1. INTRODUCTION
Rourkela Steel Plant (RSP), the first integrated steel plant in the Public Sector in
India, was set up initially with an installed capacity of 1 million tones. Subsequently,
the capacity was enhanced to 1.9 million tones. Currently the capacity of the plant is
being upgraded to 4.5MTPA of Crude Steel
RSP, at present, has average power demand of around 180 MW and peak demand of
250 MW. It is met from its two captive thermal power plants CPP-I and CPP- II and
import of grid power from Tarkera at 132 kV substation of OPTCL. After expansion,
the expected power demand of RSP is likely to increase to 315MW.
As owner of captive generation , RSP has to fulfill its renewable power obligation
(RPO) set out by the OERC. Towards fulfillment of its RPO, RSP plans to generate
solar power by installing a 1 MW capacity Solar PV power plant , expandable to 6MW
capacity in future.
Intent of this specification is to specify the requirement of RSP, herein after referred to
as the Employer, so as to enable the prospective bidders to submit their best techno-
commercial bid for design, engineering, supply, execution of a 1MW solar PV Power
plant in its premises at Rourkela.
2. INTENT OF SPECIFICATION
Intent of the specification is to describe the requirement of the employer for
procurement and installation of equipments, civil works, other auxiliary & support
facilities and to provide techno-commercial inputs to bidders to enable them to
prepare and submit their best offer to meet this requirement. The specification intends
to cover the design, engineering, manufacture, supply, transportation, un-loading,
storage, in-plant transportation to site from stores, erection, testing & commissioning
and performance guarantee and enabling work as encountered during execution of
work
Relevant details necessary for preparation and submission of best offers are included
in the subsequent sections of this Technical Specifications. However the bidders are
free to suggest any superior technology/ practices where ever required, with full
details, as an alternative
The specification shall be read in totality and the bid shall be prepared accordingly.
This specification shall also be read in conjunction with Standard Bid Document
(SBD) and any addendum to SBD , General Condition of Contract and Special
Conditions of Contract specified elsewhere in the Notice Iviting tender.
The bidders shall consider and include in their offer any equipment/ system / service
not specifically mentioned in this specification but essential for the completeness of
the project in all respects as envisaged by the Employer.

Ratings of equipments, cable sizes and number of cables connected in each cubicle,
meter scales, relay and release ranges, CT ratio, etc. given in the specification are
indicative only and shall be finalized during detailed engineering by successful contractor.
Sizing of substation building shall be in the contractor scope .The sizing shall be based
on keeping minimum 30 % spare space for future provision excluding the clearances
required as per IE rules.
Any additional items/ equipment which is necessary for achieving specified performance
and completeness of the equipment shall be provided by the contractor without any extra
cost and within the time schedule unless it has been excluded from the scope of the
contractor.
System Philosophy
The stabilized DC power output of the complete power plant shall be 1MW. The solar
power generation system is required to generate 17,50,000 kWh of solar energy in
the first year of operation, irrespective of site and weather conditions. The bidder
shall design the major components and sub-systems accordingly.
The bidder shall study the site condition, estimate/measure solar radiation etc. and
shall design as well as size the power plant to achieve the specified annual energy
generation in the first year and subsequent years as specified under NMGG clause.
He shall use adequate capacity of SPV module, PCUs, Junction boxes etc to ensure
generation of power accordingly. Number and rating of solar panels shall be
designed accordingly
The total available land for the project is approximately 6 Acres. The bidder should
visit the site to assess the suitability and sufficiency of the space available for the
project.
Number of solar photovoltaic panels shall be decided based on the system rating.
The panels shall be connected in arrays and strings. As per design of bidder the
SPV array/ string may consisting of number of SPV modules that directly
produces DC electricity power on receipt of solar irradiation. This DC power shall
be converted to AC power by requisite designed capacity of invertors.
The output of the solar power generation system shall be connected to the
Employers grid at 6.6kV. The contractors scope shall start from the outgoing of
designated 6.6kV feeder of Employers ADMINISTRATION sub-station which is
approximately 1000m from the site of the solar power plant. One run of 6.6kV UE
3Cx240mmsq. AL XLPE cable shall be laid from employers sub-station upto 1.6MVA
6.6kV/415V transformer at Solar Power Plant. Grid power shall be stepped down
through the transformer and connected to the main ACDB of the solar power plant.
Synchronization of the output of the inverter and the grid power shall be done at
output of the invertors.
Necessary facility for feeding auxiliary and control power to the entire power plant
shall be provided
The bidder shall design the solar power system in such a way that System controller
of Invertors have ability to harvest the maximum possible Solar Power generation to
be exported to the Grid

