PAKISTAN ENGINEERING COUNCIL

INTRODUCTION
The Pakistan Engineering Council (PEC) is a statutory body, constituted under the PEC Act
1976(V of 1976) rewritten up to 24th January 2011, to regulate the engineering profession in the
country such that it shall function as key driving force for achieving rapid and sustainable growth
in all national, economic and social fields. The council shall as its mission set and maintain
realistic and internationally relevant standards of professional competence and ethics for
engineers, and license engineers, and engineering institutions to competently and professionally
promote and uphold the standards.

Its main statutory functions include:

Registration of engineers,
Registration of consulting engineers,
Registration of constructors/operators,
Accreditation of engineering programs run by universities/institutions,
Ensuring and managing of continuing professional development,

Assisting the Federal Government as think tank,


Establishing standards for engineering products and services besides safeguarding the
interest of its members.

The council shall encourage, facilitate and regulate working of professional engineering bodies
for creativity and as custodians of engineering under the umbrella of the Council.

PEC interacts with the Government, both at the Federal and Provincial level by participating in
Commissions, Committees and Advisory Bodies. PEC is a fully representative body of the
engineering community in the country. PEC has also been providing support to the Government
in conducting technical enquiries and recommending remedial measures on the subjects referred.
Over the years, the Pakistan Engineering Council has become an influential voice, which speaks
for the engineering profession as a whole in the country. It forms an effective bridge between
Government, industry and education. PEC maintains a very lean secretariat at its Head Quarters
at Islamabad and branch offices in all the provincial capitals.

The PEC grants license and registration of engineers, consulting engineers, technicians, and the
accreditation of the engineering programs operation and oversees by the accredited universities
and institutions. The PEC also asserts its role as a think tank to the government and undertakes
its efforts to establish scientific standards for engineering innovations and services to the nation.
It has full representation in four provinces of the country and has provisional head offices in each
four provinces; its headquarters is located in Islamabad, Pakistan which served its operational
command and control secretariat. PEC has a provisional signatory status with Washington
Accord.

OBJECTIVES

Mission
To set and maintain realistic and internationally relevant standards of professional competence
and ethics for engineers.

Vision
To Regulating and promote the Engineering Profession.

HISTORY
Pakistan Engineering Council was established as a body corporate under an Act of the
Parliament on January 10, 1976 for the regulation of engineering profession and education in
Pakistan. This was achieved after a long drawn struggle waged by the engineering community
and great deal of sacrifices. It was a landmark decision on the part of the Government, who
piloted the bill leading to the Act.

The foundation stone of PEC Headquarter building in Islamabad was set by Gen. Muhammad
Zia-ul-Haq on 28 July 1987, and the HQ started its operations form this building on 14 Oct 1992
after its inauguration by Mr. Nawaz Sharif.

In the course of establishment PEC opened branch offices in provincial capitals to facilitate its
operations & public dealing.

Karachi Branch Office is operating since 23 June 1987,


Lahore Branch Office since 30 Jan 1988,
Quetta Branch Office since 17 Feb 1988
Peshawar Branch Office since 27 Mar 1988.

PEC has also established three Liaison offices for its assistance

Sukkur Liaison Office was established on 18 Nov 1987,


Multan Liaison Office on 17 Feb 1988, and
Hyderabad Liaison Office on 28 Sep 1988.

Ever since its establishment, 25 years ago, the Council has been untiringly serving the
engineering profession. It has relentlessly followed and succeeded in establishing a forum within
the country which serves the entire engineering community. PEC has always played a
cooperative role and participated actively in Consultative and Advisory Committees/Boards
constituted by successive Governments and provided necessary inputs in the decision making
process.

Over the past quarter century PEC has grown into a mature professional regulatory body with an
unblemished record. It is not too difficult to conceive the scenario in the country, had there been
no PEC on the landscape. Not only the international recognition of our engineering degrees
would have been perilously set aside, our own market would have been flooded with under and
sub-qualified engineers.

The question of service structure for Engineers has been dragging on for long. The Council has
been emphasizing adoption of the recommendations of the Civil Services Commission headed by
Justice (Retd) S. Anwar ul Haq made in 1979. We have continuously been pursuing the
Government at all forums that the posts involving professional engineering works should be
manned only by engineers qualified at tertiary level.

