BACKGROUND

NFJPIA-R3 Council aims to promote academic excellence by adopting measures to foster educational
advancement in the field of Accountancy as stated in the Section 2, Article IV of the 2017 Constitution and
By-Laws of the National Federation of Junior Philippine Institute of Accountants Region 3. The Academic
Events in the 21st Regional Mid-Year Convention (RMYC), which exist to complement the academic
curriculum, is open to all local chapters across the region and are designed to motivate students as they
acquire higher level of knowledge in the field of accounting. Moreover, this event will help the organization
in its search for outstanding academic performers, who shall represent the Region on National Conventions
in which NFJPIA-R3 is an active contestant.

OBJECTIVES

JPIAN BATTLE OF THE MINDS

1. To promote academic excellence to all members by expanding their knowledge and understanding of
the accountancy profession through academic competitions.
2. To help the contestants discover their strengths and be aware of their weaknesses in different board-
related subjects through academic competition with the ultimate aim of maximizing the former and
overcoming the latter.
3. To allow the contestants to learn new techniques in answering questions in the shortest possible time
as well as handling time pressure which will serve as preparation for the actual CPA board examination.
4. To allow the contestants to assess their current academic standing as compared with the other JPIAns
in the region.

THE LAW PRESSURE CHALLENGE

1. To help the contestants develop and learn new problem-solving strategies when under pressure.
2. To enhance and develop the knowledge and skills of the members about what theyve learn in their law
subjects.
3. Test the contestants accumulation and retention of knowledge in regulatory framework for business
transactions.

THE ACAD RAC3: THE ELITE GROUP OF ACCOUNTANTS

1. To be a catalyst for members to discover the enjoyment and excitement of being an accounting student.
2. To help the members develop not only their intellectual potential but also other skills needed to be a
successful accountant.
3. To offer the types of experiences that foster the development of productive attitudes and work habits.

4. To provide a mechanism on which each local chapter may compete in unique, competitive and
intellectual manner.
5. To realize synergy and emphasize the importance of teamwork and collective performance as
compared to independent performance.

CASE STUDY COMPETITIONS

1. To allow the contestants apply and develop what they have learned in their Taxation/Management
Advisory Services (MAS) subjects as well as gain knowledge and expertise in proper presentation of tax
or advisory reports.
2. To promote awareness to all members how to prepare an actual tax/advisory case presentation.
3. To boost the self-confidence of the contestants as they defend their assumptions, analysis and
recommendations to the panel of judges regarding a particular Taxation / MAS topic.

GLOBAL CERTIFICATION AWARENESS PROGRAM 2ND WAVE

Global Certification Awareness Seminar and the Certified Accounting Technician (CAT) Challenge

1. Promote awareness of the global certifications available to students after graduation, other than the
local CPA title.
2. Expand the students knowledge base in accounting through exposure to real-world challenges related
to their field in a global perspective.
3. Give the students a feel of how to take internationally-recognized certifications, which is a departure
from the familiar accounting problems encountered in schools.
4. Open opportunities for BSA and non-BSA students find their best suit among specific fields under the
accounting profession.

QUALIFICATIONS

1. The Regional Academic Events in the 21st RMYC is open to all bona fide members of the NFJPIA-R3 FY
2017 -2018, registered member of their Local Chapters quizzers pool (except for CAT Challenge) and
registered delegate of the 21st RMYC.
2. For All Board Subjects Cup Final Round, the contestants should attend The Prodigies Assembly (TPA)
for the elimination round of All Board Subjects. Failure to attend the TPA shall make the contestant
ineligible for the All Board Subjects Cup Final Round.
3. Participants, including winners, of a particular Academic Event in prior years can still participate in the
same competition.

COVERAGE AND ELIGIBILITY

1. Each Local Chapter can only send maximum of three (3) contestants for JPIAn Battle of the Minds.
2. For the Tax and Advisory Case Study Competition, each Local Chapter can only send one team with
three (3) members.
3. For The Law Pressure Challenge, each Local Chapter can only send one team with four (4) members.
4. For The ACAD Rac3, each Local Chapter can only send one team with five (5) members.
5. Each contestant likewise shall only be allowed to join a maximum of two (2) academic events in the
21st RMYC.
6. Qualifiers for All Board Subjects Cup during the district eliminations shall be allowed to join a maximum
of three (3) academic events in the 21st RMYC including the ABS Cup Final Round.
7. Non qualifiers for All Board Subjects Cup during the district eliminations can still participate to a
maximum of two (2) academic events notwithstanding the academic events they participated during
the district eliminations.
8. The table below shows the topics covered for the JPIAN Battle of the Minds, The Law Pressure
Challenge, CAT Challenge, Tax Case Study Competition, Advisory Case Study Competition, and The
ACAD Rac3, as well as those who are eligible to join on each competition.

REQUIREMENTS

1. Each Local Chapter must submit the following requirements (in softcopy only).
Master list of all academic event contestants.
Scanned copy of the Endorsement Letter of all contestants of the Academic Events. (signed by the
Local Chapter President, Local Chapter Adviser and Dean/Program Chairperson).

2. The following guidelines must be observed in sending the requirements:


The filename format to be used in the requirements are as follows:
o Master list: 01 Local Chapter_RMYCRAL_2017_Masterlist.xlsx
o Endorsement Letter: 02 Local Chapter_RMYCRAL_2017_Endorsement.jpg

These two requirements then shall be compiled in one folder and compressed in winrar or winzip
format using the folder name: Local Chapter_1718_RMYC_Requirements-Academics.rar/zip

The compressed file of the requirements then shall be sent via email to
nfjpiar3.rvpacademics1718@gmail.com on or before August 31, 2017 (Thursday) with the
subject of the email as EMAILING: Local Chapter_RMYC_Requirements Academics.
In case the Local Chapter failed to submit the complete requirements on the deadline set by the
Council, there shall be a 10-point deduction from the overall score on Academic Events in the 21st
RMYC.

1. Change of contestants for any of the Academic Events shall be allowed provided that it shall be
communicated to the Regional Vice President for Academics at least ONE WEEK before the said event
and must comply with the following requirements:
Duly accomplished Substitution Form (Please see Substitution Form.xlsx)
Scanned copy of Endorsement Letter in accordance with Requirement 1.

