1.0 GENERAL
1.1 PURPOSE
This specification establishes the requirements for general above ground piping and pipe
fittings (except PVC & HDPE) to be supplied by the vendors/contractors, hereafter called
Seller, for Siemens Energy Inc.,hereafter called Purchaser. The materials shall be sup-
plied for MALACAS TG5 Power Project.

This specification covers the general requirement of design, engineering, material, shop
fabrication, installation, inspection and testing, painting and packaging at manufacturer's
works, supply and erection complete with all accessories, fittings and pipe connection, for
the services specified herein and as required for efficient, safe and trouble free operation
of above said power plant.

The Seller shall be responsible for correct fabrication and erection of the complete gen-
eral piping system (except PVC & HDPE) for the services specified herein. The contents
of this document shall be considered to be minimum technical requirements for the gen-
eral piping for the said power plant. Individual details which are not expressly mentioned,
but are necessary for a correct/orderly manufacturing for the specified service and within
the Sellers scope of supply, must be included within Sellers scope.

The Seller shall comply with all of the requirements of this specification. Approval of any
drawings/calculation and/or tests by Siemens Energy Inc., shall in no way relieve the
Seller from these responsibilities.

2.0 SPECIFICATIONS, CODES AND STANDARDS


The following specifications, codes and standards shall be read in conjunction with this
specification. In the event of any conflict between the codes and technical specification,
the Seller shall bring this to attention of Purchaser.

2.1 SIEMENS' SPECIFICATIONS


It is the Sellers responsibility to obtain copies of all referenced documents mentioned be-
low. Unless specific exception is taken, these documents shall be binding.

3.0 SCOPE OF WORK


3.1 WORK AND SERVICES PROVIDED BY SELLER
The Seller shall provide the work and services per the requirements of this specification,
including but not limited to the following:
3.1.1 Work
Fabrication, supply of pipes and accessories/ fittings (i.e. flanges gaskets, caps,
welded attachments etc. as specified in Piping Material Take off (MTO) and detailed
in the Isometric Drawings.
Installation of thermo wells or other instruments, impulse piping for instruments up to
root valves .
Detailed fabrication isometrics.
Piping branch connection such as weldolets, sockolets, etc. and fitments as per
Isometric Drawings.
Welded attachment such as pads, lugs, brackets, etc. for pipe supports
Edge preparation for piping interface.
Dissimilar metal welding (if required).
External wrapping and coating as applicable.
Additional paint for application on site at welding joints etc.
Cleaning and shop painting.
Installations of valves, piping specialties, supports etc.which are supplied by
purchaser or its suppliers.

3.1.2 Services
Detail Design
Spool piece design drawings including Bill of Material.
Detailed fabrication isometric drawings for field erection
Inspection and testing
Packing and marking all piping and accessories for shipment and storage at site

3.2 WORK AND SERVICES PROVIDED BY PURCHASER


The following related work and services do not constitute a part of this specification and will
be provided by Purchaser or its subcontractor:

3.2.1 Supplies
Pipe inline valves and instruments.
Pipe support and hangers.

3.2.2 Services
Basic isometric and support drawings with preliminary bill of materials (MTO) for
pipes covered hereunder. MTO and Basic Isometric drawing shall be given later.

4.0 TERMINAL POINTS

Complete above ground piping and pipe fittings for the system described in Para 6.1 of this
document.

5.0 DOCUMENT SUBMITTALS


5.1 AFTER AWARD OF CONTRACT

The Seller shall provide the following software deliverables in accordance with MDL
(Appendix-2) and Specification 22T7177, Supplier Document Submittal Process, after
Award of Contract.

Spool piece drawing including Bill of Material. These drawing should be good
for fabrication. The format, Seller intends to use for spool piece drawing shall be
approved by Purchaser before commencing the preparation of drawings. Spool
piece drawing shall contain following minimum information,
Shop / Field weld locations and identification number, weld proce-
dure number (in relation with WPS).
NDE and hydrostatic test requirements.
All identifying information such as spool piece number.
Bill of materials
Key dimensioning and weight of spool piece.

