1. General situation of Cambodia’s mineral
sector

- Cambodia’s mineral sector;


- Geological-mineral study in late 19th century, (1950s-
60s);
- Collection and documentation of geological data on
Cambodia’s mineral resources.
2. Investment in Cambodia’s minerals
- Investment status from 1993 to 1998;
- Investment status from 1999 until now;
- State’s revenue from mineral sector.
3. Law, regulation and fiscal regime for
mining;
3.1 Law and regulation
a. Law on mineral resources management and exploitation
- Drafted by ADB in mid 1996;
- The Law on mineral resource management and
exploitation was adopted on 13th July 2001;
- Relevant regulation for management of mineral
exploration and mining.

- Agreement and effective management
mechanism:
- Employment obligation;
- Financial commitment by concessionaires;
- Environmental management prior and after mining;
- Community development; and
- Training.
- Fiscal regime in mining
- Fees for registration, license, extension of license, transfer
of right, right of access to the mines, and royalty;
- Corporate tax, and other taxes.

4. Challenges faced by mineral sector
4.1 lack of human resources
- School of geology-minerals has been closed since 1999;
4.2 lack of laboratory
- Lack of overseas support for this area;
- All mineral samples are analysed abroad;
4.3 Small scale artisanal illegal mining
- Phase out through education and provision of alternative
livelihood;
- Assess potential for designation of sites for small scale
artisanal mining.
5. Goverment expectations
If the project is successful, it will create

1. a new sources of revenue ;


2. support for community development;
3. utilization of existing services in the country;
4. recognition of national capacity and skills.
6. Five year action plan for 2010-2014
1. Development of additional regulation governing
activities in the mineral sector;
2. Actions taken to address illegal mining under
exploration lisence, and other illegal mining,
particularly precious stone and gold mining;
3. Compliance by investors to conduct mineral
exploration and assessment with the plan drawn in
exploration and mining agreement in order to assess
the resource potential and for their exploitation;
and
4. Strengthening revenue collection from mineral
sector.
5. Encourage private investment for mineral exploration
and assessment to generate sufficient information for
future private investment;
6. Seeking overseas scholarship to support for graduate
study in the field of geology-mineral;
7. Strengthening existing professionals for effective
management and monitoring of mining activities.