Failure to comply with the requirements above would invalidate the substitution of contestants.

2. Each Local Chapter must select and appoint a representative (e.g., VP Academics) who shall act as
Liaison Officer. The Liaison Officer shall perform the following functions:
Shall act as the main contact of the Regional Vice President for Academics in the Local Chapter.
The bona fide person allowed raising concerns, clarifications, complaints and questions to the
Academics Committee.
The Liaison Officer may not be substituted by any Local Chapter officer or member.

JPIAN BATTLE OF THE MINDS

The JPIAn Battle of the Minds in the 21st RMYC is composed of the following events:
1. All Board Subjects Cup Final Round
2. Financial Accounting and Reporting Cup
3. Advanced Financial Accounting and Reporting Cup
4. Auditing Cup
5. Taxation Cup
6. Management Accounting and Control (MAC) Cup

GENERAL GUIDELINES

1. Contestants are advised to be at the designated place at least 30 minutes before the time schedule.
2. Contestants must be properly registered and sign the attendance sheet before proceeding to the
competition proper. Certificates of participation shall also be distributed upon registration.
3. Contestants must strictly wear business attire (no maong pants, no rubber shoes). Contestants who do
not comply with the prescribed attire shall NOT BE ALLOWED to join the competition.

4. Late contestants shall be ALLOWED to join the competition. However, he/she shall no longer be
allowed to answer the questions he/she have missed.
5. A judge or board of judges shall be a Certified Public Accountant for the purpose of giving an intelligent
and independent decision.
6. The judge or the board of judges shall have the sole and exclusive authority to clear or answer any
protest/clarification raised by the contestants. The decision of the judge or board of judges is final and
irrevocable.
7. Any contestant who shall be caught cheating shall be automatically disqualified in the competition.
8. Contestants shall only be allowed to manipulate their calculators after the quiz master says GO.
Warning shall be given for the 1st offense. 2nd offense shall mean disqualification from the particular
question while, 3rd offense entails disqualification from the competition.
9. After reading the contest rules and mechanics, contestants are given the chance to raise
questions/clarifications.
10. Before proceeding to the next question, the contestants shall be given an allotted time of 10 seconds to
raise a protest/clarification, to request for new marker, ink pen or scratch paper, to change their
calculator if it encounters a technical problem, or to raise any other concerns. After the allotted time
has elapsed, the quizmaster shall read the next question, thus, protest, clarification, or any concerns
shall no longer be entertained. The decision of the judge or board of judges regarding any concern/s
shall be final and irrevocable.
11. In case of protests or questions, all contestants should raise their boards to prevent changing of
answers.
12. Only the protests/clarifications of the contestants and Liaison Officers shall be entertained.
13. Silence from the audience is requested during the event proper. Coaching from the audience shall be
strictly prohibited. The quizmaster, Academic Committee member, or the Regional Vice President for
Academics reserves the right to do the necessary action to maintain the integrity and orderliness of the
event.
14. Questions or clarifications with respect to the IRR shall be addressed before the commencement of the
event. Otherwise, it shall no longer be entertained.
15. The Regional Council shall have the exclusive power to interpret the provisions of the IRR and shall be
vested with the power to give sanctions to any contestant who shall violate any provisions in this IRR.
16. In case there are any concerns or protests which are not covered in this IRR, the Regional Council shall
have the absolute power and sole authority to decide and interpret this implementing rules and
regulations upon consultation with the Regional Adviser, on matters which he deems necessary to
preserve and protect the integrity of the event. Should there be any ambiguity encountered by any
party, such should be addressed on a timely basis. The decision of the Regional Council shall be final
and irrevocable

ELIMINATION ROUND

1. For All Board Subjects Cup, only those contestants who qualified during the District Eliminations shall
be eligible to participate on the ELIMINATION ROUND of the said competitions.
2. The ELIMINATION ROUND shall be comprised of three rounds namely: Easy, Average and Difficult
Rounds. In case of tie after the Difficult Round, clincher questions shall be given to the contestants until
the deadlock is broken. Time allotment, number of items and corresponding points are as follows:

3. The quizmaster shall read each question ONCE. The Regional Vice President for Academics may extend
time prescribed depending on the complexity of the question.
4. Contestants shall be provided with a copy of the question for every item. The contestants must not flip
the copy of the question until the quizmaster says FLIP. After the quizmaster announces the question
number, the contestant may start reading and answering the question provided. Any contestant who
violates the said provision shall be given a warning for the 1st offense. On the 2nd offense, the contestant
shall be given sanction of accumulating only 50% of his/her total score garnered in all rounds. Violation
of this provision for the 3rd time shall mean disqualification of the contestant from the competition.
5. The contestants should answer each question within the time allotted. When the bell rings signaling
the lapse of time allotted, all contestants should stop answering and must immediately raise the board
which corresponds to their answer. Contestants who violate this provision shall not be given any point
even if he/she got the correct answer.
6. The contestants who were able to get the correct answer must continue raising their boards up until
the quizmaster has called your board number, meaning, your corresponding point has been recorded.
7. In case there are questions voided by the judge or board of judges, the Regional Vice President for
Academics shall replace the voided questions from the clincher questions.
8. The TOP FIVE contestants with the highest accumulated scores shall advance to the FINAL ROUND.
9. In case of tie, clincher questions shall be given until the deadlock is broken. The 1st contestant who

answered the question correctly shall advance to the FINAL ROUND.