Over the years, PEC has become an effective bridge between the Government, industry and
engineering universities/institutions and has been performing its functions in totally professional
manner, a feature that needs to be jealously protected and safeguarded in the national interest.

STRUCTURE
Pakistan Engineering Council (PEC) is a statutory body, constituted under the PEC Act 1976
rewritten up to 24th January 2011, to regulate the engineering profession. PEC is an independent
Organization of the Federal Government, working under the administrative control of the

Chairman, Secretary is the functional head of PEC and it has different departments (liaison,
registration, accreditation, IT, finance and legal dept.) working effectively and efficiently.

An Electrical Engineer by profession with diversified experience over 30 years in various


disciplines. The success story originates from University of Engineering & Technology Lahore
as President Students Union in 1978-79, groomed by National Engineering Services of Pakistan
(NESPAK) providing a proud foundation to become an acknowledged and acclaimed business
entrepreneur and technocrat in the society. Served WAPDA for about 13 year as Generation,
Transmission, Construction and Distribution Engineer.

ACT NO. V OF 1976


An Act to make provision for the regulation of the engineering profession

It is convenient to make provision for regulation of the engineering profession and for that
purpose to constitute an Engineering Council.

Whereas the Council shall regulate the engineering profession with the vision that the
engineering profession shall function as a key driving force for achieving rapid and sustainable
growth in all national, economic and social fields.

The Council shall as its mission set and maintain realistic and internationally relevant standards
of professional competence and ethics for engineers, and license engineers, and engineering
institutions to competently and professionally promote and uphold the standards.

PEC FUNCTIONS
The main functions of the Pakistan Engineering Council are given below:

1. Roles and Responsibilities

Promotion of engineering education and review of courses of studies in consultation with


the Universities.
Maintenance of a Register of persons qualified to practice as professional engineers and
consulting engineers.
Recognition of engineering qualifications for the purpose of registration of professional
engineers and consulting engineers.
Tax and Collection of Fees from applicants for registration or temporary licenses and
members.
Safeguarding the interests of the members.
Promotion in the engineering profession.

2. Regulations for Engineering Education

The Council, under the PEC Act, has notified regulations for engineering education in Pakistan
to ensure improvement in the engineering education. These regulations cover the following
aspects:

These regulations shall be known as Pakistan Engineering Council Regulations for


Engineering Education in Pakistan.

Minimum qualification for admission to engineering bachelors degree programmes


offered by engineering institutions and universities.

3. Inspections of Examinations

The Council appoints inspectors to attend the examinations held by the engineering
universities/colleges for the purpose of granting engineering qualifications which are recognized
engineering qualifications or in respect of which recognition has been sought The inspectors
report to the Council on sufficiency of the examination which they attend and on the course of
study and facilities of the teaching provided by the universities / colleges or on any other matter
in regard to which the council may require them to report.

4. With-drawl of Recognition

The Council has been assigned the power to withdraw recognition of a qualification in case it is
proved that the qualification does not impart knowledge and skill requisite for the efficient
practice of engineering.

COMMITTEES
As per PEC Act 1976 (Amended up to January 2011), besides the Governing Body, functioning
of the Council is based on various mandatory and other committees composed of the members of
the Governing body and necessary co-options from the relevant stakeholders / sectors. Following
are the committees to be incorporated / constituted to assist / run the affairs of the council:

i. Management Committee:

There shall be a Management Committee, to oversee working of the Secretariat to run the affairs
of the Council in accordance with the provisions of this Act and bye-laws.

ii. Enrolment Committee:

Every application for registration and every case of removal of a name from the Register shall be
considered by an Enrolment Committee. The Enrollment Committee in its discretion may refuse
Registration or direct removal altogether or for a specified period from the Register of the name
of any RE (Registered Engineer), PE (Professional Engineer), Consulting Engineer, Constructor
or Operator who has been convicted of any such offence as implies in the opinion of the
committee/PEC Act.

iii. Engineering Accreditation & Quality Evaluation Committee


(EA&QEC):

The Council shall constitute an Accreditation Committee for organizing and carrying out a
comprehensive program of accreditation of engineering universities, colleges and institutions etc.
according to the criteria approved by the Governing Body in consultation with Higher Education
Commission.

iv. Vice Chancellors Committee:

The Governing Body may, in consultation with the Committee of Vice Chancellors of the UETs
of Pakistan make regulations for engineering education in Pakistan under Section 25A of PEC
Act 1976.

