1. SCOPE

This specification defines requirements for materials, design, manufacture,


assembly, inspection, testing, documentation, preparation for shipment and
delivery of FRP (Fiberglass Reinforced Plastic) gratings, handrails and
associated fittings.

The following specifications are also a part of this specification to the extent

2.2. Contract Drawings

All other COMPANY specifications referred to in the procurement of material


and/or equipment shall be complied with. In the event of conflicting
specifications, the more stringent regulation shall apply.

3. STANDARD AND CODES

The latest revisions of the Codes, Standards and Specifications listed below,
but referred to thereafter by basic designation only, form a part of this
specification to the extent indicated by the references thereto.

Other national and local codes may be used for substitution upon the written
approval of COMPANY.

3.1 The CONTRACTOR shall consider as part of the specification the most recent
issue of the applicable standards and codes issued by the United States
Department of Labour - Occupational Safety and Health Administration
(OSHA).

3.2 The most recent editions of the following codes and standards shall be
considered to be part of this specification:

- ANSI A12.1 : Safety Requirements for Floor and Wall Openings.

- Code of Federal Regulations, Title 46, Parts 72, 159, 163, 164 (USA).

- OSHA, Chapter XVII, Title 29 (USA) Section:

3.3 Properties and characteristics of pultruded products specified herein shall


have been determined in accordance with the following. Where minimum
criteria limits have been established, these criteria shall be met by the
VENDOR.

Whenever in this specification the following terms are used, the intent and
meaning shall be interpreted as follows:

COMPANY Kangean Energy Indonesia Ltd. (KEI)

COMPANY REPRESENTATIVE KEI's authorised representative

CONTRACTOR KEI's authorised fabricator

VENDOR The company selected by the CONTRACTOR


and approved by KEI to provide materials and
to manufacture the FRP gratings, handrail and
fixing.

4.2. Discrepancies

Any discrepancies or conflicts among the documents shall be called to the


attention of COMPANY immediately and a written approval of COMPANY shall
be obtained by the CONTRACTOR before proceeding with the operation.

4.3. Subtitutions

Substitutions or modifications of any item, material or detail shall be made


only upon written approval of COMPANY and Third Party certifying agency.

4.4. Qualifications

4.4.1 Only proven equipment is acceptable, and the VENDOR shall demonstrate his
experience with the proposed equipment at the time of bid.

4.4.2 The FRP components shall be designed and fabricated with new and unused
materials, and in such a manner that they perform their design function in a
safe and reliable manner with minimum maintenance.

4.4.3 This specification shall not be construed as eliminating consideration of the


VENDOR's standard shop practices, which may receive approval if found to be
equivalent or superior to the following specified requirements. However,
proposed deviations from specifications shall be fully described and submitted

with VENDOR's quotation for approval. Any omission from these


specifications does not relieve VENDOR of his responsibility to provide soundly
engineered FRP.

5. MATERIALS

5.1. General Requirements

The following items shall be considered to be an integral part of VENDOR's


supply and shall be included in the quotation.

a. All FRP grating, handrails and components necessary to complete the


installation per the approved layout drawings.

b. All stainless steel fastener and insulation kits for fixing of gratings and
handrails.

c. Any special tools required for installation.

d. Installation, instructions including torque settings for fasteners (if


required), and warnings about any standard thread setting compounds
detrimental to the FRP material.

e. Recommendations for commercial paint systems should finish coat be


used on FRP material.

5.2. Environmental Conditions

5.2.1 General - The FRP components will be unsheltered from, and totally exposed
to, a salt laden humid marine atmosphere, heavy tropical windblown rain and
frequent thunderstorms.

5.2.2 Wind - The FRP components shall be designed for the following wind
conditions:

a. Operating wind speed: 48 mph. (1 minute)

80 mph. (max.instantaneous gust)

5.2.3 Temperature - 95F maximum

Relative humidity: 100% (maximum)

Solar radiation: 260 Btu/ft2/hr

5.2.4 Some of the FRP components shall be totally submerged in seawater for long
periods and subject to forces from wave motion.

5.3. Specific Requirements

5.3.1 All FRP components (grating, stair tread, handrails, etc.) shall be suitable for
installation on offshore oil and gas platforms.

Specifically FRP components are intended for use in locations as follows:

- Boat landings, jacket walkways and access bellow cellar deck up to a


height of 15'-0" above mean sea level.

5.3.2 All FRP components shall be pultrusion manufactured using materials as


follows:

Fiber

All fibers shall be continuous whether for parallel or woven fabrication. All
fiber mats shall be formed with continuous strands. Fiber materials shall be
E-Glass with minimum tensile strength of 500,000 psi and tensile modulus of
10.5 x 106 psi or greater.