The main objective is the high availability and reliability of the plant. In order to
achieve the main objective, the following principles shall be adopted while designing
system
The Bidder has to choose solar generation technology using Mono/Poly-
Crystalline Silicon Solar Modules manufactured in India of repute make
This is to be done by applying liberal de-rating factors for the array and
recognizing the efficiency parameters of PCUs, transformers, etc. The output at
Invertors (s) will be considered for verification purpose. Bidder should indicate
procedure and details of software or formula for demonstration of capacity of plant in
tender itself. For other purpose the meter reading will be considered.
The bidder shall also ensure
Use of equipment and systems with proven design and performance that have
a high availability track record under similar service conditions
Selection of the equipment and adoption of a plant layout to ensure ease of
maintenance
Strict compliance with the approved and proven quality assurance norms and
procedures during the different phases of the project
Proper monitoring in the synchronizations which ensures the availability of
power to the grid.
The injection of DC power in to Grid is minimum
Ripple content must not exceed 3% on DC side
Limits for harmonics distortion is not more than 3%
The power plant has to operate in parallel with the grid system which is infinite
electrical system. Thus the Solar Power Plant design should be equipped with
requisite protective measures/ relays / breakers so as to protect equipment in solar
power plant against any of possible fault or other disturbances from the grid. Very
fast microprocessor based Directional and Reverse power flow protection
should be provided to insure isolation of the solar power plant from the grid at the time
of any fault or/and any additional suitable protection
The basic and detailed engineering of the plant will aim at achieving high standards of
operational performance especially considering following:
Optimum availability of modules during the day time
Ensuring module layout to prevent shading
Selection of PCUs/Invertors with high track record and with readily availability
of requisite spares
SPV power plant should be designed to operate satisfactorily in parallel with the STU
Grid within permissible limits of high voltage and frequency fluctuation conditions,
so as to export the maximum possible units to the grid.

best meets the evaluation criteria given in this bid document. The bidders are
advised to visit the site before designing the plant and offer their bid. The bidders are
also required to incorporate all the system required for efficient operation of the solar
Plant in parallel with Grid supply. The supplier/manufacturer shall submit the detailed
design of the complete solar generating system by using their software to optimize
the combination of modules considering the specific location, isolation, nature of load
etc.
The basic minimum specification of important equipment and sub-systems are
provided in the subsequent part of the specification. For items components whose
specification is not mentioned in the TS, General technical Specification attached
with the Tender shall be referred. However in the event of contradiction between
GTS and TS, the later shall prevail.
7. SOLAR PV MODULES
SPV CRYSTALLINE MODULES
SPV Mono/Poly-crystalline modules (Manufactured in India) to be supplied should
have minimum declared output of 240Wp or more. Number of modules to be
supplied shall be worked out accordingly
Peak power point voltage and the peak power point current of any supplied module
and/or any module string (series connected module) shall not be more than 3% from
the respective arithmetic means for all modules and/or for all module strings, as the
case may be
Each module shall have low iron tempered glass front for strength & superior light
transmission. It shall also have tough multi-layered polymer back sheet for
environmental protection against moisture & provide high voltage electrical insulation
The module frame shall be made of aluminium or corrosion resistant material, which
shall be electrically compatible with the structural material used for mounting the
modules
Solar modules offered shall be certified as per IEC 61215 and qualify IEC 61730 and
IEC61701 amended up to date or equivalent Standard
SPV module shall contain mono/poly-crystalline high power silicon solar cells. The
solar cell shall have surface anti-reflective coating to help to absorb more light in all
weather conditions.
Solar PV module array shall consist of high efficiency Solar Modules utilizing
mono/Poly Crystalline Silicon Solar PV cells. Power output Guarantee offered for the
SPV Module shall not be less than 25 years. Individual Solar Module rating shall not
be less than 240Wp at Standard test conditions. Bigger watt size Solar PV module
will be preferred (more than 240Wp)
Solar module shall be laminated using lamination technology using established
polymer (EVA) and Pedlar/Polyester laminate
The solar modules shall have suitable encapsulation and sealing arrangements to
protect the silicon cells from the environment. The arrangement and the material of
encapsulation shall be compatible with the thermal expansion properties of the
Silicon cells and the module framing arrangement/material. The encapsulation
arrangement shall ensure complete moisture proofing during life of the solar
modules.