Isometric drawings. These drawings shall be suitable for fabrication and field
erection. Basic isometric drawings as MS Microstation files will be provided by
the Purchaser. Based on these documents the Seller shall prepare the detail
design documents such as spool definition, weld type. The format Seller intends
to use for Isometric drawings shall be approved by Purchaser before
commencing the preparation of drawings. Isometric drawings shall contain the
following minimum information,
Shop/Field weld locations and identification number, weld procedure
number (in relation with WPS).
Flow direction arrows on all pipe lines.
All instrument point, vent, drain branch connection locations and orienta-
tion.
All identifying information such as spool piece number, line numbers,
valve numbers, instrument numbers, equipment numbers/name, material
specification, applicable codes, design conditions and test requirements.

Complete dimensioning.

Before the commencement of Fabrication, the Seller shall submit Welding


Procedures Specification (WPS) and Procedure Qualification Records (PQR)
for the various pipe sizes and material groups. The welding procedures shall
contain the following minimum information:

6.0 TECHNICAL REQUIREMENTS


6.1 DESCRIPTION
The piping to be fabricated and supplied under this specification shall be part of following
piping systems for the MALACAS-TG5 Power Plant.
Carbon Steel Piping :Fuel Oil System
Stainless Steel (A312-TP304L) Piping : GHC system
Complete Above ground piping and fittings for the above systems are covered under this
specification. The piping shall be designed and fabricated for a useful plant life of Twenty
five years.
Appendix 1 indicates the datasheets for the Above ground piping pertaining to above
systems.
The estimated quantities of piping, fitting, flanges etc. for the above systems are provided in
Piping MTO. Supply and fabrication of item listed in Piping MTO shall be in the scope of
Seller. The piping MTO shall be provided later.
The piping shall be fabricated as per the basic isometric drawings. The basic isometric
drawing of the piping shall be provided after award of contract.
Instrumentation installation detail drawing list will be issued after award of contract. Scope
for Sellers shall be marked on the drawings.
The piping shall also be suitable for location and ambient condition provided in section 6.6.
6.2 MATERIALS
The materials for Pipes, fitting and accessories shall be given in Piping MTO. The materi-
als for Pipes, fitting and accessories are also indicated in Piping Data Sheets. All the ma-

terials used for manufacturing shall be of first class quality and shall be in accordance
with the applicable design code. Welded attachments shall be made of materials com-
patible with piping.

6.3 FABRICATION REQUIREMENTS


The length of shop welded sections shall be determined by shipping limitations, handling
and erection requirement.
Each shop fabricated section of piping shall have all nozzles, lugs, fittings, drains &
instrument connections and shall be complete with Weld edge preparation for all the spools
and fittings.
All the pipes and fittings shall be designed and fabricated in accordance with the specified
piping code as mentioned in the data sheet.
The pipes shall be provided with external wrapping and coating.
The external wrapping and coating shall have a continuous working life of not less than 25
years.
The wall thickness shall be as specified in the MTO and Data Sheets.

6.4 WELDING
6.4.1 Welding Procedures and Qualification
Qualified welding procedures, qualification of welders & welding operators and repair
welding for all weld defects shall comply with the requirements of section IX of the ASME
Boiler and pressure vessel code and as modified in ASME B31.1.
The butt weld end surfaces shall be prepared by machining or equivalent methods. Weld
end preparations and fit ups shall meet the requirements of ASME B16.25. Internal
misalignment at the weld ends shall in no case exceed the limit specified in ASME B31.1.

6.4.2 Process and Technique


Welding attachments shall be compatible to piping material.
Prior to welding the welding ends shall be cleaned, in order to avoid impurities in the weld.
Tack welds shall be made by procedures and welder qualified in accordance with ASME
SEC IX. Tack welds that are incorporated into the finished weld shall be visually inspected
for defects. All defects shall be removed before covering tack welds with additional weld
metal. Defect removal shall be verified with liquid penetrate or magnetic particle inspection.

