Ninyo & Moore Geotechnical and Environmental Sciences Consultants is pleased to submit our Statement of Qualifications
to provide Hazardous Materials Testing and Monitoring Services to the City of Carmel-by-the-Sea (City) for the term October
1, 2017 June 30, 2019.
Established in 1986, Ninyo & Moore, a Minority-owned Business Enterprise (MBE), is one of the largest firms in the
western United States specializing in Geotechnical Engineering, Environmental Engineering and Materials Testing and
Inspection Services. Company-wide, we have a staff of over 400 professionals located within our 15 offices throughout the
Southwest Region. In the San Francisco Bay Area, we have offices in San Jose, Oakland and San Francisco. For this contract,
the majority of the work will be performed primarily out of our San Jose office located at 2149 OToole Avenue, Suite 30,
San Jose, California 95131 in Santa Clara County.
We have carefully selected our project team to ensure the City receives the dedicated, skilled staff with the required local
experience, management and communication skills that are necessary for the successful completion of all project elements.
We have selected an experienced team led by Mr. William Larkin, who will be the Citys Project Manager and main contact
person for this contract. He will be available to the City throughout the duration of all project phases. Mr. Kristopher Larson will
be the Principal-In-Charge and is authorized to contractually bind the firm. Mr. Larkins and Mr. Larsons contact information is

testing services for the City and County of San Francisco, Department of Public Works, Bureau of Construction
Management (BCM). The initial contract began in 2003 under a two year term which was eventually extended for
an additional year. In 2006, Ninyo & Moore was awarded a second three year contract. Ninyo & Moore has provided
oversight of specific aspects of the construction process to document that critical structural elements comply with
the work assignments specifications and plans and the permitting process of the Citys Department of Building

Specialized Equipment and Resources

Ninyo & Moore maintains fully equipped, in-house testing laboratories and offers full-service field and
laboratory services for steel, masonry, concrete, shotcrete, asphalt, soil, fireproofing, and roofing. Our testing
facilities have been independently accredited by the State of California Department of General Services,
Division of the State Architect (DSA), Caltrans, AMRL, CCRL, and AASHTO. N&M also provides geophysical
services utilizing specialized equipment such as ground penetrating radar, vibration and noise monitoring
device, coring equipment for destructive testing, utility locator, crosshole sonic logging of drill shafts, UXO
evaluations, and thermal resistivity equipment.

Ninyo & Moore has both geotechnical and environmental Quality Assurance/Quality Control (QA/QC) programs
that facilitate compliance with project performance standards, schedules, and budgets. These comprehensive
quality assurance plans utilize management approach procedural manuals that delineate the interrelationship
between management and design team components and describe specific quality control procedures to be
used. The programs address data generation, management, and quality assessment guidelines for sampling
and analysis procedures, as well as methods of corrective action. All project assignments are managed in
compliance with a Quality Management Plan (QMP) that implements the corporate policies strictly adhered to
by Ninyo & Moore personnel. The quality control program manuals are available for review upon request.

Ninyo & Moore utilizes Deltek Vision to track projects in real-time and provide our clients with daily, weekly,
and/or monthly progress reports, as required, and Sharepoint and Dropbox to provide laboratory and field
reports to our clients with minimal lag time. Ninyo & Moores review process has become completely digital,
with reports being immediately uploaded to cloud-based services from the lab or field. From this point, Ninyo
& Moore Project Managers can open, review, and edit project documents in real-time to ensure that data
presented is accurate and our delivery is timely.

Ninyo & Moore is very interested and excited about the opportunity to work with the City as their Hazardous Materials
Testing and Monitoring Consultant. We are a California Corporation, and a minority-owned, multidisciplinary consulting
firm that provides high-quality environmental consulting services to its clients in both the public and private sectors.
For 30 years, Ninyo & Moore has earned a reputation for providing responsive, high-quality, and technically-defensible
environmental consulting services throughout the firm. Ninyo & Moore has a staff of over 400 professionals and
support personnel, the majority of which are based in California. We have the expertise to help the City with all their
environmental needs, including Phase I and Phase II Environmental Site Assessments, soil vapor surveys, testing
contaminated and clean fill stockpiles, preparation and implementation of remedial action plans, and hazardous
building material surveys, abatement oversight and clearance reports. We can also assist the City with negotiating
on their behalf with local and State regulators regarding open Leaking Underground Storage Tank (LUST) or Spills,
Leaks, Investigation and Cleanup (SLIC) cases.

Ninyo & Moores client base is primarily public-sector (comprising approximately 75 percent of our client base), and
consists of city, county and state agencies. This is the strongest commonality existing within our client pool, and,
because of our work within this sector, we have developed many strong relationships with our public-sector clients. To
emphasize our strength in public-sector work, we currently hold a number of contracts with several public agencies,
some of which include: City of Sacramento; City of West Sacramento; City Oakland; City of Pittsburg; City of San
Leandro; City and County of San Francisco (including SFO); City of East Palo Alto; City of Emeryville; City of Vacaville;
