Dear Mr. Harary:

The City of Carmel-by-the Sea's {City) upcoming CIP projects include a variety of deferred infrastructure maintenance and improvement
projects including sidewalk, street, and storm drain improvements. Harris & Associates {Harris) shares your vision for enhancing your

Similar Contracts in Monterey County. Harris has provided construction management and inspection services on more than 100
projects within Monterey County including some of the area's most high-profile projects that have involved the Caltrans Local Assistance
Procedures Manual, Local Assistance Program Guideline, Federal Highway Administration, and American with Disabilities Act. These
projects include transportation, potable water, and sewer projects for local agencies and the cities of Monterey, Gonzales, and Soledad.

Experience and Qualifications of Proposed Staff. Project Manager Dana Van Hom, PE, QSD has worked on public projects in the
Monterey region for over a decade. She is based in our Salinas office, is a local resident, and has extensive experience managing on-call
construction management contracts for public agency clients in Monterey County. She delivered the City's Beach Restroom Project
where she worked closely with the contractor and architect on a solution that resulted in a $12,000 cost savings and minimized
impacts to the adjacent, heavily used pedestrian trail. Dana understands the importance of communication, flexibility, and
responsiveness, which are critical to project success.

Local Construction Managers Sensitive to Your Community. Our familiarity with the local community, the City's internal processes,
and sensitivities of your community will result in an efficient and cost-effective approach to completing your projects. For the City's
Beach Restroom Project, our team suggested having viewing "ports" in the perimeter construction fencing to allow people to view the
progress on the site. We took time to speak with pedestrians who passed the site on the adjacent path and educate them about the
project. Recognizing the community's sensitivity to trees we worked closely with the City's forester; special attention was focused on tree
protection, maintaining clear space when operating equipment and even hand digging in some areas to prevent damage to tree root
systems.

The majority of the work for this contract will be performed locally from our Salinas office. I, Patrick Dobbins, will serve as your local
representative/principal-in-charge and am able to legally execute agreements and amendments with the City of Carmel.

Harris provided PM/CM services for the construction of permanent public restrooms at one of the more popular beach access
points. The unique design and materials, small construction site and high-profile location provided challenges for the
construction team to overcome. We quickly prepared a detailed schedule and met with the local architect to prepare the
construction documents for bidding. During construction, Harris staff worked closely with the contractor and architect on an
alternate installation material/method for the water supply line; this resulted in a $12,000 savings and minimized impacts to
the adjacent, heavily used pedestrian trail. This project received a 2015 Project of the Year Merit Award from APWA
Monterey Chapter.

Harris is providing program, design, and construction management services for the $12 million rehabilitation of the Citys sewer collection
system. This multi-phase program consists of major improvements to infrastructure at nearly 700 individual sites located throughout the
City. Working from an earlier master plan, Harris developed a decision matrix that prioritized deficient facilities to fit within funding budgets.
The citywide sewer system rehabilitation program will greatly assist the City in reducing sanitary sewer overflows and protect
environmentally sensitive creeks and the Monterey Bay. The work also includes site demolition, grading, removal/replacement of
pavement and curb, and traffic control. Harris worked very closely with City staff to keep the public updated on the contractors proposed
work schedule. Advising the impacted community in advance of the work and monitoring the contractors traffic control for effectiveness,
safety and compliance are key to maintaining a safe work zone and safe passage for the traveling public and pedestrians.

Harris has been providing as-need engineering and construciton management services to the City since 2014. Our work is performed on a
Task Order basis and to date weve received authorization on 85 Task Orders. Our efforts include concept project development, preliminary
design, preparation of PS&E and construction management on a wide variety of civic projects (road rehab, water, sewer, city buildings and
development review). For the recent ATP Sidewalk/Access Ramp Project, Harris provided design and construction management services for
improving approximately 7,200 SF of sidewalk, 50 access ramps, and 23 driveways and sidewalks at alleyways. The $1 million project included
installation of 78 detectable warning surfaces at existing curb ramps and sidewalk repair at more than 400 locations. This project received ATP
funding. Harris worked closely with Caltrans Local Assistance staff on the site visits, paperwork and forms needed for the E-76 approval.

