The City of Carmel-by-the-Sea (City) needs a qualified consultant who can assist the Public Works Department
in providing environmental services as part of implementation of the Citys Capital Improvement Program (CIP).
Dudek will provide the City with the following advantages:
On-Call Experience. We provide on-call environmental and planning services, peer review, and technical studies
to municipalities across the state, and currently hold on-call environmental services contracts with the cities of
Monterey, Santa Cruz, Palo Alto, and Rohnert Park. We understand the regions environmental conditions, local
issues, and regulatory requirements for infrastructure and development projects. Our local team of experts is
available immediately and will perform the majority of the environmental services in-house.
Recognized CEQA/NEPA Experts. Since our founding in 1980, Dudek has prepared more than 2,700 high-
quality, legally defensible environmental documents for local, state, and federal agency clients. Our California
Environmental Quality Act (CEQA) team covers a range of technical specialties and has analyzed a wide range
of infrastructure and development projects throughout California of varying size and complexity.

As project manager, Ms. Waugh prepared an ISIMND evaluating the expansion of an existing senior community
center. Issues focused on the historical status of the building and ensuring compliance with the Secretary of the
Interior Standards to ensure that the proposed expansion would not impair t11e historic significance of the building.

As project archaeologist Mr. Brady has assisted the City of Monterey with various infrastructure projects that
involved drainage repairs and upgrades to the Citv 's sanitary sewer svstem.

Dudek was awarded a 3-year contract with the City of Monterey in May 2016 for on-call environmental and planning setvices.
Ms. Strelow is the point of contact and. to date. has overseen seven work orders for the Planning and Engineering offices. Two
of the projects included review of citywide biological and cultural resources as part of preparation of CEQA documents. Upon
completion of biological and cultural sutv~:<ys for two drainage improvement pro jects. which found no potentiallv significant
impacts Dudek prepared a notice of exemption and pem1it applications to the California Department of fish and Wildlife and
Regional Water Qnality Control Board Dudek also worked with the City to snccessfnlly obtain emergency pennits for fai led
drainage structures a:fter storms jn early 2017 Ms Strelow oversaw preparation of an Initial Study/Mitigated Negative
Declaration for the City's Park and Recreation Master Plan that included recommendations for the regional Recreational Trail.

Dudek Project Manager Stephanie Strelow has served as an on-call environmental planner with the City of Santa
Cmz for more than 15 years and is the project manager for Dudek's existing agreement with the City. She has
coordinated with Citv staff and prepared CEOA documents for development proposals and public pro jects. including

Strelow prepared an EIR Addendum for the Delaware Addjtion project for a major modification to an approyed
pennit for a mixed-use project on 20 acres in the City.

Dudek is currently providing as-needed services to the City of Palo Alto. These services include preparation of
several EIRs and MNDs for both the Public Works and Communitv Development departments, requiring the
interpretation of applicable city codes, policies, standards, and guidelines. Current projects for the City include

Dudek is currently under conLract to the City of Rohnert Park. acting as adjunct staff on a variety of planning and
envirorunental review assigrunents. On-Call Envirorunental projects include Avram House Apartment Complex
EIR Consistency Review; KG Teclmologies CEQA Consistency Review; Clearwater at Sonoma Hills ISIMND:
Residences at Five Creek and City Public Safety I Public Works Facility. On-Call Planning projects includes the
Universitv District Specific Plan to facilitat the review and processing of amendments.
