YOUTH

PARLIAMENT

This is a 2 round event; each team will consist of 3 participants

ROUND 1
Rules
Topics will be given at least 5 days prior to the event.
A team will give its opening statement for 3 minutes. This will follow a QnA session
with other teams. A maximum of 2 questions can be asked of a team and the team
will be awarded full marks in QnA part if no questions are asked. No direct arguments
are encouraged.
It is the decision of the team whether all the speakers speak or one or two and how
much time they wish to allocate to each. However, they must realize that since teams
will qualify for the next round, it is advisable that all team members speak so that the
cumulative score increases.
After the opening statements are over, a lobbying session will be initiated for a total
time period of 15 minutes, wherein all participants will discuss their solutions
informally.
Following all opening statements and the lobbying, teams will then present solutions
or Joint responses, which will be for 2 minutes. This will follow a QnA session with
other teams. A maximum of 2 questions can be asked of a team.
At the end, each team will give closing statements for 2 minutes, which will represent
their final stance. No questions will be asked on the Closing Statements.
The decision of the judges shall be final and binding.
Top teams will qualify for Round 2.

ROUND 2
Rules
In this round, even team members compete against themselves, as there are only individual
awards.

Topics will be given after Round 1.


Participants today can choose to abandon their old teams and are allowed to form
blocs on the basis of ideological similarities.
Each individual will speak for a total of 3 minutes. Following the speech of an
individual, the floor will be open for a QnA session. A maximum of 2 questions can be


asked of an individual and the individual will be awarded full marks in QnA part if no
questions are asked. No direct arguments are encouraged.
Following the opening speeches, there will be a Lobbying Session. Each bloc has to
come up with a working paper after a lobbying session and submit it to the
Chairperson at the end of the Lobbying Session. The timing of the session would be
decided at the discretion of the Chairperson.
The Assembly members would discuss the Working Paper in detail and final voting
would be done to pass an Act. Questions can be asked after the authors read out
their working papers. Two-thirds majority will lead to passage of the bill.
No Amendments to the bill are allowed. It will be passes in entirety.
The decision of the judges shall be final and binding.

2. Content of speech
3. Ability to answer questions
4. Historic knowledge
5. Innovative solutions
