1. GENERAL
1.1. Purpose of Document
_ This document is to describe the main technical specification and principle rules for the overall
design, supply, construction, inspection, testing and delivery of Hypochlorite Generation
Package for BK-TNG Wellhead Platform to be built off-shore in Socialist Republic of
Vietnam.
1.2. Definitions and Abbreviations
1.2.1 Definitions

VENDOR shall apply and supply as required or better, specified in MR, TR and Specification
documents (BK.TNG-002-TS-ME-SP-032)
1.3.1 Codes and Standards
_ The package / equipment shall be in accordance with the applicable sections of the latest
edition of, but not limited to the documents/standards listed below:

+ BCV-Vol I, II, III Building Code of Vietnam.
_ VENDOR shall compliance to all TCVN requirements applicable for the equipment / package.
VENDOR in consultation with COMPANY / CONTRACTOR shall agree on the list of
TCVN applicable during technical clarifications before PO.
1.3.2 Project Specifications and Documents
_ The Hypochlorite Generation Package shall comply with the project specifications, data
sheets drawings and other standard documents as specified in this specification and the
requisition for the equipment.
_ This specification shall be used in conjunction with the following project document:

_ The package / equipment shall comply with the project specifications, drawings and other
standard documents as specified in the requisition for the equipment.

_ The VENDOR shall notice any conflicts by company in the documents. In case of any conflict
in the requirement, intent or interpretation of the various codes, standards and regulations, the
most stringent one will govern.
_ The general order of precedence for the documents/standards shall be as listed below:

Instrumentation
+ Completed technical documentations document as mentioned in section 9 of technical
requirement, minimum as below:
Piping and instrument diagram, prepared by vendor/packager
GA drawing including dimensions, tie-in point list and weight
Comment letters
Others: as described in technical requirement
+ All electrical equipment shall be suitable for installation in zone 2, gas group IIA,
temperature class T3 as minimum. Unless otherwise specified, all instrument shall be
provided with explosion protection in accordance with general specification for
instruments & specification for package equipment instrumentation.
+ Capacity, electric power (voltage, frequency, number of phase), outlet pressure. 400V/ 3
phase or 230V/ 1 phase, 50Hz. Outlet pressure: 3-4 bar.
+ Material certification of Hypochlorite Package ( Electrolytic hypochlorinator cells, piping
valves and other fittings, electrical, instrumentation) shall be complied following:
BS EN 10204 3.1 for pressure retaining components.
BS EN 10204 2.2 for non-critical and non-pressure components.
+ Delivery time: (reached Vung Tau port, including transportation duration) confirm delivery
date: up to 6 months.
+ Guarantee: Confirm to perform as detailed requirement in item 10 of the specification for
Hypochlorite Package.

information.
2.1. Site Conditions
VENDOR shall comply all detailed requirements in item 2.1 of the specification for Hypochlorite
Generation Package (BK.TNG-002-TS-ME-SP-032).

2.2. Health, Safety and Environment Specifications
VENDOR shall comply all detailed requirements in item 2.2 of the specification for Hypochlorite
Generation Package (BK.TNG-002-TS-ME-SP-032).
The goods and services supplied meet all applicable regulations on health, safety and
environmental requirements.
The VENDOR's Safety Plan shall demonstrate the degree of compliance to the statutory
requirements as well as OSHA requirements.
The VENDOR shall provide necessary material safety data sheets and product data sheets,
wherever applicable.
A copy of VENDOR's Safety Management System Manual and accident statistics shall be
provided.
The equipment selected shall meet the atmospheric emissions of NOx, SOx, CO2 and VOCs
as per the local authority requirement, wherever applicable.
Materials which are carcinogenic are not used in the manufacture of the equipments.
Confirm any material used in the manufacture of the equipment, which can cause health
hazard to the personnel, is clearly identified and proper safety measures for usage, maintenance
and disposal have been identified and informed. VENDOR shall in advance inform the
COMPANY of usage of such material in advance and obtain their concurrence.
VENDOR shall consider proper ergonomics in the design of their equipment and ensure the
personnel operating or maintaining these equipments will not be exposed to any safety or
health hazard. Necessary warnings, safety signs shall be installed in the equipment at

