"Selected Educational Statistics" has been an annual Publication brought out by the Department of
Higher Education, Ministry of Human Resource Development. Keeping in view the huge quantity of data
on School and Higher & Technical Education, it has been decided to bring this publication in two
volumes i.e. Statistics of School Education and Statistics of Higher & Technical Education .
The " Statistics of Higher and Technical Education" contains statistical data on important
educational indicators, different parameters of Higher and Technical Education and budgetary
expenditure on this sector. The data on Higher and Technical Education covers information on all the
levels from Under Graduate to Doctorate level of Education, Distance Learning Education, Examination
Results, Polytechnics, International Students, etc.
As far as possible, different indicators in respect of Scheduled Castes and Scheduled Tribes have
also been given. Time series data on important parameters such as number of institutions and
enrolment at the national level are provided in the Statements. The graphic presentation of data has
also been given in the publication . An attempt has also been made to give a comparative picture of
India in respect of various other countries. It is hoped that the present detailed information in the
publication would be useful not only for educational planner, administrators and researchers but also
for those concerned with education sector.
The sources of data for this publication are the State Governments/UTs, University Grants
Commission (UGC), All India Council of Technical Education (AICTE), Distance Education Council, Director
General of Employment and Training, UNESCO Institute of Statistics (U IS). I would like to thank the
officers of the States/UTs, other data providers and also the officers and staff of the Planning,
Monitoring and Statistics Bureau of this Department for their efforts in bringing out this publication .

ConceptsandDefinitions
HigherEducationisdefinedastheeducationobtainedaftercompleting12yearsof
schooling or equivalent and is of the duration of at least nine months (full time) or
aftercompleting10yearsofschoolingandisofthedurationofatleast3years.The
education may be of the nature of General, Vocational, Professional or Technical
education.
Reference Date is 30th September 2007. Students enrollment during the Academic
year200708,theperiodduringwhichoneyearortwosemestersorthreetrimester
of a Programme is completed has been considered. The information on expenditure
pertainstotheFinancialYear200708i.e.theperiodfrom1stApril2007to31stMarch
2008. Examination results include the final and supplementary examinations
conductedduringthatyear.
Under the University Grants Commission (UGC) Act, 1956, University means a
Universityestablished orincorporated by orunderaCentral Act,aProvincialAct or a
StateAct,andincludesanysuchinstitutionasmay,inconsultationwiththeUniversity
concerned,berecognizedbytheCommissioninaccordancewiththeregulationsmadein
thisbehalfunderthisAct.
ThefollowingUniversitiesarecovered:
1. CentralUniversityAuniversityestablishedorincorporatedbyaCentralAct.
2. StateUniversityAuniversityestablishedorincorporatedbyaProvincialAct
orbyaStateAct.
3. OpenUniversityAUniversitywhichimpartseducationexclusivelythrough
distanceeducationinanybranchorbranchesofknowledge.
4. PrivateUniversityAuniversityestablishedthroughaState/CentralActbya
sponsoringbodyviz.aSocietyregisteredundertheSocietiesRegistrationAct
1860,oranyothercorrespondinglawforthetimebeinginforceinaStateor
a Public Trust or a Company registered under Section 25 of the Companies
Act,1956.
5. Deemed University An Institution Deemed to be University commonly
knownasDeemedUniversityreferstoahighperforminginstitute,whichhas
been so declared by Central Government under Section 3 of the University
GrantsCommission(UGC)Act,1956.
6. Institute of National Importance An Institution established by Act of
Parliament and declared as Institution of National Importance such as All
IndianInstituteofTechnology(IIT),NationalInstituteofTechnology(NIT).
7. Institute Under State Legislature Act An institution established or
incorporatedbyaStateLegislatureAct.

UnderSection12A(1)(b),CollegemeansanyInstitution,whetherknownassuchorby
anyothernamewhichprovidesforacourseofstudyforobtaininganyqualificationfrom
auniversityandwhich,inaccordancewiththerulesandregulationsofsuchuniversity,
is recognised as competent to provide for such course of study and present students
undergoingsuchcourseofstudyfortheexaminationfortheawardofsuchqualification.
Thesearetheinstitutionsestablishedormaintainedby,oradmittedtotheprivileges
oftheUniversity.
LevelsofProgrammesareasfollows:
1. UnderGraduateProgrammeafter10+2andgenerallyhavingthedurationof
3/4/5years,inGeneralorProfessionalcourses.
2. PostGraduate Programme after Graduation and generally having the
durationof2/3yearsinGeneral/Professionalcourses.
3. M.PhilProgrammeafterPostGraduationandgenerallyhavingthedurationof
1/2yearsandarepreresearchcourse.
4. Ph.D Programme after M.Phil or PostGraduation and generally having the
durationof2/3/4/5years.
5. PostGraduateDiplomaProgrammegenerallyafter10+2orafterGraduation
inGeneralandProfessionalcoursesandhavingdurationof1/2/3years.
6. Post School Diploma Programme generally after 10+2 in General and
Professionalcoursesandhavingdurationof1/2/3years.
DistanceorCorrespondenceModei.e.NonFormalsystemofHigherEducationisthe
system of imparting education through broadcasting, telecasting, internet,
correspondence courses, seminars, contact programmes or the combination of any
twoormoresuchmeansofcommunication.
StudentmeansastudentoftheInstitutionandincludesanypersonwhohasenrolled
himself/ herself for pursuing any programme of study conducted by the Institution.
ForeignStudentmeansthosestudentswhoarecitizensofacountryotherthanIndia.
Students enrolment is total students on roll in a Programme as on 30th September
2007duringtheacademicyear200708.
Teacherisdefinedasafaculty/staffassignedtheprofessionalactivitiesofinstructing
pupils,providingknowledgeandgivingguidanceinthesubjectareaofstudiesinself
containedclassesorcoursesorinclassroomsituations.

GrossEnrolmentRatio(GER)isthetotalenrolmentinaspecificlevelofeducation,
regardless of age, expressed as a percentage of the eligible official age population
correspondingtothesamelevelofeducationinagivenacademicyear.Itiscalculated
bydividingthenumberofstudentsenrolledinagivenlevelofeducationregardlessof
age by the population of the agegroup which corresponds to the given level of
educationandmultiplyingtheresultby100.
GenderParityIndex(GPI)istheratioofthefemaletomalevaluesofGER.AGPIof1
indicatesparitybetweensexes.
PupilTeacherRatio(PTR)istheaveragenumberofpupils(students)perteacherin
agivenacademicyear.Itiscalculatedbydividingthetotalnumberofpupilsenrolled
bythenumberofteachers.
