PICPA Annual Awards

GUIDELINES

PICPA, through its National Awards Committee, launches the Search for Outstandjng CpAs
every year, to give recognition to Certified public Accountants who have excelled in their
respective fields of endeavors, during the Annual National Convention,

A PICPA member may be nominated by any member of good standing, chapter council or
regiohal council to any of the following categories:

A. Young Achievers

1. Commerce & lndustry


2. Education
3. Government Service
4. Public Practice

B. Outstanding PICPA Member (one per ceographical Area)

C. Special Achievement Award

1. Community Service
2. Entrepreneurship
3. lnternational Professional lnvolvement
4. Professional Development
D. Outstanding CPAS

A. Young Achiever

General Criteria

The Young Achiever award has been instituted, to give recognition to outstanding
Certified Public Accountants (CPAs) who, at an early stage of their career, have excelled
and shown significant achievement in their chosen field.

A recipient of young achiever award is ineligible to vie for another young achiever
award in another sectorwithin five (5) years

Specific Criteria

Has not celebrated his/her 35th birthday at the last day of filing of nomination
form.

He/she must be of good moral character.

Consistent improvement in rank coupled with increase in scope of responsibility


and concrete accomplishments. Measurable/consistent improvement in his business in
case of an entrePreneur member.

Professional development activities initiated or handled, aimed at enhancing the


accounting profession or promoting the professional groMh of CPASi papers or ariicles
written, s;minars conducted/organized. Lectures delivered, workshop or training
supervised and similar activities. lmpact of professional development activities
undertaken in terms of beneflcial effect and number of CPAs benefited

Most number of activities participated in, degree and consistency of invotvement


in PICPA affairs

Community work covering involvement in socio-civic, charitable and religious


activities. Number of community activities handled or participated in and inclusive dates
of such activities. Results of activities/projects handled and corresponding benefits
enjoyed by recipient or community

Young Achiever in Commerce & lndustry Awarded for significant


achievement in private business

Young Achiever in Public Practice Awarded for signif icant


achievement in public accounting
Practice

Young Achiever in Education Awarded for significant

Remarks

Submit not more than two (2) nominees to be recommended by the Chapter
and endorsed by the respective Regional Council.

B. OUTSTANDING CPAs

'1. Outstanding PICPA Member

General Criteria

For selfless loyalty to, and active participation in, the affairs of the lnstitute
for at least !yg-]s) years givir'rg life to the ideals and tenets for which the lnstitute
stands. He must be nominated by the Chapter and endorsed by the Regional
Council.

Specific Criteria

ln the year covered by the awards, and in the immediately preceding two
(2) years, significant presence in lnstitute or Chapter/Regional meetings and
functions and participation in committee work, special projects and other lnstitute
Chapter/Regional activities are expected.

Note: This award was conceived generally for ordinary PlCPAns who have been
contributing much to the lnstitute. A past Chapter President may qualify only after
the lapse of two (2) years from his/her incumbency. This award will be given on a
per Geographical Area.

Remarks

Submit not more than two (2) nominees to be recommended by the


Chapter and endorsed by the respective Regional Council.
C. SPECIAL ACHIEVEMENT AWARD

1. community Service

General Criteria

For outstanding involvement and distinguished participation in socio-civic


activities or projects that relate to community welfare.

Note: More of these must be PICPA sponsored or spearheaded.

Specific Criteria

Significant participation and outstanding leadership in the lnstitute's


activities of a socio-civic nature.

Remarks

Recommended by the Chapter and endorsed by the respective


Regional Council.
2. Entrepreneurship

General Criteria

For outstanding achievement and distinguished performance as an


entrepreneur, thus contributing to the prestige of the accountancy profession.
He must also be active in PICPA activities.

Specific Criteria

Significant identiflcation with the industry and promotion of a successful


business enterprise; thus contributing to the upliftment of the economy and
employment generation.

Remarks

Recommended by the chapter and endorsed by the respective Regional


Council.

3. lnternationalProfessionallnvolvement

General Criteria

For outstanding contribution to international professional activities, thus


enhancing the image of the Philippine accountancy profession in particulari and
the country in general.

Specific Criteria

Distinguished performance in representing the Philippine accountancy


profession in international gatherings of accounting professionals; distinguished
performance in representing the lnstitute and in participating in international
accounting and auditing standards-setting process.

Remarks

Recommended by the Chapter and endorsed by the respective


Regional Council.

4, ProfessionalDevelopment

General Criteria

For outstanding achievement in the field of professional development and


continuing education in accountancy, thus contributing to the promotion and
elevation of the accountancy profession.

Soecific Criteria

Distinguished participation in a lead role in continuing education and/or


technical standards setting activities of the lnstitute. outstanding achievement in
the area of technical standards, high quality technical research and continuing
education, authorship of books and technical papers, etc.

Remarks

Recommended by the Chapter and endorsed by the respective


Regional Council.