prominent location to ensure this. The warning / safety labels shall be in English as one of the
languages used by VENDOR.
Valves, instruments and other components which need access for operation or maintenance
at regular intervals shall be designed so that it can be operated by operator.
In case elevated platforms are required and provided by VENDOR, adequate access including
for emergency escape shall be considered as part of the design.
Any maintenance weight of more than 25kg shall be provided with providing proper lifting
lugs or other provisions for proper handling.
2.3. Statutory Specifications
VENDOR shall comply all detailed requirements in item 2.3 of the specification for Hypochlorite
Generation Package (BK.TNG-002-TS-ME-SP-032).
Confirm all Vietnamese (TCVN) standards and Local regulations are compiled during design,
fabrication, testing and supply of the equipment.
VENDOR shall provide necessary submission of documents, coordination of any inspection,
inter-action and getting approval of the equipment under his scope of supply from Vietnamese
authorities wherever required.
3. TECHNICAL SPECIFICATION
3.1. General Technical Specification
3.1.1. Scope of supply
a) Main Proposal
VENDOR shall comply all detailed requirements in item 3.1.1 of the specification for
Hypochlorite Generation Package (BK.TNG-002-TS-ME-SP-032).
The VENDOR's scope of supply for Hypochlorite Generation Package shall include the
following as a minimum:
+ 2 x 50% Electrolytic Hypochlorinator cells along with transformer/rectifier units and the
control units.
+ SS 316 enclosure for electrolytic Hypochlorinator cells and transformer/rectifier.
+ Common skid drain header.
+ All necessary piping, valves and other fittings within the skid.
+ All necessary electrical, instrumentation including cabling, cable trays, accessories within
the skid and termination completed with junction boxes.
+ Local control panel (LCP) mounted on the skid, providing start-up / shut down logic for

normal operation and control of package including providing necessary alarms,
indications and trip signals as required.
+ Necessary earthing / bonding to ensure electrically connectivity with the earthing system.
+ Structural skid complete with drip pan and drain connections and earthing bosses.
+ Skid mounting bolts and shims.
+ All platforms, walkways and ladders necessary for ease of installation operation and
maintenance (if required).
+ Stainless steel nameplate.
+ Start up, pre-commissioning and commissioning spares.
+ Spares for 2 years of normal operation.(Optional).
+ Special tools for maintenance and operation.
+ Lifting equipment such as lifting beams, slings, shackles etc. VENDOR shall provide
complete list of such tools and tackles with necessary 3rd party certificates. (Optional)
b) Optional Proposal
Optional proposal shall include all detail descriptions listed in main proposal descriptions,
except some below:
+ Local control panel (LCP) & transformer/rectifier shall be installed in electrical room non
hazardous-area, indoor application. SS 316L material, IP42 standing floor type shall be
designed for local control panel (LCP) & transformer/rectifier.
+ Cable from/to electrolytic Hypochlorite cell to/from rectifier/transformer & local control
panel (LCP) & junction boxes shall be vendor's scope.
3.1.2. Scope of work
VENDOR shall comply all detailed requirements in item 3.1.2 of the specification for
Hypochlorite Generation Package (BK.TNG-002-TS-ME-SP-032).
The VENDOR's scope of work for package shall include following as a minimum:
+ Inspection and testing, as per ITP and various API / ISO standards including factory
acceptance test at vendor shop.
+ Engineering and coordination services including participation and provision of design
input data for design review, HAZOP and SIL study meetings as required.
+ Vendor documentation including necessary submission to Vietnamese local authorities,
including O & M manuals, certification dossiers and vendor data books in native format,

