Background ‘On Tuesday, July 19, Secretary Sebelius will be in Kenya. She will travel from Nairobi, Kenya to Kisumu, Kenya in order to view CDC and other US Government activities in Kisumu and surrounding areas. She will return to Nairobi, Kenya that evening and meet with local CDC staff. ‘There is commercial air service available from Nairobi to Kisumu, Kenya, but the flights in and out of Kisumu that would allow the delegation to keep its scheduled events do not have enough seats left for the whole delegation, making it impossible for the entire delegation to arrive in time to attend their scheduled series of events there. Purpose Secretary Sebelius will travel to Kenya in July 2011 in onder to visit US Goverment assets and programs on the ground. She will hold events in and around Nairobi on July 18, the evening of July 19, and on July 20. (On July 19 during the day, she will visit Kisumu, Kenya and surrounding areas. There is alarge CDC presence in Kisumu, with 700 staff members based at a research facility co- located with the Kenya Medical Research Institute (KEMRI, part of a 32 year collaboration between KEMRI and CDC. This partnership has been instrumental in building and sustaining local capacity in disease control, research, public health leadership, and laboratory strengthening and expension. KEMRV/CDC is located in an area of western Kenya where malaria, HIV, diarrheal discase, pneumonia, tuberculosis, influenza and neglected tropical diseases are endemic. A visit to Kisumu is essential for the Secretary to understand the depth and breadth of CDC's work in Africa. During her tip to Kisumu, the Secretary will observe home-based counseling, a PEPFAR funded ‘youth center, the CDC/KEMRI field research station, and a district hospital. ‘That evening, she will return to Nairobi and have a dinner meeting with the US delegation and local CDC staff. Parts 101-37, 300-3, 301-10, and 301-70 contains approval requirements for authorized travel on Government aircraft (Government aircraft include contracted, leased or other charter aircraft). Pursuant to 41 C.F.R 301-10.261 (a)(1), Goverument aircraft may be used in cases where no scheduled commercial airline service is reasonably available to fulfill the travel requirement. Pursuant to 41 C.F.R 301-10.261 (@Q), Government aircraft may be used in cases where the cost of using a Government aircraft is less than the cost ofthe city-pair fare for scheduled commercial airline service or the cost of the lowest available full coach fare if'a city-pair fare is not available. Sebelius) 263.4715 = $3952.05 3 additional travelers one-way for return to Nairobi: 158.273 = $474.81 Total commercial travel cost for roundtrip travel for 15 HHS travelers roundtrip and 3 additional travelers one-way: $4,426.86 Charter Justification According to Omega Travel, there is commercial air service from Nairobi Jomo Kenyatta {International Airport into Kisumu, Kenya. The commercial options outlined below are the closest to the Secretary's schedule, however, the flights listed are nearly full with only 4 vacant seats remaining as of the writing of this memo. This would preclude the full delegation from traveling to Kisumu in time to carry out the itinerary of events as scheduled. ‘Additionally, the use of the Wilson Airport for charter travel instead of Nairobi Jomo Kenyatta International Airport saves non-produetive or lost work time, as travel time is roughly 15 minutes instead of an hour or more. This will ensure a more efficient use of time, allowing the Secretary to continue on to her schedule of events following the retum from Kisumu with much less lost time. Recommendation For the reasons outlined above, the agency's travel requirement in this ease is that the Secretary travel to the above-referenced locations to attend scheduled events to further the mission of the Department. The requirements of the Federal Travel Regulation are satisfied here because no commercial flights are reasonably available to the Secretary and the necessary traveling delegation to complete her travel in the time allotted. Our office requests ASA approval forall travélers, as well as OGC approval for Senior Federal Travelers on the attached forms, Concurrence from the ASFR is also requested. ‘See Attachments.
