METODOLO[KI OBJASNUVAWA

Izvori i metodi za pribirawe na podatocite

Podatocite za brojot na vraboteni, prika`ani vo Godi{nikot, se dobieni vrz osnova na "Izve{tajot za
vraboteni i plati", {to se pribira od izbrani delovni subjekti kako i nivnite edinici vo sostav koi vr{at dejnost
vo razli~ni op{tini vo Republika Makedonija.

Opfat
Od 2003 godina, polugodi{noto istra`uvawe za vraboteni i plati, Trud.1, premina od polugodi{na vo
godi{na periodika na sproveduvawe i obrabotka. So ova istra`uvawe se opfa}aat delovnite subjekti od site oblici
na sopstvenost. Vo 2004 godina, za prvpat, vo brojot na vrabotenite se vklu~eni i vrabotenite od Ministerstvoto za
odbrana i Ministerstvoto za vnatre{ni raboti.
Pri sproveduvaweto na godi{noto istra`uvawe za vrabotenite i platite, se primenuva t.n. "teritorijalen
princip na nabquduvawe" so koj op{tinata e zemena kako osnovna teritorijalna edinica. Toa zna~i deka dokolku
delovniot subjekt ima svoi delovni ili rabotni edinici nadvor od teritorijata na op{tinata kade {to e sedi{teto
na delovniot subjekt, vo svojot izve{taj ne prika`uva podatoci za ovie svoi edinici, bidej}i tie se dol`ni da
dostavat svoj poseben izve{taj. Delovnata ili rabotnata edinica ja prika`uva dejnosta {to ja izvr{uva, a ne dejnosta
na delovniot subjekt na koj pripa|a.

Definicii
Pod poimot "vraboteni" se smetaat site lica koi imaat zasnovan raboten odnos so delovniot subjekt, bez
ogled dali rabotat na neopredeleno ili na opredeleno rabotno vreme, kako i toa dali rabotat polno ili pokuso od
polnoto rabotno vreme.
Vo brojot na vrabotenite ne se vklu~eni licata koi samostojno vr{at dejnost-profesija kako i individualnite
zemjodelci.

NOTES ON METHODOLOGY

Sources and methods of data gathering

Data for employees listed in the Yearbook are provided from the "Report on Employees and Wages" which have been
gathered from business subjects and from their working units which performed activity in different municipalities in the Republic
of Macedonia.

Scope
From 2003 Semi-annual Survey on employees and wages change the semi-annual to annual periodicity of carrying out
and processing the data. This research cover business subjects from all types of ownership. For first time in 2004 in number of
employees are included employees from Ministry of Defence and Ministry of Internal Affairs.
The "territorial survey principle" is adopted for the purposes of carrying out annual research on employees and wages,
where the municipality is taken as the basic territorial unit. If the business subject has had subsidiaries or working units outside the
municipal territory where the head office is located, then its reports do not include data for such units, since they have to deliver
their own particular report. The subsidiary or working unit presents the activity which it has performed, but not the activity of the
business subject it belongs to.

Definitions
Employees are considered to be anyone officially employed by business subject, regardless of whether the position is for
a indefinite or definite period, and regardless of whether the individual is employed full or part-time.
In the number of employees are excluded persons who work on their own business-profession and individual farmers.

Izvori i metodi za pribirawe na podatocite

Anketata za rabotnata sila e eden od osnovnite izvori na informacii za osnovnite kategorii na rabotnata
sila - vrabotenite i nevrabotenite i neaktivnoto naselenie, kako i za strukturata na ovie kategorii i nivnite
razvojni tendencii. Anketata za rabotnata sila za prvpat be{e sprovedena vo na{ata zemja vo 1996 godina. Do 2003
godina taa se sproveduva{e edna{ godi{no, a po~nuvaj}i od 2004 godina se sproveduva kontinuirano vo tekot na
celata godina, so kvartalni presmetki na rezultatite .
Anketata za rabotnata sila se sproveduva vo soglasnost so metodolo{kite preporaki na Me|unarodnata
organizacija na trudot (ILO) i preporakite na Evropskoto statisti~ko biro (Eurostat).
Pri utvrduvaweto na kone~nata koncepcija na Anketata po~ituvani se i specifi~nostite na Republika
Makedonija vo ovaa oblast.