6.4.3 Joints (Metallic Piping)


Weld joint design shall be in accordance with the requirements of ASME B16.25 and ASME
B31.1, or ASME Section I, as applicable. Use of backing rings is not acceptable.
Piping 2-1/2 and larger shall utilize butt-welded construction. The root pass and first pass
shall be gas tungsten arc welded (GTAW). Balance of the weld shall be SMAW, SAW,
FCAW or GTAW. Weld end preparation shall be in accordance with ASME approved
Weld Procedures. End connections for field welds shall be per fig. 2A or 3A of ASME

B16.25, based on the wall thickness and the B dimension shall have a max. tolerance of
+0.010 to -0.040.
Open root welding shall be used where the Contractor can demonstrate qualified proce-
dures and personnel.
Permissible use of flanges for all welded systems shall be restricted to connections at
equipment and / or to permit maintenance under special conditions as shown on the Pip-
ing Isometric Drawings.
For piping 2 and below, ends shall be socket welded.
Inside diameter mismatch: Weld end preparation for joints with different inside diameters,
including connections to valves and equipment, shall be in accordance with ASME B31.1,
paragraph 127.3 and Figure 127.4.2 Welding End Transitions.
Outside diameter mismatch: Weld end preparation for joints with different outside diame-
ters, including connections to valves and equipment, shall be in accordance with ASME
B31.1, paragraph 127.4.2 and Figure 127.4.2 Welding End Transitions.
Back welding of threaded fittings is prohibited.

6.4.4 Weld Metal


Storage and drying of welding filler materials shall be temperature-controlled and shall
conform to the instructions of the electrode manufacturer.

6.4.5 Heat Treatment (If applicable)


Qualified WPS shall have the pre-weld and post-weld heat treatment details.
Pre-weld heat treatment shall comply the requirement of ASME 31.1 Electric heat sources
shall be used for preheat.
Post-weld heat treatment shall comply with the requirements of section IX of the ASME
Boiler and pressure vessel code and as modified in ASME B31.1. Electric heating sources,
automatic or manual temperature control and automatic chart recorders shall be used in
post-heat treatment of welds.
Recorder charts of post-heat treatment weld records showing welding procedure number
(including preheat), welder and radiograph reference (if performed) etc. shall be kept on file
by the Seller and shall be made available to the Purchaser, if it has been asked for.

6.5 WRAPPING AND COATING


The general requirements of painting shall conform to Purchasers document
listed in section 2.1.
All surface irregularities, welds and weld spatter shall be ground smooth to a 1/8 inch ra-
dius. All surfaces shall be sand blasted in accordance with SSPC - SP10.
However, Seller can offer alternate wrapping and coating equivalent to the above wrapping
system.
Protective coating materials for field touch up repairs shall be furnished by the Seller.
Unless specified otherwise, these materials shall be of the same manufacturer, type and

grade as specified for the shop application. Protective coating materials for uncoated joints
etc and field touch up repairs shall be furnished by the Seller.
All field-welded joints, flanged joints, screwed joints, mechanical joints and other surfaces
left uncoated in the shop, for purposes of field erection, shall be cleaned, primed, and pro-
tective coated by Purchaser by Sellers supplied wrapping and coating materials.

7.0 TOOLS, TACKLE AND SPARE PARTS


The Seller shall provide all required erection tools and test equipment needed for the
complete erection and testing of all the piping.

All site fabrication machinery, erection tools, rigging, scaffolding, bending, flaring,
cutting, welding and stress-relieving and all other equipment, thermocouples, asbes-
tos blankets, cables, temperature recorders, X-ray and Gamma ray equipment, iso-
topes radiographic films, pentameters, dyes for D.P. tests, etc., required for com-
plete erection and field testing of all the piping specified, shall be furnished by the
Seller.

The Seller shall furnish all erection consumable including that for welding.

All equipment and materials as required for testing of the piping systems shall be provided
by the Seller.

8.0 INSPECTION AND TESTING


8.1 MATERIAL CERTIFICATION
Certification of compliance and test reports for all pipe material furnished by the Seller shall
be provided in accordance with the requirements of the ASTM material specifications.