PDF and hardcopies as specified in the requisition and this specification.
+ Necessary supervision of erection and commissioning at fabrication yard/offshore. (per
diem rates and expected duration of fabrication yard/offshore work (to be informed in
offer).
+ Surface preparation and painting.
+ Export sea-worthy packing and long term storage, with fumigation and fumigation
certificates.
+ Training to operator personnel (Optional).
+ Transportation / loading as per requisition.
+ Provide necessary certification from TPI for design verification, material
fabrication and testing as per requisition for the complete package.
3.1.3. Exclusions
VENDOR shall comply all detailed requirements in item 3.1.3 of the specification for
Hypochlorite Generation Package (BK.TNG-002-TS-ME-SP-032).
Unless otherwise specified, the following items shall be excluded from VENDORs
scope:
+ Main equipment supporting structure.
+ Interconnecting cabling from package instrument JBs (Junction Box) to
COMPANY / CONTRACTORs remote panel, platform DCS/ESD.
+ Receiving, unloading and storage of equipment at fabrication yard, yard carnage.
+ Utilities (nitrogen, air, electric supplies, etc., will be under COMPANYs scope).
+ External platform lighting.
3.1.4. General Specifications
VENDOR shall comply all detailed requirements in item 3.1.4 of the specification for
Hypochlorite Generation Package (BK.TNG-002-TS-ME-SP-032).
The complete equipment including all auxiliaries shall be designed and constructed for a
minimum service life of 25 years and at least 3 years of uninterrupted operation.
The equipment shall be designed with special emphasis on safety, reliability, and maintainability.
3.1.5. VENDORs Responsibility
VENDOR shall comply all detailed requirements in item 3.1.5 of the specification for
Hypochlorite Generation Package (BK.TNG-002-TS-ME-SP-032).
Compliance with this specification and the referenced codes, standards and specifications does
not relieve the prime VENDOR's responsibility to supply a package of proper design,

workmanship and material to achieve the specified performances, and to insure reliability,
operability and maintainability of equipment. The VENDOR shall carry out all necessary
studies and calculations to guarantee safe operation of the unit under normal, transitory,
tart-up and shutdown operating conditions.
In addition to his manufacturer responsibility, the fuel gas package VENDOR shall be the
prime VENDOR and shall assume the overall responsibility of the complete unit including
sub-supplied equipment or sub-supplied works within his scope of supply. The Prime
VENDOR shall give with tender the list of expected sub-VENDORS with reference lists.
This responsibility covers at least the following:
+ Transmission to sub-VENDORs of all contractual documents.
+ Basic design definition of sub-supplied equipment or works and technical coordination
with sub- VENDORs.
+ Compliance of sub-supplied equipment or works to applicable specifications and
standards.
+ Co-ordination and checking of sub-VENDOR's drawings and documents before
submission to the CONTRACTOR/COMPANY.
+ Co-ordination with sub-VENDORs for inspection including notification to the
CONTRACTOR/COMPANY.
+ Co-ordination of expediting of all sub-supplied equipment.
+ Co-ordination and supply of documents for statutory approval.
+ Co-ordination and supply of documents for third party certification authority, if required.
VENDOR shall cooperate with CONTRACTOR to ensure that the scope of work and
interfaces between both parties are clearly understood. VENDOR shall provide updated
documentation according to the requisition.
3.2. Design and Manufacturing Specification
VENDOR shall comply all detailed requirements in item 3.2 of the specification for Hypochlorite
Generation Package (BK.TNG-002-TS-ME-SP-032).
General
+ The Hypochlorite Generation Package shall be designed, fabricated, inspected and tested
in accordance with this specification, P&IDs, data sheets and other relevant specifications
to produce sodium Hypochlorite from seawater by electrolysis process. It shall also meet
local statutory regulations and standards.

+ The Hypochlorite Generation Package shall be sized for continuous injection of
Hypochlorite to the seawater lift pumps as indicated in the data sheets and intermittent
injection into firewater pumps also.
+ Each Hypochlorite Generation Package shall include two (2) identical electrolytic cells
along with rectifier/transformer unit and control unit. Each electrolytic cell shall be
designed for 50% of total required capacity as indicated in the data sheets.
+ The package shall be provided with pressure reduction station to regulate the feed water
pressure to the inlet of the package.
+ The equipment shall be designed and constructed to meet safely all specified process
operating conditions and transient operations like start-up, normal and emergency
shutdown.
The equipment and its auxiliary shall be suitable for operation in hazardous area as
specified in the data sheet. Certification shall be provided accordingly.
+ The equipment and their auxiliaries shall be manufactured according to the
international standards as specified. Where components cannot be manufactured
according to these, VENDOR shall get COMPANY/CONTRACTOR's written
agreement for deviation.
+ Only proven equipment with at least 2 units operating 3 years in similar operation
will be acceptable.
Key Performance Parameter.
+ The following are considered to be key performance parameters and will be
verified as part of acceptance test:
Performance of Hypochlorinator at rated capacity.
Turn down ratio.
Utility consumption at design capacity.

