The Department of Lands and Surveys was formed in
1918 but was subsequently separated into two, i.e. Survey
Department and Land Department. In 1933, the two
Departments were merged and had since been known as
the Department of Lands and Surveys. Its key functions

Achievements in 2010

occupational licences. Allottees who have been given
residential lots in Resettlement Scheme and Village
Extension Scheme can have their occupational licences
renewed within 15 minutes as compared to the initial
processing time which took an average of three months.

Total Development Expenditure in 2010 amounted to RM 31.44 million

Photogrammetry Section, established in 1963, is responsible
for various mapping activities required for development
planning and its activities are as follows:

Aerial Survey and Digital Aerial Photograph Processing

A total of 8,451 digital aerial photographs were taken


in the year 2010. Areas that were covered by the 8,451
aerial photographs are as shown in Figure 1. These digital
aerial photographs are to update the existing collection of
aerial photographs in the Department and are useful for
development planning.

Raster Data Verification

Raster base map of Sarawak is the geo-referenced aerial


photograph mosaic map based on aerial photographs taken
on year closest to 1956 (aerial photographs taken from time
immemorial to 1955) and with the maximum coverage of the
particular map sheet. Data Conversion for areas of base map
not covered by aerial photographs closest to 1956 (referred as
gaps) were pasted using aerial photographs taken between
1957 1958.

The data conversion for the gaps area was finally completed
on 30 December 2010. A total of 292 map sheets consisting
of 4,087 aerial photographs were completed in 2010 under
Phase I of aerial photographs information system data
conversion.

Supply of Mapping Products

Photogrammetry Section also received a total of 291

Pilot Project on Land Cover Map: SPOT5

A pilot project pertaining to Land Cover Map production at


scale of 1:50,000, utilizing remote sensing imagery (SPOT 5)
was carried out in 2010. Three areas, namely Rambungan,
Matang, Sibu, and Kapit were identified as pilot project
areas. The land cover map for Rambungan_Matang and Sibu
were completed, while the land cover map for Kapit is still
pending field verification. Figure 6 shows the land cover map
produced for Sibu.

The pilot project was carried out as a collaboration project


between the Department and Remote Sensing Agency
Malaysia.

IFSAR Imagery

The five-metre ortho-rectified Interferometric Synthetic


Aperture Radar (IFSAR) Imagery and Digital Surface Model
covering the whole State of Sarawak acquired by NextMap
Malaysia Consortium towards end of 2009 was delivered to
the Department in April 2010. Figure 7 illustrates the DSM
covering the State of Sarawak and Figure 8 illustrates the
Ortho-Rectified IFSAR imagery of Bau.

The most obvious achievement in 2010 is the production of


Orthophotos, of which recorded an increase of 550 percent
compared to the year 2009. The increase was due to the
acquisition of more powerful workstation and latest software.

approved for renewal of land leases were issued with titles in
2010. Most of the rejected applications were either because
the lands were required for government projects or had
breached the title condition.

New NCR Initiative


Following requests from the people, the State Government
through the Department has embarked on a State-wide
exercise of perimeter survey over NCR land since September
2010. In 2010, a total of 28 areas comprising 20, 703 hectares
had been surveyed.

The survey exercise under the New Initiative reflects the


continuous recognition of rights over native land and ensures
security of land ownership. The Initiative is carried out in two
stages; perimeter survey on NCR land for gazettal as Native
Communal Reserve under Section 6 of Sarawak Land Code
and followed by individual survey at a later date culminating
in the issuance of land title under Section 18 of Sarawak Land
Code. Section 6 Gazette is a confirmation and assurance of
ownership over native land. NCR land that has been surveyed
can be put up for commercial development to help uplift the Telang Usan assemblyman YB Lihan Jok and several community

Mapping System (CMS) Server Migration and APIS Data
Conversion which involved the digitization of aerial
photographs (taken 1955 and before) and their compilation
into raster mapsheets. These mapsheets are then used as
basemaps for the creation of overlaying vector map layers
of various themes including cleared areas, mud and sand,
rivers, water bodies and forested areas. About 14,000 aerial
photos were converted into 178 separate basemaps, with
coverage extending across the whole of Sarawak.

Enforcement team also acts on defaulters of land usage


and in 2010, one of the frequent offences recorded was
breach in the usage of land. For instance, land designated
for residential purpose had been used to build workshops or
for other industrial purposes. Another offence is the failure
to carry out development on land within the stipulated
time frame, which resulted in abandonment of projects.
Defaulters would be penalised for their first offence and if
the breach were not remedied within the agreed time frame,
this could result in subsequent additional fines and re-entry
on the land.

In 2010, total compound amounting to RM152,097 was


collected from various offences in removal of rock materials.
Some of the recurrent offences committed were extraction
of rock materials without approval from the Department and
failure to adhere to the terms and conditions outlined in the
