ORDER

NO.SO(WM0)22-54/CR/2009. WHEREAS, I Secretary, Primary & Secondary


Healthcare Department / Competent Authority under the Punjab Employees Efficiency,
Discipline and Accountability Act, 2006, is of the opinion that there are sufficient
grounds to proceed against Dr. Qamar Sultana Bhatti, Senior Woman Medical Officer
(BS-18), presently posted at RHC Ahmed Nagar District Chiniot under Section 3 of the
Act ibid, on the charges of misconduct. I, therefore, order initiation of disciplinary
proceedings against the accused officer, under Punjab Employees Efficiency, Discipline
and Accountability Act 2006.

2. AND WHEREAS, I consider that in the light of facts of the case and in the
interest of justice, it is necessary to hold an inquiry. I, therefore, appoint

OHS, Favvt,Wt..) as Inquiry Officer to proceed against


the accused officer in terms of section 5 read with Section 9 of the Act Ibid, and to
conduct inquiry into the following charges:-

"You are in-efficient, un-willing and do not comply with the official
tasks assigned to you by controlling officer/higher authorities. Your
attitude towards patients as well as subordinate staff is un-ethical
and ill-natured. You are also involved in vulgar language with staff
which is destroying the overall atmosphere of RHC and expert in
tempering official record. You black mailed the officers by using
different tactics and media as well"

The accused officer is directed to submit her written defence to the Inquiry
Officer, within seven days of the date of receipt of this order. If she fails to submit her
written defence within the prescribed period, it shall be presumed that either she has no
defence to offer or she has declined to offer the same and has accepted the charges.

5. In case the accused officer desires to consult any record on which the
aforesaid charges are based or is relevant to the aforesaid charge(s) she may do so
with prior arrangement with the Departmental Representatives within seven (07) days of
the receipt of this order.

6. The Inquiry Officer shall submit his report and recommendations to the
Competent Authority within Sixty days of the initiation of inquiry in terms of Section 10
(6) of the Act ibid.