materials are not specified, VENDOR shall offer the standard materials to suit a salt laden
tropical marine environment and the operating / design conditions.
+ In the case of materials which are nominated in the specification or reference documents,
VENDOR may offer alternatives. Any such alternatives shall be clearly indicated in the
bid, along with any cost adjustments, technical data and experience supporting the
alternative. Alternative materials shall be subject to COMPANY/ CONTRACTORs
approval.
+ All materials shall be identifiable against their certification and shall be minimum comply
with the requirements of EN 10204.
+ VENDOR shall not use of SS 304 as material of construction for any parts or components.
+ VENDOR shall not use asbestos products as material of construction for any parts or
components. All gaskets shall non-asbestos and shall be selected for complete safety for
the package.
Process Description
+ See Process Description (Doc.No.: PUT5066-B-A0101-01-0001) for detail information.
+ Manufacturer Calculations shall be updated during detail engineering stage.
3.3. Mechanical Specifications
VENDOR shall comply all detailed requirements in item 3.3 of the specification for Hypochlorite
Generation Package (BK.TNG-002-TS-ME-SP-032).
The electrolytic cells shall be so configured that during normal operation, one (1) bank of
cells is operating while the second bank of cells is available as standby.
Each cell shall be self contained for individual replacement or servicing. Cell design shall be
concentric electrode type and have a minimum of five years intended service life with full
replacement upon failure.
Material of construction of cells (anode and cathode) shall be Titanium.
Cell design shall provide adequate velocity with minimum possibility of deposit formation.
Cell design shall minimize sharp corners where deposits can collect and create electrical
short circuit.
Cell design shall be such that it does not require acid wash for cell cleaning.
Cell design shall be provided with a safety circuit comprising of various safety
devices to monitor cell operation and prevent damage to the cells when abnormal
operating conditions occur. In general, abnormal operating conditions shall cause the

DC supply breaker to trip the defective cell. However the balance of the system
should continue to operate.
Cell safety system shall include the following as a minimum.
+ Detect low water flow in each module, alarm and turn off power to that module.
+ Detect short circuits between cells.

+ Each rectifiers and accessories shall be completed with instrument cabinet, SS 316
enclosure, transformer, voltage taps and necessary appurtenances.
+ Each rectifier unit shall be suitable for on-skid mounting.
+ The rectifier units shall be provided with an integral shield to protect the unit and control
cabinet from direct sunlight impingement.
3.5. Instrumentation Specifications
VENDOR shall comply all detailed requirements in item 3.5 of the specification for Hypochlorite
Generation Package (BK.TNG-002-TS-ME-SP-032).
All instrumentation shall comply with the requirements in General Specification for
Instruments (Doc. No. BK.TNG-002-TS-IN-SP-004), Specification for Package Equipment
Instrumentation (Doc. No. BK.TNG-002-TS-IN-SP-005) and applicable codes, standards
and regulations.
The complete package shall be controlled by VENDOR supplied PLC control system
installed on the skid.
The package shall be provided complete with all instrumentation and control devices
required to enable to full automatic and safe operation from VENDOR provided control
system.
Instruments shall be provided with explosion protection in accordance with Specification for
Package Equipment Instrumentation (Doc. No. BK.TNG-002-TS-IN-SP-005) and General
Specification for Instruments (Doc. No. BK.TNG-002-TS-IN-SP-004).
This shall include all control and monitoring of operating conditions during start-up, normal
operation, shut down and any other special modes.
Hypochlorite Generation Package shall be provided with all instrumentation and Local
Control Panel (LCP), control devices, instruments, valves as required enabling full automatic
and safe operation of the unit from the package LCP located on the skid of the
package.
VENDOR instruments scope of supply shall include, but not limited to:
+ On-skid instrumentation, local gauges, transmitters, control valves, actuated valves,
safety relief valves, etc.
+ On-skid cable supply, cable routing, cable support and glanding and cable termination,
junction boxes, cable glands, spare entry plugs, cable trays / ladders, mounting and
supports.

+ On-skid tubing and fitting and tubing support for instrument impulse, signal and air lines.
+ On-skid mounting stands and support.
The package LCP shall provide the following signal to the remote panel as minimum.

