Albion is pleased to present this proposal to provide environmental services for the City of Carmel-by-
the-Sea for the term October 1, 2017June 30, 2019 to support the implementation of the Citys Capital
Improvement Program, and other municipal services, programs, and initiatives. Albion is based in the
City of Santa Cruz and the majority of our work for these projects will be performed locally in Monterey
and Santa Cruz counties.

We are a California Department of General Services Certified Small Business dedicated to cultural and
natural resource management services, with particular emphasis on the Central Coast and San Francisco
Bay areas. As outlined in our attached statement of qualifications, we have extensive experience working
on local projects both large and small in Carmel and surrounding areas. This includes expertise in the
following areas relevant to the City of Carmel:

Decades of professional expertise in both pre-contact and historical archaeology, including a


Project Manager and Principal Investigator with PhDs in historical archaeology

Experts in avian species management and mitigation including management plans

Principal and senior staff that maintain direct, hands-on involvement in all projects and are
directly available to clients at all times

Brief Description:
Dr. Peelo is project manager under subcontract to Far Western Anthropological Group, Inc. In
March, Albion initiated Extended Phase I archaeological investigations at site CA-KER-5876H,
State Route 223/184 in Kern County. This project proposes to construct a roundabout and has
potential to impact remains of a historic landfill site associated with the Weedpatch Camp (1936).
Surviving structures from this camp are listed on the National Register of Historic Places for their
connection with migrants fleeing states during the Dust Bowl.

Brief Description:
Dr. Garlinghouse served as field director for an evaluation of archaeological site CA-MNT-14,
which had been impacted as a result of Carmel River sandbar management activities. In an effort
to assess the impacts, Albion excavated two control units and removed two column samples,
comprising a total of 3.075 m3 of deposit excavated. The sites chronology was established
through the use of radiocarbon dating and obsidian hydration. One Haliotis shell from Feature 1
provided a calibrated radiocarbon date of 366060 B.P. or 1620 B.C. This date places occupation
of the site within the Early Period (5,5002,600 B.P.) based on the Central California coastal
chronology. Dr. Garlinghouse was the primary author of the report. Cost: $15,081.74

Brief Description:
Principal Investigator. California State Parks excavated five archaeological sites (CA-MNT-203,
CA-MNT-207, CA-MNT-212, CA-MNT-215, and CA-MNT-263) at Point Lobos State Reserve,
Carmel, California. Located very near the coastline, these five sites produced a substantial
quantity of faunal material, including vertebrate and invertebrate remains. Mr. Garlinghouse
directed the faunal analysis and co-authored the final report. Cost: $13,847.57

Brief Description:
Dr. Garlinghouse served as field director for this project, which involved site evaluation and data
recovery at two sites at Camp Roberts, California, CA-SLO-1835 and CA-SLO-1778. This project
required compliance with Section 106 of the National Historic Preservation Act (NHPA) of 1966.
Nearly 10 m3 was excavated during the project, with a large sample excavated from a prehistoric
house floor at CA-SLO-1778. A new site was also discovered during the course of excavations.

Santa Clara University is built upon a number of cultural resources, including a Native American
burial site, a California Spanish Mission, a Mexican Period rural town, and a diverse neighborhood
of American immigrant families dating back to the 1850s. The University seeks to meet the needs
of their growing student body and expand their campus through new construction. Given the
extensive history of the site, any development on campus has a high potential to impact significant
cultural resources. Since 2001, Albion has worked with the City of Santa Clara and the University to
develop a Cultural Resource Management proactive planning process. This proven model allows
projects to be completed on time and within budget. Albion was involved in the development of the
Master Plan and updates and has written multiple project-specific management plans. We are also
working on interpretation of one of the University projects through the use of archaeological data to
create avenues for dialog between the University, tribal communities, and the general public, and to
engage with scholars in professional archaeological and historical societies. The first art exhibit in
the new Art and Art History building displays sketches of artifacts Albion recovered beneath the

The City of Monterey started rehabilitating their sewer system in 2016, requiring the replacement or
repair of sewer pipes and man holes across the entire City. The chance for encountering known or
previously unrecorded archaeological sites is very high throughout the Project Area. In accordance
with the Mitigation Monitoring and Reporting Program developed by the City, Albion was
subcontracted by SWCA Environmental Consultants to monitor ground disturbing activities that
intersect or fall within 300 ft of known cultural resources. The Project Area includes approximately
258 locations that require monitoring. Our on-call archaeologists monitored these archaeological
sensitive areas during day and evening shifts. The Project often required several teams working at
multiple locations simultaneously to support construction goals.

