PREFACE
1) This Manual of Station Level Training and Rating Part-1 is prepared for the use
and guidance of executives and staff of AAI responsible for providing Air Traffic
Services. The Manual provides processes, procedures and instructions that are
essential for acquiring rating & relevant matters at airports where air traffic
services are provided by Airports Authority of India.
2) This Manual has been developed as a part of comprehensive documentation of the
ATS training procedures for acquiring ATS ratings at various airports where air
traffic services are provided by Airports Authority of India.
3) In addition to Manual of Station Level Training and Rating- Part 1, Manual of
Station Level Training and Rating Part 2 is to be developed by ATS-inCharges
of each airport which must include Unit Training Plan for acquiring rating at
each unit.
4) It is to be recognized that in the changing aviation safety environment, the need to
amend the Manual may be necessitated by a number of causes, such as:
(a) Changes / amendments to ICAO Annexes / Documents;
(b) Provisions of Manual of ATS Personnel Ratings and Certification
pertaining to ratings for Air Traffic Service personnel;
(c) Regulation introduced by DGCA in the form of CAR; and
(d) Introduction of new technology
(e) Operational requirement / changes at stations
5) The second edition of this manual is issued after incorporating changes in the
Manual of Station Level Training and Rating-Part 1, August 31, 2016 Edition in
accordance with the contents of various Circulars pertaining to station level
training and rating of air traffic controllers and provisions contained in Manual
of ATS Personnel Ratings and Certification-Part 4 (Air Traffic Services
ratings) pertaining to ratings for Air Traffic Service personnel;
6) This Manual also supersedes all Instructions, Circulars, Office orders issued on
the subject prior to issue of this Manual.
7) This Manual is effective from 15th August 2017 and supersedes all previous
editions of the Manual of Station Level Training and Rating-Part 1.

CHAPTER - 1

DOCUMENT IDENTIFICATION AND CONTROL


1.1 Title of the document
1.1.1 This document is identified as Manual of Station Level Training and
Ratings-Part 1 which hereinafter will be referred as Manual in this
document.
1.2 Purpose of the document
1.2.1 This Manual was published in pursuant to the standards and
requirements given in Manual of ATS Personnel Rating and
Certification (MARC) -Part 4 which contains standards, requirements
and procedures pertaining to the air traffic controllers ratings in an
ATC unit and the purpose of this document is to collate instructions
pertaining to training procedures including on-the-job training in ATS
unit(s) for issue of ratings at airports/ATC Centres and recency of the
ratings, where air traffic services is provided by Airports Authority of
India. It is published for use and guidance of ATS personnel of Airports
Authority of India.
1.2.2 The ATS in-charge of all airports/ATC Centres shall prepare Manual
of Station Level Training and Ratings-Part 2 specific to their
respective airports/ATC Centres which must include Unit Training
Plan for acquiring rating for each ATC Unit.
1.2.3 The ATS in-charge of all airports/ATC centers will ensure that the
training for rating of air traffic controllers are performed in compliance
with the processes, procedures and instructions contained in this
Manual and circulars/orders issued from time to time on the subject.
1.3 Responsibility for documentation and publication
1.3.1 Manual of Station Level Training and Ratings-Part 1, has been
prepared jointly by SQMS and HRD Sections of ATM directorate and
approved by Executive Director (Air Traffic Management), AAI.
1.4 Authority/responsibility for Changes
1.4.1 The Executive Director (Air Traffic Management), AAI is responsible
for incorporating amendments to the Manual.
1.4.2 ATS in-charges of all airports/ATC centers are responsible for
ensuring that the Manual is kept up to date. This includes inserting
amendments in a timely manner and complying with any instruction
on amendment.
1.4.3 The users of this Manual will be responsible for verifying the currency
of the contents in the Manual.
1.5 Review
1.5.1 The General Manager (ATM-HR) will conduct a yearly review of this

Manual to ensure accuracy and updating of contents and reference data.


The results of such review and action taken thereupon will be
documented and presented to Executive Director (ATM) for his
approval.
1.5.2 Incorporating Changes: The General Manager (ATM-HR) on behalf
of the Executive Director (ATM) will ensure that the:
i. changes being incorporated are duly approved by the competent
authority;
ii. relevant page(s) are revised and the same is inserted in the Manual;
iii. amendments are disseminated in time to all concerned;
iv. amendments are posted on AAI & ANS web sites;
v. Master-copy of the Manual is updated.
1.6 Interpretation of Words
1.6.1 In the interests of simplicity, any reference to the masculine gender can
be taken to mean either male or female.
1.7 Effective Date
1.7.1 Effective date of an amendment will be indicated at the footer of the
page.
1.7.2 New edition will be indicated by date at the footer of the page with the
help of Document ID.
1.8 Change History
1.8.1 This is the first edition of Manual of Station Level Training and
Rating-Part I. Subsequent changes will be indicated on Record of
Amendments and Corrigenda page.
1.9 Format
1.9.1 Amendments inserted in the Manual must contain headers and footers
that are consistent with those residing in this document.
1.10 Controlling the Manual
1.10.1 Directorate of Air Traffic Management will control this Manual
electronically through AAI web site www.aai.aero & www.aaians.org.
1.11 Distribution of the Manual
1.11.1 Directorate of Air Traffic Management, CHQ will not provide hard
copies of the Manual. All ATS in-charge shall print, control and
distribute hard copies of the Manual, as deemed appropriate.
1.12 Master Copy
1.12.1 An electronic and a hard Master Copy of the Manual will be held and
maintained by the GM (ATM-HRD) at CHQ.

CHAPTER - 2
GENERAL PROCEDURES FOR AIR TRAFFIC CONTROLLER
RATINGS
2.1 General
2.1.1 An officer shall, before being issued with any rating for air traffic
control unit, meet such requirements in respect of knowledge,
experience and skills, as are specified for that rating in this Manual.
2.2 Categories of Air Traffic Controller Ratings
2.2.1 Air Traffic Controller ratings shall comprise the following categories:
a) Aerodrome Control Rating including Surface Movement control
rating and where applicable, ASMGCS endorsement ;
b) Approach Control Procedural Rating;
c) Approach Control Surveillance Rating;
d) Area Control Procedural Rating and where applicable, ADS-
CPDLC endorsement;
e) Area Control Surveillance Rating;
f) Oceanic Control Rating* and where applicable, ADS-CPDLC
endorsement
*:
Area Control Procedural rating for the provision of area control
service in oceanic airspace
2.3 Unit Training Plan
2.3.1 The ATS-in-Charge of each Airport, where Air Traffic Services is
provided by Airports Authority of India, shall prepare a Unit training
plan (UTP) for each ATS unit.
2.3.2 Unit Training plan for each unit, if required, may include processes for
Transitional training, Pre-OJT training and OJT training.
Note: If necessary, in some cases, Pre-OJT training and Transitional
training may be combined.
2.3.3 The unit training plan may include module based training with a
judicious distribution of the required number of hours and days for
completion of each module.
2.3.4 Scope and Objective of each module shall be clearly identified in the
unit training plan. Training activities and its duration, training

resources, method of assessment, stages of assessment, assessment


proforma and evaluation criteria should also be clearly defined in each
module of the unit training plan.
2.3.5 The unit training plan shall include procedures for performance
assessment and counselling of every trainee at the end of each module,
communication of the performance assessment to the trainee at the end
of each module and maintenance of the record of each assessment and
counselling in the individual files of the trainees.
2.3.6 For a multi- sector unit, the Unit Training plan shall clearly define the
minimum number of hours of On-the-job training required in each
sector.
2.3.7 In a multi-sector ATC unit not more than 50% of sectors of that unit
shall be assigned concurrently for OJT and not more than one trainee
shall be assigned concurrently in a sector in an ATC unit.
Note: An Aerodrome control unit having separate Tower and SMC
positions will be considered as one single sector in Aerodrome Control
unit.
2.4 General Procedures for rating at Area control and Surveillance
Control Airports/ATC centres.
Note: Procedures laid down in this section will not be applicable for
the renewal of rating of that unit.
2.4.1 Assessment boards
2.4.1.1 For the purpose of on-the job assessment at different stages of OJT,
following assessment board will be constituted:
i. Progress Assessment Board (PAB): An assessment board
comprising of Training Incharge or his nominee (preferably the
senior most OJTI authorised for that unit), WSO or his nominee
and an OJT instructor preferably not associated with the trainee
controller during OJT to assess the progress of the trainee
controller on completion of 90% of the stipulated OJT period. The
assessment should be based on the objectives/goals defined at this
stage in the Unit Training plan.
ii. Pre-Rating Board (PRB): An assessment board constituted by
GM (ATM)/ATS Incharge to assess the progress of trainee
controller in Surveillance unit at the end of stipulated hours and/or
additional hours for the unit for the purpose of assessing the
trainees competence before the Rating Board.

iii. Rating Board: An assessment board as described in this manual


for rating in each ATC unit.
2.4.2 Maximum duration of training
2.4.2.1 The stipulated hours for OJT in each unit shall be completed within
the stipulated number of days as described in this Manual for each
rating.
2.4.2.2 Maximum additional duration of OJT in hours when recommended
in accordance with 2.4.3 or 2.4.4 shall not exceed more than 30% of
the stipulated hours at the time of recommendation for Rating board.
2.4.2.3 Additional training when recommended in accordance with 2.4.3 or
2.4.4 should as far as practicable be completed within number of days
as described in this Manual for each rating and in no case shall exceed
beyond four months from the stipulated number of days. .
2.4.2.4 If the total training period including any additional training, in any unit
exceeds the period mentioned above in para 2.4.2.3, then ATS Incharge
shall refer the case with all the supporting documents to ED (ATM) for
approval of such extended period of training.
2.4.3 Procedures for assessment for acquiring ratings for Procedural
Control Units:
2.4.3.1 Assessment by Progress Assessment Board
2.4.3.1.1 After completion of 90% of minimum stipulated hours of OJT as
mentioned in the Manual, the trainee controller shall be assessed by a
Progress Assessment Board.
2.4.3.1.2 If performance of trainee as assessed by the Progress Assessment
Board is satisfactory according to the performance criteria in unit
training plan, then, at the end of the stipulated period, the trainee will
be assessed by a Rating Board.
2.4.3.1.3 If performance of trainee as assessed by the Progress Assessment
Board is not satisfactory according to the performance criteria in unit
training plan, the trainee will be recommended for additional training
of 15% of stipulated hours of OJT. On completion of the additional
training, the trainee will be assessed by a Rating Board.
2.4.3.2 Assessment by Rating Board
2.4.3.2.1 Following the provisions contained in 2.4.3.1.2., if the performance of
trainee after assessment by the Rating Board is satisfactory, then the
trainee will be rated for that unit.
2.4.3.2.2 Following the provisions contained in 2.4.3.1.2., if the performance of

trainee after assessment by the Rating Board is not satisfactory, the


trainee will be recommended for an additional training for 30% of
stipulated hours of OJT. On completion of the additional training, the
trainee will be assessed for the second time by a Rating Board.
2.4.3.2.3 Following the provisions contained in 2.4.3.2.2, if the performance of
trainee as assessed by the second Rating Board is satisfactory, then the
trainee will be rated for that unit; else, the trainee will not be eligible
for rating of that concerned unit at that airport.
2.4.3.2.4 Following the provisions contained in 2.4.3.1.3, if the performance of
trainee as assessed by the Rating Board is satisfactory, then the trainee
will be rated for that unit.
2.4.3.2.5 Following the provisions contained in 2.4.3.1.3, if the performance of
trainee as assessed by the Rating Board is not satisfactory the trainee
will be recommended for an additional training for 15% of the
stipulated hours of OJT. On completion of the additional training, the
trainee will be assessed for the second time by a Rating Board.
2.4.3.2.6 Following the provisions contained in 2.4.3.2.5, if the performance of
trainee as assessed by the second Rating Board is satisfactory, then the
trainee will be rated for that unit; else, the trainee will not be eligible
for rating of that concerned unit at that airport.
2.4.3.3 The respective assessment boards shall clearly indicate the specific
areas needing improvement or the training needs while proposing
additional training period each time.
2.4.3.4 Training Incharge in consultation with the respective OJTI shall
prepare the training plan for the additional period of training and
monitor the performance of trainee from time to time.
2.4.3.5 The procedure for assessment for acquiring rating for procedural unit
is shown in Figure 1.
2.4.4 Procedures for assessment for acquiring ratings for Surveillance
Units:
2.4.4.1 Assessment by Progress Assessment board:
2.4.4.1.1 After completion of 90% of minimum stipulated period of OJT as
mentioned in the Manual, the trainee controller shall be assessed by a

2.4.4.2.1 Following the provision contained in 2.4.4.1.2, if the performance of
trainee as assessed by the Pre-Rating Board is found to be satisfactory,
the trainee will be recommended for assessment by a Rating Board
constituted by CHQ.
2.4.4.2.2 Following the provision contained in 2.4.4.1.2, if the performance of
trainee as assessed by the Pre-Rating Board is found to be
unsatisfactory, the trainee will be recommended for additional training
for 15% of stipulated hours of OJT and assessed by the Pre-Rating
Board the second time.
2.4.4.2.3 Following the provision contained in 2.4.4.2.2, if the performance of
trainee as assessed by the Pre-rating board the second time is
satisfactory, trainee will be recommended for assessment by a rating
Board constituted by CHQ.
2.4.4.2.4 Following the provision contained in 2.4.4.2.2, if the performance of
trainee as assessed by the Pre-rating board the second time is
unsatisfactory, the trainee will again be recommended for additional
training for 15% of stipulated hours of OJT. On completion of the
additional training, the trainee will be assessed by a Rating Board
constituted by CHQ.
2.4.4.2.5 Following the provisions contained in 2.4.4.1.3, if the performance of
trainee as assessed by the Pre-Rating Board is found to be satisfactory,
the trainee will be recommended for assessment by a Rating Board
constituted by CHQ.
2.4.4.2.6 Following the provision contained in 2.4.4.1.3, if the performance of
trainee as assessed by the Pre-Rating Board is found to be
unsatisfactory, the trainee will again be recommended for additional
training for 15% of stipulated hours of OJT and on completion of
additional training, the trainee will be assessed by the Rating board
constituted by CHQ.
2.4.4.2.7 In order to have uniformity and a proper performance profile, the
trainee controller, as far as practicable, should be assessed by the same
Pre- Rating board each time. Any change in the constitution of board
shall be recorded with justification.