The Module shall be made of high transmittance glass front surface giving high
encapsulation gain
Cells used in offered module should of repute make. Photo conversion efficiency of
SPV Cell should be greater than 16%. The bidder should specify the make in Bid
itself. Cells to be used and before supply same should get approved from RSP
Module rating is considered under standard test conditions, however Solar Modules
shall be designed to operate and perform under site condition including high
temperature & dust (sometimes)
All materials used shall be having a proven history of reliable, light weight and stable
operation in external outdoor applications and shall have service life of more than 25
years.
Solar PV Module design shall conform to following requirement:
Weather proof DC rated MC connector and a lead cable coming out as a
part of the module, making connections easier and secure, not allowing
for any loose connections.
Resistant of water, abrasion, hail impact, humidity & other environment
factor for the worst situation at site.
The offered Solar module should give 90% output of rated capacity for first 10 years,
80% output of rated capacity for 25 years
The fill factor of module shall not be less than 0.70 (typical).
The V-I curve of each PV module with Sl. Nos. should be submitted along with
Modules meeting the required specifications.
Identification and Traceability: Each PV module used in any solar power project must
use a RF identification tag. The following information must be mentioned in the RFID
used on each module. This can be inside or outside the laminate, but must be able to
withstand harsh environmental conditions.

The Inverters shall be of very high quality having efficiency not less than 97% and
shall be capable of running in integrated mode.
Degree of protection of the indoor Inverters shall be at least IP-31 & IP-20 and that of
outdoor at least IP-55.
Built in with data logging to remotely monitor plant performance through external PC
shall be provided (PC shall be provided along with SPV Plant).
The Inverters shall be designed for continuous, reliable power supply as per
specification.
The Inverters should be designed to be completely compatible with the SPV
array voltage and Grid supply voltage.
The dimension, weight, foundation details etc. of the PCU shall be clearly indicated in
the detailed technical specification.
The system should be capable of providing all the data including that of meter and
PCU to the central software on IEC-104 protocol. All the equipments /hardware
/software for complying to the same will be in the bidders scope.
The PCU shall be capable of complete automatic operation, including wake-
up, synchronization & shut down independently& automatically.
Both AC & DC lines shall have suitable fuses, Metal Oxide Arrestors/surge arrestors
and contactors to allow safe start up and shut down of the system. Fuses used in the
DC circuit should be DC rated.
Inverters/PCU shall operate in sleeping mode when there will no power connected.
Protections:

The Energy Meter shall have 4-quadrant measurement method and shall be suitable
for 3-wire as well as 4-wire connection.
The meter shall also record Maximum Demand at set interval. TOD (Time of Day)
measurement shall also be possible.
The energy mete shall communicate with the Data Acquisition System / other plant
network over MODBUS protocol.
Separate Meters shall be provided for Solar Power Generation and Auxiliary load
consumption.
In case more than one inverter circuits are used for synchronizing with the grid than
similar meters shall be provided for each inverter output circuit. Additionally one
digital summator shall also be provided for calculation and display of total concurrent
energy/ demand of all the feeders.
Meters shall comply with the requirements of CEA Regulations on Installation &
Operation of Meters

The major civil works involved shall pertain to the following areas:
Boundary Fence, gate and security room for the Solar Power Plant as per approved
layout. 3.0m high barbed wire fencing (using RC columns @ 3m c/c) shall be
provided for the entire area of the solar power plant along with entry gate. Fencing
for outdoor type transformers shall be provided
Electrical Control Building to house 1.6MVA Transformer, PCU/ Inverters, All
electrical panels, Plant Monitoring Desk, Control Room , Area I/C room and
Maintenance room.

All civil engineering works shall be designed and executed as per relevant IS codes.
Bidder to establish Quality control lab at site for day to day testing and concrete mix
produced from batching plant to be used. However, for less quantities (up to 4 cum.),
Contractor may use mixer machine with control concrete.
In design of foundations water table shall be considered at ground level
All liquid / water retaining structures shall be designed as per provisions of IS: 3370.
Concrete and reinforced concrete structures including superstructures and
underground construction shall be designed and constructed in accordance with I.S.
Codes. However, concrete of following minimum grades shall be used:
Leveling courses M7.5
Blinding concrete M10
Floor PCC M 10
R.C.C. M 25
Flooring / paving etc M 20 grade concrete may be used.
The mix-design shall be adopted for proper strength, workability and service
requirement.
Additives and retarding agents for concreting. floor hardening additives, acid resisting
and integral waterproofing compounds shall be added to the concrete depending
upon requirements.
Necessary false ceiling shall have to be provided as per technological requirements
and specified elsewhere in this specification.
All concrete roofs exposed to weather shall be provided with water proofing
treatment. RCC roofs to be water proofed using acrylic polymer modified
cementacious slurry coatings 2 coats with fiberglass cloth in between covered with
protective screed 1:2:4 in 1:80 slope as per manufacturers specification using
CICO/SIKA/FOSROC material. Drainage of rainwater from roof shall be ensured by
rainwater down comers and proper slope.
Adequate natural lighting and ventilation shall be planned and provided for general
buildings.
Construction of ventilated and air-conditioned buildings shall be such that leakage
through walls, roofs or ceiling shall be minimized to reduce not only the cost of
ventilation or A/C equipment but also to minimise operating cost of such equipment.
When required, air-locks shall be provided at doors.
The connections of the roads, drains and sewer lines, being provided for the project
shall be properly co-ordinated with the existing lines
The roadways shall be so laid as to facilitate movement of materials, equipment,
products, etc. as well as operators and executives.
Necessary paved areas shall be provided around plant and auxiliary units for car-
parking.
All rain water drainage, sanitary, faecal sewerage and plumbing system for all
buildings and open areas shall be provided, as required. Garland drains around
buildings shall be of brick masonry (Fly ash cement bricks shall be mostly used in all
masonry works). Road side drains shall be of RCC (open type).

