requirements for Service Area 2: Building Code Plan Check and Inspection Services.

The majority of the work required in Service Area 2 will be completed from our Sacramento office, which
is located at 980 9th Street, 16th Floor, Sacramento, CA. 95814 .The majority of the work will not be
performed within Monterey, San Louis Obispo, Santa Cruz, or San Benito Counties.

EsGil is prepared to provide the City with highly-qualified personnel to provide building , plumbing,
electrical , mechanical , and accessibility plan check services. We look forward to partnering with the City

Legoland California is an ever-expanding project that has spanned just over two decades and includes over 60 rides
and attractions. EsGil has provided the plan review for every permitted structure within the theme park including
two hotels, multiple restaurants, restroom buildings, rides, shade structures, bridges and parking structures. Most
recent projects for the park include a new $20 million, 145,000+ square foot, 3-story hotel with 250 rooms (review
completed in 2016) along with a new $976K JD18 ride, restroom building, and restaurant (review completed in
2017).

Founded in 1979, EsGil is a specialized firm providing full-service inspection services exclusively to local government and
state agencies. Throughout our 37-year history, we have served California building departments as a resource for
municipal projects ranging from hospitals, libraries and fire stations to regional shopping centers and resorts.

We have a solid reputation with the Building and Safety community as a reliable partner, providing flexibility and economy
of scale to municipalities at the lowest possible fee fo r service. Long-term strong relationships with government agency
staff make us the right choice for the City.

In 2016, we joined the SAFEbuilt family , providing our clients with the stability and depth of resources of a nationwide
company. SAFEbuilt has been expanding and continually improving Municipal Building Departments for more than 25
years. The SAFEbuilt team currently manages 500 municipal contracts with more than 670 full-time employees .
Our accomplishments validate our experience. We have proven capabilities with building inspection methodologies specific
to fire stations-seismic requirements , in particular. In addition, our inspectors have local experience , extensive
knowledge, and maintain current certifications.

Improved Service Delivery

EsGil has a proven track record of streamlining internal workflow coordination , as well as clearly identifying working relationships that
assist in improving efficiency. From the start of each contract, our transition team works with City staff to customize best practices in a
manner that most aligns with City goals. While various aspects of municipal contracts must be consistent from location to location,
EsGil knows that no two community programs are identical. Therefore, we tailor our programs and processes to meet local needs.

In addition to process innovations, our team is experienced with the ebb and flow of workload activity associated with building permits
due to seasonal and economic factors.

Project Approach

Our approach to this partnership is centered on fostering open communication between our firm and the City . Prior to receipt of our
first assignment, we would propose to meet with City staff to verify local code policies , documentation procedures, plan processing
protocols, plan review and inspection checklist items, notification protocols , and scheduling . Our team is committed to maintaining
regular communication with City staff to ensure we are kept apprised of current code interpretations and policies . This enhances our
ability to quickly respond to any issues that may arise during permit counter, document review, and/or inspection activities.
We value the importance of the City's projects and are committed to meeting all project service delivery deadlines. Under the
direction of the City Building Official , we will diligently document and report all plan review and inspection findings, tracking
information, and other reports, as required by the City.

Throughout this contract, our team members will be available to meet with City staff either via phone or in person to address
questions that may come up during the course of a project. We will be accessible to project stakeholders , which is essential to
ensuring that decisions are made in a timely manner. As such , our firm commits to responding to all inquiries within one business
day. We encourage discussions via in-person meeting, telecom , and/or Skype formats as agreeable and necessary to achieve the
most expeditious results .