Opfat
Osnovni edinici na nabquduvawe se site lica so postojano `iveali{te vo Republika Makedonija, ~lenovi
na izbranite doma}instva.
Licata koi postojano `iveat vo kolektivni `iveali{ta (penzionerski domovi, rabotni~ki hoteli,
sanatoriumi itn.), ne se vklu~eni vo istra`uvaweto.
Anketata za rabotnata sila se sproveduva na primerok od 11250 doma}instva na teritorijata na celata
zemja.

Definicii
Ekonomski aktivnoto naselenie gi vklu~uva vrabotenite i nevrabotenite.
Kako vraboteni se smetaat licata na vozrast od 15 do 79 godini koi:
- za vreme na izve{tajnata nedela rabotele za plata (vo gotovo ili vo natura) ili profit, rabotej}i najmalku
1 ~as;
- za vreme na izve{tajnata nedela privremeno (t.e. poradi bolest, otsustvo, studii, prekin na aktivnosta na
delovniot subjekt itn.) bile otsutni od rabotnoto mesto, no formalno bile vraboteni;
- pomagale na semejniot imot ili vo semejnoto pretprijatie bez plata.
Spored statusot vo vrabotenosta, vrabotenite se klasificiraat na:
- rabotodavci - lica koi upravuvaat so sopstven deloven subjekt ili se sopstvenici koi rabotat vo sopstven

sopstvenost ili kaj privaten rabotodavec;
- vraboteni za sopstvena smetka - lica koi imaat sopstven deloven subjekt, biznis, samostojno vr{at dejnost,
rabotat na zemjodelski imot so cel da ostvarat prihod, a pri toa ne vrabotuvaat drugi lica;
- neplateni semejni rabotnici - lica koi rabotat bez plata vo deloven subjekt, du}an ili zemjodelski imot,
vo sopstvenost na nekoj ~len od nivnoto doma}instvo.
Kako nevraboteni se smetaat licata na vozrast od 15 do 74 godini koi gi ispolnuvaat slednite tri uslovi:
- za vreme na izve{tajnata nedela ne rabotele;
- aktivno barale rabota, t.e. prezemale konkretna aktivnost za nao|awe rabota;
- bile podgotveni da otpo~nat so rabota vo nedelata na Anketata ili vo narednata nedela.
Licata koi ne se vklu~eni vo niedna od dvete kategorii (vraboteni i nevraboteni) ja so~inuvaat grupata na
onie koi ne se vo rabotnata sila, neaktivno naselenie.
Glavni pokazateli za sledewe na promenite kaj rabotnata sila se:
- stapkata na aktivnost kako u~estvo na rabotnata sila vo rabotosposobnoto naselenie na vozrast od 15
godini i pove}e;
- stapkata na vrabotenost kako u~estvo na vrabotenite vo rabotosposobnoto naselenie na vozrast od 15
godini i pove}e;
- stapkata na nevrabotenost kako u~estvo na brojot na nevrabotenite vo vkupnata rabotna sila.

NOTES ON METHODOLOGY

Sources and methods of data collection

The Labour Force Survey is one of the basic sources of information on the basic categories of labour force -employed
and unemployed, and in-active population, as well as on the structure of these categories and their fluctuations. The Labour Force
Survey was carried out for the first time in our country in April 1996. Until 2003 the Labour Force Survey was conducted annually,
and since 2004 it is conducted as continous survey throughout the year with quarterly processing of results.
The Labour Force Survey is conducted in accordance with the methodological recommendations of the International
Labour Organization (ILO) and the recommendations of the European Statistical Bureau (Eurostat).
The final conception of the Survey is established with respect of the specifics of the Republic of Macedonia in this area.

Scope

Basic units of observation are all persons with permanent place of residence in the Republic of Macedonia, members of
the selected households.
Persons with a permanent place of residence in collective households (retirement homes, workers’ hotels, sanatoriums,
etc.) are not covered by the Survey.
The Labour Force Survey is conducted on a sample of 11250 households on the territory of the Republic of Macedonia.

Definitions

Economically active population includes the employed and the unemployed.