FINAL ROUND (EXCEPT ALL BOARD SUBJECTS CUP)

1. The FINAL ROUND shall be called, the PENTACCOUNTING WIZARD TOURNAMENT (PAWT)
2. This shall be a buzzer-type round and shall test the speed and strategy of the contestant to answer the
questions using a buzzer.
3. The TOP FIVE (5) contestants from the ELIMINATION ROUND shall advance to the FINAL ROUND. All
points of the contestants from the ELIMINATION ROUND shall revert to zero.
4. The FINAL ROUND is like a board game patterned from Snake and Ladders but with different features.
The board shall consist of 200 squares (100 negative squares and 100 positive squares), the 100th
positive square contains the ACCOUNTING WIZARD CUP (AWC) that the contestants aim to reach.
5. The tournament shall begin by displaying the POTTER BOARD with five (5) game pieces located in the
square labeled START. The game pieces shall be based on the following;

6. The quizmaster shall read the chosen question only ONCE. All contestants can answer the question
even if the question was picked by other contestants. The quizmaster shall announce first the difficulty
of the question before reading the question proper.
7. Contestants may answer the question at any moment even if the quizmaster is still on the course of
reading the question, provided that before pressing the buzzer, the answer must already be reduced to
writing and the right term or digits are legibly written on the board. Otherwise, the answer shall be
deemed as null and void. Using abbreviations shall be strictly prohibited unless specifically allowed by
a particular question.
8. The first contestant who pressed the buzzer shall get the chance to answer the question. If the first
contestant got the correct answer, he/she shall acquire Potter Steps. The contestant shall be given
certain Potter Steps depending on the difficulty of question he/she answered.
9. If the contestant who first pressed the buzzer answered the question incorrectly, the contestant shall
be entitled with Malfoy Steps. The contestant shall be given certain Malfoy Steps depending on the
difficulty of question he/she answered.
10. Only one contestant has the chance to steal. The other contestant who shall steal can only start pressing
the buzzer after the quizmaster declared the answer of the first contestant as incorrect.
11. If the stealer got the correct answer, he/she shall acquire Potter Steps . The stealer shall be given certain

Potter Steps depending on the difficulty of question he/she answered. But if the contestant who got a
chance to steal still answered the question incorrectly, the stealer shall be given certain Malfoy Steps
depending on the difficulty of question he/she answered. Then the quizmaster shall proceed to the next
question.
12. However, if no contestants pressed their buzzers within the time allotted after the quizmaster has
finished reading the question, the quizmaster shall proceed immediately to the next question.
13. The number of items, time allotment, corresponding Potter Steps and corresponding Malfoy Steps for
each questions level of difficulty shall be as follows:

14. The goal of the game is to be the first player to reach the end by moving across the board from square
one to the final square. The final square contains the ACCOUNTING WIZARD CUP.
15. The contestants can move across the board by answering questions correctly to acquire Potter Steps.
Just follow the numbers on the board to see how the game pieces will move forward or backward. For
example, if you answered an average question which entitled you to 6 Potter Steps and you were on
square number 11, then your game piece shall move to square number 17. Furthermore, if for example
you answered an average question incorrectly which entitled you to 3 Malfoy Steps and you were on

16. The usual game of Snakes and Ladders where the player shall land exactly on the last square shall not
apply in this board game. Contestants are not required to land exactly on the last square
(ACCOUNTING WIZARD CUP) to win. For example, if you are on square 99 and got 4 Potter Steps by
answering an easy question correctly, your game piece shall move to the 100th square and shall not
bounce back to 99, 98, 97 (two, three, then four moves) just like in the usual game of Snakes and
Ladders.
17. The questions are not categorized by difficulty which means the set of questions is shuffled.

can cast one (1) good spell and one (1) evil spell. Contestants are not allowed to cast an evil spell against
contestants who are still in the square labeled START.
20. Contestants shall have the spells they cast in order for the spell to take effect.
21. An updated table showing the name of the contestant, the spells he/she have together with an
updated photo of the Potter Board showing the latest place of the contestants game piece shall be
displayed before proceeding to the next question.
22. In case there are questions voided by the judge or board of judges, the Regional Vice President for
Academics shall replace the voided questions from the clincher questions.
23. The FINAL ROUND shall end once winners have been declared or all the 30 questions have been
exhausted (whichever comes first).

DETERMINATION OF WINNERS (EXCEPT ALL BOARD SUBJECTS CUP)

1. In the FINAL ROUND, contestants are highly encouraged to answer at least two questions (whether
the contestants answer is correct or incorrect). Failure to comply with this provision shall result in the
following: a) The contestant shall NOT be a priority in final ranking in the tournament and b) The Local
Chapter shall only get participation point in the determination of the overall ranking in Most Awarded
Local Chapter in Academics regardless of the contestants rank in the FINAL ROUND.
2. The first contestant who reaches the ACCCOUNTING WIZARD CUP (AWC) shall be enthroned as the
ACCOUNTING WIZARD (1st place), while the second contestant who reaches the final location shall be
declared as 2nd place and so on. In case no contestant reached the ACCOUNTING WIZARD CUP, their
raking shall be based on the distance of their game piece from the AWC, thus, the closer to the AWC,
the higher the rank.
3. In case of tie (the contestants are in the same square other than the 100 th square), clincher questions
shall be given until the deadlock is broken. The 1st contestant to correctly answer the question shall win
the ranking in dispute. No spells shall be allowed to be used.
4. Contestants who were able to comply with the requirement to answer at least two questions shall be a
priority in the final ranking. It means that even if the game piece of the non-compliant contestant is
closer to the AWC as compared to the compliant contestants he shall not be a priority in the final
ranking. The ranking of non-compliant contestants shall be based on the distance of their game piece
from the AWC, thus, the closer to the AWC, the higher the rank.

FINAL ROUND FOR ALL BOARD SUBJECTS CUP

1. The FINAL ROUND shall be called, the ACCOUNTING JEOPARDY.


2. The TOP FIVE contestants from the ELIMINATION ROUND shall advance to the FINAL ROUND. All
points of the contestants from the ELIMINATION ROUND shall revert to zero. This round shall test the
contestants strategy in answering the board subject questions within the time allotted and managing
both his/her score and his opponents.
3. The ACCOUNTING JEOPARDY BOARD features six categories (the six CPA board exam subjects), each
of which contains five questions, which are ostensibly valued by difficulty. Question values ranged from
10 points to 50 points.
4. The contestant who garnered the highest points in the ELIMINATION ROUND shall have the privilege
of selecting the first question value on the Accounting Jeopardy board under his/her preferred
category. (Example: Financial Accounting and Reporting, 20 points). The question is revealed and read
aloud by the quizmaster. However, in case of a tie, local chapter names in alphabetical order would be
the basis on who would pick a question value first.
5. The quizmaster shall read the chosen question only ONCE. All contestants can answer the question

even if the question was picked by other contestants.
6. Contestants may answer the question at any moment even if the quizmaster is still on the course of
reading the question, provided that before pressing the buzzer, the answer must already be reduced to
writing and the right term or digits are legibly written on the board. Otherwise, the answer shall be
deemed as null and void. Using abbreviations are strictly prohibited.
7. The first contestant who pressed the buzzer shall get the chance to answer the question. If the first
contestant answered the question incorrectly, only one contestant has the chance to steal. The other
contestant who shall steal can only start pressing the buzzer after the quizmaster declared the answer
of the 1st contestant as incorrect. But if the contestant who got a chance to steal still answered the
question incorrectly, the quizmaster shall proceed to the next question.
8. The time allotment for each question value shall be as follows:

9. If the first contestant answered the question correctly, he/she shall be entitled with the corresponding
question value. If the contestant answered incorrectly, he/she shall be given a deduction of half of the
question value. This rule also applies when the contestant who made a steal answered the question
incorrectly.
10. However, if no contestants pressed their buzzers within the time allotted after the quizmaster has
finished reading the question, the quizmaster shall proceed immediately to the next question.
11. The contestant who answered the question correctly shall be the one to select the next question value
in the Accounting Jeopardy board. In the case that no contestants pressed their buzzers or no contestant
answered the question correctly, the last contestant who is entitled to select from the Accounting
Jeopardy Board shall again be the one to select the next questions value.
12. If a contestant has answered questions correctly three (3) times consecutively, he would be able to
unlock a BONUS QUESTION. If the contestant who have unlocked the BONUS QUESTION answered
correctly, additional ten points shall be given. Incorrect answer for the bonus question shall not have
deductions from the accumulated points.
10. The quiz bee ends when 30 questions have been exhausted.

DETERMINATION OF WINNERS FOR ALL BOARD SUBJECTS CUP

the deadlock is broken. The first contestant that answers correctly the clincher question shall win the
ranking in dispute.

THE LAW PRESURE CHALLENGE

GENERAL GUIDELINES

1. Only the first six (6) Local Chapter to register for the Law Pressure Challenge shall be eligible to the

2. In THE LAW PRESSURE CHALLENGE each Local Chapter shall send a four-member team that shall
compete in three head-to-head contests and one final team-play contest.
3. The team shall be composed of a team captain who have mastered all regulatory framework for
business transactions the other three each of which have mastered Law on Business Transactions
including Negotiable Instruments and Bouncing Check Laws, Law on Credit Transactions, and Law on
Business Associations, respectively.
4. Contestants are advised to be at the designated place at least 30 minutes before the time schedule for
the demonstration of the head-to-head contests.
5. Contestants must be properly registered and sign the attendance sheet before proceeding to the
competition proper. Certificates of participation shall also be distributed upon registration.
6. Contestants must strictly wear casual attire (no maong pants, no rubber shoes). Contestants who do
not comply with the prescribed attire shall NOT BE ALLOWED to join the competition.
7. Late contestants shall be ALLOWED to join the competition. However, he/she shall no longer be
allowed to participate in the contests he/she have missed.
8. A judge or board of judges shall be a Certified Public Accountant for the purpose of giving an intelligent
and independent decision.
9. The judge or the board of judges shall have the sole and exclusive authority to clear or answer any
protest/clarification raised by the contestants. The decision of the judge or board of judges is final and
irrevocable.
10. Any contestant who shall be caught cheating shall be automatically disqualified in the competition.
11. After reading the contest rules and mechanics, contestants are given the chance to raise
questions/clarifications.

12. In case the contestant/team encountered any questions/clarifications during any of the contests,
he/she can raise his/her question/clarification to the quiz master after which the quiz master shall
address the question/clarification to the Regional Vice President for Academics whom shall address
the question to the judge or board of judges. The decision of the judge or board of judges regarding any
concern/s shall be final and irrevocable.
13. Only the protests/clarifications of the contestants, adviser and liaison officer shall be entertained.
14. Silence from the audience is requested during the event proper. Coaching from the audience shall be
strictly prohibited. The quizmaster, Academic Committee member, or the Regional Vice President for
Academics reserves the right to do the necessary action to maintain the integrity and orderliness of the
event.
15. Questions or clarifications with respect to the IRR shall be addressed before the commencement of the
event. Otherwise, it shall no longer be entertained.
16. The Regional Council shall have the exclusive power to interpret the provisions of the IRR and shall be
vested with the power to give sanctions to any contestant who shall violate any provisions in this IRR.
17. In case there are any concerns or protests which are not covered in this IRR, the Regional Council shall
have the absolute power and sole authority to decide and interpret this implementing rules and
regulations upon consultation with the Regional Adviser, on matters which he deems necessary to
preserve and protect the integrity of the event. Should there be any ambiguity encountered by any
party, such should be addressed on a timely basis. The decision of the Regional Council shall be final
and irrevocable

ELIMINATION ROUND

1. The quizmaster shall announce the category and explain the mechanics of the specific head-to-head
contest and each team shall send a player other than their team captain whom they think suitable for
the category.
2. Each chosen player shall pick one card (to be provided by the quizmaster) to determine who their
opponent in the face off shall be.

3. The sequence of the faceoff shall determine who shall take the head-to-head contest first. The four (4)
players for the 2nd and 3rd sequence for a particular category (ex. Law on Credit Transactions) shall be
escorted to the NO PRESSURE room for them not to hear the questions and to prepare for the faceoff,
but the rest of the team may witness the faceoff of the players of the 1 st sequence. After the faceoff of
the 1st sequence, the 2nd sequence shall be summoned from the NO PRESSURE room and take the
faceoff, after which the 3rd sequence shall take the faceoff. The same rule shall apply to other categories.
4. The chosen player of each team shall face off on the Law Pressure Pad, a large circular platform set into
the floor that shall serve as the battle ground for the players.
5. At the start of every head-to-head contest, the quizmaster shall toss a coin, the player who wins in the
toss coin may choose to play first or second.
6. The winner of the head-to-head contest shall join their team captain in the final round.