2.4.4.3 Assessment by Rating Board constituted by CHQ


2.4.4.3.1 Following the provisions of 2.4.4.2.1, 2.4.4.2.3, 2.4.4.2.4, 2.4.4.2.5
and 2.4.4.2.6, if the performance of the trainee as assessed by the
Rating board is found to be satisfactory, then the trainee will be rated
for that unit.
2.4.4.3.2 Following the provisions contained in 2.4.4.2.1, if the performance
of the trainee as assessed by the Rating board is found to be
unsatisfactory, then the trainee will be recommended for an additional
training for 30% of the stipulated hours for OJT. On completion of the
additional training, the trainee will be assessed for the second time by
a Rating Board.
2.4.4.3.3 Following the provisions contained in 2.4.4.3.2, if the performance as
assessed by the Rating Board the second time, is satisfactory, then the
trainee will be rated for that unit; else, the trainee will not be eligible
for Rating of that concerned unit at that airport.
2.4.4.3.4 Following the provisions contained in 2.4.4.2.3 if the performance as
assessed by the Rating Board is unsatisfactory, then the trainee will be
recommended for an additional training for 15% of the stipulated hours
for OJT. On completion of the additional training, the trainee will be
assessed for the second time by a rating board.
2.4.4.3.5 Following the provisions contained in 2.4.4.3.4, , if the performance as
assessed by the Rating board is satisfactory, then the trainee will be
rated for that unit; else, the trainee will not be eligible for rating of that
concerned unit at that airport.
2.4.4.3.6 Following the provisions contained in 2.4.4.2.4, if the performance as
assessed by the Rating board is unsatisfactory, then the trainee will not
be eligible for rating of that concerned unit at that airport.
2.4.4.3.7 Following the provisions contained in 2.4.4.2.5, if the performance as
assessed by the Rating board is unsatisfactory, then the trainee will be
recommended for an additional training for 15% of the stipulated hours
for OJT. On completion of the additional training, the trainee will be
assessed for the second time by a rating board.
2.4.4.3.8 Following the provisions contained in 2.4.4.3.7, if the performance as
assessed by the Rating board the second time is satisfactory, then the
trainee will be rated for that unit; else, the trainee will not be eligible
for rating of that concerned unit at that airport.
2.4.4.3.9 Following the provisions contained in 2.4.4.2.6, if the performance as
assessed by the Rating board is satisfactory, then the trainee will be
rated for that unit; else, the trainee will not be eligible for rating of that

concerned unit at that airport.


2.4.4.4 The assessment board shall each time clearly indicate the specific areas

2.5 Medical fitness for air traffic controllers
2.5.1 A trainee air traffic controller shall not be permitted to receive
instruction in an operational environment unless that trainee air traffic
controller holds a current Class 3 Medical Assessment.
2.5.2 An air traffic controller while exercising the privileges of an ATC
rating shall, when applicable, hold a current Class 3 Medical
Assessment issued in accordance with the provisions contained in
MARC-Part 5.
2.5.3 Decrease in medical fitness
2.5.3.1 The holders of an air traffic controller rating shall not exercise
the privileges of their related ratings at any time when they are aware
of any decrease in their medical fitness which might render them
unable to safely and properly exercise these privileges.
2.5.3.2 The ATS Incharge at an Airport/ATC Centre should, as far as
practicable, ensure that holders of an ATC rating do not exercise the
privileges of their related ratings during any period in which their
medical fitness has, from any cause, decreased to an extent that would
have prevented the issue or renewal of their Medical Assessment.
2.5.3.3 The ATS Incharge at an Airport/ATC Centre should forward
information on physical and mental conditions and treatments that are
relevant to flight safety to Executive Director (ATM) and Executive
Director (CAP) for seeking clarification or guidance on medical fitness
from a medical assessor.
Note 1: Guidance on medical conditions that may be relevant to flight
safety and when to seek clarification or guidance from a medical
assessor are provided in Manual of ATS Personnel Ratings and
Certification- Part 5.

contained in the Manual of Civil Aviation Medicine (Doc 8984).
2.6 Use of psychoactive substances
2.6.1 Holders of a ratings provided for in this manual shall not exercise the
privileges of their related ratings while under the influence of any
psychoactive substance which might render them unable to safely and
properly exercise these privileges.
2.6.2 Holders of ratings provided for in this Manual shall not engage in any
problematic use of substances.
2.7 Language proficiency
2.7.1 Air traffic controllers and aeronautical station operators shall
demonstrate the ability to speak and understand the language used for
radiotelephony communications to the level specified in the language
proficiency requirements in MARC-Part 6.
2.7.2 The language used for radiotelephony communications in India is
English.
2.8 Approved training and approved training organization
2.8.1 The applicant for a rating / permission provided for in this manual shall
have completed an approved training course appropriate to that rating
/permission as prescribed in the manual.
2.8.2 Approved training for air traffic controllers and Aeronautical station
operator shall be conducted within an approved training organization.

CHAPTER - 3

PROCEDURAL RATINGS OJT & EXAMINATION

3.1 General Provisions for Ratings of Air Traffic Control Officers:


An ATC officer shall, before being issued with any rating for Air
Traffic Control, meet such requirements in respect of age, knowledge,
experience and medical fitness and skills, as are specified in para 3.2
and para 3.3
3.2 Pre-requisites for the issue of the Air Traffic Controller ratings
Before issue of a rating, an officer shall meet the requirements of the
following provisions and the requirements of at least one of the ratings
specified in Chapter 2, Para 2.2.1.
3.2.1.1 Age: An officer shall be not less than 21 years of age.
3.2.1.2 Knowledge: An officer shall have demonstrated a level of knowledge
appropriate to the Air Traffic Control rating in at least the following
subjects:
i. Air Law/Air Legislation: Rules and Regulations relevant to the
Air Traffic Control.
ii. Air Traffic Control Equipment: Principles, use and limitations of
equipment used in Air Traffic Control.
iii. General Knowledge: Principles of flights, principles of operations
and functioning of aircraft, aircraft engines and systems; aircraft
performances relevant to air traffic control operations.
iv. Human Performance and Limitations: Human performance and
limitations relevant to Air Traffic Control including principles of
threat and error management.
v. Language: Ability to speak English without accent or impediment
which might affect radio communication. Valid English language
proficiency (ELP) Assessment of Level 4 or above.
vi. Meteorology: Aeronautical Meteorology: use and appreciation of
meteorological documentation and information; origin and
characteristics of weather phenomenon affecting flight operations
and safety, altimetry.
vii. Navigation: Principles of air navigation; principles; limitation and
accuracy of navigation systems and visual aids; and
viii. Operational Procedures: Air Traffic Control, Communication,
Radiotelephony and phraseology procedures (routine and
emergency); use of the relevant aeronautical documentation;
safety practices associated with flight.

3.2.1.3 Experience: An officer shall be required to complete the approved


training course at CATC Allahabad, Hyderabad Training Centre,
NIATAM Gondia, or any other training centre established by AAI.
Additionally, the officer shall be required to have completed at least 3
months satisfactory service in actual control of Air Traffic under the
supervision of appropriately rated air traffic controller. The experience
requirement specified in this Manual for Air Traffic Control Rating will
be credited as part of the experience specified in this paragraph.
3.2.1.4 Medical Fitness: An officer shall hold a current Class-III Medical
Assessment.
3.3 Air Traffic Control Rating Requirements
The ATC officers meeting requirements as enumerated in para 3.2. are
given on-the-job training in ATC units at the station of their posting to
enable them to gain knowledge and skill required for performing their
duties in ATC units in real environment. The on-the-job training at
station for the grant of procedural rating shall be imparted by an OJT
Instructor or by an experienced ATCO, based on the Unit training plan
prepared for the unit at the station. The ATCOs during OJT shall have
to demonstrate a level of knowledge appropriate to the ATC unit in the
following subjects: -
a) Aerodrome Control rating:
i) Airport layout; physical characteristics and visual aids;
ii) Airspace structure;
iii) Applicable rules, procedures and source of information
iv) Phraseologies;
v) Separation standards;
vi) Strip markings;
vii) Issuance of FIC, ADC, SSR code and YA;
viii) Coordination with other units/agencies and satellite airports
etc.;
ix) Air navigation facilities;
x) Air traffic control equipment e.g. FDD, CLD, A-SMGCS,
VCCS, Air Situation Display Monitor etc. and their use;
xi) Met and Nav Aid displays in Aerodrome control Tower and
their use
xii) Terrain and prominent landmarks;
xiii) Characteristics of air traffic;
xiv) Weather phenomena;
xv) Emergency and search and rescue plans; and
xvi) Any other topic considered relevant for provision of
Aerodrome control service at that Airport.
b) Approach Control Procedural rating:
i) Airspace structure;

Approach control service for that airport/ATC centre.
c) Area Control procedural/Oceanic Control ratings:
i) Airspace structure;
ii) Applicable rules, procedures and source of information;
iii) Phraseologies;
iv) Separation standards;
v) Strip markings;
vi) Air navigation facilities;
vii) Air traffic control equipment and its use;
viii) Principles, uses and limitations of surveillance systems if
any and associated equipment;
ix) Terrain and prominent landmarks;
x) Characteristics of air traffic and traffic flow;
xi) Weather phenomena; and
xii) Emergency and search and rescue plans;
xiii) Coordination procedures and Letters of Agreement with
adjacent ATC Centers
xiv) Any other topic considered relevant for provision of Area
control service for that airport/ATC centre.
3.4 On-The-Job Training Period for Various Ratings
Aerodrome Control (ADC) Rating
3.4.1.1 An ATCO must have successfully completed ADC/Approach course at
CATC Allahabad, Hyderabad Training Center, NIATAM Gondia, or
any other Training center established by AAI for this purpose.
3.4.1.2 The training and rating process of Surface Movement Control rating
and ASMGCS where applicable, will be integrated with Aerodrome
Control rating.
3.4.1.3 Delhi and Mumbai
3.4.1.3.1 A period of not less than four months but not exceeding nine months,
during which at least one hundred and twenty hours of training has been
completed for ATCOs on initial posting or transferred from any other
airport but did not hold ADC rating of that airport.