Harris does not anticipate the use of specialized equipment to provide construction management and inspection services.

We routinely use Microsoft Office 365 software such as Microsoft Word, Excel, and Outlook to prepare scopes of work,
cost estimates, and project correspondence. Microsoft Project, P3e/c, Primavera Project Planner (P3 or P6), or
SureTrak Project Manager are used for schedule, resource and cost control. We use Newforma for project
administration and document control. We also use Deltek Vision, a financial system that tracks and provides daily,
weekly, and monthly labor summaries by job and task, and Dropbox for Business.

Harris maintains a current library of reference materials, standards, and specifications necessary to provide civil
engineering, construction management, and environmental compliance services. We recognize the City's municipal
codes and standard provisions, Caltrans Standard Specification for Construction of Local Streets and Roads, Central
Coast Regional Water Quality Control Board NPDES Permits and California American Water standard specifications
and plans as reference documents that may be incorporated into work performed as part of this contract.

Pertinent Knowledge of Project Area


Our project team consists of individuals with over 25 years of successful experience providing public works infrastructure to citizens
of Monterey County. We have developed strong working relationships with the local permitting, resource agencies and utility
companies. Our team's understanding of the local permitting requirements and local codes will assist in keeping your projects on
track and minimize costly delays.

Management and Scheduling Abilities


We will consistently communicate with the City's staff to develop a full understanding of current and future project needs and
challenges. For every task request, we will immediately download the plans and specifications and/or personally pick up the plans
from City staff. We will discuss the project with City staff to fully understand your project concerns and requirements. We will review
the plans, permits, environmental documentation, and other relevant documents. We will verify our review with a site visit.

We will work with the City's team to provide a scope of services that is efficiently customized for each project. Due to our on-call/as-
needed experience, we recognize that closely defining the scope for each task is the first step in controlling cost and schedule. This
process has worked well for us on our past projects, like the City's Beach Restroom project. The Harris team will provide
administration of construction, scheduling of work, and coordination of the contractors and any other persons on the site of various
CIP projects and other City projects. Harris staff will serve as the primary point of contact on construction sites for City staff and
project management teams. Harris has found that by being actively involved with the City, designer, contractor, and stakeholders,
we can develop a proactive approach, resolving issues before they become problems and keeping your projects on track. The
catalyst for this is a dedicated and involved management style.
Harris values efficiency, both in utilization and cost management. We are very conscientious about manpower utilization, tracking
utilization and forecasting workload so we can reduce or expand our workforce to coincide with project requirements. Dana Van
Hom will staff your projects with the right team at the right level. This enables work to be completed in a timely manner and
manages project budget efficiently.
Demonstrated Familiarity and Experience Using Caltrans Standard Specifications & Standard Plans and "Green Book"
We have a very good understanding of the standard specifications for public works construction (Green Book)and Caltrans
Specifications. Furthermore, Harris has completed more construction management and inspection contracts for Caltrans than any
other consultant firm.
Through our long history of providing as-needed construction management services, we understand that your on-call task orders
will require Harris to quickly mobilize staff with the right experience and team spirit to effectively manage construction projects or
integrate into an existing team on a large project. All services will be provided in accordance with the current "Green Book,"
Caltrans Specifications (where appropriate), ACI, State of California Title 24, AWS, and other appropriate specifications. We also
use the American Traffic Safety Services Association (ATSSA) standards and the Watch Manual. Our highly qualified staff,
supporting your project managers and project directors, will provide services consistent with City standards and industry best
practices, in a spirit of collaboration and partnership.
In the event the City needs construction management and inspection support on a project funded through Caltrans Local
Assistance, we will utilize our past experience of successfully administering contracts per the Caltrans Local Assistance Procedures
Manual, in particular Chapters 15, 16, and 17, and the Caltrans Construction Manual. Project records will be clear and concise, as
Harris understands the importance of project documentation. We have successfully been audited in the past on multiple projects
and will make sure we protect your funding source by adherence to Caltrans procedures, modified by the requirements of the City.
