PREFACE
Vivara Nidhi - A Citizens Handbook on e- Governance -aims at enhancing the capability
of the public to access various Government services which can be availed online. It
highlights various such services and guides him/her through the various steps he/she
has to follow in accessing these. These steps are detailed in the form of simple flow charts
which even a layman can follow easily. The services detailed are those which a citizen may
need sometime or the other in their life cycle and includes downloading birth, marriage and
death certificates, online tracking of case status in high courts, tracking files in Government
office, checking status of Aadhar card, ration card, electoral roll, payme nt of utility bills etc.

The handbook was prepared by the faculty and students of the Department of Economics,
St. Teresas College, Ernakulam with technical support from Mr.Vinod Raj, Consultant
(Programme Management), State e-Governance Mission Team, Kerala and Mr Josius
Benny Kittan, Manager, e-Governance, Kerala State IT Mission. It is published jointly with
Kerala State IT Mission and supplements the databank on e- Governance prepared by the
Department of Economics titled e- Jaalakam.

We hope the numerous services detailed in Vivara Nidhi will be fully utilized and will benefit
the public to a great extent. We also hope that our endeavour will promote active citizen
participation especially of women in e- Governance.

The project aims to spread various e- Governance schemes among society especially among
women and girl students. e- Jaalakam highlights various useful e- Governance services and
provides URL of these services facilitating easy access. These services are arranged in a
life cycle pattern from birth to death enabling access according to requirements at various
stages of life.

e- Jaalakam will generate demand for e- services and promote the vision of the institution
namely women empowerment through information and communication.

The Department of Economics, has always stood for the upliftment of women. The future be-
longs to those who give the next generation the reasons to hope. I congratulate Dr. Nirmala

Vivara Nidhi is the culmination of a process that started in July 2012 when the Department
of Economics, in celebration of its platinum jubilee, launched a project aiming at
generating awareness on various e- Governance services among students. In the course of
our subsequent journey in this field, there were many helping hands who in one way or the
other moulded our project which has finally resulted in this citizens handbook. We would
like to place on record our sincere gratitude to all of them.

First we would like to express our heartfelt gratitude to God almighty who has been our
guide in all our endeavours.

Credit for kickstarting the project goes to Kerala State IT Mission, its former Director Shri.
Jayasankar Prasad and Ms. K. Ambili, Assistant Mission Co-ordinator, who facilitated a two
day workshop on e- Governance at St. Teresas College on the 19 th and 20th September
in 2012 and continued to be strong sources of encouragement throughout . Support from
Shri. P. Bala Kiran IAS, present director, KSITM made this citizens handbook a reality.

A training team consisting of Shri. Jayachandran M.B, Principal Consultant & Head, Mr. Vinod
Raj V and Mr. Krishnakumar, consultants of State e-Governance Mission Team Kerala
steered our initial journey into the world of e- Governance. Mr. Vinod Raj guided us in all
our subsequent forays in this field.

Shri.Sheikh Pareeth, IAS, District Collector Ernakulam, helped to shape the next stage by
reposing his confidence in us and adding his personal advice on various services to be
included. He also connected us to Mr. Josius Benny Kittan, Manager , e-Governance, Kerala
State IT Mission who with his concept of life cycle approach helped shape the current
form of the presentation. Shri. P.H.Kurien IAS, Principal Secretary (IT) of Kerala laid the
foundation for the second phase of our project by launching e- Jaalakam- the campus to
community phase- which was implemented in association with The Federal Bank Ltd. Shri.
Hibi Eden, MLA, Ernakulam was a great source of motivation for us with his consistent
interest and encouragement. The unstinted support from Mr. Joseph Antony District Co-
ordinator, IT@school, Ernakulam and sponsorship from Rainbow Publishers Private Ltd
helped us conceive of phase three of our project- e- Jaalakam@School covering schools
in Ernakulam District. Feedback from various members of Ernakulam District Residents
Association Apex Council and students from other higher educational institutions made us

1. HOW TO APPLY FOR CERTIFICATES IN AKSHAYA CENTRES?

Go to the Akshaya Centre in your locality.

Inform them about the certificates that you need and submit all the required documents.

The documents are scanned and are saved in the computer.

The operator fills in the application form and it is saved to the computer

Pay Rs.20 as service charge and the receipt for the transaction made is received.

Witin 30 min, an application number will be received which helps you to check the status of
your documents.

You need to give your mobile no and all your required details.

After all documents are verified,they are sent to the village officer.

When the village officer receives the documents,an SMS is sent to your mobile no.

The village officer verifies the documents and if it proves satisfactory,he approves it and
uploads the certificate along with his digital sign on it.

If the certificate cannot be approved,he sends it back to the Akshaya along with appropriate
reasons.

The certificates will be available in the site http://edistrict.kerala.gov.in

In the future,if you need to apply for another certificate,you can apply it using the same
application no.

The web based data entry form can be done even before date of marriage but the
application can be submitted only after solemnisation of marriage.

Using the user name (e-mail id) and password used for login, the data can be accessed
and edited till it is downloaded by the registration unit.

In case of delayed application, the registration officials will forward the application
along with the Form II and other mandatory enclosures to the concerned Registrar
General for condoning the delay.

The concerned official of local body will download the application from web, incorporate
inward number and fee payment details, verify the particulars with the documents
furnished, make correction if necessary, take a print out in Form III, get it signed by
husband and wife. This will complete the registration process as per rule applications
given with in one year. For applications applied after one year of solemnisation
registration will be done only after getting the delay condoned from the authorised
authority.

The e-furnishing of data will not be considered as the statutory filing of memorandum
for marriage registration as prescribed in the rule.

As per the existing rule, the husband and wife should appear before the registrar for
signing for registration of the marriage.
