INTRODUCTION
Building regulations "Safety in construction. Part 1: General Requirements "(hereinafter - the present rules and regulations)
developed on the basis of existing legislation and other normative legal acts of the Russian Federation, containing the requirements for health and safety, approved by the
federal executive authorities of the Russian Federation in the established order;
take into account the provisions of ILO Conventions in the field of healthy and safe working conditions;
establish uniform regulations on occupational safety and health management in organizations, organizational and technological preparation of production safety, safety in
the production of cross-industry types of work that are common to the construction, the building industry and building materials industry.
These rules and regulations applicable in conjunction with other regulations set forth in the reference appendix K , form a set of interrelated documents to be used in
construction.

1 AREA OF USE
These rules and regulations apply to new construction, expansion, reconstruction, modernization, overhaul (hereinafter - building production), construction materials
(hereinafter - the building materials industry), as well as for the manufacture of building designs and products (hereinafter - the construction industry) regardless of ownership
and departmental affiliation of organizations carrying out these works.

3 DEFINITIONS
This normative document used terms and definitions given in Appendix B (#i947946) , including those established by the current legislation of the Russian Federation on
the protection of labor, the ILO Convention 148 in 1977, "On the protection of workers against occupational risks caused by air pollution, noise and vibration in the
workplace "Supreme Soviet ratified by the Decree of the Presidium of the March 29, 1988 8694- number the XI , the Convention 155 of the ILO in 1981" on occupational
safety and health and productive environment ", ratified by Federal Laws of Russia Iisko Federation dated April 11, 1988 58-FZ.
4 GENERAL PROVISIONS
4.1 The organization and execution of works in the construction industry, building materials and construction industries must be carried out in compliance with the
legislation of the Russian Federation on labor protection (hereinafter - the Law), as well as other legal acts, establishing a list of types of regulations, approved by the Russian
Federation Government on May 23, 2000 399 "on normative legal acts containing state regulatory requirements of labor protection":
- building regulations, codes of practice for design and construction;
- cross-industry and industry-standard rules and instructions on labor protection, duly approved by the federal executive bodies;
- state standards system safety standards, approved by the State Standard of Russia or the State Construction Committee of Russia;
- the safety rules, installation and safe operation, safety instructions;
- the state sanitary-epidemiological rules and norms, hygienic standards, sanitary rules and regulations approved by the Russian Ministry of Health.
4.2 In the case of application of the methods, materials, structures, machines, tools, equipment, tooling, equipment and vehicles for which safe work requirements
provided in these rules and regulations should apply the relevant regulations on the labor of the Russian Federation Protection as well as production and industry regulatory
documents of the organizations (enterprises standards of safety, regulations on labor protection of workers' organizations).
4.3 Requirements for health and safety contained in the normative legal acts of subjects of the Russian Federation and production and industry regulatory documents of
the organization, should not contradict the mandatory provisions of these rules and regulations and other regulatory legal acts containing state labor protection requirements.
4.4 Participants of construction projects (customers, designers, contractors, suppliers, and manufacturers of building materials and structures, manufacturers of
construction machinery and equipment production) are set by the legislation of the responsibility for violation of the requirements of normative documents referred to in para.
4.1 (#i65333) and Sec. 4.2 (#i78891) .
4.5 Provide technical condition of construction machinery, tools, tooling, collective protection work carried out by organizations of which they are in balance.
Organizations engaged in the production of works using machines must ensure that the safety of these works.
4.6 Before the start of construction and installation works on the territory of the organization of general contractor (subcontractor) and the administration of the
organization operating (building), the facility shall be obliged to issue an act of tolerance, in the form of Annex B (#i985492).
4.7 The general contractor or the landlord is obliged during the work on the industrial areas with the participation of subcontractors or tenants:
to develop with them combined schedule of work to ensure a safe working environment, mandatory for all organizations and individuals in the territory;
exercise their tolerance to production areas, taking into account the requirements paragraph 4.6. (#i86050) ;
enforce common to all organizations, labor protection measures and coordination of subcontractors and tenants regarding the implementation of measures on labor safety
under the act-admission and graphics performance combined operations.
