2 Overview

2.1 Feature Introduction

2.1.1 ZWF21-01-027 Fast Dormancy

This feature includes R8 Fast Dormancy and Pre-R7 Fast Dormancy Restraint
functions. The R8 Fast Dormancy function can extend UE battery usage and enhance
user experience. The Pre-R7 Fast Dormancy Restraint function greatly decreases the
signaling traffic caused by smart phones on the control plane but still guarantees user
experience.

3 Technical Description

3.1 ZWF21-01-027 Fast Dormancy

This feature includes R8 Fast Dormancy and Pre-R7 Fast Dormancy Restraint
functions that are respectively described in the following sections.

3.1.1 R8 Fast Dormancy

3.1.1.1 Basic Principle

To save battery consumption, for some smart phones whose versions are 3GPP Release
7 or Pre-Release 7, once the data transmission ends, they send a SIGNALLING
CONNECTION RELEASE INDICATION (SCRI) message. Upon receiving the SCRI
message, the network releases the Iu signaling and RRC connection. This process is
called Pre-R7 Fast Dormancy. When there are data packages to be transmitted again,
the RRC connection and RB/RAB are reestablished. This frequent data transmission
causes frequent network connection and release, and produces many signaling
messages, and it is easy to cause a signaling storm. An example of the channel switch
with Pre-R7 fast dormancy is shown in the following figure.

To resolve this problem, 3GPP Release 8 introduced a simple UE signaling to indicate


the state of a UE for the network. A new UE information element (IE) "Signaling
Connection Release Indication Cause" is added to the SCRI message, and is used to
indicate that the UE has decided to stop activated PS data transmission. On receiving
the IE, the UTRAN can decide to trigger an RRC state transition from the CELL_DCH
state to the CELL_FACH, URA_PCH or IDLE state.

The specification requires that the network controls the UE by broadcasting the T323
timer in the SIB1. Whether the UE uses the SCRI message whose "Signaling

Connection Release Indication Cause" is set to "UE Requested PS Data session


end" to inform the RNC that PS data is sent is controlled by the network.

The controlling principle of the RNC is as follows:

The RNC controls whether timer T323 can be broadcast in the SIB1 by using switch
UUeCnst.t323Swch. If the switch is enabled, timer T323 is broadcast in the SIB1. The
value of T323 is determined by UUeCnst.t323.

When the UE sends an SCRI message with the IE "Signaling Connection Release
Indication Cause" being set to "UE Requested PS Data session end", timer T323 is
started. During the running of timer T323, the UE is inhibited from sending the SCRI
message with the IE "Signaling Connection Release Indication Cause" being set to "UE
Requested PS Data session end" again.

If timer T323 is not broadcast in the SIB1, the UE does not send the SCRI with the cause
UE requested PS data session end.

An example of the channel switch with R8 fast dormancy is shown in the following figure.

According to 3GPP 25.331, when timer T323 expires, if the condition for reporting an
SCRI message is still met, the UE triggers the transmission of a SCRI message again.

3.1.1.2 SCRI Trigger Channel Switching to CELL_FACH

If the RNC receives a SIGNALLING CONNECTION RELEASE INDICATION message


with the cause UE requested PS data session end sent by an UE, and the following
conditions are met, the RNC swtiches the UE from the CELL_DCH state to the
CELL_FACH state.

Udrbc.fachSwch is set to 1:On.

The value of the bit3/bit4/bit5/bit6/bit7 of URncFunction.gResPara4 that the UEs


version is corresponding to is set to 1: prior to CELL_FACH.

Note:

The bit3/bit4/bit5/bit6/bit7 of URncFunction.gResPara4 controls the target state in priority


transitioned from the CELL_DCH state triggered by the R8 Fast Dormancy function,
corresponding to the UE of the version R99/R4, R5, R6, R7, R8 and post-R8.

