CHAPTER -2

1. Elements of airport planning ;


Planning provides a framework to establish a
baseline of existing land uses and to forecast future
growth. Planning process involved inthe development
of effective and efficient avaition are :
1 National plan of integrated Airport System
(NPIAS):
- was visioned when avaition was just emerging
-Includes 9 principles : Airports

2. should be safe, efficient, located at optimun location and


maintained certain standared

3. should be affordable to bothe user and government

4. should be flexible and expandable(to meet the future


demend)

5. should be permanent (assurance foropening the airport for


aerounitical use for long term )

6. should be compactible with surruonding community

7. should be developed in concert with improvements to the


air traffic control system

8. The airport system should support national objectives for


defense, emergency readiness, and postal delivery.
9. system should be extensive
10. The airport system should help air transportation
contribute to a productive national economy and
international competitiveness.
2 StateAvaition System Plan :
- After NPIAS ,SASP was formedin each state (of US)

3 Regional Avaition System Plan :


- Developing a regional aviation system plan allows for
the assessment of the individual needs of each facility and then
measures these needs compared to the needs of the greater
regional system.

4 Airport Master Plans and Airport Layout Plans :


- Airport master plans and airport layout plans (ALPs) are a
important set of documents essential to the development of an
airport. AMP is teh piece that documents the planning process,
alternatives and recoomendation ,whereas ALP is the drawing
set that graphically depict the recomendation of planning
process

- A Master plan and the planning process should meet the


following 9 objectives :
- An airport master plan is a comprehensive study of an airport or
system of airports with short, medium, and long-term development
plans to meet future airport demand. It is designed to put
forward recommendations for the safe, efficient, and economic
development of an airport to meet the demands of the community it
serves. The process should focus on preparing a thoughtful, well-
coordinated, and practical plan that includes a realistic assessment of
needs and resources. The end product should be a cost-effective plan
of action for an airport or system of airports consistent with
established goals and objectives.

Elements of airport planing :

An important part of the planning process is community involvement, which


should be planned for and accommodated throughout the entire planning
effort. Community involvement from the initiation of a planning study is
critical for its successful completion.A typical planning process includes
individual elements that provide a fairly linear method of
assessing the facility and its needs to meet the goals for development.
The basic elements are :

6 Project justification
7 Compactible land use plan
8 Airport zoning ordinances including land use
and height of limitaion