HEAD-TO-HEAD CONTESTS

Title: Timeout
Coverage: Law on Business Associations

1. Two 5-minute timer shall be projected in the white screen with each timer representing each
contestant.
2. To win the contest, each contestant needs to stop their timer from running out by answering questions
correctly.
3. The contestant who won in the toss coin shall have the privilege of choosing whether to answer the first
question first or not. If the contestant chose not to answer the question, the opponent shall be the one
to answer the first question. In the following questions, the person who answered the last question
correctly shall have the privilege of choosing whether to answer the next question first or not.
4. The contestant answering shall have two (2) options, either to give an answer or to pass. If the
contestant answered the question correctly, he/she shall be entitled to a 10-second addition in his/her
timer. On the other hand, if the contestant answered the question incorrectly or chose to pass, the
contestant shall be charged with a 15-second deduction in his/her timer.
5. The quizmaster shall read the question once and the player may answer only after the quizmaster says
Go. If the contestant answering answered the question incorrectly or chose to pass or if he/she

doesnt give any response after 30 seconds (this shall be considered an incorrect answer), the quizmaster
shall give the turn to the other player and ask the same question. If again, the other player answered
the question incorrectly or chose to pass, or if he/she doesnt give any response after 30 seconds (this
shall be considered an incorrect answer), the quizmaster shall proceed to the next question and give the
turn to the other player. If the player answered the question correctly, he/she shall have the privilege
of choosing whether to answer the next question first or not.
6. Questions may be multiple choice or identification questions.
7. The contestants timer shall start every time the quizmaster says Go after reading the question and
stops when the contestant gives an answer or says pass.
8. The face-off shall end when a contestants timer runs out or when 20 questions have been exhausted.
9. The first contestant to run out of time or the contestant with lesser time remaining, whichever is
applicable, shall be the one to be eliminated in the contest. However, the contestant who have answered
at least one (1) correct answer shall won the head-to-head contests, regardless of the contestants
timer, against a contestant have doesnt have any correct answer.
5. If both the contestants doesnt have any correct answer after a contestant timer runs out or when 20
questions have been exhausted, clincher questions shall be given until the deadlock is broken. The first
contestant that answers correctly the clincher question shall win.

Title: Target
Coverage: Law on Business Transactions including Negotiable Instruments and Bouncing Check Laws

1. The contestant to answer first (based on the toss coin) shall step at the middle of the Law Pressure Pad.
There are two (2) set of questions and the contestant to answer first shall select one from the two (2)
set of questions. The remaining set shall be for the other player.
2. There are ten (10) questions in each set. The quizmaster shall read each question once and the

says Go. The contestant may choose to answer the question or pass. When the contestant answered
the question incorrectly, the quizmaster shall say incorrect and proceed to the next question. When
the contestant says pass the quizmaster shall proceed to the next question. In each category, this shall
continue until the two (2) questions have been exhausted.
5. There are four (4) questions in each category but only two (2) questions per category shall be available
to each contestant. The quizmaster shall proceed to the next category even if the contestant failed to
answer any questions correctly when the two (2) questions have been exhausted.
6. The contestant cannot go back to the questions he/she have passed.
7. Questions may be multiple choice, fill in the blanks or identification questions.
8. The timer shall start every time the quizmaster says Go after reading the question and stop when the
contestant gives an answer or says pass. This shall continue until all the categories have been
exhausted.
9. The contestants turn shall end when all the categories have been exhausted.
10. In the determination of whom shall be eliminated, there are two considerations. As to the number of
correct answer, the contestant to obtain less correct answer, regardless of the contestants time, shall
be the one to be eliminated. As to time, if both the contestants have the same number of correct answers,
then the contestant who takes the longest time shall be eliminated.

NOTE: In case there is a tie in any of the head-to-head contest after exhausting all the previous provisions,
clincher questions shall be given until the deadlock is broken. The first contestant that answers correctly
the clincher question shall stay in the contest.

FINAL ROUND

1. All teams are eligible to participate in the final round, even if the only surviving member is the team
captain.
2. Each participating team shall send their team captain to the Law Pressure Pad.
3. All questions are multiple-choice, the Final Law Pressure Pad shall have ten (10) levels each of which
contains the letters of the choices to where the team captain shall step, the letter to where the team
captain step onto shall be considered as the final answer of the team. The number of choices per level

varies, some levels may contain only two (2) choices, only three (3) choices, four (4) choices, or even

4. The surviving members of each team shall be assigned in pressing the buzzer. The buzzer is one (1)
meter away from the Law Pressure Pad. The team captain is not allowed to go outside the Law Pressure
Pad. In case the team doesnt have any surviving members, the team captain is allowed to go outside
the Law Pressure Pad to reach and press the buzzer. Any of the surviving members may press the
buzzer at any moment even if the quizmaster is still on the course of reading the question and the
choices, even without the other surviving members or team captains approval.
5. The captain may confer with his/her surviving teammates, if any, before choosing an answer by
stepping onto it. The answering team shall be given ten (10) seconds to decide for their final answer.
6. A correct response allows the team to advance to the next level.
7. The first team to press the buzzer shall get the chance to answer the question. If the first team answered
the question incorrectly, only one team has the chance to steal. The other team who shall steal can only
start pressing the buzzer after the quizmaster declared the answer of the 1st team as incorrect. But if
the contestant who got a chance to steal still answered the question incorrectly, the quizmaster shall
proceed to the next question.
8. If the contestant answered incorrectly, the team shall lose a turn (they are not eligible to answer the next
question). This rule also applies when the contestant who made a steal answered the question
incorrectly.
9. However, if no contestants pressed their buzzers thirty (30) seconds after the quizmaster has finished
reading the question, the quizmaster shall proceed immediately to the next question.
10. The team captain to step onto the correct letter in the 10th level of the Final Law Pressure Pad shall be
declared as the 1st place and so on.
11. The quiz bee ends when 20 questions have been exhausted.

The ranking of non-compliant contestants shall be based on their distance from the 10th level, thus, the
closer to the 10th level, the higher the rank.

