GENERAL TRAINING INSTRUCT lONS
1, Training exercise willnormally be selected from those set forth in lEF-*IOA
and special training exercises listed below. Chronological Order of events
for current operation will be issued as Appendix 111 to this Annex.
2, All ships are urged to utilize every exercise period to the maximum to train
condition watch crews. 4

3. Carriers with target tow planes be prepared to furnish sleeve towing service
for the Task Group.
U» Ships are authorized and encouraged to make routine tests of ammunition
during gunnery training exercises.
5» When aircraft are providing towing services no ship shall fire unless the
plane is definitely making a firing run, which will be announced over the
tow control circuit hy the tow plane, Tow plane pilots should be briefed
nccordingly.

6. SPECIAL TRADING EXERCISES.
A# MANICURE Radar jamming exercises of two types, (l) jamming airborne
\ radar, (2) jamming surface radar. Instructions for each exercise will
be issued by despatch,
E. Exercise "OFFSET 11 ,
When "Offset" is scheduled for battleships, the battleships and three (3)

destroyers v/illtake position in clear of disposition as appropriate for

safe firing. The bearing "willbe prescribed. The senior battleship flag

or commanding officer will be OCE.

"Offset" may be scheduled for cruisers and will be conducted in the same

manner.

When "Offset" is scheduled for destroyers, a destroyer target, assigned


by the Commander Screen who is OCE, will take position on range and bear­
ing prescribed by the OCE. Destroyers firing the exercise willnot leave
their stations in the disposition screen. In order to expedite the prac­
tice, the screen willrotate slowly in the direction opposite to the
direction of motion of the target vessel.

(3) Description of Exercise,
Units engaged in exercise steam on base course, at a speed not
less than 15 knots. Planes will rendezvous and make runs directly,
at designated ship from beam, at altitudes requested by the con­
trolling authority. Sight ports of director pointer and trainer
to be closed \u2666

ed, and there will be no firing. Planes call as assigned by TGC.
Runs should be made from bearings clear of ships and land masses,
if possible.
(4) Procedure at Director.

Observing officer on ship controlling exercise relay instructions

yards and repeat as necessary for satisfactory results. Record on

target throughout run, until target is overhead if possible (vizi

Track plane is at constant altitudes, with the first run at 1,000
feet, using full radar control with direct selector levers in
automatic. Decrease altitude on successive runs in 200 foot steps
to 4-00 feet; then in 100 foot steps down to 100 feet. Observing
officer takes station at control officer* s telescope which shall
be Open* Range radar operator call out ranges in 100 yard in­
crements. Pointer report continuously to observing officer the •
quality and behavior of pips, keeping them matched as well as
possible.
(5) Procedure at Computer.
Track in semi-automatic. Record altitude, position angle, and
present range at !Lfi second intervals. Zero time will be the order,
"commence tracking", at approximately 20,000 yards.

craft targets while ship maneuvers to evade attack.

as designated. When exercising the screen a minimum of one
target plane for each 120 degrees of screen is suggested*
(3) Description of Exercise.
Units engaged in exercise steam on base course at a speed not
less than 15 knots. Plane (s) willrendezvous, then make low level
deceptive torpedo approaches from random directions retiring ten
to fifteen miles between wns. Ships should carry out evasive
maneuvers as though ,under actual attack, unless restricted by
other operations in progress*

2. Crusing Disposition Instructions.


A. Cruising Disposition fi-R.
(a) Cruising disposition 5-R is a normal Task Group day or night high
visibility disposition.
(b) It is suitable for use of a carrier Task Group for defense against
both aircraft and submarines. It permits a rapid shift to cruising
disposition 5-V, the air defense disposition.

(d) The guide, unless specifically designated otherY/ise by the Task
Group Commander, will be in the Tr.sk Group Flag ship.
(c) Any rotation of the formation axis will be performed about the center
unless otherwise directed by the Task Group Commander.

I. ENEMY INFORMATION

A, Enemy air and naval strength.

With the exception of indications of recent large scale plane


movements, particularly medium bomber strength, to Kyushu, in­
formation on enemy air and naval strength is as listed in the
revised Annex F to CTF 5# Operation Order 1-45.