Besides providing cultural resource management training for construction crews, Albions
archaeological monitors carefully observed ground disturbing activities to detect in-tact resources,
conducted initial investigations when cultural deposits are uncovered, and communicated with
Albion senior staff when a potential resource has been identified. Albion senior staff expediently
responded to discoveries, and made in-field assessments of significance under Section 106
guidelines for precolonial, colonial, and postcolonial archaeological deposits.

To date, we have re-identified four known sites and discovered one previously unrecorded site; we
updated and created site records for these sites. We also consulted with the City and the Projects
Native American Most Likely Descendent (MLD) regarding data recovery required within one of the
identified sites (CA-MNT-298). Albion provided a team of archaeological monitors, senior
archaeologists, and Native American consultants to assess all types of archaeological discoveries
encountered during the Project, to assist the City of Monterey in managing impacts to cultural
resources, and to meet Project timelines within budget. Costs: $166,207.34 to date

Albion conducted a power structure survey and risk assessment, and developed an Avian
Protection Plan for Camp San Luis Obispo. We assessed all power structures on the base,
searched for avian fatalities along the power lines, and delineated Avian Concentration Areas
based on point-count surveys and landscape features. We assessed the relative risk of power
structures and included the results in an Avian Protection Plan. Our work supported CA ANGs
commitment to environmental stewardship and compliance with federal and state regulations by
providing recommendations for minimizing the impacts of power poles and power lines on birds and
thereby also improving the safety and efficiency of Camp San Luis Obispos infrastructure.

Albion is under contract with Far Western Anthropological Research Group, Inc. to provide On-Call
Cultural Resource Services to two Caltrans Districts (6 and 10). Our work supports Caltrans
projects associated with the maintenance, development, and construction of proposed Caltrans
transportation facilities. All work conforms to Federal Highway Administration (FHWA) and
California Department of Transportation compliance standards under the National Environmental
Policy Act (NEPA), Section 106 of the National Historic Preservation Act (NHPA), and the California

Incorporated in 1997, Albion Environmental, Inc. (Albion) offers expertise and experience in natural and cultural
resource management. We specialize in resource inventories and assessments, impact analyses, mitigation planning, and
compliance monitoring. Our knowledge of the regulatory frameworks allows us to competently guide clients through the
full environmental review process. Over the past 20 years, Albions staff has been committed to working closely with our
clients, efficiently planning and managing projects, and conducting reputable scientific studies. As a local small business,
we know the resources, communities, and environmental regulations.

Our purpose is to assist clients in meeting federal, State, and local environmental regulatory requirements that protect
natural and cultural resources. We are proficient working under the guidelines of the National Environmental Policy Act
(NEPA), California Environmental Quality Act (CEQA), Section 106 of the National Historic Preservation Act (NHPA),
Assembly Bill (AB) 52, Senate Bill 18, and the Native American Graves and Repatriation Act (NAGPRA). We are experts
in consulting with agencies and developers about the impacts of projects on the resources and negotiating the best
possible outcome for all stakeholders. Our team conducts scientific field studies and develops mitigation plans to manage
potential impacts. We implement mitigation measures, such as compliance monitoring, to ensure that our clients are
compliant with regulations and that their projects are successfully completed on time and within budget.

Albion is a Women-Owned Business and presently employs 38 individuals, including principals, senior scientists,
technicians, and administrative personnel. We routinely manage between 30 and 40 concurrent project and task
assignments, and employ a comprehensive business management system, Deltek Vision, which is designed for the
management of complex, multi-task assignments. At Albion, we prioritize early planning and good communication,
getting the job done quickly and correctly, thus minimizing unnecessary scrutiny and potential project delays.

Albion staff is headquartered in Santa Cruz and routinely works with clients throughout Monterey Bay and San Francisco
Bay areas, including City and County agencies, Caltrans, California State Parks at Point Lobos and Asilomar, and private
developers. In addition, we have a long record of successful work with environmental compliance for federal agencies such
as the U.S. Forest Service, U.S. Army Corps of Engineers, and Bureau of Land Management. Albion recently completed
construction monitoring services to the City of Monterey for their Sewer Rehabilitation Project and are starting work for
the County of Monterey in Moss Landing. Each of our principal scientists has years, often decades, of hands-on experience
with the local resources, and Albions team works diligently with our clients and stakeholders to assist in making each
project a success.
As a small business, Albion provides direct Principal participation in all projects. This is the basis for our Quality Control/
Quality Assurance Measures (QA/QC) program and has resulted in high quality products, efficient project management,
and cost control. A benefit of our small business is that any corrections in the execution of a project can occur almost as
soon as a problem is identified. Over the past 20 years, Albion has built and maintained a strong reputation for successfully
executing projects under complex regulatory contexts. Our broad range of projects and clients, in concert with our strong