THE ACAD (ACHIEVING CONVERGENCE THROUGH ACADEMIC DIVERGENCE) RAC3: THE ELITE
GROUP OF ACCOUNTANTS

GENERAL GUIDELINES

1. Only the first five (5) local chapter to register for the ACAD Rac3 shall be eligible to the contest proper.
2. In the ACAD Rac3 each local chapter shall send a five-member team that shall compete with other

19. In case there are any concerns or protests which are not covered in this IRR, the Regional Council shall
have the absolute power and sole authority to decide and interpret this implementing rules and
regulations upon consultation with the Regional Adviser, on matters which he deems necessary to
preserve and protect the integrity of the event. Should there be any ambiguity encountered by any
party, such should be addressed on a timely basis. The decision of the Regional Council shall be final

and irrevocable

STATIONS

1. The ACAD Rac3 shall be composed of seven (7) stations. Each station, except the Common Sense station
and the Interpersonal Station, shall have individual challenges, team challenges and academic
challenges.
2. Station facilitators shall be called SUPERVISORS. Each supervisor shall wear a name tag for their
identification.
3. Each station shall be named as follows:

a. Common Sense Station


This shall be the first station for all the teams and shall test the team captains common sense.
Only team captains of each team shall be eligible to take the common sense challenge. Other
members of the team shall wait in the COMMON SENSE STORE.
The common sense station shall have five (5) mini stations where the team captains common
sense shall be tested and one (1) Common Sense Store. The Supervisor of each mini station shall
ask common sense questions that shall be answered by the team captain. By answering each
stations common sense question, the team captain shall acquire COMMON SENSE POINTS that
the team shall use to avail power ups and objects that can be of help for the team in finishing the
challenges along the race. Thus, the higher the team captains common sense the higher the
chance that the team can avail power ups and helpful objects.
Power ups and helpful objects shall be purchased using the COMMON SENSE POINTS in the

COMMON SENSE STORE (CSS). The team shall decide to what power ups and objects they
think may be of great help for them. Some items in the CSS are bogus meaning they will not
contribute any help to any challenges.
Some power ups and helpful objects are limited, the determination to who shall acquire the
power ups or helpful objects shall be Jack n Poy Best of 3, meaning the first person to get
two (2) points shall be the one eligible to acquire the power ups or helpful objects, given that
his/her team has enough Common Sense Points to purchase the power up or helpful object.
Any member of the team can represent his/her team in the Jack n Poy.

b. Interpersonal Station
After purchasing power ups and helpful objects. Each contestant shall be blindfolded and
directed to the Interpersonal station.
The Supervisor shall demonstrate or explain the mechanics of the challenge in the
Interpersonal station.
This station shall test how well each member know their teammates and their local chapter.
Each contestant shall be dispersed in the event area away from his teammates. Each contestant
shall face a challenge to test how well they know their teammates and their local chapter. After
completing the challenge, the Supervisor shall then give the contestant a clue to the next
station, where the contestant and the rest of his/her team shall meet.
In the next station after the Interpersonal station, the team cannot start unless they are complete.
Thus, if a member of the team fails to do the challenge in the Interpersonal station, he/she will
hinder the whole team in having a head start.
The duration of this station shall only be ten (10) minutes after which teams, if any, who failed
to complete the station shall be given the clue to the next station.

c. Individual challenges:
The Supervisor shall demonstrate or explain the mechanics of the challenge.
Individual challenge in each station, except the Common Sense station and Interpersonal Station,
shall be reserved for a particular team member. For example, the individual challenge in the
Accounting and Reporting Station shall be exclusive for the AR Master.
The assigned player for a particular station shall first finish the individual challenge before the
team can proceed to the team challenge. Thus, if the member failed to do his/her individual
challenge he/she will hinder the whole team in proceeding to the team challenge.
Individual challenges shall have a time limit of ten (10) minutes to finish the challenge after
which the team, even if the particular member failed to finish the challenge, shall be allowed to
proceed with the team challenge.

d. Team challenges:
Each station, except in Common Sense station and Interpersonal station, shall have team

challenge.
The Supervisor shall demonstrate or explain the mechanics of the challenge.
Team challenges may require only two (2) members, three (3) members, four (4) members or
may require the whole team to finish the challenge at hand.
Team challenges shall have a time limit of ten (10) minutes to finish the challenge after which
the team, even if they failed to finish the challenge, shall be allowed to proceed with the academic
challenge.

e. Academic challenges:
Each station, EXCEPT in Common Sense Station and Interpersonal Station, shall have academic
challenge.
Academic challenges may require only two (2) members, three (3) members, four (4) members
or may require the whole team to finish the academic challenge at hand. The team captain shall
always be one of the persons who shall take the academic challenge.
The scope of the academic challenge depends on the name of the station. For example, in
Accounting and Reporting Station, the scope shall be Financial Accounting and Reporting and
Advanced Financial Accounting and Reporting. The Supervisor shall state the number of
members needed in the challenge, who shall be required, and who shall be eligible to take the
challenge.
The answer for the academic challenge shall be used to get the clue to the next station thus,
unless the team gets the correct answer they cannot proceed to the next station. The faster the
team gets the correct answer for the question, the faster they can get the clue, the faster they can
proceed to the next station.
Aside from obtaining the clue for the next station, in each station, a card displaying the correct
answer shall be given to the team upon uttering the correct answer to the Supervisor. The card
shall not be given unless the team uttered the correct answer. Each team shall obtain a total of
five (5) cards throughout the race (one (1) in each station). This cards (totaling five (5)) shall be
safeguarded for it shall be presented to the Supervisor on the last station to indicate that they
have finished all the stations.
Academic challenges shall have a time limit of ten (10) minutes to finish the challenge. If the
team failed to get the correct answer after ten (10) minutes, the Supervisor shall give the clue
to the next station along with the card containing the correct answer.

ACCOUNTING FRAUDS

1. ACCOUNTING FRAUDS may be encountered anywhere along the race. Accounting frauds shall serve
as road block, meaning it will obstruct the team from reaching the next station and shall create
difficulties and delay for the team.
2. Each team will encounter one (1) Accounting Fraud along the race.