Outer Fiber Envelope

The outer fiber envelope of all pultruded shapes shall consist of Burlington
Glass Fabrics Company "Nexus 111-10" Polyester (or equivalent) veil material
suitable for ultra-violet (U.V. - 9) protection.

Resin

Manufacture of FRP component shall be done using EX-25 premium grade (or
equal) isophthalic fire retardant, polyester resin.

Glass Content

All grating bearing bars and cross-bars shall contain a minimum of 70% glass
by weight. Structural sections requiring multi-directional strength shall be a
minimum of 45% glass by weight to accommodate use of woven roving. No
voids shall be allowed.

Molded FRP components are not acceptable

5.3.3 In the event of fire, all FRP components and fixings shall be capable of
meeting or surpassing the following standards:

ASTM-D-635

Average Time of Burning : 0 seconds.

Average Extent of Burning : Nil

Self-Extinguishing : Yes

Ignition : None

ASTM-E-84/ASTM-E-162

Flame Spread Index : 25 or less

Smoke (specific optical density) : 700 or less

Note:

Allowance is taken for the increase in smoke production due to flame


retardant additives but COMPANY recognizes US navy standard for specific
optical density of 250 maximum and will regard favorably any improvement
on the specified maximum value of 700 which does not reduce the standards
required elsewhere in this specification.

BUMED Instruction 6270.3F

Gas toxity shall be within the limits set by BUMED Instruction 6270.3F such as
to not seriously affect personnel escaping from or engaged in fighting an
offshore platform fire.

5.3.4 The strength of finished pultruded FRP components shall comply with the
following typical values for test coupons:

If VENDOR cannot match all of the above values or finds incompatibility with
other parts of this specification, the VENDOR shall submit any amendments or
variations in writing for approval by COMPANY.

5.3.5 FRP gratings and stair treads shall be capable of sustaining loads as follows:

- Uniform Distributed Load 400 lbs/ft2

- Point Load 1,000 lb. min. to give max. 1/4" deflection on 36" span

FRP handrail vertical struts shall be capable of withstanding a 450 lb minimum


horizontal force applied at the top of the strut.

5.3.6 VENDOR shall fabricate all FRP components to suit the overall dimensions
shown on COMPANY approved layout and section drawings.

Dimensional tolerances for all FRP components shall not exceed the
allowances specified by ASTM-D-3917.

Gratings shall have detail design as follows:

Bar Shape : I-Section

Bar Size : 1 1/2" deep

Bar Spacing : 1 - 1.1/2" centers

Stair treads shall be 2'-6" long and 10 9/16" wide unless stated otherwise in
COMPANY approved drawings. All stair treads shall have a full width C-
Shaped nozzle piece.

Handrails shall be constructed using square hollow tube with minimum 1-3/4"
size for top horizontal bar and minimum 2" size for lower horizontal bar(s)
and vertical struts.

A 4" deep x 3/8" thick toe plate shall be supplied for all walkways and stairs in
accordance with COMPANY approved drawings.

5.3.7 All gratings and stair treads shall have integral non-slip finish on top surface.

5.3.8 All gratings and stair tread top surfaces shall be "Flush" construction. Bottom
surfaces may be flush or constructed with recessed tie-bars.

5.3.9 All shop assembly of grating section bars shall be completed with locking bar
geometry.

5.3.10 All composite surfaces cut, punched or otherwise shaped shall be seal coated
with compatible epoxy resin.

5.3.11 Clips, plates, clamps, bolts, nuts, lock-nuts, washers and other non-
composite materials required for assembly and installation shall be 316
stainless steel.

Where such fittings shall be in contact with the main platform structure,
which is fabricated from carbon steel, VENDOR shall supply suitable
insulation kits to prevent corrosion due to electrolytic action.

The design for fixing FRP components shall reflect the importance which
COMPANY emphasizes particularly in areas subject to sea-wash which, in the
event of fixing failure, can result in the loss of FRP components/sections.
Lock-nuts shall be used.

To this end, the minimum number of fixings shall be as follows:

Grating / Stair Treads Handrails

Areas below the annual 8 bolts per component 3 bolts per


maximum wave height component
specified in the COMPANY
approved drawings

Areas not subject to sea- 4 bolts per component 2 bolts per


wash component

Handrail fixings shall be designed for side attachment to a structural steel


vertical surface and attachment points shall be spaced at a maximum of 5'-0"
centers.

5.3.12 As an alternative VENDOR may offer a fixing design involving resistance or


friction welded 316 stainless steel studs attached to the main platform
structure using a pneumatic friction welding tool.

The base of the friction welded stud from the gear drive of the stud and
extending to a minimum distance of 1/2" from the base of the stud on the
grating support shall be coated with high solids single pack epoxy of similar
color to the existing substrate color.

The attachment will be completed using a top and bottom scollped nylon lock
washer and stainless steel nut to retain a compatible heavy duty 316
stainless steel clip.