The persons deemed as employed shall be all persons at the age of 15-79 years who:
- worked for wage (in cash or in kind) or income at least one hour during the reference week;
- during the reference week were temporary absent from work (due to illness, leave, training, termination of the activity of
the business subject, etc.) but were officially employed;
- were helping on the family property or enterprise without pay.
According to the their status in employment, the employed are classified as:
- Employers - persons who manage their own business subject or act as owners employed in their own store, owners of
agricultural holdings employing other persons;
- Employees - persons who work in public administration institutions, business subjects in public, mixed and collective
ownership, or for private employer;
- Self-employed - persons who manage their own business subject, business, professional practice or who work on farm
for the purpose of earning a profit and who do not employ other persons;
- Unpaid family workers - persons who work without pay in a business subject, store or a farm in ownership of another
member of their household.
Persons at the age from 15 to 74 who satisfy the following three criteria shall be considered unemployed:
- they were without work during the reference week;
- they were active job seekers or have taken concrete activities to find a job
- they were prepared to start to work in the week of interview or in the following week.
The persons that are not included in both categories(employed and unemployed) are making the group of those that are
not labour force, or inactive population.
The main indicators for monitoring the labour force fluctuations are:
- activity rate, as participation of the labour force in the working age population aged 15 years and more;
- employment rate, as participation of the number of employed in the working age population aged 15 years and more;
- unemployment rate as participation of the number of unemployed persons in the total labour force.

METODOLO[KI OBJASNUVAWA

Izvori i metodi za pribirawe na podatocite

Podatocite za prose~nite neto-plati {to se objavuvaat vo Godi{nikot, se pribiraat preku Mese~niot
izve{taj za vraboteni i plati {to e voveden vo po~etokot na 1963 godina.

Opfat
So "Mese~niot statisti~ki izve{taj za vraboteni i plati" se opfa}aat delovnite subjekti od site oblici
na sopstvenost.
Delovnite subjekti vo koi od mesec vo mesec se sledat platite se izbrani po~ituvaj}i go kriteriumot na
minimum zastapenost na 70% od vrabotenite vo sekoj oddel od Nacionalnata klasifikacija na dejnostite.

Definicii
Pod poimot "isplateni neto-plati" se podrazbiraat prose~nite ostvareni primawa vo mesecot (godinata) po
vraboten, ostvareni za rabota so polno, pokuso i podolgo od polnoto rabotno vreme (prekuvremena rabota). Vkupno
isplatenite neto-plati opfa}aat i: nadomest na neto-platata od sredstvata na delovniot subjekt za godi{en odmor,
dr`avni praznici, plateno otsustvo do sedum dena, plateno otsustvo za stru~no usovr{uvawe, za boleduvawe do
21 den i sl.; nadomest na neto-platata na tovar na drugi delovni subjekti, za vreme pominato na ve`ba po pokana
od nadle`en dr`aven organ, civilna za{tita, za vr{ewe gra|anski dol`nosti i sl.; nadomest na neto-platata za
porane{ni meseci isplateni vo tekot na izve{tajniot mesec (zaostanati isplati).
Indeksot na isplatenite realni plati pretstavuva odnos me|u indeksot na nominalno isplatenata neto-
plata i indeksot na tro{ocite na `ivotot.

NOTES ON METHODOLOGY

Sources and methods of data collection

The data for average net-wage published in the Yearbook, are gathered from the “Monthly Report on Employees and
Wages” which was introduced at the beginning of 1963.

Scope
The “Monthly Report on Employees and Wages” covers business subjects with all types ownership.
The business subjects where wages are monitored on a monthly basis are included in compliance with the criterion of
minimal representation of 70% from employed in every section from National classification of activities.

Definitions
The concept “Net-wages” applies to average monthly (annual) incomes per employee, for full-time work, shorter or longer
than full-time work (overtime). Total net-wages includes payments of net pay from business subject’s resources e.g.: vacation
pay, official paid holidays, up to 7 days paid leave, up to 21 days sick leave, etc; allowances added to net-wage from other legal
entities for time spent on army service, civil duties, etc; payment added to net-wage paid in reported month for previous months
(delayed payments).
Index of real-wage is a ratio between nominal net-wage index and consumer price indices.