3. Facilitator of the ACCOUNTING FRAUDS shall be called the FRAUDULENT ACCOUNTANT who shall
state the rules and mechanics for the challenge.
4. In order for the team to pass they may choose any of these three (3) options:
Take the Accounting Fraud Challenge
Forfeit the Accounting Fraud Challenge
Give something the Fraudulent Accountant asks
5. Accounting fraud challenge is a challenge that only one team member may perform. The team must
decide which team member would be best suited to complete it. The other teammates cannot assist in
the challenge though they may verbally offer advice and encouragement.
6. If a team chooses to forfeit an Accounting Road challenge, they will incur a 5-minute delay meaning
even if the team finishes the entire race for 30 minutes additional 5 minutes shall be added to their
official time.
7. The Accounting Fraud Challenge has no time limit, meaning the chosen player shall finish the
challenge in order for the team to proceed to the next station unless they forfeit the Accounting Road
Challenge or give something the fraudulent accountant asks.
8. If in the course of doing the Accounting Road Challenge, the member realized that he/she cannot take
the challenge, the team may still choose to forfeit the Accounting Road Challenge or give something
the fraudulent accountant asks.

THE FINALE

1. Upon getting the correct answer for the academic challenge on the last station, the team captain shall
notify the Supervisor on that particular station that they have finished all the stations. The team shall
trade all the cards (five (5) in total which contains the correct answer for each stations academic
challenge) they obtain throughout the race with the Supervisors mobile phone.
2. Using the Supervisors mobile phone the team captain shall send a text message to the Regional Vice
President for Academics which states We did it!- (Local Chapter), (e.g., We did it! Tarlac State
University), rest assured that the mobile phones of the Supervisors shall be able to send messages.
3. They can get the contact number of the Regional Vice President for Academics by concatenating all the
correct answers they get from all the stations and adding number zero (0) at the beginning. With the
numbers concatenated as follows:

mobile numbers aside from the Supervisors mobile numbers shall be considered null and void.
5. The team shall receive a response from the Regional Vice President for Academics stating
Congratulations, you may now take back your flag! The Supervisor in the particular station shall then
give back the flag of the team.
6. The Local Chapter shall then put the flag back to their official location (the location of the flag will be
announced at the commencement of 21st RMYC preferably near the main stage).

DETERMINATION OF WINNERS

1. The first team to successfully send a text message stating We did it! Local Chapter to the Regional
Vice President for Academics shall be enthroned as the ELITE GROUP OF ACCOUNTANTS (1st place),
while the second team to successfully send a text message stating We did it! Local Chapter shall be
declared as 2nd place and so on.
2. Only those teams that are able to put back their flag in their official location shall be considered in the
final ranking. Thus, if the team failed to put back their flag in their official location even though they
successfully send a text message to the RVP for Academics and received a response they should not be

considered in the final ranking.
3. The text messages official time in the RVPs mobile phone plus delays (obtained from forfeiting
Accounting Fraud Challenge), if any, shall be a trail/evidence for the determination of winners.

All Board Subjects Station Academic Challenge for the least
possible time.

Financial Accountant Shall be awarded to the Financial Consultant finishing the AR


Station Academic Challenge for the least possible time.

Audit Manager Shall be awarded to the Audit Manager finishing the Audit
Station Academic Challenge for the least possible time.

Managerial Accountant Shall be awarded to the Management Accountant finishing the


MAC Station Academic Challenge for the least possible time

Tax Accountant Shall be awarded to the Tax Accountant finishing the RFBT
and Taxtation Academic Challenge for the least possible
time.

CERTIFIED ACCOUNTING TECHNICIAN (CAT) CHALLENGE: THE SURVIVOR EDITION

GENERAL GUIDELINES

1. The quizmaster should read each question ONCE.


2. Each contestant will be provided hard copies of all the questions. The contestants must not flip the
copy of the question until the quizmaster says FLIP. After the quizmaster announces the question
number, the contestants may start reading the question provided. Any contestant who violates the
said provision shall be given a warning for the 1st offense. On the 2nd offense, the contestant shall be
given sanction of accumulating only 50% of his/her total score garnered in all rounds. Violation of
this provision for the 3rd time shall mean disqualification of the contestant from the competition

3. The contestants should answer each question within the time allotted. When the bell rings signaling
the lapse of time allotted, all contestants should stop answering and must immediately raise the board
which corresponds to their answer. Contestants who violate this provision shall not be given any
point even if he/she got the correct answer.
4. The contestants who were able to get the correct answer must continue raising their boards up until
the quizmaster has called your board number, meaning, your corresponding point has been recorded.
5. In case there are questions voided by the judge or board of judges, the Regional Vice President for
Academics shall replace the voided questions from the clincher questions.
6. In case of a tie, a clincher question will be given until the deadlock is broken.

ELIMINATION ROUND

1. The Certified Accounting Technician (CAT) Challenge: The Survivors Edition in the 21st RMYC is open
to all bona fide members of the NFJPIA R3 FY 2017 2018 and registered delegate of the 21st RMYC.
2. Each delegates who are willing to take the challenge shall take a qualifying examination. In the
QUALIFYING ROUND, contestants shall be given an electronic examination to determine the top 20
contestants who shall qualify for the FINAL ROUND.
3. The electronic examination shall consist of 30 multiple choice questions that shall be answered by the
contestants within thirty (30) minutes.
4. The electronic examination shall be made from Visual Basic application for real time score tabulation.
Each multiple-choice question with four answer choices shall be flashed in the screen. The contestant
shall read each question and answer choice carefully and choose the one best answer. The contestant
shall then click NEXT to proceed to the next question and so on. Once the contestant clicked NEXT,
he/she cannot go back to the previous question. After 30 minutes the electronic examination shall
automatically end and display the contestants score.
5. The questions are in line with the topics covered in an actual CAT examination.
6. The results of the qualifying round shall be posted in primary locations in the convention. Local chapter
presidents and qualifiers shall also be contacted regarding the results.
7. In case of a tie in the ranking of the top 20 qualifiers, clincher questions shall no longer be given. Simply
stated, qualifiers for the FINAL ROUND could exceed 20 contestants.

FINAL ROUND

1. The CAT CHALLENGE FINAL ROUND will consist of three levels: CB Level, RCA Level and CAT
Level. Each level will focus on the following topics:

DETERMINATION OF WINNERS

1. The contestants who have accumulated the highest number score shall be declared as the 1st place, the
second highest as 2nd place and so on.
2. The contestants who have garnered the highest score in each level shall be given a minor award which
is Future Certified Bookkeeper Award, Future Registered Cost Accountant Award, and Future
Certified Accounting Technician Award. In case of a tie in minor awards, the contestant with the
higher score in the over-all shall be the winner.