3.1.1.3 SCRI Trigger Channel Switching to CELL_PCH

If the RNC receives a SIGNALLING CONNECTION RELEASE INDICATION message


with the cause UE requested PS data session end sent by an UE, and the following
conditions are met, the RNC swtiches the UE from the CELL_DCH or CELL_FACH state
to the CELL_PCH state.

Udrbc.pchSwch is set to 2: Only Support CELL_PCH.

UCelInfoFDD.pchCellSwch is set to on.

The value of the PCH switch that the UEs version corresponds to is On. For
details, refer to 3.3.5 UE PCH Compatibility Strategy in ZTE UMTS Dynamic
Radio Bearer Control Feature Guide.

The value of bit3/ bit4/bit5/bit6/bit7of URncFunction.gResPara4 that the UEs


version corresponds to is set to 0: prior to URA_PCH/CELL_PCH.

3.1.1.4 SCRI Trigger Channel Switching to URA_PCH

If the RNC receives a SIGNALLING CONNECTION RELEASE INDICATION message


with the cause UE requested PS data session end sent by the UE, and the following
conditions are met, the RNC swtiches the UE from the CELL_DCH or CELL_FACH state
to the URA_PCH state.

Udrbc.pchSwch is set to 1:Only Support URA_PCH.

UCelInfoFDD.pchCellSwch is set to on.

The value of the PCH switch that the UEs version corresponds to is On. For
details, refer to 3.3.5 UE PCH Compatibility Strategy in ZTE UMTS Dynamic
Radio Bearer Control Feature Guide.

The value of the bit3/ bit4/bit5/bit6/bit7of URncFunction.gResPara4 that the UEs


version corresponds to is set to 0: prior to URA_PCH/CELL_PCH.

3.1.1.5 The Coupling Relation Between the SCRI Trigger Channel Switching to
CELL_FACH/CELL_PCH/URA_PCH

When the RNC receives the SCRI message with the IE "Signaling Connection Release
Indication Cause" being set to "UE Requested PS Data session end", the following three
scenarios should be considered respectively:

1. If the CELL_PCH and the CELL_FACH functions of the system are enabled, or if
the URA_PCH and the CELL_FACH functions of the system are enabled, the RNC
determines the state to which the UE is transmitted according to the value of
URncFunction.gResPara4 corresponding to the UE version:

If the bit3/bit4/bit5/bit6/bit7 of URncFunction.gResPara4 is 0: prior to


URA_PCH/CELL_PCH, the CELL_PCH or URA_PCH state is preferred.

If the bit3/bit4/bit5/bit6/bit7 of URncFunction.gResPara4 is 1: prior to


CELL_FACH, the CELL_FACH state is preferred.

2. If only one function between the CELL_PCH/URA_PCH and the CELL_FACH is


enabled, the value of URncFunction.gResPara4 needs not be judged and the UE is
switched to the enabled state.

3. If neither CELL_PCH/URA_PCH nor CELL_FACH is enalbed, the RNC switches


the UE to the IDLE state.

Note:

For the enabling conditon of the CELL_PCH/URA_PCH and CELL_FACH fucntions,


refer to 3.1.1.2~3.1.1.4. For whether to judge the controlling switch of the switching state,
refer to this section.

3.1.1.6 SCRI Trigger Channel Switching to IDLE

As described in the above section, when the RNC receives an SCRI message with the IE
"Signaling Connection Release Indication Cause" being set to "UE Requested PS Data
session end", and if neither CELL_PCH/URA_PCH nor CELL_FACH is enalbed, the
RNC switches the UE to the IDLE state.

3.1.2 Pre-R7 Fast Dormancy Suppressing

As described in 3.1.1 R8 Fast Dormancy, Pre-R7 Fast Dormancy causes frequent


network connection and release, produces many signaling messages, and easily causes
a signaling storm. Although 3GPP has added R8 fast dormancy, it cannot handle the UE
before Release 8.

