UPON perusing papers the Court made the following

O R D E R

We have heard the learned Amicus as well as the learned

Additional Solicitor General and Mr. Alok Agrawal, Member

Secretary, NALSA.

It appears that no Advocate-on-Record has been assigned to the

learned Amicus. We, therefore, appoint Mr. P. Sharma Tripathi as

the Advocate-on-Record to assist the learned Amicus. We make it

clear that since Mr. P. Sharma Tripathi is being appointed to

assist the learned Amicus, he is exempted from payment of any court

fee on any application or documents to be filed by him in

connection with this case.

We have also gone through the note prepared by the learned

Amicus. After hearing the learned Amicus, the learned Additional

Solicitor General and Mr. Alok Agrawal, Member Secretary, NALSA, we

are of opinion that it would be appropriate if NALSA sets up a

Committee of about 4 or 5 persons who can prepare Model Rules for

Victim Compensation for sexual offences and acid attacks taking

into account the submissions made by the learned Amicus. The

learned Amicus as well as the learned Solicitor General have

offered to assist the Committee as and when required. The

Chairperson or the nominee of the Chairperson of the National

Commission for Women should be associated with the Committee.

The report of the Committee be filed on or before 31st

December, 2017.

List the matter for this purpose on 9th January, 2018.

The issue of regulating public transport including internet

based taxi services will be taken up on 7th December, 2017.

A status report filed by Mr. Mahavir Singh, Member Secretary,

State Legal Services Authority, U.T. Chandigarh has been handed

over in the Court. It should be kept on record.

List the application on 9th November, 2017.

The Chandigarh Administration will sanction further amount of

Rs. 50 lacs towards victim compensation scheme to the State Legal

Services Authority, U.T. Chandigarh by 30th November, 2017.

Presence of the States/U.T.s is dispensed with until further

orders.
