Dear Mr. Harary and Consultant Selection Panel Members:
TRC Engineers, Inc. (TRC) is pleased to present our Statement of Qualifications for Civil
Engineering Services for projects within the City of Carmel-by-the-Sea. Founded in the
early 1960's, TRC is an engineering consulting and construction management firm that
provides integrated services to the transportation infrastructure, and environmental
markets.
In order to supplement our own in-house capabilities and provide additional specialty
services, TRC has included on our team the firms Whitson Engineers to perform
surveying, Peters Engineering Group to provide traffic services, and Pacific Crest
Engineering to provide geotechnical services. All of these firms have extensive prior
project experience in and around Carmel as well as experience working with TRC.
We ask you to select the TRC team to perform this work because we will best satisfy your
goals for these projects. We believe these goals include:
Completing the projects on schedule and within budget
Minimizing the Citys financial contributions to the projects
Satisfying Caltrans and other agency requirements and expediting their approval
Minimizing traffic disruptions during construction
Compatibility with environmental clearance documents and permits
TRC will serve you out of our offices in Rancho Cordova and Fresno, CA.

Pacific Railroad was required and their approvals obtained. Funding
acquisition was performed to fund the construction. TRC prepared the
application for PUC authorization of the project and assisted in negotiating
the signed railroad agreement. TRC assisted the County in obtaining $913,000 of ATP funding for this project
and delivered the project within the fund-dictated deadline. A Caltrans encroachment permit application was
prepared and approved. The project is under construction and TRC is providing construction support services.

management and delivery. This project includes a new bridge of approximately
130 feet in length and a pathway connection to fill the last remaining gap in the
Citys San Lorenzo River levee pathway system. Key design challenges
included minimizing the impact on the sensitive riparian environment,
integrating the new bridge into a complex urban setting and multi-modal
transportation infrastructure, prevention of graffiti tagging, and budgetary
constraints. Complicating the effort, on-site soils are very susceptible to
liquefaction.

one-mile segment of Grant Line Road in the City of Elk Grove in Sacramento
County, CA. This is known as Segment B2 of the larger 34-mile-long Capital
SouthEast Connector Project. The intent of this JPA project is to swiftly achieve
CEQA/NEPA clearance and complete Segment B2 Phase 1 design. While this
segment is not long, it is a key piece of the JPAs strategy to move the entire
program into construction. This project will be the first portion that will result in a shovel-ready design for
Phase 1 construction to start as early as June 2018.

6. Description of Project and Relevance to this Service Area (include scope, size, cost, etc.)
TRC is preparing environmental documentation, preliminary
engineering and final design for the widening of a one-mile segment
of Grant Line Road in Elk Grove. This is known as the B2 Project of
the larger 34-mile-long Capital SouthEast Connector project which will
result in a much needed improved connection between the
communities in southern and eastern Sacramento County and on into
El Dorado County.
The B2 Project will widen Grant Line Road from 2-lanes to 4-lanes
from Mosher Road to Bradshaw Road and will include a median and
Class 1 trail. Bradshaw Road will be slightly re-aligned to correct the severe intersection skew. The Grant
Line Road intersections with Bradshaw Road and Mosher Road will be signalized. Additional improvements
including curb, gutter and drainage facilities will be evaluated during the project approval phase.
The primary goals of the project are to achieve CEQA / NEPA clearance of the project within 12 months,
and to complete shovel ready design in less than 2 years. TRC is swiftly developing alternatives that best
match the JPAs goals and efficiently use their primary funding sources. TRC is addressing several key
issues during this process, including:
Providing creative solutions to access for the agricultural properties on the south side of Grant Line
Road
Coordinating closely with the City of Elk Groves project west of Mosher Road and at the Mosher
Road intersection
Coordinating with adjacent planned developments

Collaborating closely with stakeholders, property owners, and the community to develop suitable
solutions.
This project will be designed to meet the requirements of the Capital SouthEast Connector JPA Project
Design Guidelines (PDGs), City of Elk Grove Improvement Standards, and the County of Sacramento
Municipal Services Agency Improvement Standards.
While this segment is not long, it is a key piece of the JPAs strategy to move the entire program into
construction. This project will be the first portion contracted directly by the JPA that will result in a shovel-
ready design for Phase 1 construction to start as early as June 2018.

TRC is performing preliminary engineering and fianl desing for widening a roughly 0.4-mile segment of Grant
Line Road in Elk Grove. The proposed project will widen Grant Line Road from two lanes to four lanes from
Waterman Road to Mosher Road and will inlcude a median and Class 1 trail. The Grant Line Road/Mosher
Road intersection will be signalized. Additional improvements inlcuding curb, gutter, and drainage facilities
will be evaluated during the preliminary engineering phase.
The primary goals of the project are to:
Cost-effectively widen Grant Line Road from two to four lanes, while also considering potential future
improvements that could include a 6- to 8-lane facility joining to a future 6-lane facility east of Mosher road,
and
Have final design and right-of-way complete by early 2018.
This has required TRC to quickly develop geometric designs to define the project improvements and to work
closely with the City to finalize any needed CEQA amendments and right-of-way acquisition.
TRC is addressing several key issues during this process, including:
The adjacent Connector JPA Project evaluating multiple construction phases between Mosher Road
and Bradshaw Road. The Grant Line Road/Mosher Road intersection geometrics need to be
coordinated with the adjacent phase alternatives being developed.
Planning for the potential relocation of the many major utilities in the corridor.
Collaborating closely with stakeholders and the community.
Coordinating with adjacent planned private developments.
Planning for the implementation and traffic from the City's future multi-sports complex.

TRC developed a new bicycle / pedestrian
bridge and multi-use pathway project for the
City of Santa Cruz which includes a new bridge
approximately 130 feet in length and a pathway
connection to fill the last remaining gap in the
Citys San Lorenzo River levee pathway
system. Key design challenges included
minimizing the impact on the sensitive riparian
environment, integrating the new bridge into a
complex urban setting and multi-modal
transportation infrastructure, prevention of
graffiti tagging, and budgetary constraints.
Complicating the effort, on-site soils are very
susceptible to liquefaction.
Preliminary engineering work included bridge type selection studies, pathway alignment studies, hydraulic
studies, a geotechnical investigation, and environmental studies. Numerous aesthetic designs were also
considered which included the incorporation of special railings as well as the placement of interpretive
plaques along the pathway and bridge approaches that describe the river environs. A pre-fabricated steel
through truss bridge was the selected structure type.
Two public meetings were conducted by the TRC team to present our alternatives; one with the Parks Dept.
and Citizens Committee and one with the Transportation Commission. Appropriate exhibits were prepared
for each meeting that included computer models, renderings, and a PowerPoint presentation. Public input
was also solicited and provided to the City for use in selecting the preferred alternative which was presented
to the City Public Works Commission, Urban River Task Force, and City Council.
TRC prepared final PS&E and the project has been constructed. TRC assisted the City in obtaining $1.8
Million of ATP funding for this project. Coordination with the U.S. Army Corps of Engineers (COE) was
required to assure compatibility between this project and the adjoining COE floodwalls over which the
structure passes. The grand opening was held on September 28, 2017.

TRC was selected from the on-call list to provide
design services for the replacement of a drainage inlet
that was undermined during a winter storm event and
also improved the existing corner by installing a new
ADA ramp and repairing the pavement around the
corner to meet ADA standards. TRC prepared the
plans, specification, and estimates to bid the
construction of this improvement in a short period of
time within the budget and schedule allowed. The bids
were received just under the engineers estimate and
was constructed in a timely manner to the satisfaction
of the City.
