Acara akan dimulai pukul 09:00 dan akan berlangsung selama 4 jam. Makan
siang akan disediakan. Acara akan dibagi menjadi 4 sesi.

Sesi pertama adalah pemutaran film tentang program bantuan sosial di


Afrika Selatan. Meskipun film ini diambil dari belahan dunia yang lain, film ini
memberikan pengantar yang menarik tentang konsep bantuan sosial dan
menjelaskan mengapa perlindungan sosial menjadi instrument kebijakan
yang penting, tidak hanya untuk menurunkan kemiskinan, namun
mendorong penghidupan, pertumbuhan dan stabilitas. Film akan
dipekernalkan oleh John Rook, seorang spesialis di bidang perlindungan
sosial yang sekarang bekerja di Indonesia.

Sesi kedua adalah diskusi informal tentang manfaat perlindungan sosial oleh
Dr. Michael Samson, Direktur Economy Policy Research Institute (EPRI), yang
berada di Cape Town Afrika. Dr. Samson akan menjelaskan mengapa
perlindungan sosial menjadi instrument kebijakan yang digunakan secara
luas untuk menurukan kemiskinan, mendorong pertumbuhan ekonomi yang
inklusif dan membangun lingkungan sosial dan politik yang stabil. Dr.Samson
akan memberikan contoh contoh inisiatif sukses dari beberapa Negara di
dunia.

Sesi ketiga adalah diskusi informal yang akan dibawakan oleh Paul Roland,
seorang analis politik yang bertugas di Jakarta. Paul akan focus pada isu- isu
yang berhubungan dengan ekonomi politik dari perlindungan sosial dan
diskusi tentang relevansi perlindungan sosial dengan situasi pemilihan
parlemen dan presiden sekarang ini.

Jika waktu mencukupi, sesi akhir di pagi hari akan dilakukan diskusi panel
tentang isu- isu yang muncul dari presentasi presentasi sebelumnya. Waktu
yang tersedia akan memberikan kesempatan bagi peserta untuk
mengajukan pertanyaan-pertanyaan lebih detail.

Mohon diingat bahwa presentasi yang diberikan oleh para pembicara adalah
berdasarkan kapasitas individual masing- masing; pandangan dan komentar
mereka tidak merepresentasikan Pemerintah Australia yang mensponsori
acara ini.
NARASUMBER
Dr. Michael Samson is EPRIs Director of Research. He has 25
years experience working in social protection, and specialises in
designing, implementing, monitoring and evaluating social cash
transfer programmes. He has recently completed policy design
projects for social assistance programmes in Malawi, Lesotho,
Senegal, Ghana, Rwanda and Kenya, and is currently working on
social protection projects in Bangladesh, Indonesia, Mozambique,
Nepal, the Pacific, South Africa and Uganda. Michael co-ordinates
and co-leads the team implementing the impact assessment of
the Child Support Grant in South Africa, and has completed
previous evaluations of social grants in South Africa and an
impact assessment in Mozambique. He lectures at policy
conferences and training workshops in around the world. He is
also a Visiting Associate Professor of Economics at the Williams
College Center for Development Economics in the United States.

Paul Rowland has more than a quarter of a century of experience


in leadership roles. He spent twelve years working in the area of
strategic and political communications. He is now a consultant in
the area of democratic governance. He is also a member of the
ACE Network of Electoral Practitioners, an Associate at the
Centre for Democratic Institutions (CDI) in Canberra and a Fellow
at the Institute for Peace and Democracy (IPD) in Indonesia. For
fifteen years, Mr. Rowland served as Resident Representative of
the National Democratic Institute for International Affairs (NDI)
with postings in Serbia, Hungary and, most recently, for nine
years in Indonesia. In 2009, he served as Mission Director for
NDIs election observation mission to Afghanistans presidential
elections, leading a team of more than one hundred and twenty
people in a challenging political and security environment. He
has worked extensively in conflict areas including Serbia, Bosnia,
Kosovo, Timor Leste and Nepal. Recently, he has been involved in
supporting the exchange of experience of democratic transitions
between Indonesia and Egypt. Prior to moving to Indonesia, Mr.
Rowland lived in Belgrade, serving for six years as director of the
Institutes Serbia program.

John Rook is a development economist specializing in social


protection and food security. He has worked in Africa and, more
recently, Asia for over 30 years and has held a number of senior
positions with various development agencies including the
United Nations and the European Commission. John is currently
working as Senior Social Protection Adviser for the Australian
Government funded Poverty Reduction Support Facility (PRSF) in
Indonesia.