To solve this problem, the user plane Heart Beat strategy is added to this function. With
this strategy, the signaling connection is not disconnected because of the SCRI
messages sent by the UE, and thus frequent signaling connection and release can be
avoided. This function is called Pre-R7 Fast Dormancy Suppressing.

3.1.2.1 Heart Beat Strategy of the User Plane

To prevent the UEs of version 3GPP Release 7 or Pre-Release 7 from sending the
Signaling Connection Release Indication message, and avoid frequent signaling
connection and release, the heartbeat strategy is applied to UEs that meet the following

conditions:

When the following conditions are satisfied, and there is no data interaction between the
CN and the RNC, the RNC user plane performs the heartbeat detection periodically. The
interval is determined by URncFunction.heartBeatFreq. The heartbeat data is not
included in the traffic volume measurement result of the user plane. When there are data
package interactions between the CN and the RNC, the heartbeat detection is stopped.
So, based on the heartbeat detection, it prevents the UE from sending the SCRI
message, and avoids frequent signaling connection and release. When the UE does not
have data transmission for a long time, it can be switched to the CELL_PCH/URA_PCH
or Idle state by the 4B0 traffic volume measurement report.

where for the R4 and for the R4 and pre-R4 UE, it is obtained from
URncFunction.heartBeatUeVerR4; for the R5 UE, it is obtained from
URncFunction.heartBeatUeVerR5; for the R6 UE, it is obtained from
URncFunction.heartBeatUeVerR6; for the R7 UE, it is obtained from
URncFunction.heartBeatUeVerR7; for the R8 and post-R8 UE, it is obtained from
URncFunction.heartBeatUeVerR8;.

2. The UE has PS service, and no CS service.

3. The RLC mode of the service is in acknowledged mode.

4. If parameter URncFunction.deviceTypeInd is set to "1: true, you need to determine


the Device type condition: "The IE" RRC Connection Setup Complete->UE radio
access capability ->Device type is not present or the condition of the
doesNotBenefitFromBatteryConsumptionOptimisation value is not satisfied. If
URncFunction.deviceTypeInd is set to "0: false, then there is no need to judge the
reported "Device type condition.

3.1.2.2 Channel Switching Strategy of the Control Plane

Because of the heartbeat detection, the UE sends an acknowledge data package after it
receives the heartbeat data. This may cause that the RNC cannot correctly make
judgment of event 4B0 for uplink traffic volume measurement, and it causes that the
channel cannot be switched to the CELL_PCH/URA_PCH or idle state based on the

traffic volume measurement. To solve the problem, new parameter


URncFunction.onlyDnOnHB is added. This parameter controls whether the channel is
switched to the CELL_PCH/URA_PCH or idle state only based on the downlink traffic
volume measurement report when heartbeat detection is performed.

If parameter URncFunction.onlyDnOnHB is set to 1: On, whether the channel is


switched to the CELL_PCH/URA_PCH or idle state is only based on the downlink traffic
volume measurement report. If parameter URncFunction.onlyDnOnHB is set to 0: Off,
whether the channel is switched to the CELL_PCH/URA_PCH or idle state is based on
both the downlink and uplink traffic volume measurement reports.

Note:

Tests confirm that the UE does not send uplink data packages after it receives the
heartbeat data, and the channel switching to CELL_PCH/URA_PCH or idle state based
on the downlink and uplink traffic volume measurement can be normally performed, so
the parameter URncFunction.onlyDnOnHB can be set to 0:Off.

6 Engineering Guide

6.1 Application Scenario

This feature includes R8 Fast Dormancy and Pre-R7 Fast Dormancy Restraint
functions.

The R8 Fast Dormancy function can extend UE battery usage and enhance user
experience. You are recommended to enable this function.

The Pre-R7 Fast Dormancy Restraint function greatly decreases the signaling traffic
caused by smart phones on the control plane but still guarantees user experience.