All service pipelines, water supply, plumbing and other utility pipelines and electrical
wiring within the ancillary and auxiliary buildings of RC/ Masonry construction, will be
concealed within the masonry, concrete work etc.
All auxiliary and ancillary buildings housing toilets/ drinking water facilities shall be
provided with water storage tanks at roof of the building separately for drinking and
sanitary purposes.
All surface drains shall be of open type and covered with pre cast slabs/ gratings, as
per requirements where ever necessary.
The contractor shall set out and level the work and will be responsible for the
accuracy of the same. He is to provide all instruments and proper qualified staff with
labour for getting his work checked by Engineer, if so desired by the Engineer. Such
checking, if any, shall not, however, relieve the Contractor in any way, of his
responsibility for correct setting out.
The contractor shall provide and maintain at his own cost, pumps and other
equipments to keep the works free from water and continued to do so until the
handing over of the works.
The contractor shall keep the site clear on a continuous basis of all rubbish etc.
which may arise out of the work executed by him and dispose them suitably in
allotted areas.
The contractor shall protect all benchmark, and reference pillars /lines including
ground water gauges from damage or movement during working. In case of any
damage the Contractor shall have to restore the same to its original condition at his
own cost.
Unless otherwise mentioned in the specifications, all applicable codes /standards as
published by the Bureau of Indian Standards on the date of award of contract shall
governed the work in respect of design, workmanship, quality and properties of
materials, method of testing and other pertinent features. In case of variance
between this specifications and IS Codes/ Standards, the provisions of this
specification shall prevail up to the extent of such variance.
Work shall be carried out as per drawings prepared by the contractor and approved
by the Employer/ Consultant. The drawings shall include General Arrangement,
shuttering, excavation, anchorage plans, bolt plans, insert plan and details, conduit
plans, etc required for execution of the job. Also, the design calculations shall be
submitted in requisite number of copies (as mentioned elsewhere) for the approval
by the Client.
Before taking up stone filling, antiweed treatment shall be applied in the solar module
area wherever gravel filling is to be done, and the area shall be thoroughly deweeded
including removal of roots. The recommendation of local agriculture or horticulture
department shall be sought wherever feasible while choosing the type of chemical to
be used.
The antiweed chemical shall be procured from reputed manufacturers.
The dosage and application of chemical shall be strictly followed as per
manufacturers recommendation. The Contractor shall be required to maintain the

The Chain Link fabric shall be fixed to the post at the top and bottom of the fence by
welding / fixing 50 mm MS flat all through its length.
Fencing top shall be either of galvanised barbed wire or tape. Barbed and shall be
fastened to intermediate, post gate and straining post with 50 x 6 flats.
Fabric shall be secured to tension wires with tie wires at 400 mm intervals Tie wires
shall be given not less than two twists. Barbed tape shall be spliced with standard
wire splices.
Barbed tape shall be stretched to have uniform tension. Barbed tape shall be
attached to barbed wire arms with approved metal clips.
Toe wall of one Brick/Random Rubble masonry, with notches and shall be minimum
200 mm above and 500 mm below finished ground level. All expose surfaces of brick
toe wall shall be provided with 1:6 cement sand plaster and coated with two coats of
colour wash with a base coat of white wash with lime. Rubble masonry toe wall shall
be with raised & cut pointing and 50 mm PCC (1:2.4) band coping.
Gates and Security Room
The main gate shall be 2m high and 6.5m wide. It should be of decorative type and
made of 2mm thick steel plates. Just by the side of main gate, an wicket gate of 1.2m
width- also made of steel plate- shall be provided for entry and exit of personnel. A
small security room shall also be constructed inside the main gate for housing the
security staff and to keep records. The minimum dimension of the room shall be 3.0
m length and 3.0 m width. The roof shall be at RCC and aesthetically pleasing.
The Gate frame shall be made of medium duty MS pipe conforming to relevant IS
with welded joints.
The gates shall be fabricated with welded joints to achieve rigid connections. The
gate frames shall be painted with one coat of approved steel primer and two coats of
synthetic enamel paint.
Gates shall be fitted with approved quality iron hinges, latch and latch catch. Latch
and latch catch shall be suitable for attachment and operation of pad lock from either
side of gates. Hinges shall permit gates to swing through 180 degree back against
fence.
Gates shall be fitted with galvanized chain hook or gate hold back to hold gates
open. Double gates shall be fitted with centre rest and drop bolt to secure gates in
closed position.
Bottom of gates shall be set approximately 40 mm above ground surface and
necessary guiding mechanism shall be fitted.
Sewerage system shall be provided for control room building .The Contractor shall
construct septic tank and soak pit suitable for 20 users.

