GUIDELINES
PICPA, through its National Awards Committee, launches the Search for Outstandjng CpAs
every year, to give recognition to Certified public Accountants who have excelled in their
respective fields of endeavors, during the Annual National Convention,
A PICPA member may be nominated by any member of good standing, chapter council or
regiohal council to any of the following categories:
A. Young Achievers
1. Community Service
2. Entrepreneurship
3. lnternational Professional lnvolvement
4. Professional Development
D. Outstanding CPAS
General Criteria
The Young Achiever award has been instituted, to give recognition to outstanding
Certified Public Accountants (CPAs) who, at an early stage of their career, have excelled
and shown significant achievement in their chosen field.
A recipient of young achiever award is ineligible to vie for another young achiever
award in another sectorwithin five (5) years
Specific Criteria
Has not celebrated his/her 35th birthday at the last day of filing of nomination
form.
Submit not more than two (2) nominees to be recommended by the Chapter
and endorsed by the respective Regional Council.
B. OUTSTANDING CPAs
General Criteria
For selfless loyalty to, and active participation in, the affairs of the lnstitute
for at least !yg-]s) years givir'rg life to the ideals and tenets for which the lnstitute
stands. He must be nominated by the Chapter and endorsed by the Regional
Council.
Specific Criteria
ln the year covered by the awards, and in the immediately preceding two
(2) years, significant presence in lnstitute or Chapter/Regional meetings and
functions and participation in committee work, special projects and other lnstitute
Chapter/Regional activities are expected.
Note: This award was conceived generally for ordinary PlCPAns who have been
contributing much to the lnstitute. A past Chapter President may qualify only after
the lapse of two (2) years from his/her incumbency. This award will be given on a
per Geographical Area.

All PICPA Past National Presidents who are not members of the National Awards
Committee shall@.
This can be given also to a CPA in recognition of his/her tge!ty_120)Jeqlq of
service to the lnstitute; previously given an award in any of the national award
categories, has served as National Director or Chapter President and widely recognized
as having significantly contributed to the advancement of the accounting profession.
Remarks
GeneralCriteria
The lnstitute's highest award; given to a CPA, who has or had devoted the
greatest part of his/her life to the promotion and advancement of the accountancy
profession in the Philippines in a significant and outstanding manner.
Soecific Criteria
Must be or had been an honorary life member. Has been or had been in the
profession for at least thirtv (30) vears during which he/she was significantly involved in
promoting and advancing the profession.
Remarks
Only PICPA members of good standing are qualified to be nominated for any
award in all categories. ln some cases, PICPA members and, even non CPAS may be
conferred special awards. Special awards for non-CPA and non-PlCPAn will be valid
only if approved by the Board of Directors.
lncumbent officers and members of the PICPA National Board of Directors and of
the National Awards Committee and Regional and Sectoral Search Committees are not
eligible for nomination. lncumbent Chapter Presidents and Officers of the PICPA
Foundation, except Board of Trustee members, are likewise disqualified for nomination.
For the Outstanding PICPA Member, a past chapter president may be eligible for
nomination only after the lapse of two years from his/her incumbency as chapter
president.
Previous awardees are not qualifled for nomination under the same category'
Exception to this rule is for outstanding sectoral awardees for any region, that is, Metro
Maniia, Luzon, Visayas and Mindanao, who may be eligible for nomination later on at the
national category l;vel. But previous awardees at the national category level are not
eligible for nJmination at the regional level lnthesametoken, an Honorary Life Member
miy not be nominated for lowei category awards such as outstanding PICPAn or other
regional category award.
Reouirements:
One great service of PICPA to its deserving members is the recognition by the
tnstitute through the National Awards. This act of acclamation and affirmation of positive
quatities, contributions and achievements of members is an enshrined and time-honored
t;adition of the lnstitute. Everybody is enjoined to participate actively in this very
important endeavor. ln order to ensure many recommendations and nominations, there
are various options in the search process. To preserve the integrity of the award' an
intermediary icreening mechanism was instituted; the regional search committee and
the sectoral search committee.
_ All nominations, except for the Honorary Life l\rembership, Special Award and
Accountancy Hall of Fame will pass through the RSC or SSC. The RSC and SSC should
submit the list of all nominees together with proper ranking of contenders. Nominations
that were rejected or deemed, not recommended should be accompanied by a note
stating the reason for the rejection.

2. deliberate on the names of the nominees and nanow the choictto one (1) nominee
per category, per region but with the ranking of other contenders.
3. RSC chair submits to the NAC the names, complete with requirements on or before
the set deadline for deliberation ofthe NAC
1. conduct the search for the nominees to the outstanding awards in its respective
sector from among the qualified plCpA members in the sector. The group,s primary
concern is for the national category awards
2. help the NAC in reviewing the recommendations of the RSC for awards involving its
sector; particularly.
'1. Young Achievers
2. Outstanding CPAS in each Sector. (Commerce &lndustry, Education,
Government Service and public practice) an other award categories, which the
NAC may request for assistance.
3. deliberate on the names of the various nominees and narrow the choice to one
('1) nominee but with ranking of other contenders.
4. SSC chair submits to the NAC the names, complete with requirements on or
before the set deadline for deliberation by the NAC.
Both committees shall furnish the NAC with the ranking of all nominations in every
category and most importan y, a report or reasons for a;y nomination that was not
acted upon or that nominations that were rejected and the reason for such exclusion or
rejection at any level of the search.
Eg: lf there are more than one nominees for a category, the Chapter president
should rank the nominees. lf he/she does not endorse any-nominee, the reason for the
denial should be reported. The procedure shall be followei up to the search committee
level.
1. deliberate on all the nominees submitted by the Regional Search Committee (RSC)
and the Sectoral Search Committee (SSC), and to include the qualified nominees
not
endorsed by the Regional Council and the Sectoral Search Committee.
The Chair of the NAC may invite the chair of any or all RSC and/or SSC to assists
the NAC.
2. submit to the PICPA National Board of Directors the names of the awardees in the
different categories.
3. organize and undertake the awarding ceremonies during the Annual Natjonal
Convention
Note:
The National Awards Committee shall not initiate a nomination for category A,B,C and D
awards without passing through the RSC or SSC as the case maybe. Nominees for the
Honorary Life Member, Special Award, and Accountancy Hall of Fame can be
considered directly at the NAC level. The NAC, as much as possible, may also seek the
help of the RSC and SSC for nominees in said categories, if necessary.
For Accountancy Hall of Fame awards, the NAC may request five (5) Hall of Fame
Awardees of the past, as advisory group.
', lf the NAC agrees that no one among the nominees deseryes the award, no one will be
declared for such category. The NAC will submit to the PICPA National Board the list of
the top 5 nominees to the Hall of Fame Award for the National Board to rate who will be
conferred for such an award.
