PROJECT PROPOSAL

I. General Information
Title: Familia Extravaganza and Adolescents Day
Proponent: Selected 100 clients with Unmet Needs for Modern Family Planning from 9 Barangays of
the municipality Candoni, Barangay Councils, Municipal Officials, High School Facilities of Candoni,
and Municipal Health Personnel
Target Participants: 200 participants
Target Date: September 19, 2017
Source of Fund: Trust Fund / PHIC PFPR
Budgetary Cost: Php 45,700.00

II. Background and Rationale


Family planning programs are a key component to comprehensive sexual and reproductive health. They
provide essential and often life-saving services to women and their families. By enabling women to delay
pregnancy, avoid childbearing, or space births, effective family planning programs are not only
fundamental to womens health, they also allow women and families to better manage household and
natural resources, secure education for all family members, and address each family members healthcare
needs. The best programs have also been found to increase equity between women and their partners
and enhance communication and negotiation skills within couples.

One major area of concern on Family Planning is the existence of unmet need among Filipino families,
most particularly the mothers. As defined by the 2013 National Demographic and Health Survey by the
Philippine Statistics Authority, unmet need refers to fecund women who are not using contraception but
who wish to postpone the next birth or stop childbearing altogether.

With the Duterte Health Agendas All for Health towards Health for All, focusing on achieving zero
unmet need for modern family planning, there is a pressing need for the government to promote
awareness on RPRH and FP rights and to link demand generation with quality service delivery. And with
the enactment and implementation of Republic Act 10354 or the Responsible Parenthood and
Reproductive Health Act of 2012, the Commission on Population enjoins all stakeholders to take part in
addressing the concern on unmet need and other family planning-related concerns of our society.

In line with this, we are going to conduct an activity named FAMILIA EXTRAVAGANZA and Adolescents
Day. Through this colorful activity, we open another opportunity to advocate and generate demand for
FP and RH services. And through Familia Extravaganza, we are achieving zero unmet for modern Family
Planning.

III. Objectives
a. To further address unmet need for modern family planning methods which include both natural
and artificial FP methods.
b. To enable persons to freely determine the number and spacing of their children.
c. To interrupt the cycle of dependency and improve the quality of life for families by reducing the
incidence of unwanted and mistimed pregnancies.
d. To provide high quality and individualized care consistent with the unique needs of each person
participating in the program.
e. To educate the general public toward an understanding of family planning.

IV. Project Description
Target for the project are the identified women with unmet need for modern family planning method of
the 9 barangays of the municipality. They will be given family planning commodities (condom, pill, DMPA,
implanon, and IUD) which will be provided by the Provincial Health Office.

Another target of the activity are the identified adolescents to be given additional information to improve
their awareness on the importance of health, safety against communicable disease such as HIV and AIDS,
and teen pregnancy.

V. Budgetary Requirement
210 participants: 100 Clients, 50 Adolescent, 60 Visitors, 60 Health Personnel = Php 45,700

VI. Evaluation and Recommendation
Contraceptive use has hardly increased in the Philippines over the past decade. Yet women are having, on
average, about one more child than they would like. More than one-fifth of the married women do not
want to have a child soon or at all but are not using a contraceptive method.

Poor women face barriers to contraceptive such as costs, poor quality services, lack of awareness of or
access to a source of contraceptive care, and lack of awareness of methods. However, these barriers to
using contraceptives can be addressed through improved policies, programs and activities.

Therefore, the undersigned is recommending herein a proposal be approved.
