Pursuant to Article 8 of the Law on Railways of Bosnia and Herzegovina (Official Gazette of
Bosnia and Herzegovina, 52/05), provisions of the Instruction on safety and interoperability of
the rail sistem (Official Gazette of Bosnia and Herzegovina, 11/12), provisions of the COTIF
Convention and Decision on approval for ratification of the Protocol of Amendments to the
Convention concerning International Carriage by rail-COTIF (Official Gazette of Bosnia and
Herzegovina-International Agreements, 2/06), the Railway Regulatory Board makes

INSTRUCTION
on application of the Uniform Rules concerning the Technical Admission of Railway Material
and the Uniform Rules concerning the Validation of Technical Standards and the Adoption of
Uniform Technical Prescriptions applicable to Railway Material intended to be used in
International Traffic

Article 1
(Subject-matter)
This Instruction provides for the publication of the Uniform Rules concerning the Technical
Admission of Railway Material and the Uniform Rules concerning the Validation of Technical
Standards and the Adoption of Uniform Technical Prescriptions applicable to Railway Material
intended to be used in International Traffic, for the purpose of their mandatory application in
the railway system of Bosnia and Herzegovina.

Article 2
(Scope)
This Instruction lays down, for railway vehicles and other railway material, the procedure for the
admission to circulation or use in international traffic and for railway material intended to be
used in international traffic, the procedure for the validation of technical standards and the
adoption of Uniform Technical Prescriptions (UTP), from the Uniform Rules concerning the
Technical Admission of Railway Material and the Uniform Rules concerning the
Validation of Technical Standards and the Adoption of Uniform Technical Prescriptions
applicable to Railway Material intended to be used in International Traffic, which are an
integral part of this Instruction.

Article 3
(Annexes)
Integral parts of this Instruction are:
Annex I APTU (Appendix F to the COTIF 1999 Convention) Uniform Rules concerning the
Validation of Technical Standards and the Adoption of Uniform Technical Prescriptions
applicable to Railway Material intended to be used in International Traffic with annexes:

- Annex 1- A APTU Uniform Rules (Essential requirements)

- Annex 1- B APTU Uniform Rules (Subsystems)
- Annex 1- C APTU Uniform Rules (Technical file) i
- Annex 1- E APTU Uniform Rules (Assessing entity qualifications and independence)

and Annex II ATMF (Appendix G to the COTIF 1999 Convention) Uniform Rules concerning
the Technical Admission of Railway Material used in International Traffic.

Article 4
(Entry into force)
This Instruction shall enter into force on the eighth day following its publication in the Official
Gazette of Bosnia and Herzegovina and it shall be published in official gazettes of entities and
Brcko District.