8.2 INSPECTION
Prior to fabrication the shop can be inspected by Purchaser, or a party authorized by the
Purchaser to assure compliance with relevant codes.

8.3 SHOP TESTS


The material shall be supplied with the related certification in accordance with the
requirements of the material specifications.
Pipes, fittings, weld ends, flanges shall meet the requirements pertaining to appearance,
dimensions and straightness specified in respective governing standard.
Full responsibility for the selection of specialist personnel and their deployment and for the
performance of examinations shall be borne by the Seller.

8.3.1 Non-destructive Examination (NDE)


Examination and testing shall be performed in accordance to the minimum requirements
specified in the relevant codes. Full responsibility for the selection of specialist personnel
and their deployment and for the performance of examinations shall be borne by the Seller.
For Metallic Piping acceptance criteria for NDE shall be as per the requirement of ASME
B31.1.
Following minimum examination required for all shop welded metallic piping:
All welds shall be visually examined.
Butt welds
Fuel oil pipes
- 100 % radiography shall be done for all welds.
- 100 % surface examination of all welds by Liquid Penetration or Magnetic Parti-
cle test.
Demineralised water pipes

Branch welds
100 % surface examination shall be done for fuel oil pipes and 10 % for
the other pipe welds.

Attachment welds
10 % surface examination of all welds by Liquid Penetration or Magnetic
Particle test.
General requirements with regard to the scope of NDT (less than 100%)
The required percentage must be achieved as a minimum for the number of shop
welds as well as for the number of field welds.
The required number of welds shall be calculated as per piping system and pipe
dimension.
If several welders are working at one system, the required percentage shall be
applied to the welds made by each welder
All non destructive examinations performed shall be executed in accordance
with detailed written procedures and shall comply with the appropriate article of
ASME and as herein specified.
Full responsibility for the selection of specialist personnel and their deployment
and for the performance of examinations shall be borne by the Seller.
Where the extent of examination is less than 100 %, for every weld which is
found to be defective, two further joints shall be examined. If negative results are
obtained for more than 1/3 of the examined welds made by any one welder, the
extent of examination shall be increased to cover all joints welded by that welder.
The costs of remedying any detected defects and of subsequent re-examination
shall be borne by the Seller.
For radiography maximum geometrical un-sharpness shall not exceed 0.07in (2.0mm)
as per ASME B31.1.
The same shall apply to all other forms of non-destructive examination.
Care shall be taken to ensure that the entries made in this check-list conform to the
identifying information of the welds in the welding plans and to the identifying informa-
tion of the films. The films shall be evaluated in accordance with the pertinent stan-
dards. Evaluation of films shall be performed by the Subcontractor's welding engi-
neer. If an authorized inspector is retained, he shall also receive the films for further
approval.
Test Method procedure and acceptance criteria for NDE:
The relevant procedures for visual examination, radiography and surface crack examination
shall be followed by the Seller and the acceptance criteria shall be as per ASME B31.1.

8.3.2 Hydrostatic/ Pneumatic Tests


Hydrostatic test shall be performed as per the requirement of ASME B31.1. Mandatory tests
including hydro test & ultrasonic test shall be performed as per the material standards.

9.0 CLEANING OF PIPING


Before starting fabrication, the pipe will be visually inspected and cleaned.
For sizes 3 and above the products shall be cleaned on the internal and external surface
by steel grit/sand blasting (surface quality SA 2 1/2 or equivalent). Scale shall be removed
completely.
Small bore pipe works less than 3 shall be internally clean from any loose scale, dirt etc.
Elbows and fittings made from such product forms shall be carefully de-scaled, if necessary
by repeated blasting.
All metallic piping sections shall be thoroughly cleaned of mill scale, heat treating scale,
heavy oxides, slag, flux, weld splatter, oil, grease, organic matter, dirt or any other foreign
materials.

10.0 GUARANTEE
The Seller shall guarantee that pipes and fittings shall be free from defects in material and
workman-ship.
The Seller shall guarantee the design, construction, materials, function and performance of
the specified item. The Seller shall also guarantee the correct choice of material and
corrosion protection, which might affect the function of the specified item.