3.4.1.3.2 A period of not less than one month but not exceeding four months,
during which at least sixty hours of training has been completed for
those ATCOs transferred from either of these airports and had held
ADC rating of that airport.
3.4.1.3.3 A period of not less than one and a half month but not exceeding six
months, during which at least ninety hours of training has been
completed for those ATCOs transferred from an airport other than these
airports and had held ADC rating of that airport.
3.4.1.3.4 For ATCOs transferred from a Category I or Category II airport having
aerodrome control rating of that airport will undergo on-the-job-
training for the period mentioned in 3.4.1.3.1 unless that ATCO had
earlier held an aerodrome control rating of an airport other than a
Category I or Category II airport, in which case period mentioned in
3.4.1.3.2 or 3.4.1.3.3 as the case may be, will be applicable, provided
that the said rating is not older than four years on the date of joining at
Delhi or Mumbai.
3.4.1.4 Kolkata, Chennai, Ahmedabad, Hyderabad (Shamshabad),
Bengaluru, Cochin.
3.4.1.4.1 A period of not less than one month but not exceeding six months,
during which at least ninety hours of training has been completed for
ATCOs on initial posting or transferred from any other airport but did
not hold aerodrome control rating of that airport.
3.4.1.4.2 A period of not less than one month but not exceeding three months,
during which at least forty five hours of training has been completed
for those ATCOs transferred from Delhi, Mumbai, Kolkata, Chennai,
Ahmedabad, Hyderabad (Shamshabad), Bengaluru or Cochin and had
held valid ADC rating of these airport.
3.4.1.4.3 A period of not less than one month but not exceeding four months,
during which at least sixty hours of training has been completed for
those ATCOs transferred from an airport other than those in 3.4.1.4.2
except Category I or Category II airport and had held aerodrome
control rating of that airport.
3.4.1.4.4 For ATCOs transferred from a Category I or Category II airport having
ADC rating of that airport will undergo on-the-job- training for the
period mentioned in 3.4.1.4.1 unless that ATCO had earlier held an
aerodrome control rating of an airport other than a Category I or
Category II airport, in which case period mentioned in 3.4.1.4.2 or
3.4.1.4.3 as the case may be, will be applicable, provided that the said
rating is not older than four years on the date of joining at the current

airport.
3.4.1.5 At airports other than those mentioned in 3.4.1.3 and 3.4.1.4 and
3.4.4 (Category I and Category II airports).
Note: Refer para 3.4.2.3 for aerodrome control rating where
Aerodrome control rating is combined with Approach control rating
(except Category I)
3.4.1.5.1 A period of not less than one month but not exceeding six months,
during which at least ninety hours of training has been completed for
ATCOs on initial posting or transferred from any other airport but do
not hold ADC rating of any of those airports.
3.4.1.5.2 A period of not less than one month but not exceeding three months,
during which at least forty five hours of training has been completed
for ATCOs transferred from any of these airports and had held ADC
rating of that airport.
3.4.1.5.3 A period of not less than 7 days but not exceeding one month, during
which at least twenty one hours of training has been completed for
those ATCOs who had held ADC rating for an airport specified in Para
3.4.1.3 and Para 3.4.1.4.
3.4.1.5.4 For ATCOs transferred from a Category I or Category II airport having
aerodrome control rating of that airport will undergo on-the-job-
training for the period mentioned in 3.4.1.5.1 unless that ATCO had
earlier held an aerodrome control rating of an airport other than a
Category I or Category II airport, in which case period mentioned in
3.4.1.4.2 or 3.4.1.4.3 as the case may be, will be applicable, provided
that the said rating is not older than four years on the date of joining at
the current airport.
Approach Control (Procedural) Rating
3.4.2.1 An ATCO must have successfully completed ADC/Approach course at
CATC Allahabad, Hyderabad Training Center, Gondia Training Centre
or any other Training center established by AAI for this purpose.
3.4.2.2 At airports where Approach control unit is established separately.
Note 1: For Airports/ ATC Centres where procedural and surveillance
approach units are combined refer para 4.2.2.4 and 4.2.2.5 of Chapter
4 of this Manual.
3.4.2.2.1 A period of not less than three months but not exceeding one year,
during which at least one hundred and eighty hours of training has been
completed for those ATCOs who hold aerodrome control rating of that
airport and a period of not less than two months but not exceeding nine
months during which at least one hundred and twenty hours of training
has been completed for those ATCOs who hold area control rating of

that airport and the ATCO must have worked in actual Air traffic
control in aerodrome control unit/area control unit for a period of four
months after acquiring the aerodrome control rating or area control
rating of that airport.
3.4.2.2.2 A period of not less than one month but not exceeding four months,
during which at least sixty hours of training has been completed for
those ATCOs who had held combined rating of procedural and
surveillance approach rating of an airport and hold ADC rating of
current airport. The ATCO must have successfully worked in actual
Air traffic control in ADC/SMC unit for a period of two months after
acquiring the ADC rating of current airport.
3.4.2.2.3 A period of not less than fifteen days but not exceeding two months,
during which at least thirty hours of training has been completed for
those ATCOs who had held either separately established approach
control rating or a combined rating of aerodrome control and approach
control at an airport and hold aerodrome control rating of current
airport. The ATCO must have worked in actual Air traffic control in
ADC/SMC unit for a period of two months after acquiring the ADC
rating of current airport.
3.4.2.2.4 For ATCOs transferred from a Category I or Category II airport having
aerodrome rating of current airport will undergo on-the-job- training
for the period mentioned in 3.4.2.2.1 unless that ATCO had earlier held
an approach control rating of an airport other than a Category I, in
which case period mentioned in 3.4.2.2.2 or 3.4.2.2.3 as the case may
be, will be applicable, provided that the said rating is not older than
four years on the date of joining at the current airport. The ATCO must
have worked in actual Air traffic control in ADC/SMC unit for a period
of four months after acquiring the ADC rating of current airport.
3.4.2.3 At airports where Approach control Procedural Rating is
combined either with Aerodrome control rating or Area control
rating.
Note 1: Refer para 4.2.2.4 and 4.2.2.5 of Chapter 4 of this Manual for
Airports/ ATC Centres where procedural and surveillance approach
units are combined.
3.4.2.3.1 Whenever Approach Control rating is combined with either aerodrome
control rating or area control rating, the period for the on-the-job
training for the most demanding rating will be applicable from amongst
3.4.1.5, 3.4.2.2 and 3.4.3.2 as appropriate.
3.4.2.3.2 Whenever Approach Control rating is combined with aerodrome
control rating, ATCOs will have to undergo 5 days

classroom/simulator training on Approach Control Practices &


Procedures applicable at that airport, before commencing OJT.
Area Control Procedural Rating/Oceanic Control Rating
3.4.3.1 An ATCO must have successfully completed area control course at
CATC Allahabad, Hyderabad Training Center, NIATAM Gondia, or
any other Training centre established by AAI for this purpose.
3.4.3.2 Area Control Centre rating
Note: Refer para 3.4.2.3 for Area control procedural rating where Area
control procedural rating is combined with Approach control rating.
3.4.3.2.1 A period of not less than three months but not exceeding one year,
during which at least one hundred and eighty hours of training has been
completed for those ATCOs not having any rating.
3.4.3.2.2 A period of not less than two months but not exceeding nine months,
during which at least one hundred and twenty hours of training has been
completed for those ATCOs who had held ADC rating of that airport
and the ATCO must have successfully worked in actual Air traffic
control in ADC/SMC unit for a consecutive period of four months after
acquiring the ADC rating of that airport.
3.4.3.2.3 A period of not less than one month but not exceeding four months,
during which at least sixty hours of training has been completed for
those ATCOs posted at Delhi, Mumbai, Kolkata or Chennai and who
had held Area Control rating of any other Area Control Centre
(ACC)/Oceanic Control Centre.
3.4.3.2.4 A period of not less than one month but not exceeding four months,
during which at least forty five hours of training has been completed
for those ATCOs posted at Mumbai and who had held Oceanic Control
Centre rating of Mumbai.
3.4.3.2.5 A period of not less than one month but not exceeding four months,
during which at least sixty hours of training has been completed for
those ATCOs posted at stations other than Delhi, Mumbai, Kolkata or
Chennai and who had held Area Control rating of stations other than
Delhi, Mumbai, Kolkata or Chennai.
3.4.3.2.6 A period of not less than fifteen days, during which at least thirty hours
of training has been completed for those ATCOs posted at airports
other than Delhi, Mumbai, Kolkata or Chennai but who had held
ACC/OCC rating at Delhi, Mumbai, Kolkata or Chennai.
3.4.3.2.7 After acquiring initial Area Control rating as per any of the provisions
contained in para 3.4.3.2.1 to 3.4.3.2.5, for any subsequent Upper
(sector) Area Control authorisation where ever Upper Airspace
harmonization exist, a period of not less than 7 days but not exceeding
2 months, during which at least 15 hours of training has been completed

followed by a practical examination conducted by a board constituted


by ATS Incharge.
3.4.3.3 Mumbai, Kolkata and Chennai Oceanic Control Centre rating
3.4.3.3.1 In Mumbai: A period of not less than one month but not exceeding
four months, during which at least sixty hours of training has been
completed for those ATCOs who had held Area Control rating of
Mumbai. For those ATCOs who had not held Area Control rating of
Mumbai, provisions in para 3.4.3.2 will apply for Oceanic control
rating.
3.4.3.3.2 In Kolkata: A period of not less than fifteen days but not exceeding
two months, during which at least thirty hours of training has been
completed for those ATCOs who had held Area Control rating of
Kolkata. In Kolkata Oceanic Control rating shall follow Area Control
rating.
3.4.3.3.3 In Chennai: A period of not less than thirty days but not exceeding
four months, during which at least sixty hours of training has been
completed for those ATCOs who had held Area Control rating of
Chennai. For those ATCOs who had not held Area Control rating of
Chennai, provisions in para 3.4.3.2 will apply for Oceanic control
rating.
Aerodrome control and Approach control procedural rating at
airports where the average daily scheduled flights movement is
twenty or less in the preceding calendar year.
3.4.4.1 The following procedure for rating(s) of ATCOs including the ATS In-
charge posted at these airports shall apply. These airports have been
classified into two categories for this purpose, namely:
Category I : Airport having control zone with an average daily
scheduled flights movement of twenty or less in the preceding calendar
year.
Category II : Airport not having control zone
3.4.4.1.1 Category I Airports
i) The functions of Airport and Approach control have been
combined in a single ATC unit at these airports.
ii) An ATCO must have successfully completed ADC and Approach
course at CATC Allahabad, Hyderabad Training Center, Gondia
Training Centre or any other Training center established by AAI
for this purpose.
iii) A period of not less than three months but not exceeding one year,
during which at least one hundred and eighty hours of training has

been completed for ATCOs who had not held rating of any other
airport or had held the rating of only a Category-II airport.
iv) A period of not less than fifteen days but not exceeding two
months, during which at least thirty hours of training has been
completed for ATCOs who had held ADC/Approach rating of any
other Category-I airport..
v) A period of not less than 7 days, during which at least fifteen hours
of training has been completed for ATCOs who had held
Aerodrome control rating of any airport other than a Category- I or
Category-II airport.
vi) Where no schedule operations are there: - GM (ATM) of the region
or his nominee along with a rated controller of the station will
assess the candidate on the basis of viva voce & award ADC rating
if deemed fit.
3.4.4.1.2 Category-II Airports (Airport not having control zone)
i) An ATCO must have successfully completed ADC/Approach
course at CATC Allahabad, HTC Hyderabad, NIATAM Gondia,
or any other Training centre established by AAI for this purpose.
ii) An overlapping period of minimum three days will be allowed to
in-coming officer for the purpose of familiarization of the local
procedures and acquiring rating, subject to satisfaction of outgoing
officer.
iii) The outgoing officer will brief and familiarize the relieving officer
for a period not less than 3 days and if found fit, will certify him
as fit to perform ATC duties of the station independently. If not, he
will contact GM (ATM) of the region for necessary instructions.
iv) In case of any urgent requirement, an officer having aerodrome
control/ approach control ratings of any Cat-I airport or any airport
covered in Para 3.4.1 will be deemed fit to perform independent
ATC duties of the station after self-briefing and familiarization.
v) The result of rating examinations in respect of all the above
airports will be submitted to the GM (ATM) Region, who will be
responsible for its safe custody and production as and when
required. A copy of the assessment in all the cases should be sent
to CHQ.
vi) The GM (ATM) Region will ensure that the Air Traffic Services
in their respective regions are provided by duly rated Air Traffic
Controllers in accordance with the criteria mentioned above.
vii) Where no schedule operations are there: -The GM (ATM) Region
or his nominee will conduct a viva voce of the ATCO and award
ADC rating if deemed fit.