21. GUARANTEE
The Contractor will guarantee the equipment for its workmanship, materials, design
and satisfactory performance. The Contractor shall be liable to replace any parts/
equipment that may fail or show signs of defects arising from faulty designs, material,
or workmanship, erection or from any act of commission of the Contractor. All such
replacements shall be made free of cost at site by the Contractor
The offered Solar module should give 90% output of rated capacity for first 10 years,
80% output of rated capacity for 25 years
Inverter should have 5 years performance and replacement warranty

23. DELIVERY
The completion period of the project is limited to 4 months from the effective
date of contract
No further extension shall be provided until there is some force majeur

24. INSPECTION
Manufacturing progress review, inspection & testing of equipment covered under the
technical specification shall be carried out by the Employer at the manufacturers'
works/premises prior to dispatch, to ensure that their quality & workmanship are in
conformity with the contract specifications and approved drawings.
Within 2 weeks of the award of contract the Contractor shall furnish the quality
assurance plan for equipment separately with suggestive stages and hold points for
undertaking inspection and testing by the Employer. Total list of plant & equipment of
the order shall be submitted to the Employer prior to submission of QAP

After receipt, scrutiny and rendering into acceptable mode of above documents, a
mutually agreed program of inspection & testing of equipment shall be finalized with
the Contractor by the Employer.
Inspection & testing of plant & equipment shall be undertaken by the Puchaser after
finalisation & approval of QAP.
Any inspection by the Employer does not relieve the responsibility of quality
assurance and quality control functions, as expected of the Contractor to be
performed by him for supply of plant & equipment as part of the contractual
obligations.
As such, any approval which the Inspecting Engineer of the Employer may have
given in respect of plant and equipment and other particulars and the work or
workmanship involved in the contract (whether with or without test carried out) shall
not bind the Employer to accept the plant and equipment, should it on further test at
site be found not to comply with the requirements of the contract
The Contractor is to meet the inspection & testing requirements for the equipment
coming under statutory regulations e.g. weights & measures, safety, IE rules, etc.
and submit certificates and documents from appropriate authority to the Inspecting
Engineer for the same.
The extent of inspection & testing by the Employer shall vary from equipment to
equipment as per design requirements. In case of critical components, the Employer
resaves the right to undertake 100% inspection.
For each of the items being manufactured, following test certificates and documents
(as applicable for each of the equipment) in requisite copies shall be prepared and
submitted to the Inspecting Engineer for scrutiny & records.
Routine/ type/ calibration/ acceptance/ special test certificates for electrical items
Certificates from competent authority for the items coming under statutory
regulations
Where facilities for testing do not exist in the Contractor laboratories or in case of any
dispute, samples and test pieces shall be drawn by the contractor in the presence of
Inspecting Engineer and sealed samples shall be sent to any approved laboratories
for necessary tests at Contractor's cost
The Employer shall have the right to be present and witness all tests being carried
out by the Contractor at their own laboratory or approved laboratories. Also, the
Employer shall reserve the right to call for confirmatory test on samples, at his
discretion
Should the result of tests not come within the margin specified, the tests shall, if
required, be repeated at Contractor's cost without any liability to the Employer.
Inspection calls shall be given by the Contractor as per proforma no.03 for
association of the Employer in accordance with mutually agreed programme with 15
days clear time for all indigenous equipment and eight weeks for foreign equipment.
All calls shall accompany four sets of relevant test certificates and inspection report
of the Contractor/sub-contractor after satisfactory completion of internal inspection
and tests by them as per approved QAP.
Inspection calls shall be sent to Employer's respective offices depending upon the
location of manufacturing units.