Because additional pings are needed to maintain the RRC connection for online users,
the uplink and downlink load may be increased, so it is suggested that this function
should be enabled only when there are too many smart phones in the network and the
control plane is heavily loaded.

6.2 Feature Activation Procedure

6.2.1 R8 Fast Dormancy

This chapter guides readers to find the GUI location of the parameters that are related to
the deployment of this feature. The values on figures are only examples. For the practical
configuration value, refer to the last column of table in section 3.1 .

In the configuration resource tree, select Modify Area > Managed Element->UMTS
Logical Function Configuration. Check the configuration of gResPara4, see Figure 6-1.

6.5 Network Impact

1. The Influence of the Performance of the Devices

None.

2. The Influence of the KPIs of the Network

The advantages of this function are as follows:

The R8 Fast Dormancy function can extend UE battery usage and enhance user
experience The UE state is controlled by the network, which avoids signaling storms
caused by the release of the UE.

The Pre-R7 Fast Dormancy Restraint function greatly decreases the signaling traffic
caused by smart phones on the control plane but still guarantees user experience.

The disadvantage of this function is as follows:

Because additional pings are needed to maintain the RRC connection for online users,
the uplink and downlink loads may be increased.

3. The data of the influence in the actual network

i. The following performances are improved after this feature is enabled:

CMP/DMP CPU mean ratio is decreased greatly;

ii. The following performances are deteriorate after this feature is turned on:

6.6 The Test Data

ZTE has the following detailed conclusions on the commercial network that enables the
fast dormancy function. Because different operators have different strategies, the
following network KPI figures are only for reference:

6.6.1 Impact on CMP/DMP CPU Mean Ratio

Because the fast dormancy can avoid network signaling storms, the load of the signaling
processor boards (CMP/DMP) of the RNC is reduced.

6.6.2 Impact on PS On-Line User and RUP CPU

The UEs who stayed in idle state before the feature is enabled are switched to the
CELL_PCH/URA_PCH state now. This increases the number of on-line users, which
further increases the load of user plane boards (RUP) of the RNC.

After the Fast Dormancy function is enabled, the number of PCH users is three times of
the number of users when this function is not enabled.

The RUB CPU Mean Ratio increased by about 6.48%

6.6.3 Impact on the Key KPIs

After introducing the fast dormancy, the following key KPIs should be also focused on.

The fast dormancy feature prevents users from being transferred to the idle state
frequently, so the number of RRC connection establishment attempts and the number of
PS RAB establishment attempts are decreased obviously. The Ratio of successful RRC
connection establishment, the Ratio of successful CS/PS RAB establishment and the
Number of CS RAB establishment Attempt almost remain unchanged.

After activating URA_PCH and fast dormancy, the number of concurrent CS+PS users
increases obviously, which increases the CS call drop rate. Meanwhile, the PS call drop
rate increases obviously because the number of the channel switch is increased.

The Ratio of PS call drop rate increases obviously, mainly because of the increase of the
number of the channel switch.

6.6.4 Impact on the Paging Success Rate of CS and PS

After activating URA_PCH and fast dormancy, the number of PS domain paging
message decreases a lot, and the number of paging messages initiated by RNC
increases a lot, because in the URA_PCH state, when a user has some downlink
packets, the SGSN does not send paging message to the user. Instead, the RNC sends
the paging messages to the user.

Due to the increase of the PCH channel utilization rate, the paging success rate of SGSN
may change. When users are switched from the URA_PCH state to the IDLE state, some
UEs do not respond to the paging messages, which results in that these UEs still stay in
the URA_PCH state, but the IU-PS connection is released. Therefore, these UEs cannot
respond to the paging messages sent by the SGSN and the paging success rate
decreases. Considering that users are not sensitive to the paging of the PS domain, it
does not affect user experience so much. According to the practical situation of the
commercial networks for which URA_PCH and fast dormancy are enabled, the
complaints from users do not increase.
