Workforce Improvement and Skill Enhancement project


(WISE)

EXECUTIVE SUMMARY

The USAID-funded Workforce Improvement and Skill Enhancement (WISE) project will provide
capacity building and training for stakeholders and counterparts to: (a) upgrade technical
secondary education to meet the needs of the market in selected Governorates and sectors; (b)
improve skills and productivity of the workforce and private sector in selected sectors and
Governorates; and (c) improve the labor market efficiency environment.

BACKGROUND
Workforce Improvement and Skills Enhancement (WISE) is a Three-year project financed by
USAID and managed by MTC International Development holding company. The program is
designed to improve technical secondary education to meet the needs of the job market,
benefiting vocational school students and teachers as well as the private sector.
The project will establish partnerships between businesses and technical schools in order to
understand skills needed for employment reducing the current skills mismatch, creating a pool
of qualified candidates, and linking students with jobs
WISE activities also are focused on the demand side of the technical vocational education and
training (TVET) sector by engaging directly with the Egyptian private sector across three related
programs: (1) a training and job matching program for out-of-school job seekers; (2) an intensive
capacity building program to help companies better train the existing workforce; and (3) an
expansion of the USAID-funded Egypts Competitiveness Programs (ECP) successful 3R pilot
program.
WISE will enhance the capacity of Egyptian stakeholders to identify and address barriers to labor
market efficiency at the local and national level through the creation of entities such as Economic
Partnership Councils (EPCs) at the Governorate level, and the Policy Advocacy Unit (PAU) and
Policy Advisory Group (PAG) at the national level.

OBJECTIVES OF CONSULTANCY

Wise project will work directly with private enterprises in five industrial sectors (FOOD
PROCESSING, GARMENTS (RMG), Textile, FURNATURE (WOODWORKS) and TOURISM in
5 governorates (Alexandria, Aswan, Redsea, Ismailia and Portsaied) with the possibility of adding
additional governorates.
WISE project planned to implement a customized productivity improvement programme and
advisory services to local medium and large enterprises in those sectors and governorates,
The objective of direct enterprise support is to improve productivity, help enterprises to apply the
knowledge to their own environment, and develop their capacity to identify problems and improve
their processes in a way that enhances competitiveness through improvements in processes
rather than through investments. Productivity improvement techniques can support EGYPTIAN
enterprises to improve their processes and production efficiencies. This may include reduction of
production bottlenecks and lead times, simplification of processes, and minimizing duplication or
unnecessary waiting time.

SCOPE AND OBJECTIVE OF WORK


The objectives of this consultancy are to:

Task 1: Undertake enterprise analysis to determine performance gaps and


required support.
Undertake visits to all participating enterprises in the selected sectors and governorates to:
a) Develop assessment tools to be used in identifying obstacles of productivity by each
participating company;
b) Validate survey findings developed by WISE team.

Task 2: First Round of Direct Enterprise Support Baseline assessment, gap


analysis, training and implementation plan development for the selected
enterprises
a) Develop and measure baseline, productivity gap analysis and agree on productivity
improvement plans and targets with enterprise management/owner
b) Visit companies and undertake in-factory training and advisory in accordance with
training plan in calibration with WISE team.

Task 3: Second Round of Direct Enterprise Support Review, assess


performance and process standardization of the selected enterprises.
a) Visit companies and undertake induction and advisory in accordance with action plan to
productivity taskforce assigned by the company.
b) Develop an agreement on the continuous improvement plans and targets with first and
second level enterprise management/owner
c) Review, measure and monitor changes in the enterprise performance and ensure
process standardization
d) Conduct a progress evaluation to ensure the improvement procedures implemented as
planned.

Task 4: Third Round of Direct Enterprise Support final assessment and sector
analysis Review, assess performance and process standardization of the
enterprises.

a) Review, measure and monitor changes in the enterprise performance and ensure
process standardization.
b) Prepare a final productivity improvement report
c) Develop a sector based analysis report on common challenges, enterprises are facing,
sector opportunities to introduce solutions and final recommendations.

DELIVERABLES
a) Action plan based on the ToR and to be modified after the inception phase if needed.
b) Assessment tools for productivity evaluation for each enterprise.
c) Gap analysis for each enterprise
d) Inception Report with first draft of work Implementation Plan;
e) Different activities as per the approved improvement plan
f) Progress evaluation report for each enterprise
g) All Report of meetings, visits, challenges, and lessons learned;
h) Final evaluation report of the productivity improvement progress for each enterprise.
i) A sector based analysis report.

GENERAL CONDITIONS

a) Obtaining advance approval on proposed interventions from WISE management


b) Both Wise management and enterprise management can call for changing in the action plan if
target results are not timely achieved

c) Final evaluation plan report of the productivity improvement progress for each enterprise
should be endorsed by owner of the company and evidence have to be presented to WISE
management.

INPUTS OF WISE PROJECT


The WISE project (Component B team) will provide:
a) Primarily survey of middle management and supervisors for each targeted enterprise.
b) Primarily survey of workforce for each targeted enterprise
c) Logistical support for the enterprise visiting;
d) Technical comments and feedback on the outputs of the Consultancy.

KNOWLEDGE AND SKILLS:


a) Knowledge of lean manufacturing, Six sigma, Toyota production system, operations
management, and quality management in the industry sector in EGYPT
b) Demonstrate a productivity improvement consultation in the different industrial sectors
c) Demonstrated knowledge and skills in the facilitation of different management levels
involvement;
d) Demonstrated analytical and research skills in the field of productivity improvement.
e) Ability to manage assignments effectively consistently ensuring timeliness and quality
of work with minimum supervision;
f) Strong communication, documentation and presentation skills.

EDUCATION

EXPERIENCE

At least 10 years of work experience in productivity improvement programme for industrial


enterprises in EGYPT.

LANGUAGES
Advanced knowledge of English and Arabic.
