On behalf of the EMC Planning Group team, Im pleased to submit this Statement of
Qualifications to provide Environmental Services to the City of Carmel for the term of
October 1, 2017 to June 30, 2019.
As youll find described in the enclosed pages, EMC Planning Group is qualified to
provide Environmental Services to the City of Carmel. We are currently providing
similar services to various municipalities for environmental review services including
the cities of Los Gatos, Gilroy, Hollister and the counties of Monterey and San Benito.
We are a local firm, accessible to the City, and offer 39 years of experience on the
Monterey Peninsula. We prepare environmental documentation for jurisdictions all over
the State of California, and have many examples of both public works and planning
related efforts. We provide related in-house technical expertise in air quality,
greenhouse gas emission, and biological resources analysis. We have a certified arborist
who lives in Carmel on our staff.
Furthermore, EMC Planning Group has a long history of providing excellent service to
the City of Carmel including on-call staff support and preparation of the Citys Local
Coastal Plan. As you are probably aware, getting the Citys LCP certified by the Coastal
Commission was a monumental achievement in 2004.

1. Title of Example Project: River View at Las Palmas Assisted Living Senior Facility
6. Description of Project and Relevance to this Service Area (include scope, size, cost, etc.):
The proposed project includes a Specific Plan amendment, use permit, and design approval for the
construction and operation of an approximately 90,000 square foot senior assisted living facility
consisting of multiple structures and associated site improvements on an approximately 15.64-acre
site. The facility would provide assisted living facilities for seniors requiring varying levels of
assistance. EMC Planning Group has prepared a Draft EIR on the project which is currently under
review by Monterey County.
6. Description of Project and Relevance to this Service Area (include scope, size, cost, etc.):
The proposed project is a prezone and annexation to the City of Hollister, a vesting tentative map
for a 206-lot residential subdivision with a net residential density of 6.3 dwelling units per acre, and
Planned Unit Development (PUD). The residential subdivision includes 192 single-family residential
lots, 14 multi-family lots for which a PUD is required, and dedication of 2.54 acres of land adjacent
to Valley View Park. The 14 multi-family residential lots would consist of seven duplex lots and
seven triplex lots. The proposed project would provide a total of 227 residences along with the
construction of recreational facilities on the 2.54-acre land dedication for expansion of Valley View
Park. The proposed project also includes public land uses including roadways, rights-of-way, a linear
park, improved bicycle and pedestrian paths and utilities easements. EMC Planning Group has
prepared the projects EIR, which is currently under public review.
6. Description of Project and Relevance to this Service Area (include scope, size, cost, etc.):
The project is the development of two new, steel frame, two-story buildings totaling 92,800 square
feet over a two-level, below-grade parking garage, and includes an onsite employee amenity area,
visitor parking, new landscaping, and a variety of energy efficient and/or sustainable interior and
exterior building elements. The buildings would replace three smaller office buildings with about
30,000 square feet of floor area, and surface parking lots that were constructed in the early 1960s.
The site is located near the interchange of State Route 17 and State Route 9. Major issues included
the mass and scale of the proposed buildings, viewsheds, neighborhood compatibility, traffic
congestion, construction emissions, and noise. EMC Planning Group prepared the projects EIR.
The EIR and project are currently under consideration by the Town of Los Gatos City Council.
6. Description of Project and Relevance to this Service Area (include scope, size, cost, etc.):
The proposed project includes three buildings: a winery building and two mixed-use buildings.
The two mixed-use buildings include restaurant/retail use on the ground floor and 22 one- and
two-bedroom residential units on the second floor. Commercial uses total at 32,051 square feet
and are expected to consist of a wine tasking room, a wine warehouse, and an outdoor crush
area. The following commercial uses are also expected: a small retail store, several eateries
(coffee, sushi, tap n taco, breakfast/lunch restaurant, upscale lunch/dinner restaurant), and a
deli and wine store. The project includes 232 parking spaces with landscaping throughout the
project, including grapevines along the projects frontage with Hecker Pass Highway. EMC
Planning Group prepared an Initial Study and Mitigated Negative Declaration for the project
which is currently under public review.