4.8 Before starting work in a hazardous industrial risk should be allocated to areas of people, which constantly operate or may operate hazards associated or not
associated with the task being performed.
4.9 Zones of permanent safety hazards include:
places near the uninsulated electrical live parts;
places near Unshielded differences in height of 1.3 m or more;
places where possible exceeding of maximum permissible concentrations of harmful substances in the air of the working area.
The zones of potentially hazardous production factors should be included:
parts of the territory near the building under construction (construction);

floors (storeys) buildings in a single-bay, over which there is mounting (dismantling) of structures or equipment;
traveling zone of machines, equipment or parts thereof, the working bodies;
place over which there is the movement of cargo cranes.
The dimensions of these danger zones shall be established in accordance with Annex D (#i1013272) .
4.10 Designated finding temporary or permanent workers must be located outside danger zones.
At the boundaries of zones of permanent safety hazards must be guards installed, and areas of potentially hazardous production factors - signaling fencing and safety
signs.
4.11 In the performance of work in areas of safety hazards, the occurrence of which is not related to the task being performed, to be issued permit-shaped application
D (#i1046948).
4.11.1 The list of places of production and types of work, which is permitted to perform work only for the permit shall be made in the organization because of its profile
on the basis of the list of Annex E (#i1071277) and approved by the head of the organization.
4.11.2 The work permit is issued directly to the supervisor (foreman, master, manager, etc.) a person authorized by order of the head of the organization. Before starting
work, the work head is obliged to acquaint employees with security papers production activities and to issue instructions to the record in the permit.
4.11.3 When working in the protected zones of facilities of communication or work permit can be issued with the written permission of the organization - the owner of
the building or communication.
4.11.4 work permit is issued for the period necessary to carry out a given amount of work. In the case of the process of production of hazardous or harmful factors not
covered by the permit, the work should be discontinued work permit to cancel and resume work only after the issuance of a new work permit.
Person who issued the work permit is required to monitor the implementation of measures foreseen in the safety production work.
4.12 For workers performing work in conditions of action of occupational hazards associated with the nature of the work, in accordance with the law are subject to
additional safety requirements. The list of such professions and types of work must be approved by the organization, taking into account the requirements of legislation.
By carrying out the works, which are subject to additional labor safety requirements, according to the legislation allowed persons who do not have contraindications for
age and gender, past medical examination and found fit for execution of these works, trained in safe methods and techniques of work, guidance on labor protection, training
in the workplace, verification of knowledge of labor protection requirements.
4.13 By self Steeplejacks allowed persons (workers and engineering and technical personnel) are at least 18 years that have passed a medical examination and found fit,
having the experience of steeplejack work at least one year and the tariff category of not lower than third.
Working for the first time accepted for steeplejack work, within one year must work under the direct supervision of experienced workers, appointed by order of the
head of the organization.
4.14 Limit values for ambient air temperatures and wind power in the climatic area in which the work should be suspended in the open air and to stop the transportation
of people in unheated vehicles shall be determined in accordance with established procedure.
4.15 The organization of work of women should respect them for the maximum allowable load rules when lifting and moving heavy loads, approved by the Council of
Ministers - the Government of the Russian Federation from February 6, 1993 105, as well as on the use of their work restrictions according to the list of heavy work and
work in harmful or dangerous conditions under which prohibits the employment of women, approved by the RF Government Decree of February 25, 2000 162.
4.16 The organization of work of young persons should comply with the maximum permissible load for lifting and moving heavy loads, prescribed for them relevant
resolutions of the Ministry of Labor of Russia, as well as on the use of their work restrictions according to the list of heavy work and work in harmful or dangerous
conditions under which prohibits the use of employment of persons under the age of eighteen years, approved by the RF Government on February 25, 2000 163.
When practical training (apprenticeship) in industries, occupations and jobs provided for the above-mentioned List, students of secondary, primary vocational education
and educational institutions of general education may be at work no more than 4 hours a day with the relevant sanitary rules and standards.
4.17 Workers are busy working in hazardous conditions, actions and (or) harmful production factors must undergo mandatory preliminary at receipt for work and
periodic medical examinations in accordance with the legislation in the manner prescribed by the order of Ministry of Health of Russia from December 10, 1996 405,
registered Ministry of Justice of Russia December 31, 1996 1224.
