Decision for Pilot at NTPDC Dadri Stg-II
Dadri Stage II power plant is located near Delhi.
It is easy to visit and monitor the field level
implementation process.
The variable cost of the power plant is fairly high
(Rs. 3.63) than other thermal plants in Northern
Region
Load center plant
Easy and economical to keep Spinning Reserves
Project progress
A team from POSOCO, POWERGRID and M/s Siemens
visited NTPC Dadri on 6th May 2016
to explore the ground level requirement
Discussed with NTPC team

Execution of AGC pilot project as per technical


specifications through limited tender
Invited bids on 21st October 2016 from the four SCADA vendors
M/s ALSTOM
M/s OSI
M/s Siemens
M/s ABB

Bids opened on 30th November 2016

Letter of Award (LOA) will be issued to M/S Siemens.

Large Spikes in ACE data are present for different reasons.
By design, AGC cannot handle large changes in ACE
Due to limited Spinning Reserves.
AGC shall clamp ACE exceeding +/- 800 MW to +/- 800 MW

Method for Scaling of ACE


Directly Scale using a factor of 15 (800/15 = 53 MW, the maximum
Spinning Reserve.
Also there are nearly 15 Coal and GF stations available for AGC in
NR)
or
Scale by using the static values in the formula of ACE, A and Bf.

Converting MW DeltaP signals given from NLDC to MWh


for every 15 minutes time frame / 5 minutes
for accounting purposes.
Similarly ask for backup at Plant end.

Response to Fast changes in ACE in the same time block shall
be avoided.
Average standard deviation of 5 minute ACE for September
and October is around 150 MW.
Average standard deviation of 5 minute ACE for September
and October is around 10 MW.

To start with, difference between two successive values of


Delta P obtained after tuning of controllers shall not be more
than 1 MW.
Max(Delta (Delta P)) = 1MW.

Start working for next LOA (NTPL Tuticorin / NTPC Barh or any
new station)
Consolidated Rules for the PLC Algorithm at NTPC
Receive Unit Status, Present Schedule and DeltaP signal and
number of mills.

If Present Schedule is close to 230, 330 or 430, start


another extra mill to create Spinning Reserve.

Delta P signal be clamped to +/- 50 MW if the value is


outside +/- 50 MW.

The biasing between units should be user enterable. Start


with 0.5, for equal contribution.

Difference between two consecutive ICCP refresh values of


Delta P shall be clamped to a limit of 1 MW to start with.
(i.e., Max(Delta Delta P) = 1 MW)
Compensation for Energy and Services

1. Nullify Extra DSM charges
Energy produced for AGC should not be considered
as deviation.
AGC MW is not incorporated in schedule.
The energy produced every 15 minutes for AGC
should be logged in MWh terms.
AGC energy account shall be sent to NRPC secretariat
on weekly basis.
AGC energy account should be deducted from the
DSM Account of NTPC Dadri by NRPC.
2. Compensate for the Extra Energy spent, if any
The AGC energy account will be available every week
The cost the Positive AGC Energy (Positive MWh)
(calculated using Variable Cost)
Should be paid from DSM pool.
Socialized to all NRLDC constituents
Hence,
Source = DSM Pool
Sink = NTPC Dadri

3. Incentivize for the Services offered
In case of Positive MWh by AGC in the time block
Pre-specified mark-up over variable charges (50 ps/kWh)
Payable to NTPC Dadri
From the DSM pool

In case of Negative MWh by AGC in the time block


(Variable cost 50 ps/kWh) paid to DSM pool
Incentive 50 ps/kWh retained by NTPC Dadri