VENDOR shall comply all detailed requirements in item 3.6 of the specification for Hypochlorite
Generation Package (BK.TNG-002-TS-ME-SP-032).
All piping within the package shall be designed as per ASME 31.3. All connections at the
battery limit shall terminate with flanges as per ASME B16.5 for further CONTRACTOR /
COMPANY piping at skid edge.
All necessary venting and draining arrangement shall be considered and supplied for the
equipment for start-up, operation, shutdown and maintenance.
VENDOR shall follow the project piping as for as practical.
VENDOR can supply their standard piping materials with pre-agreement with
COMPANY/CONTRACTOR, provided it meets the design intentions and operating
conditions.
The package nozzles shall be designed to withstand loads and moments from the connected
piping as per attachment A of this specification.
Non-standard pipe sizes as mentioned in Piping Material Specification (Doc. No. BK.TNG-
001-TS-PI-SP-001) shall not be used.

3.7. Mounting Specifications
VENDOR shall comply all detailed requirements in item 3.7 of the specification for Hypochlorite
Generation Package (BK.TNG-002-TS-ME-SP-032).
All machine-mounted equipment, prefabricated piping and appurtenances furnished by the
VENDOR shall be fitted and assembled in the skid
The VENDOR shall ensure that all the components and especially small bore piping/tubing
and their supporting structure will not fail due to earthquake leading to any other consequential
failures.
VENDOR shall calculate the mounting bolt sizing, based on the transportation, earthquake,
wind and other loads and provide necessary sizing calculation for review. VENDORs scope
includes supply of mounting bolt.
VENDOR shall provide their standard mounting design for their equipment.
VENDOR shall in their drawing identify the maintenance / access length required for any
maintenance lifting and furnishes step by step instruction for assembly and disassembly.
The package shall be designed to support the transportation design loads, which are defined

as the dry weight subject to transportation acceleration without exceeding the allowable
stress defined in AISC-LRFD with Horizontal acceleration = 0.8g (in any direction) and
Vertical acceleration = 0.35g (in additional to gravity).
3.8. Noise and Vibration
VENDOR shall comply all detailed requirements in item 3.8 of the specification for Hypochlorite
Generation Package (BK.TNG-002-TS-ME-SP-032).
The sound pressure level when measured at a distance of one (1) metre at rated conditions for
the package assembly shall not exceed 85 dBA. All other equipment including auxiliary shall
not exceed 85 dBA noise level. VENDOR shall guarantee that the noise level shall not exceed
such limit.
The VENDOR shall provide necessary provisions for noise abatement as option if their
standard equipment cannot meet this requirement. VENDOR to note that any method
employed must not restrict access to the equipment for operation and maintenance.
The VENDOR shall ensure that sensitive equipments are properly isolated from vibrating
surfaces and necessary vibration isolators are provided.
The VENDOR shall identify and inform the maximum vibration levels and inform any critical
information like machine natural frequency, etc that need to be considered in the
CONTRACTORs design well in advance at the start of the project.
3.9. Utilities
VENDOR shall comply all detailed requirements in item 3.9 of the specification for Hypochlorite
Generation Package (BK.TNG-002-TS-ME-SP-032).
COMPANY / CONTRACTOR will provide the following electrical utilities for the package:
+ For general services receptacles : 230V, 50Hz, 1phase

Manual and approved ITP.
Fabrication, cutting and welding of the equipment shall be started only after approval ITP and
after the Pre-Inspection Meeting (PIM) is carried out.
PIM shall be carried out at the main equipment assembly shop. VENDOR shall ensure
participation of their major sub-VENDORs for the PIM.
VENDOR shall ensure that only latest drawings are used in the manufacture and demonstrate
this during PIM.
VENDOR shall ensure that all the materials, design, welding, testing meet the minimum metal
temperature due to process and environmental conditions.
4.2. Welding
VENDOR shall comply all detailed requirements in item 4.2 of the specification for Hypochlorite
Generation Package (BK.TNG-002-TS-ME-SP-032).
Welding procedures and welder qualifications shall be submitted to COMPANY /
CONTRACTOR for approval prior to starting fabrication.
Any VENDORs piping to be fabricated and welded at fabrication yard, welding procedure
shall be provided by VENDOR including test method.
4.3. Assembly
VENDOR shall comply all detailed requirements in item 4.3 of the specification for Hypochlorite
Generation Package (BK.TNG-002-TS-ME-SP-032).
VENDOR shall provide package in fully assembled condition at shop with only prefabricated
interconnecting spools along with supports to be installed at fabrication yard.
VENDOR shall indicate if any site welds are required in the drawings.
VENDOR shall specify requirement for acid pickling/cleaning for connected pipes fabricated
at fabrication yard.
Method of preservation shall be provided by VENDOR.

