CSG Consultants, Inc. (CSG) is pleased to present our Statement of Qualifications for construction
management and inspection services to the City of Carmel-by-the-Sea (City). Our firm brings specialized
expertise, proximity, electronic plan review capability, knowledgeable and highly competent staff, and an
existing working relationship with the City performing plan review, inspection, permit tech, as well as
code enforcement services.
For over 26 years, CSG has been providing a host of professional municipal services to the public sector.
We provide our municipal clients with a range of services including full construction management teams,
resident engineers, assistant resident engineers, office engineers, and construction inspectors based
upon the need and particular scope of the project. Based on our teams knowledge and experience, and
CSGs broad service offerings, we are well suited to fulfill any of the Citys professional needs as they
may arise.
Nourdin Khayata, PE, will serve as the primary contact and as-need project manager/resident engineer
for this contract. Mr. Khayata served as a City Engineer for the City of Marina and is familiar with working

overcrossing at Hwy 101 to four lanes and improve the traffic flow through the interchange. Work
included the construction of a new bridge structure, northbound 101 on-ramp loop for eastbound
Tennant traffic, high occupancy vehicle (HOV) bypass lane, ramp-metering infrastructure, joint
trench installation for the underground conversion of electrical and communications utilities,
asphalt concrete pavement, traffic signal modifications, safety and street lighting, drainage and
erosion control improvements, 12 main water line installation, concrete structures and flatwork
(i.e. sidewalk, driveways, access ramps), signage, landscaping restoration, and pavement.

Initially hired as the Assistant General Manager to jump-start the Capital Improvement Program,
Mr. OConnell quickly performed a strategic assessment of the Districts infrastructure, personnel
and financial condition. Shortly thereafter he was promoted and as G.M. established a
comprehensive program to respond to the Districts essential needs; an aggressive twenty-year
Capital Improvement Program was developed and implemented; staff training was conducted
initially to respond to emergency repairs and then to construct projects from the Capital
Improvement Projects including transmission and distribution piping, tank retaining walls, grading
and foundation construction for three multi-million gallon tanks along with the connecting piping,
and major slide repairs; and, he was also instrumental in revising the budget in order to respond to
financial liabilities, the CIP program and increase District emergency reserves.

walls to stabilize the adjacent San Mateo Creek embankment and support the utility work.

Mr. Mostafavi served as the primary construction inspector for the rehabilitation of
approximately 26 miles of roadways. The rehabilitation included Asphalt Concrete Overlay,
Cape Seal, Microsurfacing, and Crack Sealing treatments. His duties included verifying limits of
work, observing the placement of materials and ensuring they are in accordance with the
Design and Specifications, as well as to document the construction activities and reporting to
the Resident Engineer of the progress. Mr. Mostafavi maintained a Daily Report outlining that
type of work performed as well as the crews and equipment utilized on site, and provided
photographic documentation to support the written report.

double containment HDPE pipe and 3,250 feet of recycled water PVC pipe, ranging from 8 to
20 in diameter. The project included HDPE fusions, new leak detection structures, ductile iron
fitting and joint restraints, butterfly and gate valves, blow-offs, air valves, recycled water
services, wax tape and galvanic zinc anode cathodic protection, connections to existing lines,
and a slurry seal. He was responsible for daily inspection, SWPPP, and project coordination
with utility agencies.

CSG provided full construction management services including resident engineer, assistant resident
engineer/office engineer, and construction inspector for this 3.2 mile Class II bike lane project. This
project was funded from the 2010 Regional Transportation Improvement Program and increased
the capacity of the regional bicycle network.

The bike route provides a connection between two existing routes, connecting central Marina to
the southern expansion of the City. With work being on a highly trafficked corridor, CSGs
construction management team had to take necessary measures to ensure traffic was properly
managed. A portion of the paving was done at night to reduce the impact on traffic.

The Reservation Road Improvement Project was a major reconstruction of Reservation Road
between Del Monte Boulevard and Seaside Court. The roadway has been reconfigured to
reduce traffic speeds and to facilitate entrance/exit turning movement at the intersecting
neighborhood without installing traffic signals. This was to be accomplished by creating two
roundabouts, configured for a 20 MPH design speed. Additional site improvements were
included to encourage pedestrian and bicycle travel such as new sidewalks, brick pathways,
and decorative crosswalks. Additional project details include:
Demolition and removal of existing sidewalk, curb and gutter, and roadway sections,
including roadway pulverization; reconfiguring the existing roadway, including two new
traffic roundabouts; installing new concrete curb and gutter, roadway section (as
required), sidewalk, driveways and curb ramps, placing an asphalt concrete overlay
over the street sections to remain, installation of a new paver pathway;
Installation of new landscaping and irrigation; installation of decorative street lights,
placement of underground storm drain piping and appurtenances; new striping,
pavement marking and traffic signage; and all other related work specified in the plans
and specifications including traffic control, SWPPP and erosion control. CSG provided a
resident engineer, assistant resident engineer and an inspector for this project.
