Scope Statement
Project Title: D & F Oil International Website Development Project

Project Justification:

D & F Oil International (DFOIL) has just hired Nirali Shah, a project manager from Total
Technology Incorporated. They would like to implement a new way in which clients list
and sell their oil assets. Currently, there is no efficient way in which oil field owners sell
their assets to investors. Much of the business is conducted on a local or regional basis
and DFOIL is noticing a lot of their clients oil fields are on the market for months to
years. DFOIL would like to not only make this more efficient but also expand their
public outreach by building a website specifically for people in the oil industry business.
The website would be called www.OilforSale.com. By having a website dedicated to this
transaction, they would be increasing the efficiency for both buyers and sellers by
enabling oil field owners to list the specific details of their assets like the region their oil
is in, type of oil, cost for the field, and any other specifics needed to make their oil fields
more marketable. It would also enable DFOIL to conduct a business analysis and allow
investors to submit their initial purchase inquiries directly to the oil sellers. By
implementing such a website, DFOIL can improve the overall business process for both
investors and sellers in this industry. They can make the process much smoother and
efficient as well as increase the marketability of their clients fields exponentially by
having an online presence. It would also help DFOIL keep an accurate record of how
well they are doing in helping to sell their clients oil fields.

Product Characteristics and Requirements:

1. The website will allow sellers to list more specific details of their oil fields.
This includes expected reserve, cost, location, and type.
2. The website will allow sellers to pull up a report listing interested buyers for
each asset they list on the website.
3. The website will allow buyers to sign up for membership in order to gain
access to the oil field listings.
4. The website will allow the members to refine their search according to region,
field type, cost, expected reserve, etc.
5. The website will allow us to email our marketing capacity to registered users
and potential users as well as list our firms advisory service capability.
6. The website will list our firm's advisory service capability and allow sellers
and buyers to put in an inquiry for that service.
7. The website will allow us to view reports on the online activities and data for
how to improve our website and service outreach.

Summary of Project Deliverables

The website will be available on both web browser and mobile browser and be enable
users to buy, sell, inquire, and edit their listings. Using a combination of multiple coding
programs like JAVA, Oracle, HTML, Javascript, CSS, and SAP, it will be cost effective,
easy to use, efficient, and appealing to the consumer base DFOIL is reaching out to.
Through multiple coding languages, the programming developer will ensure that the users
can use it on both iOS and Android platforms. They will also ensure that there is a mobile
version for how their website is displayed when users log on to the website from their
phone. When transactions occur online, it will update DFOILs financial report in real
time as to how much income they are generating and the percentage of how much their
users are using their website. The website will allow DFOIL to increase the way they help
out their current clients by making their services much more valuable and desirable to
their clients. Implementation of such a website will provide a foundation for anyone
interested in the oil industry to contact one another via this website. The reports that the
website generates off of data collected via cloud stored data will help DFOIL figure out
what areas of the website are the most clicked on or visited, what their consumer base is
generally interested in, and how they can improve their website to better meet this market
shares needs.

Project management-related deliverables: business case, charter, team contract, scope


statement, WBS, schedule, cost baseline, status reports, final project presentation, final
project report, lessons-learned report, and any other documents required to manage the
project.

Project Acceptance Criteria: The following criteria will ensure that a successful project
is delivered:

Our goal is to create a website that will serve as the primary platform in which
people interested in the oil field come to in order to buy and sell their oil assets.
Increase the value of our services by providing a convenient solution for investors
and sellers in this industry.
Make our website easily operable and simple that users advertise the website to
their own network of people.
Increase the number of oil fields that are sold.
Decrease the time a listing is held on the website before its sold (from years to a
few months).
All required hardware, software, and databases will be developed and ran

efficiently.
The data collected will work to track consumer trends and preferences to ensure
DFOIL is providing the services that its clients need.

Project Exclusions (Project Boundaries):

The DFOIL website will have a variety of limitations and the project stakeholders and
sponsors will be made aware of any shortcomings/hindrances or process that the website
is not able to fulfill. Some limitations are the following:

1. The website could fail to function as the user intends it to if connection to the
internet limited or disrupted at any given time.
2. In order to gain access to the websites contents, the users must pay membership.
Each user will create a unique login ID and password. This ID will be used as
identification for inquiries and financial payments made.
3. The use of the website is strictly dependent on the user having access to some
type of WAN, LAN, or Wi-Fi network.
4. Management must have a basic understanding of the internet and website to
ensure they can give excellent service to the clients.
5. Management will need to train new staff on how to operate the website as well as
create an introduction usage video/manual for new users to refer to if they are
unsure of where to find something after the project is completed.

Project Constraints: The following are a list of items that would be considered as
constraints for the website:

1. The execution of the website is solely dependent on the user(s) have a Wi-Fi or
LAN internet connection.
2. The resource and budgets are constrained to the staff and the amount of funds
allocated to each resources may change as the project progresses and
unforeseeable events occur.
3. Unforeseeable events regarding weather or server related malfunctions can
disrupt the website from running.
4. Since this project is contracted to a 3rd party instead of made by DFOIL, services
from a 3rd party may affect the websites functionality.
5. There is a risk for delay in delivering the proper software, hardware, personnel,
etc. due to the project timeline circumstances.

Project Assumptions

The assumptions regarding building the website for DFOIL will be the following:
Various consultants, IT developers, web designers, stakeholders will be utilized
for the duration of the project.
Each team member will work for about 40 hours per week.
If a team member works overtime, they will be paid time and half of their hourly
wage.

The members most likely to work overtime would include various stakeholders,
project manager, and IT programmer. However, to be the most cost effective,
Total Technology Incorporated will avoid this as much as possible.
There will be various phases that have the possibility of overlapping with one
another.
The website created should work on all types of browsers and technology devices
like phones, computers, tablets, etc.
Total Technology Incorporated expects the project to last 90 with a completion
date of 7/11/17.