3.5 Rating Examination Procedure (Excluding Category-II Airports)


The experience specified in 3.4.1, 3.4.2, 3.4.3 and 3.4.4.1.1 for
Aerodrome control rating, Approach Control rating, Area control
rating and Aerodrome control rating at Category I airports respectively,
shall have been completed within the 6 month period immediately
preceding application* for the practical examination for rating.
Note 1: The provision in 3.5.1 implies that the application* for the practical
examination for rating must be done within 6 months of the completion date
of the experience acquisition, for example, if an ATCO commences his On-
the-job training in the assigned ATC unit on 1st January in Approach control
unit and completes required 180 hours on 31st August i.e. in 8 months period,
then the application for rating board for the ATCO must be made within 6
months of the completion date of the experience acquisition i.e. within six
months from 31st August.
Note 2: *: Application here means, the proposal sent by Training Incharge
for conduct of rating board on completion of training.
Assessment and Rating Examination procedures at airports having
Area Control centres shall be in accordance with section 2.4, Chapter
2 of this Manual.
A rating examination shall be held after the ATCO has gained
sufficient confidence and shown his ability to deal with various
situations in handling air traffic independently. The rating examination
shall consist of:
a) A written examination
b) A practical examination (On-the-Job Assessment) by a Rating
board
c) An oral examination
A written examination of about three hours duration shall be conducted
to test knowledge of various requirements of the job appropriate to the
ATC rating for which examination is being conducted.
The minimum qualifying marks in written examination shall be 70%.
An officer who fails to qualify the written examination in the first
attempt shall be given one more chance to appear in the written
examination. If the officer fails to qualify the written examination in
the second attempt, then the officer will be disqualified for the rating
of that unit at that airport.
It will be necessary for the trainee to qualify in the written examination
before being recommended for the practical examination.
A practical examination (On-the-Job Assessment) and oral
examination will be conducted by a rating board.

The senior-most officer will act as Chairman of the Rating Board and
will also be responsible for supervision and control of practical
examination delivery to ensure consistency and reliability of testing by
the examiners of the rating board.
A confidential note from WSO about the attributes and general
behaviour of the officer shall be obtained by training incharge before
proposing his name for assessment by a Rating board. If any negative
report is received from WSO, the assessment of the officer by Rating
board shall be postponed till such time improvement is observed in his
attributes and general behaviour.
Training incharge will complete the Checklist-1 given in Annexure to
verify that all the requirements of written examination and on-the-job
training are met before conduct of practical examination.
The Checklist-1 shall be enclosed along with the recommendation for
conduct of the rating board for validation by ATS incharge. The copy
of completed Checklist-1 shall also be provided to all the rating board
members before the practical examination.
Rating Board for Delhi, Mumbai, Kolkata, Chennai, Ahmedabad,
Hyderabad (Shamshabad), Bangalore, Guwahati, Mangalore,
Nagpur, Trivandrum, Varanasi and Cochin for on the job
assessment & oral examination
3.5.12.1 Practical examination and the oral examination for these airports shall
be conducted by a Rating Board constituted by ATS In-Charge and
consisting of:
1) ATS In-Charge or his nominee
2) Jt. GM /DGM(SQMS)/ Any Senior ATCO having current rating of
that unit
3) WSO/Any Senior ATCO from the shift having current rating of that
unit
3.5.12.2 An OJTI authorized for imparting OJT in that unit will take over the
ATC unit during the assessment period.
3.5.12.3 An entry shall be made in the log book by Jt. GM/DGM (Trg)
indicating the name of the ATCO whose Rating board is being
conducted along with the names of other board members.
Rating Board for practical (on the job assessment) & oral
examination for airports other than those mentioned in Para 3.5.12
and Category II airports
3.5.13.1 Practical and the oral examination for these airports shall be conducted

by a Rating board constituted by GM (ATM) region and consisting of:


1) GM (ATM) region or his nominee;
2) ATS In-Charge;
3) OJTI or an experienced Air Traffic Controller rated for that unit,
from the station;
3.5.13.2 The OJTI/Rated Air Traffic Controller from the station will take over
the ATC unit during the assessment period.
3.5.13.3 An entry shall be made in the log book by Rated Air Traffic Controller
from the station indicating the name of the ATCO whose rating board
is being conducted along with the names of other board members.
3.5.13.4 The result of the rating examination shall be recorded in the respective
proforma enclosed as Annexure in this manual and forwarded to GM
(ATM) Region and ED (ATM).
Rating Board of ATS In-Charge (Jt. GM or below)
3.5.14.1 In case of rating of ATS In-charge of the station, the Rating board shall
be constituted by CHQ and shall consist of:
a) ED (ATM) or his nominee
b) An Officer from Regional Office or airports within the concerned
region nominated by ED (ATM)
c) OJTI or one rated officer from the station;
3.5.14.2 In case of Category-II Airport with no schedule flight the rating of
ATS-in-charge will be on the basis of viva voce conducted by GM
(ATM) Region or his nominee after the requirements in para 3.4.4.1.2
are complied with.
3.5.14.3 Wherever constitution of board is not feasible as mentioned above, ED
(ATM) shall determine the constitution of board.
3.6 Passing Criteria
Written Examination : 70 %
Practical Examination (On Job Assessment) : 24
3.7 Failure to qualify rating examination
An applicant who fails in any examination shall not be permitted to
appear for re-examination within a period of at least two weeks from
the date of examination.
An ATCO who fails to qualify in the rating examination will be given
additional chance in accordance with section 2.4 of Chapter 2 in this
Manual. If after the assessment as prescribed in section 2.4 of this

Manual, the ATCO is declared not eligible for the rating of that unit,
then, he may continue to exercise the privileges of the ATC rating they
hold or may be considered for other non ATC jobs at that airport if they
do not hold any other ATC rating.
The ATS incharge will issue the letter of authorization to the ATCO to
exercise the privileges of rating and will forward a copy of the same to
ED (ATM). ED (ATM) will in turn forward a copy of the same to ED
(CAP).
3.8 Validity and Renewal of Procedural Ratings
A procedural rating will cease to be valid when a Controller has not
exercised the privilege of the rating for a period of six months.
A rating shall remain invalid until the controllers ability to exercise
the privileges of the rating has been re-established on renewal of the
rating.
The following procedure shall be followed for renewal of a procedural
rating in respect of officers at a station on returning to that station,
where they had held such ratings:
a) The controller whose rating is to be renewed shall work under OJT
Instructor or an experienced controller for a minimum period of
seven days in each unit during which at least fifteen hours of
training has been completed.
b) Additionally an ATCO who is being reposted at the station after an
interval of more than four years will also have to write and qualify
in the written examination as laid down in Para 3.5 above. This
requirement will not be applicable to those ATCOs who have been
maintaining currency of surveillance ratings at that station through
periodical surveillance duties.
On completion of training as mentioned in 3.8.3, the controller will be
assessed by a Rating Board as laid down in Para 3.5.
3.9 Privileges of the holder of Air Traffic Controller Rating(s)
Subject to the validity of ratings, the privileges of holder of one or more
under mentioned ATC ratings shall be:-
3.9.1.1 Aerodrome Control Rating: to provide and/ or to supervise the
provision of Aerodrome control and surface movement control service
for the airport for which the ATCO is rated;
3.9.1.2 Approach Control Procedural Rating: to provide and/ or to
supervise the provision of approach control service for the airport or
airports for which the ATCO is rated, within the airspace or portion
thereof, under the jurisdiction of the unit providing approach control

service;
3.9.1.3 Area Control Procedural Rating: to provide and/or supervise the
provision of area control service within the control area/oceanic
airspace or portion thereof, for which the ATCO is rated.
3.9.1.4 Before exercising the privileges indicated above, the Officer shall
familiarize with all pertinent and current information for the airport/
unit/ airspace of jurisdiction.

CHAPTER - 4

APPROACH / AREA CONTROL SURVEILLANCE TRAINING,


RATING -OJT & EXAMINATION

4.1 Surveillance Training (RCAP) course at Civil Aviation Training


College [CATC], Allahabad or any other training centre
established by AAI.
4.1.1 Eligibility criteria for Selection for Surveillance training course
4.1.1.1 The ATCOs will be nominated to RCAP course based on their All-India
cadre seniority. The controllers nominated for RCAP course from non-
surveillance airports must furnish an undertaking to serve at any
surveillance airport under AAI after completion of the course.
4.1.1.2 The ATC Officer shall not have crossed 45 years of age at the time of
commencement of the training at CATC Allahabad or any other training
centre established by AAI.
4.1.1.3 Preference will be given to those officers who have attained age of 43
years but have not crossed 45 years of age at the time of commencement
of the course, provided they do not automatically qualify as per All-
India cadre seniority. In no case, preference shall be given for more than
one nomination in a course of ten participants.
4.1.1.4 The candidate must have successfully completed an ACC course at
CATC / HTC / NIATAM and must have acquired following ratings of
the current station of posting:
i. an ADC-APP rating where ADC and Approach units are
combined; or
ii. ADC and APP or ACC rating, where an APP or ACC unit
is separately established.
iii. A controller, having acquired the qualifying rating as mentioned
above, if transferred to any other station (surveillance or non-
surveillance) should remain eligible for surveillance training
course on All-India cadre seniority for a period of maximum two
years from the date of joining at that station. After the expiry of
these two years, controller will have to acquire the qualifying
rating of the new station of posting for nomination to the RCAP
course.
4.1.1.5 Notwithstanding the provisions contained in para 4.1.1.1, ED (ATM) on
request of the ATS Incharge, may nominate ATCOs out of turn for the

surveillance training course from a surveillance airport/centre to meet


its operational requirement. Before forwarding such request to ED
(ATM), due consideration be given to the existing backlog of
controllers undergoing OJT or waiting for OJT at the concerned station.
Controllers from such stations should only be nominated out of turn
to meet the operational requirement, if expected waiting period for the
commencement of their OJT at the concerned station on completion of
surveillance training course is not more than the expected completion
of next RCAP course.
4.1.2 Practical Examination at the end of Surveillance Training (RCAP)
4.1.2.1 The final practical examination at the end of the surveillance training
course will be conducted by an Assessment Board constituted by ED
(ATM).
4.1.2.2 A candidate who fails to qualify in the final practical examination will
be given a Performance Improvement Programme (PIP) for a period of
two weeks and reassessed by an Assessment Board constituted by ED
(ATM).
4.1.2.3 A candidate who fails to qualify in final practical examination after the
PIP will be considered for second and final PIP only if it is so
recommended by ED (ATM) taking into consideration his overall
performance and potential to make the grade. CATC will submit the
details alongwith the previous performance records to ED (ATM) for
further scrutiny and decision making.
4.1.3 Posting of ATCOs after successful completion of Surveillance
Training (RCAP)
4.1.3.1 The ATCOs nominated from Surveillance Airports/ATC Centres, after
successful completion of surveillance training course, should be
deployed at same Surveillance Airports/ATC Centres.
4.1.3.2 Controllers posted at Surveillance Airports/ATC centres other than
Delhi/Mumbai/Kolkata/Chennai/Bengaluru/Hyderabad (Shamshabad),
on qualifying surveillance training course in first attempt with over-all
percentage of 90% or more may be considered for posting at these
airports, on request subject to operational requirement.
4.1.3.3 The ATCOs nominated from non-Surveillance Airports/ATC Centres,
after successful completion of surveillance training course, will be
posted at a surveillance Airport/ATC Centre. However, posting to
Delhi/ Mumbai/ Kolkata/ Chennai/ Bengaluru/ Hyderabad
(Shamshabad) will depend on the merit of their performance in
surveillance training course. ATCOs having qualified the merit will be

posted at these Airports/ATC centres depending upon operational


requirement.
4.1.3.4 ATCOs nominated from n on -surveillance tenure stations, will
however, have to complete their tenure before being transferred to
surveillance stations.
4.2 On-the Job Surveillance Training, Rating & Examination
4.2.1 General Procedure
4.2.1.1 The ATC officers, on successful completion of Surveillance Training
course at CATC Allahabad or any other training centre established by
AAI are given on-the-job training in ATC units at the station of their
posting to enable them to gain knowledge and skill required for
performing their duties in real environment. The on-the-job training at
station for the issue of surveillance rating may be imparted by an OJT
Instructor.
4.2.2 Surveillance Training at airport/ATC centre
4.2.2.1 The officers who have successfully completed a Surveillance Training
course at CATC, Allahabad or any other training centre established by
AAI will be given Surveillance training which will include on-the-job-
training, either on Approach Control Surveillance system or Area
Control Surveillance system at the airport/ATC centre of their posting.
4.2.2.2 However, at a station where both the facilities are available, the officer
will be given on-the-job-training in any of the surveillance units first
and after successfully acquiring and performing duties for a period not
less than four months, the officer will qualify to undergo OJT in the
other unit except that this may be reduced to one month for those
controllers who had held the same surveillance rating at any other
airport.
4.2.2.3 Under no circumstances an ATCO shall undergo on-the-job-training in
Approach Control Surveillance and Area Control Surveillance units
concurrently.
4.2.2.4 The approach control surveillance rating may be a concurrent issuance
of approach control procedural rating and approach control surveillance
rating, provided that minimum on-the-job-training requirement for both
the units are complied with and requirement of knowledge given in
3.3.1 b) of chapter 3 of this Manual are included as appropriate for
procedural approach unit rating, in training and testing.
4.2.2.5 At a station where procedural and surveillance approach units are
combined, on-the-job training for Procedural Approach and