v. Committee for Professional Development of Engineers (EPDC):

The Committee shall take all measures and perform all functions which may be necessary for
professional development of all engineers registered with the Council. The Committee shall
administer and evaluate Continued Professional Development (CPD) and Engineering Practice
Examination (EPE).

vi. Act and Byelaws Committee:

The Act & Bye-laws committee shall act an advisory body to PEC Governing Body in respect of
PEC Act & Bye-laws.

vii. Construction Industry Regulation Committee (CIRC):

The objective of the CIRC Committee is to monitor compliance of construction industries related
to PEC Bye-laws, regulate constructors, technology transfer and providing protection to
Pakistani constructors against foreign constructors.

viii. Think Tank Committee:

Think Tank means a creative and innovative body to advice on Engineering and national
development plans.

ix. Think Tank Sub-Committees:

Think Tank Committees means bodies of eminent engineers constituted by the Council to
assist in formulation of relevant policies relating to national development.

x. Think Tank Sub-Committees:


The objective of the committee is to keep close liaison in order to strengthen the potential
available in Industrial sector and academia to facilitate / promote / regulate engineering activities
jointly.

xi. Service Structure of Engineers Committee:

The service structure of Engineers committee is to look into the affairs and problems related to
professional services of members of PEC.

xii. Public Relation Committee:

The public Relation Committee shall act advisory body to PEC Governing Body pertaining to
public relations of the Council.

xiii. PEC Engineering Accreditation and Quality Evaluation Committee:

In 1976, the Government of Pakistan had constituted the Pakistan Engineering Council (PEC), a
statutory body to regulate the engineering profession in the country. According to PEC Act 1976,
the Council was assigned the functions of maintaining a register of persons qualified to practice
as professional engineers and consulting engineers and recognition of their qualifications.
Evidently, the purpose of recognition of engineering qualifications is to oversee the growth and
quality of technical education in the country. In the past, evaluation of an engineering program
was carried out through the inspectors of examinations. However, over a period of time the
process of accreditation was developed in line with other developed countries. Accordingly, a
PEC Engineering Accreditation and Quality Evaluation Committee (EA&QEC) has been formed
which carries out assessment of various engineering programs through a systematic and well
documented process. The committee works in harmony with the Higher Education Commission
(HEC) of Pakistan. The EA&QEC assesses the quality of engineering educational institutions by
evaluating various constituent elements such as academic ambience, infrastructure, financial
resources, physical resources, human resources, supporting systems like library resources,
computational resources and avenues to mould and develop the students personality and
learning characteristics.

It is heartening to note in this context that the PEC EA&QEC has brought out much needed
Manual for Accreditation (2007), which consists of four Sections:

The Accreditation Process: For propagation of the concept involved in accreditation to all the
stakeholders of technical education.

Criteria and Weightages: Outlining the evaluation policy as well as its methodology for the
benefit of all institutions seeking accreditation of their ongoing and new programs.

Accreditation Performa: To enable the institutions seeking accreditation of programs to


provide the necessary information.

Together, these documents represent the complete set of publications regarding the accreditation
process of the EA&QEC. It is hoped that it will provide the students, parents, employers and the

society at large, comprehensive information of the Quality Assurance to assist them in making a
judicious choice among competing educational programs. It also fully safeguards the interests of
all stake holders including that of universities being evaluated, who are provided full
opportunities to submit their viewpoints even after the visitations. In order to keep pace with the
changing situations, it is suggested that the Manual may be reviewed after every five years.

ACCREDITATION

o What Is Accreditation
Accreditation is a process of validation in which colleges, universities and other institutions of
higher learning are evaluated. The standards for accreditation are set by a peer review board
whose members include faculty from various accredited colleges and universities.

o Why Is Accreditation Important


Accreditation is important because it:

Helps determine if an institution meets or exceeds minimum standards of quality.


