Dear Mr. Harary,

BUREAU VERITAS NORTH AMERICA, INC. (BVNA) AND CALIFORNIA CODE CHECK (CCC) provides plan check
and inspections services to municipalities, on an as-needed basis; offering off-site and in-house Building Code support.
BVNA and CCC have recently merged to better serve the building safety community. Our combined team is highly
qualified and able to handle building plan checks and inspections, as well as other related staffing support to cover peak-
time workflow increases, staffing shortages, and/or special projects. Over the past 30 years, we have assisted over
150 other jurisdictions throughout the State of California and currently work with the Counties of Monterey, San Luis
Obispo, Santa Barbara, Ventura, Los Angeles and San Bernardino, as well as the Cities of Atascadero, Pismo Beach,
San Luis Obispo, Santa Clarita, Santa Barbara, Solvang, Malibu, Torrance and Glendale.

We maintain a substantial talent pool of seasoned, certified and licensed professionals including: Structural, Civil,
Geotechnical & Fire Protection Engineers; Mechanical, Electrical & Plumbing Engineers/Specialists; DSA Certified
Access Specialists (CASp); LEED Professionals; ICC Certified Building Officials; Plans Examiners; Inspectors; and
Permit Technicians. Our team has over 30 years of extensive experience checking and inspecting various types of
construction and occupancies, in diverse geographical regions and climate zones, with a reputation in the industry
for performing services within the contracted turn-around timeframes. On-Site (In-House) staffing for Plan Check
Engineers, Plans Examiners, Inspectors, and other related positions can also be provided.

Both BVNA and CCC maintain a highly respected, professional status and is in good financial standing. The companies

Plan review, including the architectural, structural, grading, OWTS, MEP, etc, of various building types for the City of Malibu. Due
to the communitys geographical location along the Santa Monica Mountains, Malibu falls in the high fire severity zone and special
high wind region. The community is also subject to coastal flooding, i.e. wave impact and tsunami. Special construction
considerations are required to address these conditions.

CCC Inspection services were provided to cover a temporary leave of absence, which extended to a longer assignment. The City
was so pleased with the quality of services provided that the CCC Inspector was later hired into a full-time position. The Citys
geographical features also attributes to the need for septic systems, with specialized training required for inspections.

CCC provided the plan review and inspections for this substantial project. The shopping center and residential complex consisted of
a 5-story apartment building (175,165 Sq. Ft), 2-story multiplex theater (83,340 Sq. Ft) and 2-story retail building (84,881 Sq. Ft),
with subterranean parking (74,360 Sq. Ft). The projects mixed-use characteristics made the plan review challenging, as all uses had
to be considered, when apply codes.

A team of highly-qualified engineers was assembled, including Structural and Civil Engineers, MEP Engineers and a Fire Protection
Engineer. CCC assigned a Building Inspectors to the City to supplement the inspection staff. As the construction increased,
additional CCC inspectors were assigned, with one of the CCCs Plan Check Engineers, also an ICC-Certified Inspector, conducting
inspections and providing significant code interpretation on-location. Types of construction: Type I-A, II-A, II-B & II-S

The companies invest in new hardware regularly, and each Plans Examiner has a computer system equipped with a large, flat-screen
monitor to enable on-screen review of plan documents. Large desks and tables accommodate the size of building plans, and
conference rooms are utilized for meeting with applicants. The phone system has recently been upgraded to allow for individual voice
mail boxes and extensions, as well as conference calling, for easy connectivity to a Plans Examiner. Live reception is maintained to
provide friendly and efficient customer service. Field personnel, such as Building Inspectors, are usually supported with the
jurisdiction's hardware and software technology; however, Inspectors will have smart-phones and digital cameras. When a
jurisdiction does not provide the use of a vehicle for inspections, field staff may provide their own, reliable transportation.