VENDOR shall comply all detailed requirements in item 5.1 of the specification for Hypochlorite
Generation Package (BK.TNG-002-TS-ME-SP-032).
Prime VENDOR shall be preferably ISO 9001 certified and shall supply with tender ISO 9001
certification. Sub-VENDORs shall also be preferably ISO 9001 certified.
Equipment shall be inspected and tested in accordance to VENDOR's Inspection and Test plan
(ITP). VENDOR's Inspection and Test plan shall comply with project Inspection and Test plan
attached with inquiry and shall be approved by the COMPANY/CONTRACTOR. The
VENDOR shall submit prior to the PIM his quality assurance manual and a detailed
preliminary inspection and testing.
Unless otherwise specified into job specifications, components like instrumentation, piping
component, etc. shall be inspected and tested according to the relevant code and standard.
The COMPANY/CONTRACTOR reserves the right to perform or nominate a representative
to observe a Factory Acceptance Test (FAT) at the VENDOR's shop to verify overall system
functionality prior to the equipment being shipped to the fabrication yard.
Acceptance of shop tests shall not constitute a waiver of requirements to meet the field
performance under specified operating conditions, nor does inspection in any way relieve the
VENDOR of his responsibility.
7.2. Certification
VENDOR shall comply all detailed requirements in item 5.2 of the specification for Hypochlorite
Generation Package (BK.TNG-002-TS-ME-SP-032).
Unless otherwise specified in the job specifications, datasheet, equipment and material
certification shall be in accordance with the relevant code and standard.
Material certification traceability for machinery components shall be as follows:
+ Level 1 equivalent to BS EN 10204 3.1 (if material certification BS EN 10204 3.2 can
not response) for normal assurance on pressure containing parts and mechanical critical
component (as a minimum).
+ Level 2 equivalent to BS EN 10204 - 2.2, for non-critical items and non-pressurized parts.
Vendor shall obtain certification from TPI for the design verification and compliance of the
package including materials, fabrication and testing as per material requisition. All costs for this
certification shall be borne by the VENDOR. Vendor shall nominate the TPI during bid for
COMPANY/CONTRACTOR approval.
7.3. Inspection

VENDOR shall comply all detailed requirements in item 5.3 of the specification for Hypochlorite
Generation Package (BK.TNG-002-TS-ME-SP-032).
VENDOR shall carefully and continuously control and test the quality of the materials and the
manufacturing operations during the production of the goods, in order to assure that the goods
will comply with the requirements of the purchase order.
The COMPANY's inspector shall have the right to request additional inspection or
examination if required to ensure that the equipment complies with the relevant Specification
and Codes.
The VENDOR shall notify for all sub-VENDORs of the inspection and testing requirements.
Unless otherwise specified the VENDOR shall notify COMPANY/CONTRACTOR
of the expected dates for the witness points thirty (30) working days in advance.
7.4. Shop/Factory Tests
VENDOR shall comply all detailed requirements in item 5.4 of the specification for Hypochlorite
Generation Package (BK.TNG-002-TS-ME-SP-032).
Packaged unit, including auxiliary system packages, shall undergo a 4-hour mechanical
running test prior to shipment. The test shall prove mechanical operation of all auxiliary
equipment as a complete unit. The procedure for this running test shall be agreed upon by the
COMPANY / CONTRACTOR and the VENDOR.
Auxiliary equipment not integral with the package shall undergo a 4-hour run test separately.
Piping and pressure components shall be tested in accordance with applicable requirements
of Vietnamese statutory requirements, codes and other industrial standards.
Where testing of the full package assembly is impractical the VENDOR shall describe the
extent of his proposed string test, along with the bid.
VENDOR shall be responsible for ensuring that the package shall be capable of performing
to specification when installed at intended location (offshore).
Piping and pressure components shall be tested in accordance with applicable requirements
of Vietnamese statutory requirements, codes and other industrial standards.
Should the FAT reveal any faults or abnormal trends in equipment operation, the COMPANY
reserves the right to instruct the VENDOR to carry out remedial work and repeat the
extended test.
7.5. Site Acceptance Test (SAT)
VENDOR shall comply all detailed requirements in item 5.5 of the specification for Hypochlorite