Surveillance approach shall be conducted simultaneously and the


procedure as enumerated below shall be followed:
i. It may be ensured that minimum OJT requirement for both the
units are complied with.
ii. A minimum of Ten simulation exercises for Procedural Approach
should be conducted in an ATC simulator or a simulator lab.
iii. A combined theoretical assessment test consisting of topics on
both Procedural Approach and Surveillance approach shall be
conducted.
iv. The rating board shall assess the suitability of the ATCO for both
Procedural Approach and Surveillance approach.
v. CHQ authorization shall be issued for performance of both
Procedural Approach and Surveillance approach.
vi. At such airports procedural approach rating shall not be awarded
independently, it shall always be awarded concurrently with
Approach Control Surveillance rating.
4.2.2.6 On-the-job training will be conducted under the supervision of an OJTI
in Approach Control Surveillance and/or Area Control Surveillance
duties at the station as the case may be.
4.2.2.7 On-the-job training would cover various identification procedures,
surveillance vectoring for positioning on pilot interpreted final
approach aids, sequencing, delaying action, circumnavigation of
weather on pilots request etc.
4.2.2.8 The controller shall meet the following requirements of knowledge and
skill in so far as they affect the area of responsibility.
i) Airspace structure;
ii) Applicable rules, procedures and source of information;
iii) Air Navigation facilities;
iv) Air Traffic Control equipment and its use;
v) Terrain and prominent landmarks;
vi) Characteristics of air traffic and traffic flow;
vii) Phraseologies;
viii) Separation standards;
ix) strip marking;
x) Weather phenomena;

xi) Emergency and Search and Rescue plans;


xii) Principles, use and limitations of applicable Air Traffic Services
Surveillance Systems (including ADS-B where applicable) and
associated equipment;
xiii) Procedures for the provision of Air Traffic Services Surveillance
Service, as appropriate, including procedures to ensure appropriate
terrain clearance;
xiv) Any other topic considered relevant for provision of Surveillance
service in that unit at that Airport.
4.2.2.9 The Controller shall have demonstrated a level of knowledge
appropriate to the privileges issued, in at least the following additional
subject.
a) Principles, use and limitation of surveillance system (including
ADS-B where applicable) and associated equipment; and
b) Procedures for provision of approach or area control surveillance
services, as appropriate, including procedures to ensure appropriate
terrain clearance, Coordination procedures and Letters of
Agreement with adjacent ATC Centers and Watch taking
over/handing over procedures.
4.2.2.10 Duration of On-the-job-training
Due to limitation in Surveillance equipment, SRAs (Surveillance Radar
Approach) have been withdrawn from many airports. However,
wherever SRAs have been promulgated, it will be mandatory to carry
out 25 SRAs. If simulator exists at the airport, 20 SRAs may be carried
out in simulator and 5 SRAs may be carried out with live aircraft. In the
Approach Control Surveillance rating it will be categorically endorsed
that the controllers is authorised to conduct SRAs.
The period of OJT for initial Approach Control Surveillance / Area
Control Surveillance rating shall be not less than three months but not
exceeding One year during which at least one hundred and eighty hours
training has been completed.
The period of OJT for Approach Control Surveillance rating of ATCOs
who have acquired Area Control Surveillance rating at the station, will
be not less than two months but not exceeding nine months during which
at least one hundred and twenty hours training has been completed, at
the Approach Control Surveillance Unit.
The period of OJT for Area Control Surveillance rating for ATCOs who
have acquired Approach Control Surveillance rating at the station, will

be not less than thirty days but not exceeding four months during which
at least sixty hours training has been completed, at the Area Control
Surveillance Unit.
The period of On-the-job training for Approach Control Surveillance
and/or Area Control Surveillance rating for ATCO having the same
rating for another Station will be not less than thirty days but not
exceeding four months during which at least 60 hours training has been
completed, at the unit for which the rating is sought.
After acquiring initial Area Control surveillance rating as per any of the
provisions contained in para 4.2.2.10.2, 4.2.2.10.4 and 4.2.2.10.5, for
any subsequent Upper (sector) Area Control authorisation where ever
Upper Airspace harmonization exist, a period of not less than 7 days but
not exceeding 2 months, during which at least 15 hours of training has
been completed followed by a practical examination conducted by a
board constituted by ATS incharge.
4.2.3 Examination for Rating
4.2.3.1 The experience specified in 4.2.2.10 shall have been completed within
the 6 month period immediately preceding application for the practical
examination for rating.
Note: The provision in 4.2.3.1 implies that the application for the rating
must be done within 6 months of the completion date of the experience
acquisition, for example, if an ATCO commences his On-the-job training
in the assigned ATC unit on 1st January in Approach control unit and
completes required 180 hours on 31st August i.e. in 8 months period, then
the application for rating board for the ATCO must be made within 6
months of the completion date of the experience acquisition i.e. within six
months from 31st August.
4.2.3.2 After completion of OJT, the trainee will be required to successfully
qualify an assessment process consisting of written examination,
practical examination (on-the-job assessment) and oral tests by a Rating
Board.
4.2.3.3 The written examination will check the controllers knowledge of
specific surveillance equipment, the operating procedures, phenomena
affecting surveillance performance, communication equipment,
coordination, degraded mode of operations, emergency procedures and
any other relevant subject contained in the rating curriculum. It may
consist of one or more papers.
4.2.3.4 It will be necessary for the trainee to qualify in the written examination
before being recommended for the practical examination.

4.2.3.5 An officer who fails to qualify the written examination in the first
attempt shall be given one more chance to appear in the written
examination. If the officer fails to qualify the written examination in the
second attempt, then the officer will be disqualified for surveillance
rating.
4.2.3.6 Practical examination (On-the-job assessment) by an a Rating board is
aimed at assessing the skill, judgment and performance required to
provide a safe, orderly and expeditious surveillance control service.
Where applicable, On-the-job assessment by a Rating board will
include conducting a radar surveillance approach.
4.2.3.7 The oral examination will review the performance of the trainee during
practical and written examination. Controllers knowledge of the
specific surveillance equipment and understanding of the local
conditions will also be assessed.
4.2.3.8 The passing criteria for rating examination is as follows:
1. Written examination: 80%
2. Practical examination: 24
4.2.3.9 An applicant who fails in any examination shall not be permitted to
appear for re-examination within a period of at least two weeks from
the date of examination.
4.2.3.10 An officer who fails to qualify in practical examination by a Rating
Board shall be given additional chance in accordance with section 2.4
of Chapter 2 of this Manual, provided rating is acquired before
completing fifty years of age.
Note: The age criteria of fifty years in 4.2.3.10 is applicable in the case
of first surveillance rating only.
4.2.3.11 An officer declared not eligible for surveillance rating in pursuance of
section 2.4 of this Manual, shall not be considered for Surveillance
rating in future for the unit at that airport.
4.2.3.12 Training incharge will complete the Checklist-1 given in Annexure to
verify that all the requirements of written examination and on-the-job
training are met before conduct of practical examination.
4.2.3.13 The Checklist-1 shall be enclosed along with the recommendation for
conduct of the rating board to ATS incharge for validation. The copy of
verified and validated Checklist-1 shall also be provided to all the rating
board members before the practical examination.

4.2.4 Rating Board


The Surveillance Rating Board constituted by CHQ will consist of
i. ED (ATM) or his nominee,
ii. GM(ATM)/ATS in charge of the airport/ATC Centre,
iii. An ATCO having current surveillance rating of that unit at that
airport/ATC Centre
4.2.4.1 The senior-most officer will act as Chairman of the Rating Board and
will also be responsible for supervision and control of practical
examination delivery to ensures consistency and reliability of testing by
the examiners of the rating board.
4.2.4.2 An OJTI authorized for the unit of the Airport / ATC Centre will take
over the watch in the concerned ATC Unit during the conduct of the
Rating Board.
4.2.4.3 The assessment proforma in respect of each officer examined for rating
will be forwarded by ATS Incharge to ED (ATM) for issue of
authorization letter.
4.2.4.4 ED (ATM) will issue the letter of authorization to the ATCO, to
exercise the privileges of the rating of the concerned unit and a copy of
the same will be forwarded to ED (CAP).
4.3 Validity of Surveillance Ratings
4.3.1 A Surveillance rating will cease to be current when surveillance
controller has not exercised the privilege of the rating for a period of six
months. The name of the officer whose surveillance rating is not current
shall be communicated to the AAI CHQ.
4.3.2 A rating will cease to be valid in the event that sufficient evidence exists
to demonstrate that a controller holding a rating has not performed his
duties in accordance with the prescribed procedures and privileges of
his rating.
4.4 Renewal of Approach Control Surveillance & Area Control
Surveillance Rating
Note 1: The procedure for renewal of Approach Control Surveillance
& Area Control Surveillance Rating will not be applicable for ATCOs
who maintain the recency of their ratings in accordance with para 4.6.
4.4.1 For renewal of Approach Control Surveillance and Area Control
Surveillance Ratings the officer must have valid procedural rating(s) of
the concerned unit at that station.
4.4.2 The officer will work under the supervision of an OJTI/ a suitably

experienced controller authorised by ATS incharge having not less than


1 year of experience in Approach Control Surveillance / Area Control
Surveillance duties at the station of posting, for a period of not less than
ten days but not exceeding two months during which thirty hours of
training has been completed. Additionally the ATCO who is being
reposted at the station after an interval of more than four years will also
have to write and qualify in the written examination as laid down in
Para 4.2.3 above.
4.4.3 Where applicable, a minimum of ten surveillance radar approaches (7
in simulator and 3 with live traffic) shall be conducted for renewal of
Approach Control Surveillance rating with SRA endorsement.
4.4.4 An ATCO who has been issueed Approach Control Surveillance Rating
without SRA endorsement when posted at an airport/ATC centre where
SRA procedures have been promulgated the requirement of 25 SRAs
(20 SRAs in simulator and 5 SRAs with live aircraft) shall be complied
with for acquiring Approach Control Surveillance rating with SRA
authorization.
4.4.5 A Rating board constituted by the ATS in charge shall be convened to
renew surveillance rating. The assessment report of the board along
with the date of renewal of the rating shall be communicated to the
CHQ.
4.5 Privileges of the holder of Approach Control Surveillance & Area
Control Surveillance rating
4.5.1 Subject to validity of the rating, privileges of an officer holding
Approach Control Surveillance & Area Control Surveillance rating
shall be:
i) To provide and/or supervise the provision of approach control
service with the use of surveillance system for the airport/ATC
centre within the airspace or portion thereof under the jurisdiction
of the unit providing approach control service including provision
of surveillance radar approaches, if authorized.
ii) To provide/or supervise the provision of area control service with
the use of surveillance system, within the control area or portion
thereof, for which the ATCO is rated.
4.5.2 Before exercising the privileges indicated above, the officer shall
familiarize with all pertinent and current information for the
airport/ATC centre / unit / airspace of jurisdiction.
4.5.3 Directorate of ATM, CHQ shall issue authorization to the rated

controller to carry out instructions in an operational environment.