One set of all the documents as identified in the approved QAP shall also be
furnished to the Employer along with the inspection call.
Non-submission of the test certificates and documents along with Inspection Call
shall be considered as non-readiness of complete equipment/ component/ assembly/
sub-assembly offered for inspection and the Employer shall not respond to such calls
The Employer reserves the right to visit at any stage of manufacture of plant and
equipment and ask for additional inspection & tests beyond approved QAP, if it is
found necessary after completion of detailed design & engineering and approval of
drawings
The Employer or his duly authorised representative shall on giving written
instructions to the Contractor, setting out any grounds of objection which he may
have in respect of the work, be at liberty to reject all or any part of plant/equipment or
workmanship which are not in conformity with the contract provisions
The Contractor shall provide all facilities and ensure full and free access of the
Inspecting Engineer of the Employer to the Contractor's or their sub-contractor's
premises at any time during contract period, to facilitate him to carryout inspection &
testing of equipment during manufacture of equipment
The Contractor shall delegate a representative/co-ordinator to deal with Employer on
all inspection matters. Also, Contractor's representative shall be present during all
inspections at sub-contractor's works
The Contractor shall comply with instructions of the Inspecting Engineer fully and
with promptitude
The Contractor/sub-contractor shall provide all instruments, and tools, necessary for
testing & other inspection facilities to Inspecting Engineer free of cost for carrying out
inspection
The Contractor shall ensure that the equipment/ assemblies/components of the plant
and equipment required to be inspected are not dismantled or dispatched before
inspection
The Contractor shall ensure that the equipment and materials once rejected by the
Inspecting Engineer, are not re-used in the manufacturing of the plant and
equipment. Where parts rejected by the Inspecting Engineer have been rectified as
per agreed procedures laid down in advance, such parts shall be segregated for
separate inspection and approval, before being used in the work
On satisfactory completion of final inspection & testing, all accepted plant &
equipment shall be stamped suitably and Inspection Certificate in standard proforma
shall be issued by the Inspecting Engineer for the accepted items.
For certain standard bought-out items and the products of reputed firms where the
Employer has earlier experience on the quality of their products, the Employer may
consider allowing of inspection waiver for such items. The waiver category of items
shall be identified in the approved QAP itself. The respective inspecting offices shall
issue inspection waiver certificate after scrutiny of Contractor's internal inspection
report, test certificates and other documents as identified in QAP.
Test of all equipment shall be conducted as per latest IS/ relevant applicable
standard.

Statutory Regulations and the Safety conditions for Contractors issued along with the
tender or otherwise required or implied by statutory regulations or practices shall be
strictly followed by the Contractor during the execution of the Contract. The
Contractor shall set up a suitable safety organization of his own at site in this regard.
All interconnection jobs with existing facilities, like fire & drinking water, electrical
system etc shall be under taken only after making a mutually agreed protocol
between Contractor, employer and other connected agencies, with objective of
minimizing plant shutdown and for safe execution.
Land will be allotted free of charge for the purpose of Site Office, Stores and
fabrication yard. However allotment of land shall be subject to mutual discussion and
agreement because of limited availability of space. The allotment shall remain valid
till the period of contract and shall automatically cease after expiry of the guarantee
period of the contract. The validity shall also automatically cease on termination of
contract due to any reason whatsoever. The Contractor may build only temporary
structures on the land allotted to him. The land shall not be used for any purpose
other than the purpose for which it is allotted. The allotment is made purely for the
present work and is not transferable in any manner either in whole or in part nor can
it be utilized for the purpose of any other contract. On completion of the work and
expiry of the guarantee period, the Contractor shall remove all temporary structures
built by him and restore the land to its original condition. After the completion of the
works and on expiry of the guarantee period or on termination of contract, the
Contractor shall give vacant possession of the land.
Preliminary Acceptance shall be As per GCC of SBD.
After the issue of Preliminary Acceptance Certificates, the Contractor shall start up
and commission the facilities in an integrated manner under his sole responsibility.
The Employer shall deploy/supply operating & maintenance personnel and all raw
materials, utilities & services required for commissioning. However, the Contractor
shall supply commissioning spares and oil, grease, lubricants & chemical required for
commissioning as per GCC of SBD.
Start up and commissioning of the power supply facilities shall be taken up only
when services and associated auxiliaries are ready.
During the start up and commissioning, the Contractor shall perform the required
adaptation, adjustment and gradual & sustained increase in the output capacity of
the equipment/ systems/ subsystems.
The results of start-up tests and commissioning shall be recorded jointly by the
Contractor and the Employer.
The Contractor shall rectify the defects observed during the Commissioning period
promptly.
The facility shall be deemed to be successfully commissioned if the complete system
remains synchronized with the grid for a period of 120 hours without any disturbance
or interruption. During this period the system shall generate power during sunshine
hours and export power to the grid and during dark hours shall remain synchronized
with the grid. If there is an outage isolation from the grid during this period due to
defects in the system, then commissioning period shall start afresh after rectification
of the said defect. However if the ambient or the grid parameter are beyond the
specified limits as per TS, stoppage / isolation if any shall not be considered as
stoppage.