Generation Package (BK.TNG-002-TS-ME-SP-032).
Site acceptance test (SAT) shall be carried out at offshore by COMPANY after installation and
commissioning of the package / equipment.
Package VENDOR shall mobilize necessary personnel and testing equipment necessary for
the SAT.
VENDOR scope of work shall include necessary pre-inspection and pre-testing activities and
providing all necessary supports including recordings, calculating and submitting reports to
demonstrate that the equipment / package meets the guaranteed performance required by the
requisition.
VENDOR shall submit the site acceptance test (SAT) procedure for approval by COMPANY.
COMPANY or its designated representatives, or both, will be present at the site and shall
approve the test results and sign the test records to indicate approval. If the unit does not meet
purchase order requirements, VENDOR and/or his sub-VENDORs shall correct the problems
at no expenses to COMPANY.
Site acceptance testing shall include pre run checks, performance test of package. The
performance test shall be conducted at least seventy two (72) hours at all operating conditions
possible.

8. PAINTING, PRESERVATION AND SHIPMENT
8.1. Surface preparation and coating
VENDOR shall comply all detailed requirements in item 6.1 of the specification for Hypochlorite
Generation Package (BK.TNG-002-TS-ME-SP-032).
All items shall be provided with necessary surface preparation, painting and protective
coatings. The surface preparation, coatings and paintings shall be as per Project Painting
Specification. This shall include surface preparation, primer application and final finishing
coatings.
8.2. Name plates, Tagging and Warning Labels
VENDOR shall comply all detailed requirements in item 6.2 of the specification for Hypochlorite
Generation Package (BK.TNG-002-TS-ME-SP-032).
As a minimum, all main items shall be provided with a permanently mounted stainless steel
plate. The nameplate shall be located in a readily visible prominent location and shall be
mounted by means of mechanical fastener such as rivet etc. Non mechanical means of

fastening such as glue etc. shall not be used.
The nameplate shall show all applicable data which shall be engraved with the following as a
minimum:
+ Equipment name;
+ Equipment Tag number;
+ Name of Manufacturer;
+ P.O. number;
+ Equipment Serial Number;
+ Year of manufacture;
+ Design Temperature;
+ Maximum allowable working pressure;
+ Maximum allowable outlet pressure;
+ Rated power consumption;
All major pieces of equipment shall be provided with their own separate manufacturer
standard nameplate.
Line and tag numbering of instrumentation, cabling and wiring shall be in accordance with
VENDOR electrical and instrumentation specification.
Necessary warning and safety signs shall be provided at prominent location to the equipment
so that the operating personnel are aware of them. The warning / safety labels shall be in
English as minimum.
8.3. Packing and preservation for shipment/storage
VENDOR shall comply all detailed requirements in item 6.3 of the specification for Hypochlorite
Generation Package (BK.TNG-002-TS-ME-SP-032).
The Hypochlorite Generation Package shall be packed according to VENDORs
standard requirements. They shall also be designed and built to withstand and endure
transportation condition on trucks, barges or boats and associated oceanographic
conditions during the transportation. They shall also be designed and built to
withstand shocks and vibration from handling by fork lifts and other mechanical

handling equipment.
The Hypochlorite Generation Package shall be properly modularized as per transportation
limits as specified in the requisition document.
All components shall be securely anchored to the skid to prevent damage during shipment.
Exterior machined surfaces shall be coated with suitable rust preventive.
Interior parts of the machine shall be sprayed or flushed with suitable rust preventive that are
easily removable such as volatile corrosion inhibitor crystals or equivalent.
All open flanges shall be suitably protected.
The packages shall be properly fumigated before shipment and certificate shall be provided.
Any items such as instruments, hoses, etc liable to be damaged during shipment shall be
dismantled, shipped separately and reinstalled at the fabrication yard / offshore. All such item
shall be tagged. All connections shall be marked correspondingly to facilitate field assembly.
All connections shall be provided with thread protectors or flange blanks to prevent damage
during shipping and handling.
The contents of all boxes or packages shall be recorded in detail on the packing list. The
transported package shall have the necessary fastenings, protections and lifting facilities to
satisfy lifting and sea-fastening loads and restraints.