D. OUTSTANDING CPA BY SECTOR

l. Commerce and lndustry

GeneralCriteria

For outstanding achievement and distinguished performance as financial


and accounting officer in a commercial/industrial or financial services
organization, thus contributing to the prestige ofthe accountancy profession. This
award is for PICPAn whose outstanding contribution has national impact.

Soecific Criteria

Significant participation in lnstitute activities in the commerce and industry


sector, significant contribution lo the accounting practice in the commerce and
industry sector through, among others, effective leadership, commendable
adherence to professional standards, faithful observance of rules and
regulations.

Remarks

Recommended by the Chapter and endorsed by the respective Regional


Council and respective Sectoral Search Committee.

2. Education

General Criteria

For outstanding achievement and distinguished performance as


administrator or educator in accounting, finance, and other courses, thus
contributing to the prestige of the accountancy profession. This award is for
PICPAn whose outstanding contribution has national impact.

Soecific Criteria

Significant participation in lnstitute activities in the education sectori


contributing to the accounting practice and knowledge as dean, administrator or
member of the faculty of a school, CPA review school or graduate school and
involved actively in faculty development and training programs, development of
effective teaching methods and techniques; propagation of interest in current
developments in accounting principles and other business and industry issues
and practice performance, has published books or written professional business
and other accounting articles.

Recommended by the Chapter and endorsed by the respective Regional


Council and respective Sectoral Search Commiftee.

3. Government Service

General Criteria

For outstanding achievement and distinguished performance as officer in


a government agency, bureau, or division, thus contributing to the prestige of the
accountancy profession. This award is for PICPAn whose outstanding
contribution has national impact.

Soecific Criteria

Significant contribution to the accounting practjce in the government


sector as an accounting professional in the service of the government,
government-owned or controlled corporation through, among others, effective
performance of the duties and responsibilities of his/her office; appropriate
adherence to professional standardsi and faithful observance of the ethical
standards of public office; significant participation in the lnstitute activities in the
Government Sector

Recommended by the Chapter and endorsed by the respective Regjonal


Council and respective Sectoral Search Committee.

4. Public Practice

General Criteria

For outstanding achievement and distinguished performance as officer.


partner or practitioner in an accounting or consulting firm that promotes the
practice of the accounting profession, thus contributing to the prestige of the
accountancy profession. This award is for PlCpAn whose outstanding
contribution has national impact.

Specific Criteria

Significant contribution to public accounting practice as an audit, tax or


management consulting professional through, among others, successful pursuit
of a professional practice as a sole practitioner or as a partner in a public
accounting firm; strict adherence to professional standards; and faithful
observance of the ethical standards of public practice; significant participation in
the lnstitute activities in the public practice Sector.

Council and respective Sectoral Search Committee.
E. HONORARY LIFE MEMBER

General Crlteria

All PICPA Past National Presidents who are not members of the National Awards
Committee shall@.
This can be given also to a CPA in recognition of his/her tge!ty_120)Jeqlq of
service to the lnstitute; previously given an award in any of the national award
categories, has served as National Director or Chapter President and widely recognized
as having significantly contributed to the advancement of the accounting profession.

Remarks

Preferably recommended by the chapter and endorsed by the Regional


Council and/or Sectoral Directors.

F. ACCOUNTANCY HALL OF FAME

GeneralCriteria

The lnstitute's highest award; given to a CPA, who has or had devoted the
greatest part of his/her life to the promotion and advancement of the accountancy
profession in the Philippines in a significant and outstanding manner.

Soecific Criteria

Must be or had been an honorary life member. Has been or had been in the
profession for at least thirtv (30) vears during which he/she was significantly involved in
promoting and advancing the profession.

Remarks

Preferably recommended by the Chapter and endorsed by the Regional Council


and/or Sectoral Directors

Who are Qualified?

Only PICPA members of good standing are qualified to be nominated for any
award in all categories. ln some cases, PICPA members and, even non CPAS may be
conferred special awards. Special awards for non-CPA and non-PlCPAn will be valid
only if approved by the Board of Directors.

lncumbent officers and members of the PICPA National Board of Directors and of
the National Awards Committee and Regional and Sectoral Search Committees are not
eligible for nomination. lncumbent Chapter Presidents and Officers of the PICPA
Foundation, except Board of Trustee members, are likewise disqualified for nomination.

For regional category awards, only active bonafide resident members of a


region/place can be nominated. For sectoral category awards, only active bonafide
members ofthe corresponding sector can be nominated.
Special Awards - nomination by any member in good standing to the National
Board who shall send to the NAC for evaluation and recommendation.

For the Outstanding PICPA Member, a past chapter president may be eligible for
nomination only after the lapse of two years from his/her incumbency as chapter
president.

Previous awardees are not qualifled for nomination under the same category'
Exception to this rule is for outstanding sectoral awardees for any region, that is, Metro
Maniia, Luzon, Visayas and Mindanao, who may be eligible for nomination later on at the
national category l;vel. But previous awardees at the national category level are not
eligible for nJmination at the regional level lnthesametoken, an Honorary Life Member
miy not be nominated for lowei category awards such as outstanding PICPAn or other
regional category award.