4.18 Organizations develop and approve projects of construction organization (PIC), a work performance project (PPR), should provide them for safety solutions on the
composition and content of the relevant requirements set out in Annex F (#i1102444) .
Implementation of work without PIC and PPR containing these solutions, is not permitted.
4.19 If the electrical and of electro personnel must comply with the rules operation of electrical consumers.
4.20 Working with asbestos and asbestos-containing materials must be carried out taking into account the provisions of the Convention 162 of the ILO, 1986 "On safety
in the use of asbestos", ratified by the Russian Federation, the federal law of April 8, 2000 50-FZ, SanPiN 2.2.3.757 (state registration does not require - a letter from
the Russian Ministry of Justice 25.10.99 g. 8737-EP).
4.21 When working with chemicals should comply with the requirements of relevant cross-industry regulations on labor protection.
5 ORGANIZATION OF WORK FOR THE HEALTH
5.1 In accordance with applicable law duty to ensure safe working conditions, protection of the organization imposed on the employer.
5.2 The organization is usually appointed by the person responsible for ensuring occupational safety and health within their designated work areas, including:
- for the whole organization (manager, deputy manager, chief engineer);
- in subdivisions (units Head, Deputy Head);
- in the industrial areas (head of the management, the responsible producer of works on the construction site);
- the operation of machinery and equipment (head of service chief mechanic, energy, etc.);
- to perform specific work and in the workplace (manager, foreman).
5.3 Employees of organizations carry out the duties of labor protection, determined taking into account the profession, qualification and (or) his position in the volume of
job descriptions, developed with the advice of the Ministry of Labor of Russia or regulations on labor protection.
5.4 The representatives of employers 'and workers' organizations in accordance with the legislation taking measures to improve working conditions and safety, which
should be determined at the conclusion of collective agreements and labor protection agreements in accordance with the laws and recommendations of the Ministry of Labor
of Russia.
5.5 In order to ensure compliance with labor protection requirements, monitor their implementation in each organization engaged in manufacturing activities, with more
than 100 employees creates a service of labor protection or entered a post labor protection specialist with appropriate training or experience in this area.
In an organization with 100 or less employees of the decision on the establishment of occupational health services or the introduction of a specialist on occupational safety
adopted taking into account the specifics of the organization's activities.
In the absence of organization of labor protection (labor protection specialist), the employer enters into a contract with experts or organizations that provide services in
the field of occupational safety.
The structure of occupational health services in the organization and number of employees in occupational health services are determined by the employer, taking into
account the recommendations of the Ministry of Labor of Russia.
5.6 If the number of employees more than 10 people. the organization in accordance with the law should be created a joint committee (commission) on labor protection
on an equal basis of representatives of the administration, trade unions or other representative bodies authorized by employees in accordance with the recommendations of
the Ministry of Labor of Russia.
5.7 For the implementation of public control over the implementation of the requirements of the employer of legislative and regulatory acts of labor protection in
organizations according to the legislation may be selected by an authorized (trusted) OSH face of trade unions and (or) other authorized staff representative bodies.
5.8 The organization must be organized inspections, monitoring and evaluation of health and safety conditions, which include the following levels and forms of control:
constant monitoring of employees serviceability of equipment, appliances, tools, check availability and integrity protections, protective earth and other protective
equipment before starting work and during operation in the workplace according to the instructions on labor protection;

periodic operational control, heads held jobs and business units according to their official duties;
sampling state conditions and safety in enterprise departments conducted occupational health services in accordance with the approved plans.
Upon detection of violations of the rules and regulations of labor protection workers should take steps to remove them on their own, and if this is not possible to stop
work and inform the officer.
In the case of workers' safety and health threats to the responsible persons are obliged to stop work and take steps to eliminate hazards and ensure evacuation to a safe
place if necessary.
5.9 The organization should be developed in accordance with established procedure, respectively, to take shape, replicated and stored following types of production and
industry regulations on labor protection and safety:
standards of enterprises (organizations) for safety, developed on the basis of the recommendations of the State Construction Committee of Russia;
occupational safety instructions for workers' organizations, developed on the basis of standard industry regulations on labor protection for workers in construction,
building materials industry and housing and communal services, and taking into account the recommendations of the Ministry of Labor of Russia.
