PROJECT MANAGEMENT PLAN OF

THE STREET LIGHTINGTING


EXECUTIVE SUMMARY
The street Lighting Project plan provides a summarized description of the project; its objectives,
goals, importance and the cost estimates. Besides these, the project plan will also act as proof of
commitment and dedication of the project managers and shareholders towards the main sponsors and
stakeholders. It gives the timeline, possible challenges and overall material requirements.

ORGANISATIONAL ALIGNMENT
The project is to be carried out by an engineering firm, Voltais Power Innovations Ltd in conjunction
with the county government of Texas. Hence the project will be sponsored by the Texas county
government as a development agenda for the people living in towns such as Hidalgo and Dallas. The
Voltais power innovations deals with the design and distribution of power systems and was therefore
contracted by the county government to undertake this major project due to its good track record. This
company has handled many other related projects before hence the sponsors and the stakeholders have
much faith that they come up with an effective and reliable street lighting system. The team involved
in drafting the project management plan of this street lighting system consists of officilas from the
county governments, the municipal/urban councils, the staff (mainly design and project engineers)
from Voltais company. The team will be involved in determining the budget, the feasibility of the
project, the possible constraints, the time and expected date of completion.

DESCRIPTION OF THE SCOPE


This project is viable for areas or urban areas that are not served with electricity power grid; areas that
are off grid. It can also be implemented in areas that experience frequent power outbreaks. In other
areas which experiences high costs of power generation, this projects can be adopted since the
lighting system design used (LED lighting system) consumes significantly less power.

The new technology has come with its advantages, but there are also limitations to the current
technologies in street light. These limitations are also going to be discussed and analysed. The street
lighting system suggested in this system requires the use of renewable energy. The main source of the
energy will be wind and solar energy. The report is going to delve into the ways and the design
consideration in which the two sources of energy can be coupled together on the same post or light
mast. There is also need to highlight the resources that will be required for installation of this kind of
the street lighting [ CITATION MKh08 \l 1033 ]. The challenges and limitations facing the use of the
self-powered street lighting system will also be brought out through discussion and analysis of the
possible mitigation measures. During the installation, possible challenges or constraints that could
delay the completion of the project are things like bad weather, delays due to bureaucracy issues of
the particular jurisdiction, material delays and delays due to manpower.

Objectives of the project research


To Design the solar energy system that will provide the power to LED bulbs
To Design the wind turbine system and then incorporate it on the same mast as the solar
energy system
To analyse the available technologies used in street lighting and their limitations
To analyse how the design proposal can improve on security, conserve energy and reduce the
crime rates as well as accidents in urban centres.
To highlight some of the constraints that will be faced in designing and installation of the new street lighting
system.

FEASIBILITY ASSESSMENT
Street lighting is an important public service that the local government can provide for its local
people. There are many benefits of having street lights in urban centres. Street lighting has led to
significant decrease in crime rates in many urban centres. This is because the street light enables the
street users and other surrounding households to have good vision at night and thereby instil a
measure of safety since the people can see their surroundings clearly. The street lights also enable the
motorists, pedestrians, cyclists and other road users visibility when it is dark and this can result in
reduced number of road accidents especially these that are caused by poor vision in the dark. The
street lights can also act as means of beautification of urban centres as it helps create a good vision at
night and then bring out the beautiful structures and other natural landmarks that are found in the
urban centre. When the street lights are made of different colours, this can also boost the beauty of the
urban centres and thereby create a good ambience for the locals and visitors especially at night

CONSTRAINTS
Some of the factors that could pose challenges to the new street lighting system can be bad weather,
the geographical location of the urban centres in which the system is to be adopted among other
factors. The bad weather could hamper the project from the installation phase to the operation phase.
Since the system will be self powered in the sense that it will rely on the solar and wind energy for
power, the challenges that are likely to be faced could be unpredictability of the weather. Windy and
sunny seasons could result in the system tapping optimum power from these renewable sources. This
will make the system reliable to the urban centres. However, when the season changes to rainy with
no wind, then the energy generation system of the street lighting project could be rendered useless
[ CITATION EKo12 \l 1033 ]. This street lighting system is therefore recommended in urban areas
that receive maximum sunlight and long wind spells throughout the year. The environment can also
pose a challenge if the street to be lit is surrounded by tall structures and other natural trees. This is a
challenge since they will block the power generating unit of the street lighting system. The
geographical locations that are either away from the ocean/sea winds or deep within valleys may not
be experiencing enough wind to make the wind turbine run.

HUMAN AND MATERIAL REQUIREMENTS


This project will need a technical team comprising mainly of the engineers from the contracted
company, Voltais Power Innovations, the engineers from the government side and the unskilled
labourers that will be sourced from the local communities. The same society will provide the support
and coordination in terms of allowing smooth operation. The suppliers and distribution of the

COMMUNICATION MANAGEMENT PLAN


There will be need for constant communication between the team leaders, the construction team, the
design team, the procurement and the stakeholders. Hence there will be organized meetings that will
be held twice weekly. The communication channels to be used are the use of social networks like
WhatsApp groups, the memos, emails and phone calls. The architect of the projects and the team
leaders will be chairing the weekly progress meetings. The secretary to the meetings will be recording
the meeting minutes and sharing among the various groups that will be created. Communication will
be carried based on the hierarchy of the management, which is from the top to the junior staff.

APPROVALS
There several benefits for using this technology for street lighting. Among them are the benefits of
reduced costs, security, and beautification of the urban centres and creation of job opportunities. The
use of LED for street lighting has been proven to reduce costs in term of energy used, installation and
longer lifespan. Street lighting can greatly reduce the number of accidents that occur on the streets due
to the poor vision in the dark. Street lighting is also important for the economy as many people will
carry out their business even at night due to availability of lights which instils a sense of safety since
one can see the surroundings. The use of the RPU technology can reduce the rates of crime rates, the
rates of pollutions and can also turn the city or urban centres into smart cities. The use of self-powered
street lighting will reduce over reliance on the energy from hydroelectricity and other fossil fuels like
petroleum. The extra or surplus power generated using the Remote Power Unit can be used by the
local residents for other purposes like lighting at homes, entertainment and cooking when properly
transmitted. This can really be beneficial especially for urban centres that are not served with
electricity from the grid [ CITATION RFo09 \l 1033 ].

ATTACHMENT
The main attachment under this section are the budget estimates and the Gantt project chart. The
former had not been made due to the deadline since there were consultations ongoing between the
procurement and the suppliers
