2. Overview
TAWTHEEQ means Attestation in Arabic.
TAWTHEEQ eForms is an online application developed specifically for public users. The users will
create tenancy contracts by registering themselves as Tenants (Person, Company, Government)
and uploading all supporting documents. On success, a contract number will be generated along
with the Audit information page that can be printed and used for further processing.
1. Go to https://tawtheeq.dma.abudhabi.ae/eforms/LoginCitizen.aspx
2. The main page will be loaded. You can either register as a new tenant or use your
credentials to log in the system.
Please carefully select type of tenant and provide correct information for all fields. This
information will be used in creation and renewal of Tenancy Contract and will be
printed on Contract. User will not be able to change Emirates ID and/or Trade License
and/or P.O. Box of the tenant if he provided wrong information at this stage.
For Residential Units: Register as a Person Tenant if you are renting out a residential unit for
your family or as a Bachelor (single)
For Commercial Units: Register as a Person Tenant for commercial units, if you have not got the
trade license; yet the Initial approval of license is available. This contract will be considered as
Company Under Establishment contract applicable only on commercial units with Tenant as
Person
1. Click on REGISTER and select PERSON from options to register as a Person tenant as
shown in the below images
2. Fill in all the fields. There are tooltips all over the application that explains the user what
exactly is required.
Note: All fields marked with * are required and correct information must be provided

Note: If you didnt received the SMS with the code within few minutes, you may click the link
to go back (as shown in the image below) and check the details
If you provided the correct details and you still didnt received SMS within maximum 2 hours,
there might be technical difficulty in sending SMS at this time. In this case, please contact Abu
Dhabi Municipality
9. Enter the code in the place provided and click on Register button to complete the
registration process
10. Once the registration is done, system will show the confirmation message and you will get
an SMS with login credentials
Note: If you didnt receive the SMS within maximum 2 hours, there might be technical
difficulty in sending SMS at this time. In this case, please contact Abu Dhabi Municipality.
11. Registration process is completed. You should be able to login to the system by using the
details received in the SMS

2. If the login credentials are correct, you will be logged in the application else an error
message will appear.
For Residential Units: Register as a Company Tenant if you are renting out a residential unit for
your staff
For Commercial Units: Register as a Company Tenant to get the commercial contracts applied on
offices, shops, showrooms, etc.
1. Click on REGISTER and select COMPANY from options to register as a Company tenant as
shown in the below images
For Residential Units: Register as a Government Tenant if you are renting out a residential unit
for your staff
For Commercial Units: Register as a Government Tenant to get the commercial contracts applied
on offices, shops, showrooms, etc.
7. An SMS will be sent to the registered number having the code to be entered
8. Enter the code in the place provided and click on Register button to complete the
registration process
Once the Emirates ID (for Person Tenant), Trade License (for Company Tenant), P.O.Box (for
Government Tenant) is registered for eforms; you cannot use the same details to create another
login. System validates and verifies for duplicated entries. In this case, you will get the error
message.
Note: If you forgot your password, you may use Password Recovery option at the main page
to get new password at your registered mobile number.
Password recovery is a powerful feature of eforms system. You can make a request and reset the
password (when desired). The system will generate a new password and forwards this to the
mobile number you have registered before.
Once you log in, you will be directed to the home page/dashboard of eforms application as
shown in the figure below.

Home: takes you to the home page of eForms
2 User Profile: Shows the User information
User Logout: logs you out from the eForms application
Login Information
Shows the following information:
Tawtheeq ID: ADM (Abu Dhabi Municipality)
3 User name: Emirates ID/ Trade License/ P.O.Box.
Type: Person/Company/Government (type of tenant)
Profile : takes you to the User Profile page
Log out : logs you out from the eForms application
Actions to Perform
Shows the list of all contracts that are completed using eForms.
Also shows the contract status for each contract.
List of Unfinished contracts
Note: These all transactions can be performed by Person/Company & Government Tenants.
Log in to the eforms using Person/Company/Government tenant credentials. Enter the user
name and password; then click on LOGIN button.
In the below example, we have taken the Person tenant. For Company and Government tenants,
you have to follow the same steps.
New Tenancy contracts can be created using Create New Tenancy Contract option from the
Homepage. The following window will appear:
(Examples: Property Registrant Tawtheeq ID (ACC5442), Property (PRP12345) and Unit (UNT12345))
If the details are correct, you will get a message Verified Successfully. In case, the details are
not correct, you will get the concerned error message
(For error messages, refer to Section 7. Error messages and workaround)
Note: If user have provided more than one unit, all units must be of same type. For
example: All units must be of type residential or commercial. Mixed units are
not allowed to be rented under the same contract.
3. Click on NEXT button to proceed. All info will be saved as draft (when you click next). If you
do not wish to continue at this time, you may login to eForms later and reopen the saved
draft at the home page (explained above in this document)
Tenant as Company
Tenant as Government
v. Click on the Fill with tenant data option if the tenant is also an occupant. You can also
add more occupants as desired
vi. All required fields must be filled to add occupant to the contract.
vii. After adding the occupant, user can modify or delete occupant (if required) as shown in
image below.
Occupants If user has provided more than one units at property details section,
Note: minimum one occupant must be added for Every Unit.
In contract details section, user must fill in all the fields as follows
1. Contract Dates
User must provide Contract Start date
(Contract Start date can be todays date or any future date)
2. Contract Payments
User must provide Rent Amount
(Total rent amount for the duration of the contract)
User must click Show/Update Payment Plan button to generate the installments.
Once Payments (Installments) are generated, user may define each installment
independently.
(User has to make sure that the installments total amount does not exceed the Total Rent Amount.
Besides, the last installment date should be within the contract end date.)
3. Click next to go to next screen. All info will be saved as draft (when you click next). If you do
not wish to continue at this time, you may login to eForms latter and reopen the saved
draft at the home page (explained above in this document).
In Attachment details section, user must scan and upload the required documents as follows:

In Special Terms section, user may type if there are and special terms and conditions which
were agreed between Lessor and Tenant and needs to be printed on the Contract.
Step 6. Summary
Summary section will show all the sections from the Form. It will help user to review the
details he provided. If he wants, he can go back to modify the details. User must agree to the
terms and conditions for the eForms and click proceed at Summary page to Create Tenancy
Contract.
On success, a contract number should be generated and user may view the printable version of
the contract.
The created contract will be available at the home page under Tenancy Contracts List as shown
in the image below. You can click on the contract number and view the Audit page. This can
also be printed for further reference.
Occupants can be modified for Registered and Non-registered contracts. To modify occupants,
click on Modify Occupants icon. Remember that occupants can be modified only for residential
contracts.
You can ADD a new occupant record, modify or delete an existing record. Once you are done,
click on Save button to go to the home page.
Note: If user have provided more than one unit, all units must be of same type. For
example: All units must be of type residential or commercial. Mixed units are
not allowed to be rented under the same contract.

saved as draft (when you click next). If you do not wish to continue at this time, you may
login to eForms latter and reopen the saved draft at the home page (explained above in
this document).
iii. Some of the fields are pre-filled (For example: mobile, emirates ID, etc.)
iv. All required fields must be filled to add the tenant to the contract.
v. After adding the tenant, user can modify tenant details (if required) as shown in image
below.
2. Click next to go to next screen. All info will be saved as draft (when you click next). If you do
not wish to continue at this time, you may login to eForms latter and reopen the saved
draft at the home page (explained above in this document).
2. Rented Area
Whole Unit can be selected if you are renting a complete commercial unit.
Partial Unit can be selected if you are renting a partial commercial unit. If Partial Area is
selected, then Contract Area must be defined.
(Contract Area is the actual rented area from the total or available area)
3. Contract Payments
User must provide Rent Amount
(Total rent amount for the duration of the contract)
User must click Show/Update Payment Plan button to generate the installments.
Once Payments (Installments) are generated, user may define each installment
independently.
(User has to make sure that the installments total amount does not exceed the Total Rent Amount.
Besides, the last installment date should be within the contract end date.)
4. Click next to go to next screen. All info will be saved as draft (when you click next). If you do
not wish to continue at this time, you may login to eForms latter and reopen the saved
draft at the home page (explained above in this document).
In Attachment details section, user must scan and upload the required documents as follows:
1. Select the document type as shown in the image below.
(More than one document types can be selected if one scanned file contains more than one
document types.)
2. Click Add Files and new popup will appear where user may browse and select file to be
uploaded.
3. The selected file should automatically be uploaded and 1 row for each document type
selected should be generated automatically.
4. Provide the Document Name, No of pages, Expiry Date (If applicable) and any other special
notes for the document.
5. Click next to go to next screen. All info will be saved as draft (when you click next). If you do
not wish to continue at this time, you may login to eForms latter and reopen the saved
draft at the home page (explained above in this document).
In Special Terms section, user may type if there are and special terms and conditions which
were agreed between Lessor and Tenant and needs to be printed on the Contract.
Step 6. Summary
Summary section will show all the sections from the Form. It will help user to review the
details he provided. If he wants, he can go back to modify the details. User must agree to the
terms and conditions for the eForms and click proceed at Summary page to Create Tenancy
Contract.
You have to add occupants to all units for a Group Tenancy contract.
(Examples: Property Registrant Tawtheeq ID (ACC5442), Property (PRP12345) and Unit (UNT12345))

iv. All required fields must be filled to add the tenant to the contract.

Tenancy contracts can be renewed using Renew Tenancy Contract option. Only those
contracts can be renewed whose status is Registered or Expired. You can click on the option
Renew Tenancy Contract or click on the Renew icon
Enter the previous contract number, contract start and end dated and click on Proceed.
In Stakeholders details section, the previous tenant details are populated. You can make
changes to the tenant details (if required). Click Next button to proceed
Follow the same steps explained in previous sections for creating a tenancy contract. Once the
contract is created, the old contract is Closed the renewed contract has status Non-
Registered
The status of the previous contract will becomes Closed and the new contract will have status
as Non-Registered
Sublease contracts can be created using the option Create Sublease Tenancy Contract from the
homepage.
Note: If user have provided more than one unit, all units must be of same type. For
example: All units must be of type residential or commercial. Mixed units are
not allowed to be rented under the same contract.
3. Remaining steps are the same as explained in 6.1.1 Create tenancy Contract section.
4. On success, a contract number should be generated and user may view the printable
version of the contract. The created contract will be available at the home page under
Tenancy Contracts List as shown in the image