5.10 Employers are required prior to admission of workers to work, and periodically thereafter in a timely manner and in accordance with established procedure to
conduct training and examination rules of health and safety in accordance with their job descriptions and occupational safety regulations in the manner determined by the
Government. Application of uniform standards of examination of persons responsible for ensuring safety, carried out by public authorities of the Russian Federation in
accordance with their powers.
The organization should be created to study the staff rules and regulations on labor protection requirements that apply to this type of industrial activity. A set of
documents on safety and security, issued by the State Construction Committee of Russia, should be in every production unit of the organization and made available to
employees for self.
5.11 Personnel (person), which produces machine maintenance, equipment, facilities and operation, controlled by Russian authorities of state supervision is allowed to
work in accordance with the requirements of these bodies.
5.12 If the average student initial vocational training and educational institutions of general education, as well as university students during the passage of an industrial
practice or work on the contract of the head of the organization must:
to train these persons before they are sent to workplaces safe methods and working techniques on standard programs for employees specified in the order of admission
to work, and to provide instructions on a labor safety in accordance with the regulations;
to allow these persons to work in compliance with the requirements of paragraph 4.16. (#i132437) ;
ensure the sanitary service of the said persons and issue them free of overalls, footwear and other personal protective equipment is not lower than the established norms;
do not allow the use of the labor of these people in jobs not covered by the terms of the contract.
5.13 In accordance with the legislation in work with harmful and (or) hazardous working conditions, as well as work related to pollution, the employer is obliged to
provide free of charge issuance of certified personal protective equipment in accordance with current industry standards of free issue of special employee clothing, footwear
and other personal protective equipment in the manner prescribed by the rules of the employees with special clothing, special footwear and other personal protective
equipment, or above these norms in accordance with the signed collective agreement or collective agreement.
All persons on the construction site, are required to wear safety helmets. Workers without helmets and other necessary personal protective equipment to perform work is
not allowed.
5.14 The employer shall ensure that workers engaged in the construction, building materials and construction industry ablution facilities (dressing rooms, drying room for
clothing and shoes, showers, facilities for meals, recreation, and heating and so on.) In accordance with relevant building regulations and collective contract or tariff
agreement.
Preparing for use of sanitary facilities and equipment must be completed prior to the commencement of work. During the reconstruction of existing enterprises sanitary
facilities should be arranged with care, taking into account the requirements, compliance with which is necessary in the implementation of production processes of the
reconstructed object.
The sanitary facilities must have a first aid kit with medicines, stretchers, fixing tires and other means to provide first aid to victims.
5.15 In accordance with the legislation the employer is obliged to organize the investigation of accidents at work in the manner prescribed by the Regulation approved by
Decree of the RF Government dated March 11, 1999 279.
According to the results of the investigation should be developed and implemented preventive measures for the prevention of occupational accidents and occupational
diseases.
5.16 The employer is obliged to submit the Federal Labor Inspectorate and other authorized in accordance with the legislation of the Russian Federation, bodies of state
supervision and public control over the observance of labor protection requirements documentation requested by them, relating to labor protection, to ensure unhindered
access of representatives of these bodies to the production area in the industrial and sanitary -bytovye premises and workplaces.
5.17 In accordance with the legislation the employer is obliged to organize the certification of workplaces on working conditions with the subsequent certification of work
on labor protection in the organization.
5.18 In organizations as occupational safety and health promotion centers in accordance with the recommendations of the Ministry of Labor of Russia organized the
corners of rooms, or health and safety.
6 Organization of industrial areas, areas of work and jobs
6.1 GENERAL REQUIREMENTS
6.1.1 Production area (area of construction and industrial enterprises located on their construction sites, industrial and sanitary-household buildings and structures), works
sites and jobs must be prepared to ensure safe working.
Preparations should be completed before the commencement of work. Compliance with health and safety, industrial areas and buildings, work stations and jobs newly
constructed or reconstructed industrial objects is determined by the acceptance into operation.