CASE STUDY COMPETITIONS

GENERAL GUIDELINES

1. Each local chapter may only send one team composed of three members.
2. Contestants are required to be in corporate attire while participating in the said competition.
3. Contestants are required to bring at least one laptop per team for the written report and presentation.
Other materials are not allowed except for calculators, dictionary and one reference material for each
team.
4. Contestants are highly discouraged from wearing any clothing material, accessory or color coding that
would identify them as contestants from a particular local chapter.
5. Members of the team can come from any year level but it is preferable that they have taken already
their Taxation/Management Advisory subjects.
6. Panel of Judges shall be composing of three Certified Public Accountants who have at least three
meaningful years of experience in TAX ADVISORY/MANAGEMENT ADVISORY for the purpose of
giving an intelligent and independent opinion.
7. Contestants shall be prohibited to put any marks on their written reports that would indicate the
Institution in which they are affiliated (i.e., refrain from including any identifiable information in
headers and footers or in the PowerPoint presentation) and are highly discouraged from placing any
identifying marks of their local chapter in any part of the presentation.
8. During the conduct of the event, spectators must refrain from clapping or making unnecessary noises
so as not to disrupt the contestants.
9. The competition shall be divided into two rounds, namely the Preliminary Round or the Written Report
Round and the Final Round or the Oral Defense Round.

PRELIMINARY ROUND (WRITTEN REPORT)

1. During this round, the contestants shall submit their written reports regarding the case (Tax Advisory
or Management Advisory).
2. The written report shall contain the following major parts:

Statement of the Problem (Main and Sub Problem)
Assumptions
Analysis (with supporting computations if any)
Recommendations

Note: Contestants may include additional parts to the written report in order to add substance to the
case study, provided that the major parts are present.

3. The format of the written report is as follows:
All reports must be written in Garamond font, use 12 font size and with 1.5 spacing.
Margins must be 1-inch in all sides of the document.
The report shall not be longer than six pages and must not have an appendix. All supporting
computations must be part of the written report.

4. The following criteria shall be used in evaluating each written case report:

in forming analysis and recommendations

Reasonableness, relevance and feasibility of the recommendations are the extent to which the

5. The written reports should be put in a flash drive and will be submitted to the Officer-In-Charge.
6. The written reports shall be given to the Panel of Judges. The Panel of Judges shall evaluate the written
reports and should pick the TOP FIVE teams on the same day.
7. The TOP FIVE teams with the highest points shall advance to the Final Round.

FINAL ROUND (ORAL DEFENSE)

1. Only the TOP FIVE teams during the Preliminary Round shall advance to the Oral Defense Round. If the
competition is a one-day event, each team shall be given TWO hours to prepare a PowerPoint
presentation and rehearse their oral presentation. If the competition is a two-day event, each team will
be given the whole night to prepare for their presentation.
2. Each team shall be given 15 minutes for the presentation and another 15 minutes shall be allotted for
the question and answer portion.
3. English shall be the medium of presentation.
4. The following criteria shall be used to evaluate the oral presentation:

The top three local chapters with highest scores shall be declared as the Most Awarded Local Chapter in
Academics, 2nd Most Awarded Local Chapter in Academics and 3rd Most Awarded Local Chapter in
Academics.

POINTING SYSTEM TO DETERMINE THE OVERALL CHAMPION IN THE 21st RMYC

1. The Academic Events shall be 50% of the total score while Non Academic Events shall be 50% of the
total score to determine the overall champion in the 21st RMYC.
2. The maximum score that a local chapter could obtain in Academic and Non Academic events shall be
the basis of local chapter scores.
3. The top three highest total score on both Academics and Non Academic events shall be declared as the
Overall Champion in the 21st RMYC, 2nd Overall Champion in the 21st RMYC and 3rd Overall Champion
in the 21st RMYC respectively.

ENFORCEMENT OF THE IMPLEMENTING RULES AND REGULATIONS

1. It shall be the primary duty of the Regional Vice President for Academics to effectively enforce the
provisions of this Implementing Rules and Regulations. The Council also has the sole right to interpret
the contents of this Implementing Rules and Regulations and their decision shall be binding and
irrevocable.
2. The Regional Adviser or his duly designated representative shall act as legal adviser to the Regional
Vice President for Academics and the Council and shall render legal assistance as may be necessary in
carrying out the provisions of this Implementing Rules and Regulations.

AMENDMENTS OR REVISIONS

1. The Council shall be vested with the exclusive power to revise and amend the Implementing Rules and
Regulations.
2. Any amendments to or revisions to this Implementing Rules and Regulations may be proposed by any
member of any local chapter upon a written request of such member, stating the reasons thereto.
3. Any request for amendments and revisions as well as proposed amendments must initially be reviewed
by the Regional Vice President for Academics then to be forwarded to the Regional Executive Officers
for discussion, editing and final approval and to be noted by the Regional Adviser.
4. The Regional Executive Officers shall have the right to debunk any proposed revisions and
amendments, submitted to them by the Regional Vice President for Academics, which are deemed
unnecessary. The final decision on any inclusions and exclusions to this Implementing Rules and
Regulations must be determined by a majority vote of all Regional Executive Officers in which the
Regional Vice President for Academics is included.

5. Amendments to particular provisions in this Implementing Rules and Regulations shall be allowed
provided that such amendments will be communicated to stakeholders at least two weeks before it
could take effect.

SEPARABILITY CLAUSE

If any clause, provision, paragraph or part of this Implementing Rules and Regulations shall be declared
unconstitutional or invalid, such judgment shall not affect, invalidate, or impair any other part hereof, but
shall be merely confined to the clause, provision, paragraph or part directly involved in the controversy in
which such judgment has been rendered.

REPEALING CLAUSE

Any rule and regulation or resolution or part/s thereof inconsistent with the provisions of this
Implementing Rules and Regulations are hereby repealed or modified accordingly.

EFFECTIVITY

This Implementing Rules and Regulations shall take effect immediately after its presentation and approval
from the Assembly. Promulgated in Baliwag, Bulacan this 30th day of June, 2017.