Cable conduits, pipes shall be provided to protect the cables, where the cables rise
through holes at ground level.
Maximum cross section areas of cable passing through conduit shall not exceed 60%
of cross section of conduit.
Not more than one cable shall be drawn into one conduit/pipe unless agreed
otherwise. After the cable has been drawn in the conduit, the same shall be sealed
by approved means. In addition to the required number, at least 20% or minimum 2
No. spare pipes/conduits shall be laid.
The cables shall be terminated in accordance with the relevant diagrams. The cable
cores from the sealing box or gland to the terminals of the apparatus shall be neatly
arranged, and shall be of sufficient length to prevent the development of tension or
local pressure on the insulation. They shall be suitably supported as required.
Each end of each core of every control cable shall be fitted with tight ferrules of
approved make and shall be of white inflammable plastic insulation material, having
the marking engraved in black to correspond with the relevant diagram. Where the
ends of one conductor have different markings each end shall also have white
ferrules engraved in red with the remote marking. Each ferrule shall have its number
engraved 3 times around the periphery, 120 deg. apart.
The cores of each power cable other than distribution cable shall be identified in
accordance with the relevant diagram by means of labels secured to each core.
Distinguishing labels of non-corrodible material marked in accordance with the cable
numbers of the cabling diagram shall be permanently attached to each end of every
cable. The phase or polarity of each power cable core at the cable ends shall be
identified .
Power cable connections shall be made with tinned copper cable lugs of approved
type and material taking into account the bimetallic actions.
Installation of cable directly buried in ground (if required) shall generally conform to
the requirements given in IS: 1255-1983.
Cable buried in trenches shall be laid on 8 cm of riddled sand and covered with 8 cm
of riddled sand. RCC slabs or bricks shall be provided for covering trenches . The
maximum trench depth shall normally be 1.5 m & thickness of top cover RCC slab of
75 mm. If the trench is to cross railway tracks/roads/drains/under ground pipes or
any load bearing area the cables shall be taken through suitable G.I. pipes. 25%
spare pipes for the above shall be provided, for future use.
Cables leaving the ground/floor shall be protected up to 2 m height by G.I pipes
wherever required.
Gap left by cables entering or leaving the conduits shall be sealed with non-
hardening silicon compounds.
Ladder type cable racks and trays shall be provided to lay cables in tunnels/ shafts/
cable gallery/basements. Cables shall be laid in separates racks according to the
voltage/ application classification. Fireproof partitions such as asbestos sheets shall
be provided between trays carrying LT & HT power cables. Instrumentation cables &
telecommunication cable. The cables shall be laid from top to bottom in order of LT
on top rack followed by HT cables and other cables on lower racks.

30. TRAINING
Contractor personnel who are experienced instructors and who speak
understandable English shall conduct training. The Contractor shall arrange on its
own cost all training platform required for successful training and understanding. The
Contractor shall provide all necessary training material. Each trainee shall receive
individual copies of all technical manuals and all other documents used for training.
These materials shall be sent to Employer/ Consultant at least two months before the
scheduled commencement of the particular training course. Class materials,
including the documents sent before the training courses as well as class handouts,
shall become the property of Employer/ Consultant. Employer/ Consultant reserves
the right to copy such materials, but for in-house training and use only. Hands-on
training shall utilize equipment identical to that being supplied to Employer.
For all training courses, the travel and per-day expenses will be borne by the
participants.

Acts/Codes shall mean, but not limited to the following, including the latest
amendments, and/or replacements, if any:-
Applicable Laws means any statute, law, regulation, ordinance, rule, judgment, order,
decree, restriction, directive, governmental authorizations, requirements of Applicable
Permits and any agreements, decisions, acts, instructions, requirements, directions and
notifications of the competent authority having jurisdiction over the matter in question,
whether in effect as of the date of Contact Agreement or thereafter.
Bid and Bid Document shall mean the proposal submitted by the Bidder in response to this
ITB in accordance with the terms and conditions hereof.
Bidder shall mean the Bidding Entity or the Bidding Consortium which has submitted a
proposal, in response to this ITB to Purchaser.
Completion Period shall mean the period by/during which the work shall be completed
as agreed herein between the Purchaser and the Contractor.
Commercial Operation Date (COD) means the date on which the Power Producer /
Developer synchronizes the last Solar Energy Generator with the Grid system & the system
remains in operation thereafter.
Contractor means the person or the persons, firm or company or corporation whose
tender has been accepted by the Purchaser and includes the Contractor's legal
Representatives, his successors and permitted assigns.

