Rule 45

Appeal by certiorari under Rule 45 shall be taken to the SC where the petitions shall raise only questions of law
distinctly set forth. The general rule is that the SC shall not entertain questions of fact, except in the following
cases:
(a) The conclusion of the CA is grounded entirely on speculations, surmises and conjectures;
(b) The inference made is manifestly mistaken, absurd or impossible;