4.6 Recency Requirement
4.6.1 Periodical Surveillance duties
4.6.1.1 Officers with Approach Control Surveillance and/or Area Control
Surveillance rating, when posted at airport/ATC centres without any
surveillance unit or any one of the surveillance unit deputed on tour
every six months for Periodical Surveillance duties (PSD), to the
airport/ATC centres at which they had last held such ratings, for the
purpose of maintaining recency requirements of such rating (s).
However, since these controllers are not performing regular duties as
they are away from the station, it will take some time before they regain
their full skill and expertise. In order to safeguard against possibility of
mistakes arising during the performance of surveillance duties by such
officers the following procedure should be followed:-
i. The officers will be deputed on tour to concerned Surveillance
airport/ATC centre/ATC Centres, for performing periodical
surveillance duties for a period of 4 days.
ii. On the first day the officers so deputed will familiarize themselves
with the current operational circulars, procedures etc., paying
particular attention to changes which might have been effected since
their last duty.
iii. From the second day onwards the officers should perform the duties
in the surveillance units for which they hold ratings.
iv. The officers should perform the ATC duties independently and
should take over the log book adding the words on periodical
surveillance duties i.e. Taken over watch (on periodical
surveillance duties).
v. However, such duties should be carried out under the supervision
of an officer belonging to that airport/ATC centre/ATC Centre and
holding current surveillance rating of that unit, who should sign in
the log book along with the officer performing periodical
surveillance duties. The intention of placing the officer to
supervise the periodical surveillance duties performed, is to
safeguard against the possibility of any error occurring which may
affect safety of aircraft operations while performing such duties
after a long break.
vi. The officers performing periodical surveillance duties should,
therefore, be allowed to work by themselves and intervention should

be made only when it is considered that safety/efficiency is likely to


be affected.
vii. If the officer holds surveillance rating for both Approach Control
Surveillance and Area Control Surveillance, then, she/he shall
perform duties for both surveillance units each day.
Note: When the ATCOs have performed duties for recency of
Approach Control Surveillance rating and/or Area Control
Surveillance rating, it is deemed that they have maintained the
recency for their Approach Control Procedural and/or Area Control
Procedural Ratings respectively.
viii. The officers performing Periodical Surveillance in Approach
Control Surveillance unit shall familiarize themselves in Aerodrome
Control unit also.
4.6.2 Periodical Surveillance duties at Stations Implementing New
Automation system
4.6.2.1 To meet the training requirement of the ATCOs Airport/ATC
centres/ATC Centres implementing New Automation System, the
following procedure shall be followed:
i. Training Incharge shall prepare a training module for training on new
Automation system for the ATC Officers intending to perform
periodical surveillance duties, which may be completed in three days
preceding the periodical surveillance duties.
ii. The officers intending to do periodical surveillance duties will be
deputed on tour for a period of three days in addition to the period
specified in para 4.6.1 i) above for training on new automation system.
iii. The automation training and periodical surveillance duties shall be
performed in consecutive seven days.
4.6.2.2 On successful completion of Automation Training/Periodical
Surveillance Ratings, ATS Incharge of the concerned Surveillance
Airport/ATC centres/ATC Centre shall send the report to CHQ.

CHAPTER - 5

ENDORSEMENT OF VARIOUS SYSTEM RATINGS

5.1 ADS/CPDLC TRAINING AND RATING


5.1.1 General
The ADS / CPDLC rating is an authorization for the ATCOs to operate
ADS / CPDLC system for data exchange in ACC / OCC / FIC wherever
equipped with ADS / CPDLC system.
5.1.2 Eligibility for ADS / CPDLC Rating
The ATCOs who either have acquired ACC/OCC rating of that airport
or are being trained towards the issue of ACC/OCC.
5.1.3 ADS / CPDLC Training
Pre-On-the-Job Training
Pre-OJT ADS / CPDLC training will be locally based training
comprising of:
a) Equipment operation procedures
b) ADS contract operation
c) CNS / ATM (ADS) operation phraseology
d) CPDLC message exchange
e) Application of standard separation minima.
f) Weather deviation procedures.
On-the-Job Training
5.1.3.2.1 ATCOs who have acquired ACC/OCC Rating
5.1.3.2.1.1 OJT will be conducted under the supervision of an ADS/CPDLC rated
Instructor / an experienced ADS/CPDLC rated Controller having not
less than 1 year of experience in ACC/OCC and ADS/CPDLC Ratings.
5.1.3.2.1.2 ATC officers will have to undergo on-the-job-training for a period of
10 days or 20 hours whichever is later which shall include duties and
responsibilities of ADS/CPDLC controllers with special emphasis on
how a controller would assist ACC/OCC controllers in handling traffic
by providing timely position report of aircraft.
5.1.3.2.2 ATCOs who are being trained towards the issue of ACC / OCC
Rating
5.1.3.2.2.1 OJT in ADS/CPDLC for ATCOs who are being trained towards the
issue of an ACC/OCC Rating shall be integrated within the prescribed

period for OJT for ACC/OCC/ Rating.


5.1.4 Examination Procedures:
For ATCOs who have acquired ACC/OCC Rating:
5.1.4.1.2 On completion of on-the-job-training and successfully passing the
written examination with minimum 70% marks, the ATC officer will
be assessed on-the-job and Viva-voce by a Rating board constituted by
GM (ATM)/ATS Incharge.
Note: An ATC officer who fails to qualify in the written or On-the-job
and viva-voce examination will be given one more chance. The ATC
officer may be considered for a third chance in On-the-job examination
if the assessment board specifically so recommends.
For ATCO who are being trained towards the issue of ACC/OCC
Rating
5.1.4.2.1 The examination for ADS/CPDLC for the ATCOs who are being
trained towards the issue of an ACC/OCC Rating will be integrated
with ACC/OCC Rating. The written, on-the-job and viva-voce
examination for issue of ACC/OCC will also include required elements
of testing of ADS/CPDLC. While issuing the rating for ACC/OCC
Rating, they will also be issued rating for ADS/CPDLC.
5.1.5 Withdrawal of ADS / CPDLC Rating
a) An ATC officer who fails to exercise the privilege of ADS/ CPDLC
rating within a period of 180 days will lose the privilege of
exercising the ADS/CPDLC rating. However, this procedure will
not be applicable for officers who maintain the recency of their
ratings in accordance with para 4.6 of Chapter 4 of this manual.
b) If an ATC officer is involved in an accident / incident while
performing duties in an ATC unit utilizing ADS/CPDLC, then his
ADS/CPDLC rating will also be withdrawn along with rating of that
unit.
5.1.6 Renewal / Revalidation of ADS / CPDLC Rating
Renewal for ADS/CPDLC Rating should normally be integrated with
the renewal of ACC/OCC/FIS Rating. The procedures for the renewal
of ADS / CPDLC rating for the controllers who acquired ADS/CPDLC
rating earlier than 30.11.2012 and had not held ACC/OCC/ Rating or
their ADS/CPDLC rating was withdrawn in accordance with
procedures in 5.1.5 are as appended below:
a) The ATC officer will undergo one week OJT on the equipment for
familiarization.
b) On completion of OJT the ATC officer will be assessed by a Rating
board constituted by GM (ATM)/ATS Incharge.

5.2 ADVANCED-SURFACE MOVEMENT GUIDANCE AND


CONTROL SYSTEM (A-SMGCS) / SURFACE MOVEMENT
RADAR (SMR) TRAINING AND RATING
5.2.1 General Procedure
Advanced-Surface Movement Guidance and Control Systems (A-
SMGCS)/ Surface Movement Radar (SMR) aims to help in the
detection and display of the movement of all aircraft and vehicles on
the manoeuvring area in a clear and unambiguous manner, especially
during reduced visibility conditions or at night, when it is difficult to
detect and identify aircraft and vehicles with the naked eye from the
Aerodrome Control Tower, particularly from a long distances and/or
with a restricted view. To enable the safe and efficient use of the A-
SMGCS/SMR tools, aerodrome controllers shall have to be properly
trained and rated.
5.2.2 Eligibility for A-SMGCS/SMR Rating
The ATCOs who either have acquired Aerodrome Control Rating of
that airport or are being trained towards the issue of an Aerodrome
Control Rating.
5.2.3 A-SMGCS/SMR Training
Pre-On-the-Job Training
5.2.3.1.1 Pre-OJT will be locally based training comprising of:
i. Understanding of A-SMGCS /SMR equipment and limitations;
ii. A-SMGCS /SMR setting procedures
iii. Standard operating procedures for A-SMGCS and local
implementation issues, including co-ordination between Tower
and Apron Management Service personnel (as applicable) and
involvement of vehicle drivers;
iv. Interpretation of alerts where available and resolve conflict
situations.
On-the-Job Training
5.2.3.2.1 For ATCOs who have acquired Aerodrome Control Rating
5.2.3.2.1.1 OJT will be conducted under the supervision of an A-SMGCS/SMR
rated Instructor / an experienced Aerodrome Controller not less than 1
year of experience in Aerodrome Control and A-SMGCS/SMR
Operations.
5.2.3.2.1.2 OJT shall be comprised of integration of practice of previously
acquired job-related routines and skills in live traffic situation. This

shall include
i. Building-up user confidence
ii. Use of A-SMGCS/SMR to optimise control activities.
iii. Resolution of alerts where available and taking action to resolve
conflict situations.
5.2.3.2.1.3 When A-SMGCS/SMR is commissioned at an airport, the Executive
Director (ATM), subject to recommendation of ATS-Incharge, may
authorize an OJTI to impart training in A-SMGCS/SMR.
5.2.3.2.1.4 The minimum period of OJT for ATCOs who have held Aerodrome
Control Rating of that airport, is 5 days during which 10 hours training
shall be completed.
5.2.3.2.2 For ATCOs who are being trained towards the issue of an
Aerodrome Control Rating:
5.2.3.2.2.1 OJT in A-SMGCS/SMR for ATCOs who are being trained towards the
issue of an Aerodrome Control Rating shall be integrated within the
prescribed period for OJT for Aerodrome Control Rating.
5.2.4 Examination Procedures:
5.2.4.1 For ATCOs who have acquired Aerodrome Control Rating:
5.2.4.1.1 After completion of OJT, the trainee will be required to pass a rating
examination consisting of written, on-the-job and oral test.
5.2.4.1.2 On successful completion of written test with minimum 70% marks,
ATCO will be assessed by an assessment board constituted by GM
(ATM)/ATS Incharge..
5.2.4.1.3 An ATCO who fails to qualify the written /practical and oral
examination will be given one more chance. He may be considered for
third chance in on-the-job examination if the Rating board specifically
so recommends.
For ATCO who are being trained towards the issue of an
Aerodrome Control Rating:
5.2.4.2.1 The examination for A-SMGCS for the ATCOs who are being trained
towards the issue of an Aerodrome Control Rating will be integrated
with Aerodrome Control Rating. The examination for issue of
Aerodrome control will also include required elements of testing of A-
SMGCS/SMR. While issueing the rating for Aerodrome Control
Rating, they will be also issueed rating for A-SMGCS/SMR.

5.3 AUTOMATIC DEPENDENT SURVEILLANCE BROADCAST


[ADS-B (OUT)] TRAINING & RATING ENDORSEMENT
5.3.1 General Procedures
ADS-B is a broadcast surveillance system with air-to-ground (aircraft
to ATS) and air-to-air (aircraft to aircraft) applications. ADS-B
avionics broadcast identification, position, altitude, velocity and other
data automatically about every half second. The system depends on
other aircraft systems, such as a barometric encoder and global
navigation satellite system (GNSS) equipment for the data.
The surveillance data from ADS-B ground stations are being
appropriately integrated into the ATS Automation systems at different
ATC centres to provide enhanced surveillance and situational
awareness for the Air Traffic Controllers. Since this involves the
introduction of a new surveillance technology and consequent changes
to the symbology of surveillance position symbols as well as minor
changes in phraseology, the Air Traffic Controllers involved at
providing, Air Traffic Surveillance Service shall have to be properly
trained and rated.
The implementation of ADS-B surveillance service is envisaged to be
used either as Radar and ADS-B combined surveillance environment
(RAD) or as Stand-alone ADS-B environment (NRA).
5.3.2 Eligibility for ADS-B training
The ATCOs who either have acquired surveillance rating of that airport
or are being trained towards the issue of a surveillance rating.
5.3.3 ADS-B training
Pre-On-the-Job Training
5.3.3.1.1 Pre-OJT will be locally based training comprising of:
a) Understanding of ADS-B Technology, principles of operation and
limitations;
b) Operational use of ADS-B surveillance data/information in the
provision of surveillance service
c) Surveillance Situation display symbology for ADS-B alone and
fused tracks;
Note: The ATCOs who have successfully completed the RCAP with
ADS-B/MLAT module at CATC can be exempted from elements a)
and b) of the theoretical training above. However, Situation display
Symbology [element c)] specific to the automation system of the station
shall be mandatory part of the training module.