Microsoft Office, Adobe and Bluebeam software are the main programs employed, and are kept up-to-date. Plan reviews are
completed in Word using a Master Template, an electronic guide book used to create a job specific Comment List during the initial
comprehensive review. The Master Template is updated with the most universal codes from the current California Building Code
(CBC), and incorporates the ordinances specific to each jurisdiction. The use of a template insures that the comments are consistent;
referencing the applicable code. CCCs website has a page for customers, with a permit application number, to upload PDF files of
any size directly and securely to our server. This system offers jurisdictions an eco-friendly, paper-less alternative for plan review.
Project tracking and scheduling is conducted with the use of a sophisticated, spreadsheet-like database.

An extensive reference library is maintained at each office, which includes current and previous code books for all of the disciplines,
as well as materials specification books, and training manuals. Digital copies of the ICC Code Books are also available to staff.
Inspectors can contact plans examiners for code interpretation, when needed.

Each staff members is designated a computer system that ties into as a network, and is backed-up to protect the company from the
loss of data. Anti-virus protection is also installed and scans are completed on a regular basis. Internal procedures further protect the
company from unwanted downloads that can expose the company to viruses.

Both BVNA and CCC have a reputation for meeting turn-around expectations. Our dedicated team is able to flex working hours to
cover increased workflow, and we maintain a strong administrative staff that provides a daily schedule for all jobs in-house and the
dates the review must be returned. The Master Template, previously mention, assists with the escalation of reviews. Even in times of
increased workloads, a quality review is still conducted by a senior project manager/engineer. An overnight courier service is provided
for the shipping of plans to and from the jurisdiction. Comprehensive initial reviews and direct communications with applicants also
ensure that the number of subsequent reviews is kept to a minimum.

Our team has a reputation in the industry for recruiting and placing experienced professionals that require little training or supervision.
When the City requests a temporary or long-term staffing solution, Tom Harris will recommend one of our available personnel, but if a
specialized skill set is required, further recruiting may be necessary.

Expedited plan reviews can be negotiated. Hourly rates are billed in quarter-hour (0.25) increments. (2.00 hour min. fee for initial hourly
reviews) FOR ON-SITE STAFFING: A 4 hour/day minimum per individual will be assessed. Overtime (OT) will be charged at 1.5 times the
standard hourly rate and double-time (DT) will be charged at 2.0 times the standard rate. (If working a 4/10 schedule, OT is over 10 hours on
any day and/or over 40 hours per week and weekends. Same principle applies to 9/80 schedules. DT is charged according to the state and
federal laws. Hours worked on a designated holiday will be charged at the appropriate OT and DT rates). Fees charged per service provided.

Plan reviewers will function as a seamless extension to the City working directly with City staff and applicants, ensuring that
everyone understands the applicable codes and regulations, while maintaining a high level of customer service, professional
courtesy and unbiased objectivity. Most projects, especially complex projects, are sent to our facility for a thorough,
comprehensive review. Our facilities have experienced Engineers on-hand, with an abundance of resources and technology
available to enable consistent and comprehensive plan checks.

Plan Check Quality Control and Consistency Program


Quality control is essential, and BVNA and CCC has consistently delivered accurate plan reviews over the years. We have
accomplished this through to our commitment to continued education, the creation of a Master Template, and a quality
check following every review.

Continuing Education: Staff actively attends training seminars and online webinars through industry associations,
such as ICC, CALBO, SEAOC and SK Ghosh. CCC also maintains extensive reference libraries at the company's offices.
Master Template: The Master Template is an electronic guide book used by all of our Plans Examiners at our offices
to create a job-specific Comment List during the initial comprehensive review. The Master Template is based on the
most universal codes from the current California Building Code (CBC), and incorporates the ordinances specific to
each jurisdiction. The use of a template insures that the comments are consistent; referencing the applicable code.
Quality Check: Each completed review, including the initial review and all rechecks, is followed by a secondary quality
review which is conducted by one our senior staff, prior to being returned

Inspections Quality Control and Consistency Program


Our Inspectors are issued a copy of the company policies and ethical standards, The Art of Inspections, that focuses solely
on the Inspector's techniques and methods of performing inspections for our Clients. This document takes each Inspector
through the following aspects of building inspections: arriving, performing, documenting and departing an inspection, as well
as office protocol.