Reouirements:

The Nationat Awards committee (NAC) shall consider only nominations


accompanied by a duly accomplished nomination sheet signed by the nominator and
endorsed by the Chapter, Regional Council and/or Sectoral Directors and/or Sectoral
Search Committee as required by the particular award, with complete supporting
requirements, namely, official nomination forms properly filled up,- resume of the
nominee, two (2) copies of recent 2x2 picture, proposed citation for the Nominee,
Certificate of Payment of PICPA membership and other dues for five (5) consecutive
years and phototopy of unexpired PRC License. PICPA members who availed of the
Amnesty Program of the lnstitute will be disqualified to be nominated.

Process of Search and Evaluation:

One great service of PICPA to its deserving members is the recognition by the
tnstitute through the National Awards. This act of acclamation and affirmation of positive
quatities, contributions and achievements of members is an enshrined and time-honored
t;adition of the lnstitute. Everybody is enjoined to participate actively in this very
important endeavor. ln order to ensure many recommendations and nominations, there
are various options in the search process. To preserve the integrity of the award' an
intermediary icreening mechanism was instituted; the regional search committee and
the sectoral search committee.

Reoional Search Committee (RSC) consists of:


Ctfiir - Senior Regional Director (if the incumbent National President is also a
Senior Regional Director he/she shall be replaced by the Rotating
Director)
Vice-Chair - Junior Regional Director
Members - three (3) past regional directors, appointed by the Chair of
National Awards Committee

There are nine (9) RSc, one for each region.

Sectoral Search Committee (SSC) consists of:


Chair - The lncumbent Sectoral Director
Vice-Chair - The lncumbent President of the Sectoral Organization
Member - Three (3) past sectoral directors, appointed by the Chair ofthe
National Awards Committee.
There are four (4), SSC, one for each sector.

_ All nominations, except for the Honorary Life l\rembership, Special Award and
Accountancy Hall of Fame will pass through the RSC or SSC. The RSC and SSC should
submit the list of all nominees together with proper ranking of contenders. Nominations
that were rejected or deemed, not recommended should be accompanied by a note
stating the reason for the rejection.

The RegionalSearch Commitee shall

1 . conduct the search for the nominees to the outstanding awards in the different
categories from among the qualified plcpA memberc in their region.

2. deliberate on the names of the nominees and nanow the choictto one (1) nominee
per category, per region but with the ranking of other contenders.
3. RSC chair submits to the NAC the names, complete with requirements on or before
the set deadline for deliberation ofthe NAC

The Sectoral Search Committee shall

1. conduct the search for the nominees to the outstanding awards in its respective
sector from among the qualified plCpA members in the sector. The group,s primary
concern is for the national category awards
2. help the NAC in reviewing the recommendations of the RSC for awards involving its
sector; particularly.
'1. Young Achievers
2. Outstanding CPAS in each Sector. (Commerce &lndustry, Education,
Government Service and public practice) an other award categories, which the
NAC may request for assistance.
3. deliberate on the names of the various nominees and narrow the choice to one
('1) nominee but with ranking of other contenders.
4. SSC chair submits to the NAC the names, complete with requirements on or
before the set deadline for deliberation by the NAC.

Both committees shall furnish the NAC with the ranking of all nominations in every
category and most importan y, a report or reasons for a;y nomination that was not
acted upon or that nominations that were rejected and the reason for such exclusion or
rejection at any level of the search.

Eg: lf there are more than one nominees for a category, the Chapter president
should rank the nominees. lf he/she does not endorse any-nominee, the reason for the
denial should be reported. The procedure shall be followei up to the search committee
level.

The National Awards Committee shall

1. deliberate on all the nominees submitted by the Regional Search Committee (RSC)
and the Sectoral Search Committee (SSC), and to include the qualified nominees
not
endorsed by the Regional Council and the Sectoral Search Committee.
The Chair of the NAC may invite the chair of any or all RSC and/or SSC to assists
the NAC.
2. submit to the PICPA National Board of Directors the names of the awardees in the
different categories.
3. organize and undertake the awarding ceremonies during the Annual Natjonal
Convention
Note:
The National Awards Committee shall not initiate a nomination for category A,B,C and D
awards without passing through the RSC or SSC as the case maybe. Nominees for the
Honorary Life Member, Special Award, and Accountancy Hall of Fame can be
considered directly at the NAC level. The NAC, as much as possible, may also seek the
help of the RSC and SSC for nominees in said categories, if necessary.

For Accountancy Hall of Fame awards, the NAC may request five (5) Hall of Fame
Awardees of the past, as advisory group.

', lf the NAC agrees that no one among the nominees deseryes the award, no one will be
declared for such category. The NAC will submit to the PICPA National Board the list of
the top 5 nominees to the Hall of Fame Award for the National Board to rate who will be
conferred for such an award.