On-the-job training
5.3.3.2.1 OJT in ADS-B for ATCOs who are being trained towards the issue of
a surveillance rating shall be integrated within the prescribed period for
OJT for that surveillance rating in accordance with provisions in
Chapter 4 of this manual. No separate endorsement for ADS-B will be
required for such ATCOs after successfully qualifying in the
assessment board for surveillance rating.
5.3.3.2.2 For ATCOs who have already acquired the surveillance rating of that
airport but have not been assessed for ADS-B during their Rating
assessment board will undergo familiarization on ADS-B under the
supervision of an OJTI/Experienced ATCO rated/endorsed in the
surveillance unit with ADS-B for a period of ten hours.
5.3.3.2.3 ATCOs who are being trained towards the issue of a surveillance rating
with standalone ADS-B surveillance environment (NRA) will undergo
OJT in accordance with provisions in Chapter 4 of this manual.
5.3.4 Examination Procedure
Examination procedure for ADS-B for ATCOs covered in para
5.3.3.2.1 above will be integral part of their surveillance rating
assessment in accordance with chapter 4 of this manual.
5.3.4.2 ATCOs covered in para 5.3.3.2.2 above will be separately assessed for
endorsement of ADS-B by an assessment board of three members
constituted by the ATS incharge of that station consisting of atleast one
member either rated/endorsed in the surveillance unit with ADS-B.
5.3.4.3 The assessment by the assessment board shall include on-the-job
assessment and viva-voce to test the knowledge and application of
ADS-B in the provision of Surveillance services.
5.3.4.4 Where ADS-B surveillance information is integrated in the automation
system with radar information (RAD) and ADS-B surveillance
information is presented in the jusrisdiction of both the surveillance
unit i.e. Approach Control Surveillance system and Area Control
Surveillance system, on the situation display, then the assessment shall
be conducted on any one surveillance unit.
5.3.4.5 ATCOs holding the surveillance rating of only one unit, shall be
assessed for endorsement on the unit for which they are rated provided
that the ADS-B surveillance information is presented in the
jusrisdiction of that unit on the situation display.
5.3.5 ADS-B Training and rating at stations where a new standalone
ADS-B surveillance unit (NRA) is established.
Two ATCOs nominated by CHQ (preferably OJT Instructor), posted
at these airports and who hold valid procedural Approach and/or ACC

(or Lower ACC) rating of the station and a valid RSR and/or ASR rating
for any other station will be deputed for simulator training as
mentioned below at Ahmedabad /Chennai/Kolkata simulator for five
days:
Day Training / evaluation (total 17 hours)
1. ADS-B theory module# (4 hr) + familiarization (2 hr)
2. Simulator training (1hr), written examination on ADS-B
Theory module (2 hr)
3. Simulator training (3 hr) (station specific airspace adaptation)
4. Simulator training (3 hr) (station specific airspace adaptation)
5. Evaluation on simulator (1 hr)

Note: ATCOs who have successfully completed the RCAP (with ADS
-B / MLAT training module) course at CATC are exempted from ADS
-B & Multilateration theory module and examination.
On successful completion of the theoretical and simulator training,
these ATCOs will undergo on-the-job training under the supervision of
an experienced Surveillance Controller/OJTI designated by CHQ, in
Approach/Area control as the case may be, for a period mentioned in
4.2.2.10.5 with a focus on operational use of ADS-B surveillance
data/information, surveillance situation display systems symbology
for ADS-B standalone and/or fused tracks.
On completion of OJT, these ATCOs will be assessed on-the-job by a
rating board constituted by CHQ with atleast one member having a
surveillance rating with ADS-B. On successfully qualifying in the
assessment, these ATCOs will be duly rated for the operational use of
ADS-B in Approach/Area control in combined radar and ADS-B
surveillance information or standalone ADS-B surveillance
information, as is applicable,.
These ATCOs after rating will be deemed instructors and will impart
on-the- job training to other ATCOs in accordance with Chapter 4 of
this manual.
The examination procedure for other ATCOs at these stations will be
in accordance with Chapter 4 of this manual.

CHAPTER - 6

EXAMINATION AND EXAMINERS

6.1 General
6.1.1 A rating examination shall be held after the air traffic controller has gained
sufficient competence and skill to deal with various situations in handling air traffic
independently. The rating examination shall consist of:
a) A written examination
b) A practical examination (On-the-Job Assessment) by a Rating board
c) An oral examination
6.2 Written examination
6.2.1 A written examination of about three hours duration shall be conducted to
test knowledge of various requirements of the job appropriate to the ATC rating for which
examination is being conducted.
6.2.2 Training Incharge shall establish and implement the procedure for
developing and reviewing the question bank on feedback from trainee controllers,
examiners instructors etc. Procedure shall be established for securing the question bank.
The procedure shall be in Manual of Station Level Training and Rating-Part 2.
6.2.3 The examination paper should be developed from the question bank
maintained and record be maintained of each and every examination paper.
6.2.4 An examiner for a written examination shall be a person assigned with the
task of developing, conducting or correcting the examination paper, shall:
a) preferably be an OJTI with atleast two years experience as OJTI, or
b) be the senior most ATCO with a valid ATC rating of that unit and
c) be assessed for skill to develop/conduct/correct the examination
paper by the training Incharge through developing/correcting sample
examination paper.
6.2.5 Training Incharge may constitute a panel of ATCOs headed by the senior
most OJTI of that unit and comprising of the members meeting the requirements in 6.2.4
for developing and reviewing a question bank for the written examination for that unit.
6.2.6 The question bank should contain subjective type (Long and short answer)
questions; objective type (multiple choice, fill in the blanks, true or false etc.) to check the
understanding of the concept and procedures, ability to remember relevant data; questions
on pictorial presentation of some important information, features and data; traffic scenarios
to resolve conflicting situations and where possible simple case studies to check the

decision making on the knowledge acquired.


6.2.7 While developing a question paper from a question bank, care must be taken
to give weightage to the topics according to their relevance and importance and distribute
the marks accordingly. Questions requiring reasoning and analysis should normally get
more weightage.
6.2.8 The panel of examiners should develop a procedure of feedback from the
trainee controller, examiners and instructors periodically and as and when required but at
least once in a year to revise the question bank.
6.2.9 The questionnaire or the question papers should be revised frequently from
the question banks to avoid repetitions where possible.
6.2.10 Training Incharge or his representative will prepare the question paper from
the question bank and will designate examiner meeting the requirement in para 6.2.4 to
evaluate the answer book.

6.3 Practical examination


6.3.1 ATS Incharge at airports and ATC Centres will conduct practical
examination (on-the-job assessment) including oral examination as provided in para 3.5.12
and will arrange for conduct of practical and oral examination by a rating board constituted
by ED (ATM) in accordance with para 3.5.14.
6.3.2 GM (ATM) region will conduct practical examination (on-the-job
assessment) including oral examination in accordance with para 3.5.13. ATS Incharge at
these airports will arrange for conduct of the examination.
6.3.3 The examiners meeting the requirements in para 3.5.12.1, 3.5.13.1, 3.5.14.1
and 4.2.4 will be designated by the respective authority for conduct of practical examination
for the duration of examination.

CHAPTER - 7

SELECTION, DUTIES & RESPONSIBILITIES OF ON-THE-JOB


TRAINING INSTRUCTORS (OJTI)

7.1 Introduction
7.1.1 An important and necessary aspect of an OJT Instructors work is the
ability to train new recruits on the job - an apprenticeship that can take
months. The OJTI is required to take on the essential responsibility as
mentor and coach. The aim of OJTI is to train and supervise controllers
to transfer their own skills, knowledge and techniques when conducting
the on-the-job training to trainee air traffic controllers in an efficient
and effective manner to achieve optimum results in a short period of
time whilst ensuring safe, orderly and expeditious flow of traffic. Since
the output of one unit is the immediate input to the other unit the
controllers at the receiving unit is the first one to feel any shortcomings
in the training. The reaction time in ATS units is within a span of
seconds, thus the quality of training is an important area to be addressed
to ensure safe and smooth operation. The OJTIs are required to conduct
class room training through lectures, presentations, discussions on case
studies etc. the OJTIs are also tasked to evaluate the progress of the
trainees and conduct counseling session as appropriate.
7.2 Selection Criteria
7.2.1 GM (ATM)/ ATS Incharge of the Airport/ATC centre shall prepare a
panel from amongst the ATCOs in the grade of Junior Executive, Asstt.
Manager, Manager, Sr. Manager, Asst. GM, Dy. GM and Jt. GM, for
selection of OJT instructors meeting the following criteria:
Note: If an ATCO shortlisted by GM (ATM)/ATS Incharge of the
Airport/ATC centre in the panel does not want to be considered for
OJTI selection or is unwilling, then, he/she shall apply for the same in
writing, citing the reason for unwillingness to the GM (ATM)/ATS
Incharge. GM (ATM)/ATS Incharge shall forward their application
with their comments/recommendation to ED (ATM) for further action
which may include to consider these officers having unwillingness for
taking higher responsibility for their career progression.
7.2.2 For selection as OJTI (Procedural), the ATCO shall have;
a) performed active ATC duties for a minimum of one year in the
concerned unit after acquiring the rating;
b) performed active ATC duties for a minimum period of 3 months

in the concerned unit, after the revalidation of the rating of the


concerned unit at that airport/ATC centre;
c) an incident free record for a period of two years immediately
preceding the date of appointment as instructor.
d) Has not been awarded Does not meet requirement or Needs
Improvement in specified area grade in any proficiency
assessment during the last one year.
Note 1 . The one-year period in sub-paragraph (a) above
represents an absolute minimum experience level that may be suitably
extended in certain more complex operational environments.
Note 2. The proficiency check proforma for the last one year should
be enclosed with Form A enclosed in this manual
7.2.3 For selection as OJTI (Surveillance), the ATCO shall have:
a) at least 5 years experience as an air traffic controller with valid
rating(s);
b) current ratings for corresponding procedural ATC units for the
aerodrome concerned; and
c) performed active ATC duties in Approach Control Surveillance
unit or Area Control Surveillance unit or both for a minimum
period of 2 years after acquiring rating of the concerned unit.
d) shall have performed active ATC duties in Approach Control
Surveillance or Area Control Surveillance or both for a minimum
period of 6 months after the revalidation of the rating of the
concerned unit at that airport/ATC centre.
e) An incident free record for a period of two years immediately
preceding the date of appointment as instructor.
f) Has not been awarded Does not meet requirement or Needs
Improvement in specified area grade in any proficiency
assessment during the last one year.
Note: The proficiency check proforma for the last one year should be
enclosed with Form A enclosed in this manual.
7.2.4 ATS Incharge along with SQMS Incharge and Training Incharge where
applicable, shall assess these officers before recommending their
names to CHQ for assessment by CHQ constituted board.
7.2.5 While recommending the ATCOs for selection who fulfill above
criteria, the ATS in charge shall also take into account, that the ATCO:

a) Has a sound knowledge of ATC procedures, rules, regulation and


their application;
b) has a proven track record of working confidently in peak traffic
period with adequate exposure to unusual situations such as aircraft
emergency, priority handling, bad weather situation, VVIP
handling etc.;
c) has an aptitude for imparting training and counselling;
d) possesses effective communication skill, which includes listening,
questioning, class room training, creativity and making
presentations; and
e) should have high personal integrity, discipline, credibility,
transparency, resilience, empathy, analytical skill, assertiveness,
and planning skill for training session.
7.3 Selection Process
7.3.1 ED (ATM) at CHQ will constitute a board to conduct viva-voce and to
make a final selection amongst the panel of ATCOs as drawn above.
7.3.2 The board for conducting the viva-voce and assessment for Mumbai/
Kolkata/ Delhi/ Chennai/ Hyderabad/ Bangalore/ Guwahati/
Ahmedabad/ Varanasi/ Mangalore/ Nagpur/ Trivandrum/Cochin
/Lucknow Airport will be constituted by CHQ and will comprise the
following officers:
i. ED (ATM) or his nominee Chairman
ii. GM (ATM-SQMS) or his nominee Member
iii. GM(ATM) /ATS In Charge of Airport/ATC Member
Centre
iv. DGM/Jt. GM (Trg.)/ Training Incharge Member
Note1: In case the nominee of ED (ATM) is GM/Jt. GM/DGM, the
senior most officer shall act as the Chairman of the board.
Note 2: Training Incharge of the station will provide information on
past training activities/performance of the candidate to the board
during selection of OJTIs.
7.3.3 The board for conducting the viva-voce & assessment for other
Airports/ATC Centres will be constituted by CHQ and will comprise
the following officers:
i. ED (ATM) or his nominee Chairman

ii. A member from concerned regional office or Member


airports nominated by CHQ

iii. ATS in-charge Member

iv. Training Incharge Member

Note1: In case the nominee of ED (ATM) is GM/Jt. GM/DGM then the


senior most officer shall act as the Chairman of the board.
Note 2: Training Incharge of the station will provide information on
past training activities/performance of the candidate to the board
during selection of OJTIs.
7.3.4 In exceptional circumstances, ED (ATM) may constitute the board
consisting of members other than mentioned in para 7.3.2 and 7.3.3
above.
7.3.5 After examination / viva-voce, Assessment pro-forma for selection of
OJTI i.e., Form B (Annexure-1) shall be filled and forwarded to
CHQ along with appropriate comments of the Board.
7.3.6 At airports (particularly smaller and tenure stations) where no OJTI has
been selected by duly constituted CHQ board, the senior most ATCO
with all the rating of that station shall impart on-the-job training at that
airport. The airport where senior most rated ATCO is also
acting/officiating as Airport Director, the next senior most officer with
all the ratings of that airport may be authorized by the ATS Incharge to
impart on-the-job training.
7.3.7 At Airports/ATC Centres, particularly smaller and short duration
tenure stations where OJTIs have not been selected by duly constituted
CHQ board, GM (ATM- Region) after proper evaluation shall authorise
the senior most ATCO with all the ATC ratings of that airport to act as
an OJTI.
7.4 Terms of Assignment
7.4.1 An ATCO selected as OJT Instructor based on the above selection
procedure will be authorized to discharge the duties and functions of
OJTI for a period of two years from the date of authorization.
7.4.2 The OJTI may be required to undergo and successfully complete the
Instructional Technique course at CATC, Allahabad or any other
training centre.
7.4.3 During OJT the progress of trainee should be regularly assessed and
recorded in accordance with Unit Training Plan. Assessment is a
process of gathering of evidence about the trainees performance to
determine how they are progressing with their training and to identify
any shortcomings that need to be addressed. All the objectives of the