The end of the preparatory work at the construction site should be taken under the act on the implementation of measures for safety, issued in accordance with the
application and (#i1135807) .
6.1.2 Production equipment, appliances and tools used for workplace organization must meet the safety requirements.
6.1.3 Production areas, areas and work places should be provided with the necessary means of collective or personal protection, emergency firefighting equipment, as
well as means of communication, signaling and other technical means to ensure a safe working environment in accordance with applicable regulations and the terms of the
agreements .
6.1.4. When placed on a production area of sanitary and industrial premises, recreational, passages for people, jobs need to meet the requirements of para. 4.10
(#i106118) .
6.1.5. During construction using cranes, when the danger zones are located near buildings under construction, as well as places of crane movements of goods, the
boundaries of which are defined by Appendix D (#i1013272) of these regulations, get transport or walking paths, sanitary and household or industrial buildings and
structures and other places of permanent or temporary stay of people on the construction site or adjacent to it, the work should be carried out in accordance with the PIC
and PPR containing the following issues Recommended in Appendix G (#i1102444) , to ensure the safety of people:
use of means for artificial restriction zone tower crane operation;
application of protective structures, shelters and protective shields.
6.1.6 driveways, walkways in the industrial areas, as well as passes to employment and the workplace must be kept clean and tidy, cleaned of debris and snow, not
cluttered with stored materials and designs.
6.1.7 Admission to the production area of unauthorized persons, as well as employees in a state of intoxication or engaged in activities prohibited in the area.
In the territory of the construction or production site in the industrial and domestic premises, in areas of work and the workplace, workers and representatives of other
organizations required to comply with internal regulations adopted in this organization.
6.1.8 geographically separate facilities, grounds, areas of work, jobs should be provided with the telephone connection or radio.

6.2 The safety requirements for construction and upkeep of industrial areas, areas of work and jobs
6.2.1 The unit of industrial areas, their technical operation must comply with building regulations, state standards, sanitary, fire, environmental and other applicable
regulations.
6.2.2 Production areas and areas of work in settlements or in the territory of the organization in order to prevent access by unauthorized persons should be protected.
The design of guards shall meet the following requirements:
height fences of industrial areas should be at least 1.6 m, and the areas of work - not less than 1.2;
fence adjacent to places where people pass mass must be at least 2 m and be equipped with a continuous protective shield;
Visor must withstand the snow loads and load from falling single small items;
fences should not have openings but doors and gates controlled by time during working and locked after its closure.
6.2.3 Places where people pass within hazardous areas must have guards. Entrances to buildings under construction (construction) must be protected by a visor on top
of a width not less than 2 m from the wall of the building. The angle formed between the visor and the upstream wall of the inlet should be 70-75 .
6.2.4 When working in confined spaces, at heights, underground activities should be provided to allow for the evacuation of people in case of fire or accident.
6.2.5 At the entrance to the production area must be installed circuit vnutripostroechnyh roads and driveways indicating the places of storage of materials and structures,
places of turning vehicles, fire water facilities and so on.
6.2.6 Internal roads of industrial areas must comply with building regulations and be equipped with appropriate traffic signs regulating the order of movement of vehicles
and construction machinery, in accordance with the Traffic Regulations of the Russian Federation, approved by the Council of Ministers - the Government of the Russian
Federation on October 23, 1993 , the number 1090.
6.2.7 Operation of inventory sanitary buildings and facilities must be in accordance with the manufacturer's instructions.
6.2.8 Construction and operation of industrial buildings are carried out in accordance with building regulations.
6.2.9 In the production of excavation in the residential areas or industrial areas trenches, pits, trenches and ditches in places where there is a movement of people and
vehicles, should be protected in accordance with the requirements of para. 6.2.2 (#i333816) .
In places crossing the trenches, pits, ditches should be set catwalks with a minimum width of 1 m, fenced on both sides of the railing with a minimum height of 1.1 m, with
a solid lining the bottom to a height of 0.15 m and additional fencing bar at a height 0.5 m from the deck.

9.1 GENERAL REQUIREMENTS

9.4.6 Moving the gas cylinders should be performed on a specially designated trucks, containers and other devices that provide a stable position cylinders.