Effective Date/ Zero Date shall mean the date of issue of Fax/ Letter of Award
Engineering, Procurement and Construction Contractor (EPC) shall mean the firm/ company
or party on whom the Letter of Award/ Work Order for faithful execution of the work
mentioned herein is placed and shall include his/her/their heirs, legal
MNRE means Ministry of New & Renewable Energy Sources, Government of India.
O&M shall mean Operation & Maintenance of Solar power project which inter alia, includes
provisions of manpower, spares, special tools, cranes or such materials/equipments that may
be required for maintaining the Solar power plant, associated transmission line in operation.
Project shall mean the Development, Design, Engineering, Supply, Procurement and
Construction, Commissioning, Operation and Maintenance of the proposed 1MW Solar
power plant complete in all respects, its associated transmission line and all activities
incidental thereto.
Project Life means the operational life of 1MW solar power plant and all associated
equipments of plant and transmission line, complete in all respects and the same shall not be
less than 25 years.
GENERAL
Special Conditions of Contract shall be read in conjunction with the General
Conditions of Contract, Scope of work, Technical specifications, drawings and any
other document forming part of this contract, wherever the context so requires

the activities on and at the project contemplated by executing this project on the
environment, the disposal of material, the discharge of chemicals, gases or other
substances or materials into the environment, or the presence of such materials,
chemicals, gases or other substances in or on the project.
POWER PLANT
The fully functional and operational 1MW Solar PV power Plant of rated capacity
including transmission line duly connected to the 6.6kV feeder line in the captive grid all
facilities roads, lights, security amenities complete in all respect as per Bid document & to
enable the plant for captive usage at 6.6kV.

The scope of work covered in this tender shall be as specified in the Technical Specification
and as mentioned elsewhere in this Bid document. It is, however, understood and confirmed
by the Contractor that the scope as described in the tender document is not limiting in so far
as the responsibilities of the Contractor shall include inter-alia, carrying out any and all works
and providing any and all facilities those are required in accomplishing an operating system,
complying fully with all requirements as are envisaged of it, complete in all respect and
satisfying all Performance and guarantee requirements stated or implied from the
contents of the tender document.

in good condition. In case of damage or misuse of such stores, purchaser will recover
the cost from the Contractor from the payments due to the Contractor.
EXTENSION OF TIME
Failure or any delay by the purchaser due to any cause whatsoever, shall in no way
effect or vitiate the contract or alter the character thereof or entitle the Contractor to
damages or compensation thereof provided that the purchaser may extend the time
for completion of the work by such period as it may consider necessary or proper.
If the Contractor shall desire an extension of the time for completion of the work on
the grounds of his having been unavoidably hindered in its execution or the work has
been materially increased by purchaser or other such grounds, he shall apply in
writing to the engineer in-charge within ten days of the date of occurrence of
event on account of which he desires, such extension as aforesaid, and the
Engineer - In- charge shall, if in his opinion (which shall be final) reasonable grounds
have been shown thereof, authorizes such extension of time as may be, in his
opinion be necessary or proper. Whenever such extension is granted by the engineer
in-charge, this would be without prejudice to the Purchasers right under this contract.

whatsoever on account of any profit or advantage which he might have derived from the
execution of the work in full or prior to alteration.
POWER OF ENTRY
In case the Contractor does not commence the work in the manner described in the
contract documents or if he shall at any time in the opinion of the Engineer in charge:
In any of such events, the purchaser shall have the power to enter upon the works
and take possession of the materials, temporary works, equipment, tools and
stocks thereon, and to revoke the Contractor's order to complete the works by his
agents, other Contractors or workmen.

decision of the Purchaser in the matter shall be final. The Contractor shall not be
entitled to claim any compensation on account of such use by the Purchaser.

COMPLETION CERTIFICATE
The contactor shall submit Completion Report of the project to Purchaser.
The Completion Report shall consist of the following documents:
Copy of the Commissioning Certificate of Solar Power plant
Technical documents as per scope of work & technical specifications according to
which the work has carried out.
o TEN sets of as built drawings showing therein modification and corrections, if
any, made during the course of execution signed by the Contactor. A
soft copy of as built drawings shall also be submitted.
o Copy of complete layout of the solar array including Evacuation system
o Copies of test Certificates for type / routine tests performed on major
equipment.
o O&M Manuals 6 sets
o Copies of Statutory clearances / permissions.
o Certificate / undertaking for making payment of all statutory requirements,
duties, labour wages and others for having made payment
o An undertaking confirming the payment of all statutory duties, taxes or
document (s) having evidence of paying statutory duties, taxes etc. as per
requirement of concerned statutory authorities.
o Certificate regarding completion of the facility in all respect by the Engineer In
Charge/ Consultants
Purchaser shall issue Completion Certificate after verifying from the completion
documents and satisfying itself that the work has been completed in accordance with
details set out in the construction and erection drawings and the contract documents.
No Completion Certificate shall be given nor shall the work be deemed to have been
executed until the export of generated Solar power commenced to Purchasers
system , statutory requirements are completed and all scaffolding, surplus
materials and rubbish is cleaned off the site completely.
