1 INTRODUCTION

1.1 Purpose and Scope

These additional technical requirements to Norsok Standard R-CR-004 are developed by

Phillips Petroleum Company Norway (PPCoN), in order to clarify which of the solutions
specified in the Norsok Standard R-CR-004 are preferred by PPCoN.

Suppliers are invited to tender alternative solutions, but these will be subject to acceptance
by PPCoN in each case. All details of materials, components, equipment, procedures and
remedies shall be submitted to Company for approval should a Supplier wish to deviate
from this specification in any way.

All deviations from requirements as described in this document shall be subject to the
requirements as described in PPCoN document CP217, "Guidelines for the Control of
Non-conformances". All deviations to this document, including alternative solutions, shall
be subject to written approval by the responsible PPCoN department. The Materials &
Corrosion department is the responsible PPCoN department for this document.

The requirements specified in this document clarify requirements as desribed in Norsok

Standard R-CR-004 where this has been found necessary. The requirements apply to all
PPCoN insulation work, including:
- construction of new platforms or modules.
- modification of existing platforms or modules
- Insulation on equipment and bulk items, either purchased directly by
PPCoN or supplied through other organisations.

Requirements related to offshore maintenance of insulation are described in PPCoN

Procedure 3781.

and for removing obsolete. In addition they are responsible for informing Information
Logistics, lost manuals, changes in address and for returning the manual when no longer
required.

1.5 Filing/retrieving

The record copy (RC) is filed by the Competence Area for Information Logistics.

1.6 Registration

This manual as well as the directives are registered with an individual document number in
the company's document administration system (FYI) which is managed by the
Competence Area for Information Logistics.

1.7 Handling of non-conformances

All non-conformances / deviations from this document shall be handled in accordance with
PPCoN document CP 217. "Guidelines for the Control of Non-conformances". Appendix B
in CP 217, "Non-conformance / deviation report" shall be used. All non-conformances /
deviations shall be accepted in writing by PPCoN's TAG group for this document, the
Materials & Corrosion Competence Area.

1.8 Abbreviations/definitions

1.8.2 Definitions

With reference to 1.5 in CP217, definitions used in relation to non-conformance /

deviations are as follows:

Non-conformance (Avvik): Non-fulfillment of specified requirements.

Deviation(Planlagt avvik ): Planned non-conformance for which a deviation permit will be
required.
Deviation permit (Avvikstillatelse): Written permission to use a product which does not
meet specified requirements.

Correction (Korrigering): Actions taken to deal with a deliverable which does not meet
specified requirements in order to resolve the non-conformance.
Corrective action (Korrigerende tiltak): Actions taken to remove the root-cause of an
existing non-conformance, in order to prevent recurrence.
Preventive action (Forebyggende tiltak): Actions taken to remove the root cause of
potential non-conformances to prevent them from recurring.

2 HEALTH, ENVIRONMENT, SAFETY (HES)

Some materials used during insulation work can create health, environmental and safety
problems during the construction and maintenance of offshore platforms:

w Chemicals and thinners in glues, etc. can be risky to health, or can cause allergenic
reactions.
w Installation of insulation can be ergonomically heavy work
w Products hazardous to health can be produced during combustion or hot work.

Procedures and work instructions during insulation work shall therefore always be well
defined during the design, construction and maintenance of platforms, and shall include:

w HES evaluation of all products to be used.

w HES evaluation of combustion products of products to be used.

Products containing the following shall not be used without prior written approval by
PPCoN:

w Chemical substances named in Annex D1 and D2 of Norsok Standard S-002.

w Products containing carcinogens, mutagenes, reproduction hazardous chemicals,
allergenes.

w Products which produce health-hazardous chemicals during heating or combustion.

w Products containing lead, chromates or isocyanates shall never at any time be used.

3 TECHNICAL REQUIREMENTS
3.1 Design of Insulation Systems

Norsok Standard R-CR-004 does not specify the exact design of insulation systems. The
design of all insulation systems, including removable jackets for valves and flanges, shall
therefore be subject to acceptance by PPCoN prior to use. The design and installation of
insulation systems shall be such that the ingress of water into the insulation shall be
avoided. Method for termination of non-metallic jacketing (tape) onto hot service piping
must also be taken into account.

3.2 Painting prior to Installation of Insulation

For all materials, except titanium, it is a requirement that surfaces to be insulated shall be
painted as described in Norsok Standard M-501. It shall be noted that the insulation
contractor is responsible to ensure that no insulation is carried out until painting of all
surfaces is 100% completed.

3.3 Build-up of Insulation Systems

Reference is made to Annex A of this document, where the build-up for insulation systems
to be used on PPCoN projects is described.

The following shall be noted:

w Non-metallic jacketing shall be used on insulation classes 1,2,3,4,6,7,8 and 9. A thin

aluminium foil shall be installed directly underneath the non-metallic jacketing in order to
simplify removal and replacement of the membrane when and if necessary.
w The colour of the non-metallic jacketing shall be light grey.
w The build-up of class 5 insulation is dependant on the relevant fire protection
requirements. Stainless steel jacketing shall always be used on class 5 insulation, also
when in combination with other insulation classes.
w All materials to be used in connection with insulation work shall be subject to written
approval by the responsible PPCoN department, i.e. Materials & Corrosion department.
The following materials have so far been found acceptable in accordance with this
specification:

- Foamglass T4 as cellular insulant

- BIS Scotchwrap 52 CPT tape as non-metallic weather-proofing membrane
- BIS Soundstop 2225940 (2,6mm) as acoustic insulant
- Ticon foil (48u) as foil underneath the non-metallic weather-proofing membrane
- Firemaster X607 (128kg/m3) as ceramic fibre

w Insulation systems for HVAC ducting shall be subject to approval.

w All operators shall have received the necessary training related to the work they will
carry out.

3.4 Flanges and Valves

Flanges and valves shall when possible be left uninsulated. When insulation of valves and
flanges is necessary the following shall be applicable:

w removable, deluge proof, tailor-made insulation jackets to be used in all areas

w jackets must be designed in order to minimise the entrance of water and to allow the
drainage of any water.
w jackets must be such that water does not enter into the insulation material
w jackets shall have identification marking on external and internal of jacket.
w design of the removable jackets shall be subject to PPCoN approval

3.5 Offshore Maintenance of Insulation

Requirements applicable to the maintenance of insulation systems are described in