Helps students determine acceptable institutions for enrollment.
Assist institutions in determining acceptability of transfer credits.
Helps employers determine the validity of programs of study and whether a graduate is
qualified. Employers often require evidence that applicants have received a degree from
an accredited school or program.
Helps employers determine eligibility for employee tuition reimbursement programs.
Enables graduates to sit for certification examinations.
Involves staff, faculty, students, graduates, and advisory boards in institutional evaluation
and planning.
Creates goals for institutional self-improvement.
Provides a self-regulatory alternative for state oversight functions.
Provides a basis for determining eligibility for federal student assistance. Students must
attend an accredited institution to apply for federal grants or loans.

o Accreditation Procedure

STEP 1: Institution submits accreditation / reaccreditation application including


(Month 1) information/data according to the Performa (AC-1) provided by the PEC. A
master list of exhibits for the site visit, arranged according to different criteria
should also be provided by the Institution.
STEP 2: Identifying the Visiting Team and its Convener by PEC EA&QEC; seek
(Within 30 days institutional input for any conflict of interest.

STEP 3: PEC provides the Visiting Team with the visit instructions / guidelines, profile of

STEP 7: Discussions with the Management, Principal, Deans, faculty and others,
enumerating the strengths and weaknesses of the programs.
At this stage the institution may decide to withdraw the program(s) from
consideration for accreditation;

STEP 8: Discussions among Members of the Visiting Team followed by finalization of the
Team Report (Shared with the institution for removal of factual errors, and for a
rejoinder).
STEP 9: Institutional Rejoinder/Comments to the report within 30 days of the receipt of the
team report. If the Institutional rejoinder is not received by the due date, it will be
assumed that the Institution agrees to the observations of the Team.

STEP 10: Submission of the Team Report by the Convener of the Visiting Team to the

STEP 14: Entry into the First Schedule of the PEC Act and posting on PEC Website.
After taking action on above steps, should a program be successful in obtaining
accreditation, the entire process will be repeated at the expiry of the specified
accreditation period. The period of full accreditation shall be 3 years. However, if
accreditation is pended due to shortcomings identified the institution is required to
provide a compliance report to PEC within 06 months highlighting corrective
measures taken. This will be followed by a confirmatory visit.

CONTINUING PROFESSIONAL DEVELOPMENT


(CPD):

o What is CPD
CPD stands for Continuing Professional Development or continuing professional education
(CPE) is continuing education to maintain knowledge and skills. Most professions have CPD
obligations

CPD refers to the process of tracking and documenting the skills, knowledge and experience that
you gain both formally and informally as you work, beyond any initial training. It's a record of
what you experience, learn and then apply. The term is generally used to mean a physical folder
or portfolio documenting your development as a professional. Some organizations use it to mean
a training or development plan. The CPD as a process of recording and reflecting on learning and
development. Continuing Professional Development (CPD) is the means by which members of
professional bodies maintain, improve and broaden their knowledge and skills for developing
personal qualities required in their professional lives.

o Importance of CPD
A CPD may be a requirement of membership of a professional body. It can help you to reflect,
review and document your learning and to develop and update your professional knowledge and
skills. It is also very useful to:

Provides an overview of your professional development

Reminds you of your achievements and how far you've progressed

Directs your career and helps you keep your eye on your goals

Uncovers gaps in your skills and capabilities

Opens up further development needs

Provides examples and scenarios for a cv or interview

Demonstrates your professional standing to clients and employers

Helps you with your career development or a possible career change.

Pakistan Engineering Council under its Act has mandate for introducing and ensuring continued
professional development activities amongst its growing community of engineers and has
developed a comprehensive framework titled Professional Development of Engineers (Bye Laws
2008) approved by the Government of Pakistan.

The main objective is to develop competence and ability of engineers for the application of
theoretical knowledge to practical situations and to evolve innovative solutions to real life
problems while adhering to professional ethics and acquisition of a broader understating of their
obligations to society.

o Pec Activities for CPD


PEC regularly conducts CPD activities for its members including short courses (refresher
courses, management, conduct etc.) workshops, training, seminars, expert lectures etc. All CPD
carry credit points as defined in the CPD Byelaws.

ENGINEERS

o Registration through Engineering Practice Examination


(EPE)

A registered engineer after having an experience of minimum five years in the practice of
engineering and having passed the prescribed Engineering Practice Examination (EPE) of the
council, may apply to register on Form PEC-1B, for registration as professional engineer (PE).

o Registration through Interview

An applicant who acquired accredited engineering qualification previously, after having a


minimum experience of ten years in the practice of engineering may also apply to Registrar
on From PEC-2B for registration as Professional Engineer (PE).