B. Enemy airfields.

Objective materials on enemy airfields are referenced fully


in Annex F and revised Annex F to CTF 5& Operation Order 1-45 •
Numbers are assigned to airfields in the latter reference.
With few exceptions, information is fragmentary and need elab­
oration. In addition to their primary destructive mission,
the ships and air groups of TG 5&.4 will be expected to collect
information from photographs and pilot interrogation for the
amplification of information on Empire airfields.

C. Enemy planes.
Listed in Appendix 1 to this 'Annex are enemy planes likely to
be encountered. Visual recognition of enemy planes is of para­
mount importance. Particularly in the case of low-flying enemy
planes, recognition must be established at maximum range in
order that fire may be opened as soon as possible.

must be briefed on contact and R/T procedure. FD ships including

4» During approach to the fueling group the fueling course and speed,
and designation of the guide and guide's station, willnormally be transmitted
to the Task Group by TBS, On execution of the signal "Commence Scheduled
Exercise, 11 each station unit willproceed to its 1 new station without further
instructions, using care to avoid mutual interference, and giving way to
vessels making approaches to fueling stations. Ships not fueling Zigzag in-*
dependently near own station. Heavy ships alongside assist tankers in keeping
station.

5. As. soon as practicable after going alongside, report estimated time


of completion by visual to the Task Group Commander and the next scheduled ship.
6, During fueling operations all movements of ships to fueling stations
shall be at the highest safe speed. Whenever a fueling station becomes vacant
the next ship must be in position ready to move in with the minimum possible
delay. However the destroyer screen shall not be reduced to less than eight (8)
screening vessels without authority of the T.G.C. It is not necessary to relieve
on station; relieving enroute to and from tanker station is authorized. .
7* In order to facilitate clearing the oiler dispositions, when the op­
eration is nearly completed,* the station of the guide may be shifted to the
rear of the disposition. Ships not fueling be alert to adjust positions to
comform to the new station of the guide.

PUBLIC RELATIONS ANNEX

1. Attention is called to Annex Kof ComFifthFleet's Operation plan


No,13-44 which sets forth the arrangements for prompt transmission of news
material, including photographs, to the United States and elsewhere.
2, An increased number of newspaper correspondents, magazine writers
and radio correspondents will accompany the Task Force on this operation, makr
ing possible a broader coverage of the Navy's share in the Pacific War, but r\u25a0"
their success in presenting this story to the public in the States depends on
the rapidity with which their material can be forwarded to transmission centers,
It is directed that every facility commensurate with security and the exigencies
of military operations be accorded.
3, An increased number of Public Relations Officers are also to be
on duty with the Task Force to assist press and radio representatives in their
coverage of the operation and to help assure rapid transmission of their mater­
ial. They will also prepare original material for Public Relations purposes
according to their previous instructions, with the aim of giving the American
people and their Allies an adequate picture of Naval activity in this Theatre,

4. Paragraph 17 of Annex X of ComFifthFleet's Operation Plan No,


13-44 notes that "news is the most perishable of all products," with even a
day's delay costly in the value it willhave when it reaches the newspaper
desk or the domestic radio on the mainland. Cooperation and workmanlike effic­
iency all down the line are required if unnecessary delays are to be avoided in
the forwarding of news. Study of Annex X, Appendix One, to ComFifthFleet's
Operation Plan No, 13-44 will familiarize commanding officers with the methods
set up for collection of news material and the transmission of it to CinCPOA
at Guam for relay to the States, Prior to beginning of the operation, press
and radio correspondents will be informed in detail by Public Relations Officers,
of the fastest routes for their specialized types of copy, and commanding
officers of ships are directed to cooperate with them in moving such copy for­
ward.

graph 6430, and additional information for the Task
Group Commander, be presented in the following form:

(15) Dally Suamaifr Report. (TFI-IA, Paragraphs 6410, 6420, and
6421).
(a) Each carrier shall make a daily sunmary report to the
Task Group Commander in form provided in paragraph 6420
as follows; Paragraphs A through Iby .0600 and the re­
maining paragraphs by 0900 of the day following each
strike.
(b) Under paragraph B of the daily summary, report photo
planes and photo escorts separately. Also report the
number of planes not on specific photo missions but
carrying cameras as supplementary cameras.
(c) Under paragraph G distinguish planes Jettisoned from
other types of operational loss.
(d) The fetter and principle laid down in U.S. Fltet 05 of
February 1944 and Pacific Fleet Letter 1SL-44 of 31
July 1944 shall be faithfully adhered to. In reporting
