Result B Overarching Productivity Improvement Expert Scope of Work


Activity background: WISE project under result B activities Improved workforce skills and
productivity in selected sectors and governorates has included a productivity improvement
program to assist companies from the RMG, Textiles, Food Processing, Furniture and Tourism
sectors to improve their productivity. The targeted number of enterprises to benefit from this
program is 50 enterprises. The project will compose a team of four subject matter experts (one
for each sector excluding the one for RMG as this sector will be covered by a subcontractor) who
will work with enterprises directly to do the productivity assessment, productivity improvement
plans and implement the improvement plan in coordination with management teams within each
enterprise. The subject matter experts tasks will be managed by an overarching productivity
improvement expert who will provide some guidelines to experts. The overarching productivity
improvement expert will also be responsible for some collective activities in the area of
Productivity Improvement in coordination with the Federation of Egyptian Industries with whom
WISE project has signed a MOU to be a partner organization for different programs including the
productivity improvement program.
In the area of performance measurement there are two main approaches to measure
productivity:
- objective measures that are constructed based on information taken from operational
data, such as Balanced Scorecard and Performance Prism which account also for
immaterial or unquantifiable factors that do not focus particularly on productivity.
Objective measures are thought to present the truth about how things are, since they
produce the same result despite who applies them.
- subjective measure that are based on personnels subjective assessment measure such
as function point analysis, operations based productivity measure and data envelopment
analysis. The end goal is to assess to which extent workers within a specific organization
could be regarded as knowledge workers. Knowledge Worker Productivity Assessment is
a method that focuses on drivers of productivity and brings about the opinion of workers
themselves.
Bothe measurement tools are targeted to be used so that improvement plans for each
individual company can provide a recipe for short term interventions that can provide quick
improvements at the fast trach level as well as mid and long term improvements that the
company can work on itself through a productivity improvement task force that will be
formed within each company based on WISE consultation.

Scope of Work for the Overarching Productivity Improvement Expert:


The overarching productivity improvement expert will be responsible for following up with
subject matter experts regarding the productivity assessment and measurements, the
improvement plans, the implementation of the improvement plans and the collective
productivity improvement activities and seminars that can be organized. This includes the
following responsibilities:
Develop a program design for the productivity improvement activities according to what
is mentioned in the WISE project workplan.

Develop an action plan for the implementation of the productivity improvement program
that covers 50 enterprises benefiting from the program and document the developments
that took place due to the program implementation.
Develop, lead and support the orchestration of a group of subject-matter experts who are
supposed to grave manufacturing best practice, continuous improvement and process
innovation, to drive workforce productivity and safety whilst driving down cost and
reducing environmental impacts.
Organize collective seminars and workshops covering areas related to Productivity
Improvement such as Industrial Engineering (IE) framework, workforce skills
development, technology orientation and lean manufacturing workshops, Lean cell
design, 6 Sigma, 5S, Kaizen, Black Belt and piloting of the Green Belt workshops, reducing
cycle times, lead times and line manning levels.
Support the subject matter experts and productivity improvement task forces within
enterprises for the deployment of the improvement tools.
Set some measurement tools for measuring and calculating the work-loads of the
manufacturing lines and analytical methods to define material flow, realize new layout;
optimize the performances of the production tools, conceive analysis and follow-up tools.
Develop in collaboration with the subject matter experts, new concepts and techniques
to improve workflow, information and knowledge management
Develop in collaboration with subject matter experts Knowledge Work Productivity
Assessment Methods (KWPAM) and use them to assess workforce productivity. This will
include the following phases:
- Definition of organizations needs and the measuring process.

- Questionnaire directed to the employees,


- Interview of certain groups of employees,
- Analysis of both data,
- Projection of needed interventions to achieve improvements and building consensus
with enterprise management on interventions,
- Implementation of the interventions,
- Documenting results and assessing impact.