11.0 MARKING/ IDENTIFICATION OF EQUIPMENTS & DOCUMENTS


All marking and identification shall be provided in English unit.

11.1 SHIPMENT
Each package, skid, box, and crate shall be marked on the outside with the following
information so that it is readily visible:
The Purchase Order Number.
Manufacturers name.
Any special instructions for handling.
Weight.

11.2 SPOOL PIECE


All pipes and components shall be marked as per the relevant code. The following shall be
included in the marking of the spool piece:
Spool number
Purchasers pipe line number.

11.3 DOCUMENTS
All documents shall contain the following information as a minimum:

12.0 PACKAGING FOR SHIPPING


12.1 HANDLING

Lifting and slinging operations shall be carried out using nylon slings or traps. Metal chains
and galvanized wire slings shall not be used.

The coated pipes should be handled with industry-approved methods and supports
equipment such as wide canvas slings, padded cradles, or rubber-covered separators, etc.,
designed to prevent damage to exterior protective coating.

Bare cables, chains, hooks, metal bars or similar devices should not be allowed to come in
contact with the protective coating.

Loading of piping and related components shall be carried out by competent experienced
personnel using suitable handling equipment and approved safe procedures.

All pipes shall be stored on sleeper beds with open ends securely capped. The bevelled
ends shall be protected with a coating of approved greases. Suitable wedges shall be used
to preclude rolling.

Valves shall be stored with the discs screwed down on the seat so that packing surfaces
are not exposed to dust. All machined surfaces shall be covered with grease. Preservation
of identification tags is essential to avoid installation in wrong services.

Pipe fittings shall be stored on racks in closed storage in packed condition, with openings
suitably capped.

12.2 PACKAGING
All pipes and accessories including leak detection panels etc. shall be protected against
possible damage during shipping, receiving, storing, and handling. Precautions shall be
taken to ensure that the equipment arrives on the jobsite in an undamaged and satisfactory
working condition. Guards shall be placed over easily damaged parts.
Items shall be adequately supported for shipment and storage.

The component parts of each piece shall be completely assembled in the shop. As far as
practicable, prefabricated jacketed pipe shall be shipped completely assembled.
Contamination of the surfaces of pipes by corrosive or other detrimental substances,
particularly by non ferrous-metals, halogens and sulphur shall be avoided. Adequate
measures shall be taken to prevent sulphur pick up. No paint, markers, labels or tools
containing lead, copper, zinc or tin shall be used for marking.
Only clean piping products will be delivered. The pipe shall be delivered with an external
coating to protect it from rusting in transit.
All pipes, elbows, fittings shall be sealed at each end with closures which may not get loose
during shipment and storage. Tack-welding of metal covers is not acceptable.
The Seller shall prepare and submit written procedures for the handling, storage, shipping,
and preservation to prevent degradation of the supplied item before installation.
Preservative coatings used on components shall be suitable for the conditions normally
expected during shipping, storage and throughout the erection period.
Each package, skid, box, or crate shall contain two complete detailed bill of material lists.

13.0 QUALITY ASSURANCE REQUIREMENTS


Each quality control procedure must be approved by the Purchaser. The quality control
procedures shall include but not be limited to the following:
Welding
Heat treating
Nondestructive testing
Hydrostatic test procedure
Cleaning, Wrapping, Coating and Painting
Quality plans for all material groups

Purchaser shall perform a quality review of the piping systems and components prior to
shipment by the Seller to the Project Construction Site.
Purchaser shall perform the inspection and review at the fabricators place of business. The
fabricator will facilitate and coordinate the timing of the inspection for each shipment.
Seller shall maintain all relevant quality records such as material certificates, welding
records, quality inspection records, all test records etc. and same shall be submitted
periodically for Purchasers review.

14.0 TECHNICAL DEVIATION SHEET


Sellers Exceptions or Clarifications to the specification must be clearly identified in this
section of the Sellers written proposal. If the Seller has no exceptions or clarifications, it
will be deemed that the Sellers Proposal is strictly as per the requirement of this
specification and its references.
