T interviewed two men and thirteen women of the 21 NDUS staff, excluding myself, one staff member out on annual leave, and four employees who have very little contact with the Chancellor, June 10, 2016 Open Records Request ‘The most complete version of this situation, compiled from interview responses, follows. ‘The conclusion reached was that the Chancellor was reported to be excessively upset over an open records request involving NDUS office emails, The situation could have been avoided had he been more familiar with the regular open record request process, and if he had listened to — and trusted - the staff members who tried to explain that the process was very routine, and nothing to be overly concemed about. Regarding the instances of “yelling, shaking, being out of control,” in both Chris’ and Rebecca’s offices, Chris and Rebecca both denied being intimidated or afraid. Others in attendance were more concerned and disturbed, with one reporting being “scared” while the others reported being uncomfortable, frustrated, or ‘upset at his reaction. Earlier in the week, UND interim president Ed Schafer endorsed Doug Burgum for the Republican nominee in the governor's race. Following that announcement, several legislators met with the Chancellor. The Grand Forks Herald reporter Anna Burleson had received a tip that the legislators were ‘making threats or demands regarding the endorsement announcement.