Interview by Enrolment Committee is held to evaluate his areas of experience and application of
engineering skills and understanding.

o Fee Structure
The following registration and renewal fees will be charged:

Fee for initial 3 years Rs. 600/- for 3 years
Total: Rs.1000/-

(ii) Subsequent Rs. 500/- per year

Registered Engineer (Qualified from Pakistani University): Initial registration Rs. 1,000/-
(Rupees one thousand only) (including Rs. 400/- as one time registration fee).

Registered Engineer (Qualified from foreign University): Initial registration of Rs.5,000/-


(including Rs.4,400 as one time registration fee and Rs.200/- per year for first three years)

o Temporary License
A Foreign National is required to obtain TEMPORARY LICENSE from PEC before starting
upon a project in Pakistan. Such license is issued for 1 year only at a charge of Rs. 3000/- and
has to be renewed on annual basis at the same charge rate after submitting relevant application
form.

RENEWAL OF REGISTRATION AND


PENALTIES:

o Registration Process
1. Renewal payment of Rs.500 per year shall be imposed.
2. The consulting engineers shall submit application for renewal to the Council on the
Form PEC-6 issued from PEC office.
3. A Registered Engineer who has attained the age of sixty years and is unemployed shall
be excused from the payment of annual renewal fee for the rest of his life and his renewal
card shall be issued upon his request.
4. On receiving a duly filled Form, the data provided by the applicant on the Form is
verified by PEC's own sources of information & if no discrepancies are found it is
forwarded from the PE Registration department to the Enrolment Committee for
approval.
5. On approval by the Enrolment Committee the applicant Engineer's data is entered in PEC
records and he/she is subsequently issued a Registration Certificate. The Registration
Certificate, is issued only once and should be permanently retained by the engineer in
safe custody.
6. A Renewal Card is issued which is valid for 3 YEARS only, even if an individual has
paid Lifetime subscription. After the expiry of this card, one has to necessarily renew
his/her registration to obtain a valid renewal card by following the Renewal Procedure.

o Penalties
Information given to the Council by a consulting engineer which is found to be false or
intentionally misrepresented shall be considered as misconduct and such consulting engineer
shall be liable to be punished in accordance with the provision of the Act.

CONSULTING ENGINEERS:
Consulting engineering is a professional service that provides independent expertise in
engineering, science and related areas to governments, industries, developers and construction
firms.
Consulting engineer design, plan, and define the project but dont construct or build, they give
instructions or provision of project to the contractors to build or construct.

o Procedure for Registration of Foreign and Local Consultants:

LOCAL CONSULTING ENGINEER

Local consulting engineer is owned by the Pakistan nationals and a consulting engineers firm
registered inside Pakistan shall be considered as local firm.

The local consultants have to get registered for that specific project, by fulfilling the conditions
bye-law and submitting documents along with Form of PEC-1A with requisite processing fee,
therefore they can obtain a Registration Certificate.

FOREIGN CONSULTING ENGINEER

Foreign consulting engineer means the enterprise entirely owned by foreign nationals and a
consulting engineers firm registered outside Pakistan shall be considered as foreign firm
irrespective of ownership by nationals and having a branch office in Pakistan.

Foreign consultants before starting any assignments in Pakistan have to get pre-registered with
Pakistan Engineering Council and a Pre-registration Certificate is issued to allow operation in
Pakistan.

If interested in bidding or agreement for any project, the foreign consultants have to get
registered for that specific project, by fulfilling the conditions bye-law and submitting documents

along with Form of PEC-1B with requisite processing fee Rs. 5000, thus they can obtain a
Registration Certificate.

o Documents Required

1. Registration certificate of the Pakistani consultants and pre-registration certificate of the


foreign consultants,
2. Joint venture or association agreement of the parties, specifying shares of each party and
name of the lead consultants, and
3. Brief description and scope of work for which the association or joint venture intends to
participate in bidding.

PENALTIES
Any violation of these Bye-laws by a consulting engineers or professional engineers shall
render him liable to punitive action by the Council as it may think fit. Such action may
amount to suspension for a period of time or removal of the name of the consulting
engineer from the register of consulting engineers.
Any person who practices the profession of consulting engineering or professional
engineering profession in Pakistan without valid registration by the Council and any
person who supports or helps such unauthorized practice or any person or organization
who helps in the violation of these Bye-laws shall be liable to be punished in accordance
with the provision of the Act.