The friction welded grating restraints design, fabrication and installation


method shall be subject to review and approval by COMPANY. To receive
approval VENDOR shall be required to demonstrate that they have been
continuously engaged in the manufacture and supply of this type of fitting
for a minimum of 3 years.

Further, VENDOR shall be required to prove to COMPANY that the friction


weld between dissimilar steels shall resist corrosion and maintain a life span
of at least 10 years. This aspect is particularly critical for areas subject to
sea-wash.

5.4. Material Identification

5.4.1 All FRP sections shall have stainless steel tags with identification number
(similar sections can have the same number) and the platform name, as
given in COMPANY approved drawing title.

Each tag shall contain the warning "FIBER - GLASS - DO NOT WELD -
JANGAN DILAS".

5.4.2 The tags shall be fixed to each FRP section in a prominent location using
stainless steel bands.

6.1.1 If it is determined by COMPANY, through witnessing VENDOR testing or


otherwise, that the purchase order documents have not been complied with,
the equipment or material will be rejected as unacceptable for shipment.

6.1.2 Approval of testing and final acceptance of the material by COMPANY shall
not relieve VENDOR of his warranties or his responsibility to comply with the
requirements of the Purchase Order Documents.

Splices and field connections shall be made as indicated. Welding will be


permitted only where indicated or approved on the shop drawings. Errors in
shop fabrication or deformation resulting from handling and transporting that
prevent proper assembly and fitting of parts shall be reported to COMPANY
and approval of method of correction obtained.

6.2. Specific Testing

6.2.1 VENDOR's proposal for the supply of FRP components shall contain typical
values for all properties and characteristics indicated by the list of standards
and codes contained in this specification.

6.2.2 If the VENDOR is supplying FRP materials to COMPANY for the first time, then
VENDOR shall supply complete test records and certification of the actual
base materials and finished products supplied under the Purchase Order.

6.2.3 For subsequent Purchase Orders, the VENDOR shall supply the following test
records and certification:

7. TESTING

7.1. General Notes

7.1.1 COMPANY or COMPANY REPRESENTATIVE shall, with sufficient notice, be


allowed access to VENDOR's facility, during normal working hours, to observe
and inspect any phase of manufacturing, assembly, testing, any required
dimension checks and preparation for shipment. VENDOR shall also secure,
from his suppliers, the same access privileges for COMPANY.

7.1.2 All assemblies shall be test erected in VENDOR's shop for dimension check,
prior to shipment. Erected assemblies shall be inspected by COMPANY or its
designated representative.

7.1.3 If it is determined by COMPANY, or COMPANY REPRESENTATIVE, during final


inspection of the goods at the factory, that the purchase order documents
have not been complied with, the equipment or material will be rejected as
unacceptable for shipment. COMPANY REPRESENTATIVE will then return to
his point of origin, until such time as the situation has been declared
corrected by the VENDOR, and ready for reinspection.

7.1.4 Approval of inspection and final acceptance of the material by COMPANY shall
not relieve VENDOR of his warranties or his resistibility to comply with the
requirements of the Purchase Order Documents.

7.1.5 VENDOR shall not ship material from his factory until written or telex approval
from COMPANY has been received.

8. PREPARATION FOR SHIPMENT

8.1 When specified in the Purchase Order, VENDOR shall be responsible for
preservation, protection and export crating of material.

8.2 Lifting, load-out, and handling instructions shall be securely attached to the
exterior of each package in a well-marked weatherproof package. "Upright
position:, lifting points, weight, and dimensions shall be clearly marked on
each package. Each package shall be properly and clearly identified with the
item number, package number, P.O. number, COMPANY project number and
other marks as identified in the Purchase Order.

8.3 Each component, within the shipping packages shall be properly tagged with
P.O., project, and item numbers. All material shipped separately shall be
properly tagged or marked with the item number for which it is intended.

8.4 All items shall be forwarded together. No partial shipments shall be allowed
without prior written approval from COMPANY. Any items discovered missing
from any shipment shall be air freighted to a site designated by COMPANY, at
VENDOR's expense.

9. WARRANTY

9.1 VENDOR shall warrant that the design, material and workmanship shall be
free of defects for a period of eighteen (18) months from the date of delivery

9.2 VENDOR shall supply factory certificates stating that all material supplied
under the purchase order is genuine, new and unused. On receipt of factory
certificates by COMPANY, photocopies will be sent back to the factory for
verification of authenticity. If discovered otherwise, by COMPANY, VENDOR
shall supply, free of all charges to COMPANY, genuine, new and unused
material in accordance with the purchase order documents. The replacement
material shall be shipped air freight, free of charge, to the same location
specified by the original purchase order. Any VENDOR who is discovered to
have provided COMPANY with used, reconditioned, or counterfeit material or
parts will be deleted from COMPANY's Preferred Manufacturer List (PML).