training must be assessed and the process fully documented to provide


evidence of the trainees performance.
7.4.4 OJTI evaluation report provided in unit training plan shall be used by
OJTIs to record their observations of the performance and progress of
the trainee. A report of the trainees performance on OJTIs evaluation
report should be recorded at an interval decided in Unit Training plan
to enable ATS in-charge/ Training Incharge to determine his/her
strengths, weaknesses and level of competence.
Note: The OJT phase is a time when trainees knowledge and
understanding of the application of local ATC procedures should be
reinforced. OJTIs should question students during the pre-brief and
explain the use of procedures if students are unsure of their application.
This should also be done during de-brief if the trainees performance
indicates a lack of knowledge of ATC procedures or misunderstanding
of their application.
7.5 Withdrawal and Restoration of OJT Instructorship
7.5.1 ED (ATM) may withdraw the authorization of OJT instructorship at
any time:
a) if the performance of the OJTI in the proficiency check needs
improvement in specified areas or does not meet requirement;
b) if the performance of the OJTI is reported to be unsatisfactory as an
instructor;
c) if the OJTI is involved in an ATC incident or accident where the
safety of the aircraft was compromised;
d) if based on a report from GM (ATM)/ ATS Incharge of the
airport/ATC Centre, in the opinion of the ED (ATM) the OJTIs
performance or conduct is contrary to the attributes required for an
OJTI.
7.5.2 OJT instructorship may be restored on the directives of ED (ATM),
CHQ if the OJTI is not found blame worthy for the incident/accident
by the investigating authority.
7.6 Renewal of OJT Instructorship
7.6.1 For renewal of authorization of OJT Instructorship the candidate must
have exercised privileges of OJTI for at least 125 hours during every
six month term during two year validity of the previous approval. Any
period of exercising privileges of OJTI less than 125 hours must have
justification from ATS Incharge.

7.6.2 Authorization of the OJT Instructorship may be renewed for a period


of maximum two years by ED (ATM) subject to recommendation of
ATS in-charge of the aerodrome.
7.6.3 GM (ATM)/ATS in-charge of the aerodrome shall take into account the
following points before recommending the names of OJTI for renewal
of the OJT Instructorship.
i) The performance of the OJT Instructor in proficiency check during
the preceding two years. The proficiency check proforma for the
last two years for the unit for which authorization is sought should
be enclosed with Form A enclosed in this manual.
ii) Interest and initiative shown by the OJTI in imparting training in
ATC units during peak traffic period.
iii) Total number of ATCOs trained and rated during the preceding one
year.
iv) Conduct, discipline and behaviour of the OJTI should not be
reported contrary to being a good officer and a leader.
7.6.4 The OJT Instructorship will be renewed only once and thereafter the
renewal of instructorship will be subjected to selection process
described in para 6.3. However, due consideration will be given to
her/his experience of past instructorship.
7.6.5 The names of the OJT Instructors whose performance during the
preceding one year is not found satisfactory shall not be recommended
for renewal and such cases be intimated to CHQ in writing.
7.7 Deputation of OJT Instructors to CATC
7.7.1 OJT Instructors may be deputed on tour to CATC Allahabad/other
training centres as and when required to meet any specific requirements
of a training program.
Note: Form-A Application Proforma and Form-B Assessment
Proforma for selection/ renewal of OJTI are placed in Annexures.

(TRAINING)
8.1 Selection Criteria
8.1.1 The selection of Jt.GM/DGM (Training) shall not be on the basis of
seniority alone but on the basis of suitability of the candidate for the
posts on the basis of experience, professional competency & attitudinal
attributes.
8.1.2 Following knowledge, skills, and abilities (KSA) shall be considered
for selecting candidate for the post of Jt. GM/DGM (Trg.). These KSAs
shall include but not limited to:
i) Problem solving and analytical ability (Both ATC & system
related);
ii) Planning and organizing (Training, workshops or any other
activities related with ATM training);
iii) Decisiveness (as a senior, supervisor and Instructor) on ATM
related issues;
iv) Judgement (as an ATCO, Instructor, Supervisor, Team leader
etc.);
v) Communication skill (as an ATCO, Instructor, Supervisor, Team
leader etc.);
vi) Their contribution as an individual or as a team to achieve the goal
set by the management;
vii) Any special achievement during past 23 years;
8.2 Experience
8.2.1 Following experience shall be considered for selecting candidate for
the post of Jt. GM/DGM (Trg.). These experiences shall include but not
limited to:
i. All procedural and radar ratings of the airport concerned.
ii. At least two years experience as WSO/ OJTI at present
Airport/ATC Centre or any other major airport or ATC Centre/
Instructor at CATC Allahabad or any other training centre;
iii. Preparation of any ATM related documents viz., SOPs, Manuals
etc.
iv. Any initiative shown by the individual in the way of change /
amendment of existing procedure to enhance
capacity/efficiency;

v. Any initiative by the individual to enhance safety in the existing


system by suggesting new measures.

8.2.2 ED (ATM), depending upon candidates past experience may relax
criterion enumerated in sub para 8.2.1 i), & 8.2.1 iii).
8.3 Selection Process
8.3.1 ATS Incharge will prepare a panel of all the eligible ATCOs and
forward their name along with recommendation to ED (ATM) for
selection process.
8.3.2 ED (ATM) will constitute a board to conduct a vivavoce and to make
a final selection amongst the panel of eligible ATCOs as drawn above.
8.3.3 The board for conducting the vivavoce and assessment will comprise
the following officers:
i. ED (ATM) or his nominee Chairman
ii. GM (ATM-SQMS) or his nominee Member
iii. GM(ATM) of Airport/GM (ATM)-Region Member
or a member nominated by ED (ATM)
Note1: In case the nominee of ED (ATM) is GM/Jt. GM/DGM, the
senior most officer shall act as the Chairman of the board.
8.4 Duties & Responsibilities of Jt. GM/DGM (Training)
8.4.1 Duties and responsibilities of Jt. GM/DGM (Training) shall include
following:
i. Organize training of ATCOs at the airport so that the
requirement of trained ATCOs at the station is met.
ii. Coordinate with Jt. GM (SQMS) during roster preparation for
uninterrupted training process.
iii. Ensure that training documents for various ATS units are
prepared and made available to ATCOs for their use and
updating of such notes all the times.
iv. Conduct simulator training of ATCOs before they are exposed
to live traffic or to give practice for handling busy traffic
scenario in simulator.
v. Maintain proper records of training and rating of ATCOs.
vi. Exercise proper supervision of the OntheJob Training
sessions which are being imparted by OJTIs. Keep record of all
OJTIs and monitor performance of OJTIs and submit a monthly

vii. Organize rating examinations for grant of rating in coordination
with GM (ATM).
viii. Submit monthly return of the training/rating of ATCOs
to CHQ.
ix. Conduct performance/proficiency checks of ATCOs as per
CHQ instructions/guidelines.
x. Analyse and review the safety aspect of incidents after each
occurrence with the controller during conduct of monthly
refresher/sensitization course for ATCOs.
xi. Any other function assigned by GM (ATM) of the airport or GM
(ATMRegion) for field station not headed by GM (ATM) &
GM (ATM-HRD).
8.5 Validity
8.5.1 The selection of Jt. GM / DGM (TRG) will be valid for 2 years from
date of selection which may be renewed for maximum of two years
subject to recommendations of GM (ATM) of the Airport or GM
(ATM-Region) for field stations not headed by GM (ATM) and
approved by ED (ATM).

CHAPTER-9

RECORD KEEPING

9.1 Organization of records


9.1.1 The ATS Incharge of an ATC centre/Airport shall maintain all the records
related to the training and rating of each individual in a separate file containing personal
details of the individual, Class 3 medical assessment (for ATCOs), ELP assessment,
training records, assessment proforma, written and practical test results, all the
correspondences in respect of individuals training and ratings/permissions in
chronological order and any other document related to the ATCOs rating/ASOs
permission.
9.1.2 The ATS Incharge shall establish and implement a system to ensure
confidentiality and security of individual records.
9.1.3 The ATS Incharge shall ensure that all the records are kept updated.
9.1.4 It is also important to maintain a backup system of records to ensure
continuity in case of a major disaster. When the records are fully computerized, it is
important to back up the data on a regular basis and to securely store backup data on a
different system or media.
9.1.5 If the record system is fully or partially paper-based, it may be very
difficult to maintain a complete backup system and to keep it up to date. In such cases,
a backup of essential information such as, requisite qualification, test results, rating
details and recency requirements should atleast be maintained and secured in an
alternative location.
9.2 Retention of records
9.2.1 The training and rating record in paper format for each individual shall be
kept for a period of five years and in electronic format until five years after the transfer
of the individual from that ATS centre or separation of the individual from organisation.
9.3 Archiving of records
9.3.1 The ATS Incharge shall establish procedures for archiving personal
records that are non-active. It is recommended that inactive records be kept for at least
five years before they are destroyed. The procedures on archiving of records should also
be consistent with the general archiving requirement of Airports Authority of India and
regulators.
9.4 Records to be maintained
9.4.1 Airports and ATC centres where air traffic services are provided by

Airports Authority of India shall maintain separate files for each ATCO containing the
records of that individual pertaining to training, rating and endorsements in an ATS
unit.
9.4.1.1 The individual files of each ATCO at place of posting shall contain atleast
the following documents:
1) Personal details of ATCO
2) Class 3 Medical assessment certificate with validity,
3) English Language proficiency certificate with validity,
4) Training record:
a. Training undergone at a training organisation related to ATS
unit rating, with result (mark sheet, certificate, Examiners
remarks/comments) and
b. Training undergone at the airport/ATC centre of posting with
result, (Mark sheet, certificate, Examiners remarks/comments)
and training log, assessment records, counselling records etc.
and where applicable, authorisation to perform independent
duties in the concerned ATS unit.
c. Refresher training/ recurrent training/remedial training etc.
attended (date and topic).
5) Records related to selection, renewal, upgrade, withdrawal,
removal as On-the job instructor, with name of unit and validity
6) Records mentioned in 4) and 5) above shall be forwarded by the
ATS Incharge in electronic format as applicable, to ED (CAP).
7) Any other correspondence related to training, rating, recency,
proficiency etc.
9.5 Transfer of records
9.5.1 On transfer of ATCO, ATS incharge shall transfer following records to
the next station of posting:
1) ATCOs Personal Details,
2) Certificates of training course(s) attended at
CATC/HTC/NIATAM related to ATC unit ratings,
3) Rating details with last date of active ATC duties,
4) In case of Periodical Surveillance Duties (PSD), dates of last PSD
duties with name of ATC unit and station,

INSTRUCTIONS FOR FILLING UP THE RATING ASSESSMENT PROFORMA


1. A controller is assessed in following 4 Areas of Performance:
P1 Safety
P2 Skill
P3 Maintaining Attention, Situation Awareness and Sector Work Load and
P4 Knowledge

2. Grading method.

2.1. Each performance identifier (PI) is serially numbered and carries mark(s) as
indicated in appropriate cell of the table.
2.2. Grades in Grey columns carry Negative Mark (s).
2.3. Only one grade is to be circled against one performance identifier (PI).
2.4. Performance identifiers in tables P2, P3 and P4.
The mark(s) in a cell of the these tables will be assigned as per achieved objective
for a task enumerated in following Grade System:
Grade A: When Objective is achieved on all occasions
Grade B: When Objective is achieved except on one occasion
Grade C: When Objective is achieved except on two occasions
Grade D: When Objective is achieved except on three occasions
Grade E: When Objective is achieved except on four occasions or more or
there is undesired state
2.4.1 Scoring in identifiers in Table P4- Knowledge, will be subject to demonstration of
controllers knowledge while performing on the job as well as Viva-voce at the end of
check.