9. DOCUMENTATION
VENDOR shall comply all detailed requirements in item 7.0 of the specification for Hypochlorite
Generation Package (BK.TNG-002-TS-ME-SP-032) and Material Requirement.
VENDOR shall forward the proposal in number of copies as specified in the inquiry
documents. As a minimum, the proposal shall include drawings and data that are identified as
being required to be submitted with the bid in the inquiry documents.
The proposal shall also include a specific statement that the system and all its components
are in strict accordance with this specification, applicable project specification as well as
International Code & Standards. If the system and components are not in strict accordance,
VENDOR shall include a list that details and explains each deviation. VENDOR shall provide
details to enable the COMPANY / CONTRACTOR to evaluate any proposed alternative
designs.
As minimum, VENDOR shall issue drawing/document as specified in the requisition for
COMPANY / CONTRACTOR review or approval during detail engineering. Detailed

documentation requirements are specified in separate document Vendor Documentation
Requirements.
10. SPARES AND SPECIAL TOOLS
VENDOR shall comply all detailed requirements in item 9.0 of the specification for Hypochlorite
Generation Package (BK.TNG-002-TS-ME-SP-032).
10.1. Commissioning and start-up spares
VENDOR shall supply all start up and commissioning spares.
An itemized recommended list of start-up/commissioning shall be submitted with proposal.
VENDOR shall complete SPIR form for commissioning/start-up spares.

10.2. Operation Spares
VENDOR shall submit an itemized recommended list of 2 years operational spares
(PUT5066-B-A5021-01-0001) with proposal as optional items.
VENDOR shall complete SPIR form for operation spares (if required).
10.3. Special tools
VENDOR shall supply all special tools required for erection, normal operation and
maintenance of the equipment being provided. 1 set of special tools is required for each
package.
Prior to shipment each special tool shall be tagged with a 316 stainless steel tag, clearly
identifying:
+ PO number
+ VENDOR's name

requirement and item 8 of the specification for Hypochlorite Generation Package (BK.TNG-002-TS-ME-
SP-032).
11.1. Engineering and co-ordination support
VENDOR shall perform all engineering coordination for successful design of the package.
VENDOR shall consider adequate visits to COMPANY/CONTRACTOR offices for
engineering meetings such as kick-off, HAZOP / SIL study etc.
VENDOR shall provide necessary assistance if COMPANY/CONTRACTOR gives notice of
repairs to major components.
11.2. Training
Personnel shall be trained in all aspects of the operation and maintenance of the equipment,
where applicable.
The VENDOR shall provide details of training proposals for COMPANY/CONTRACTOR
approval at the bid stage.
11.3.Installation
VENDOR assistance for installation is required based on daily rates. VENDOR to advise the
extent of support, such as number of days required.
11.4.Pre-commissioning, Commissioning and Start-up
After installation by the COMPANY/CONTRACTOR, the VENDOR may be required to
commission the Hypochlorite Generation Package. Should commissioning be required, the
COMPANY / CONTRACTOR shall give the VENDOR notice of the intention to commence
commissioning. The VENDOR shall make all necessary arrangements to be on fabrication
yard/offshore to commence commissioning on the date nominated by the COMPANY /
CONTRACTOR.
12. GUARANTEE
VENDOR shall comply all detailed requirements in item 10.0 of the specification for Hypochlorite
Generation Package (BK.TNG-002-TS-ME-SP-032).
12.1. Performance Guarantee
The VENDOR shall guarantee the mechanical behavior and the performance of the
equipment to be in accordance with the requirements of the data sheets and applicable
codes as follows:

+ Time between major overhauls : Five Years

+ Capacity of Hypochlorite generation and pressure - No negative tolerance

and performance of the complete package furnished by him.
VENDOR shall provide guarantee for the complete equipment / package for a period of 24
months from start-up but not exceeding 30 months from shipment from factory.
