang to draw water from both water

supply system. The estimated length of this pipeline is about 11.5km. Based on hydraulic
modelling shown in Diagram 5, the proposed pipeline can cater at least up to Year 2025
demand.

In Phase 2 development, the proposed booster station as mentioned in the above

section shall be constructed including approximately 0.5km length 280mm HDPE pipe to

be laid from the proposed booster station to connect to the proposed 11.5km 280mm
HDPE pipeline implemented in Phase 1.

The estimated construction costs (excluding 6% GST) for Phase 1 and Phase 2 are shown
in Section 6.0 amounting to RM4.79mil and RM4.45mil respectively.

Alternatively, the consultant has looked into Option 3 which is a long term solution for

water supply system to Sepinang with cheaper construction cost as compared to Option

1. This option involves direct pumping to Sepinang with booster station to be provided
at the new Beladin booster station as mentioned in Section 5.1. The elevated reservoir is

not required in this option but bigger ground suction tank of 0.6ML capacity for one day
storage is required. However, there is a possibility that the project area may experience

water interruption due to electrical power supply. The proposed booster station is not
recommended to be sited at new land along the way to Sepinang to avoid land
acquisition process which is time consuming and if sited on existing booster station site,

only siting application is required. The proposed water supply system for the project area

(Option 3) is shown in Figure 5. The estimated construction costs (excluding 6% GST) for
this option is shown in Section 6.0 amounting to RM8.04mil.

The comparison of Option 1, Option 2 and Option 3 is shown in Table 3.
