FY 2017 State Homeland Security Program (SHSP) Grant,

‘Whereas, The New York State Division of Homeland Security and Emergenoy Services has,
awarded Jefferson County $97,471 from the FY17 State Homeland Security Program
(SHSP)(CFDA 97.067) through funding from the Division of Homeland Security and Emergency
Services (DHSES), and
Whereas, The County must enter into an agreement with the New York State Division of
Homeland Security and Emergency Services to receive these grant funds which will be used 10
purchase personal protective equipment, cyber security, a generator for the radio project and a
portable, towable generator/light tower.
Whereas, The 2017 County Budget must be amended to recognize the revenue and allocate the
funds.
Now, Therefore Be It Resolved, That the County of Jefferson agrees to accept the $97,471, and
the Chairman of the Board of Legislators be and is hereby authorized and directed to execute said
‘grant agreements on behalf of Jefferson County, subject to the review of the County Attomey as
to form and content, and be it further

Authorizing Jefferson County to be Lead Agency under the State Environmental
Quality Review Act for the Purpose of the 2017 Jefferson County Snowmobile
Trail Reroutes and Additions Pursuant to NYS Snowmobile Grant-in-aid Program, and Mal
Determination of Non- significance
By Legislator:
Whereas, Article 27 of New York State Parks, Recreation and Historic Preservation Law
establishes a mechanism for allocating funds to local governmental sponsors for the development
and maintenance of snowmobile trails designated as part of the State Snowmobile Trail System,
and
Whereas, Having reviewed the criteria contained in 6NYCRR, Section 617.7, Jefferson County
finds that there will be no significant adverse environmental impact resulting from the
changes/reroutes and use of the snowmobile trails though Jefferson County, and
Whereas, Its the County’s intent to support the development and maintenance of snowmobile
trails as an important economic and recreational resource for Jefferson County, and
‘Whereas, An Environmental Assessment Form (EAF) has been completed which reviews
potential environmental impacts and determines that no significant impacts will occur.
Now, Therefore, Be It Resolved, That Jefferson County shall assume lead agency status for this
action pursuant to SEQR and has determined that this is an unlisted action and will not have any
adverse environmental impacts, and be it further

Establishing Time and Place for a Public Hearing on the Inclusion of Viable Agricultural Land
in Certified Agricultural Districts before the Districts’ Established Review Periods

Whereas, New York State Agriculture and Markets Law Article 25AA, Section 303-b requires
that Counties establish an annual thirty day period within which to accept requests by
landowners to have viable agricultural land included in a certified Agricultural District, and
Whereas, The Jefferson County Board of Legislators passed Resolution No. 98 of 2004,
Establishing an Annual Thirty Day Period for Landowners to Submit Proposals to Include
Viable Agricultural Land within an Existing Agricultural District Before the District's
Established Review Period, and
Whereas, Resolution No. 98 of 2004 established June 1 through June 30 as the annual thirty day
review period, and
Whereas, In accordance with Section 303-b of Article 25AA of the New York State Agriculture
and Markets Law, the requests for inclusion were referred to the Agricultural and Farmland
Protection Board for review and recommendation, and
Whereas, The recommendation of the Agricultural and Farmland Protection Board conceming
the inclusion proposals will be submitted to the Clerk of the Board prior to the public hearing
Now, Therefore, Be It Resolved, That a Public Hearing be conducted by this Board of

Protection Board for review and recommendation, and
Whereas, The report and recommendation of the Agriculture and Farmland Protection Board will

Authorizing an Agreement with the Community Action
Planning Council (CAPC) to Promote Fair and Equal Housing
By Legislator:
Whereas, Jefferson County is the grant recipient of U.S. Department of Housing and Urban
Development funding from the Community Development Block Grant and HOME Programs,
and said funds are committed to housing assistance programs for income eligible County
residents, and
‘Whereas, To ensure compliance with funding requirements the County is obligated to promote
‘and further fair and equal housing opportunities for residents of Jefferson County consistent with
federal legislation and regulations, and
Whereas, To accomplish this objective the County has annually entered into a contract for the
provision of fair housing services including acting as the County's fair housing office for public
education, information and referral, and complaint assistance, and
Whereas, Funds for a fair housing contract are appropriated in the 2017 County Budget.
Now, Therefore, Be It Resolved, That the Chairman of the Board of Legislators is hereby
authorized to enter into an agreement, subject to the approval of the County Attomey, with the
Community Action Planning Council (CAPC) in an amount not to exceed $7,500.00 for
promoting and furthering fair and equal housing opportunities in the County for the period
October 1, 2017 through September 30, 2018.

Whereas, The New York State Office of Homeland Security provides grants to local
governments to prepare for terrorist events through funding from the U.S. Department of,
Homeland Security's Office for Domestic Preparedness, and
‘Whereas, Jefferson County has been awarded $32,491 from the FY17 Law Enforcement
‘Terrorism Prevention Program (LETPP) (CFDA 97.067), and
Whereas, Said funds will be used to purchase tactical vests for the Sheriff’s Department, and
Whereas, The County must enter into agreements with the New York State Office of Homeland
Security to receive these grant funds, and
Now, Therefore Be It Resolved, That the County of Jefferson agrees to accept the $32,491
LETPP grant, and be it further

The overall service objective of the Department of Planning is to provide quality technical
assistance to the County and its local municipalities within the Department's four established
workplan areas: County Planning and Economic Development, Community Planning and
Development, Resource and Environmental Management, and Information, Demographic, and
data Services.
COUNTY PLANNING AND ECONOMIC DEVELOPMENT
Community Development Block Grant (CDBG) Program
2014 Award Year. During May and June $22,030 was drawn down in support of 2 projects.
‘These were the last payments for the 2014 Grant.
2015 Award Year. During May and June $120,269 was drawn down in support of 15 projects
and program development
2016 Award Year. This award money is now available to access.
North Country HOME Consortium. The County continues to serve as the lead entity to
‘administer the multi-county (Jefferson, Lewis, and St. Lawrence) Consortium, which acts as a
direct entitlement community for Federal HOME housing funds, During May and June $84,395
in Federal HOME funds were expended; representing activity on fifteen housing assistance
projects.
Staff participated in the required monitoring of local housing agencies.
County Planning Board
Staff prepared materials for the May and June Planning Board meetings. The following ten
projects were reviewed: Brownville (T) - refinement of a previously referred local law to regulate
placement of Wind Energy Conversion Systems; Cape Vincent (T) — proposes to expand the
Agricultural District 1,600 feet west of County Road 6; Clayton (T) ~ site plan review for a
10,200 square foot boat storage building; Lorraine (T) - updates to site plan/special permit
design standards and establish tall structures regulations; Orleans (T) — area variance for the
square footage per off-premise directional signs to be increased from 6 square feet to 32 square
feet, special use permit to erect eight four foot by eight foot off-premise directional signs to the
side of an existing building; Watertown (T) ~ site plan review for a 12,500 square foot multi-
tenant retail building and six self-storage buildings; Cape Vincent (V) ~ site plan review for
auto/marine detailing and accessories, site plan review for a brewery/tap room; Watertown (C) ~
site plan review to demolish an existing portion of a building and construct an addition to
establish an office.-

Staff attended the Fort Drum Partnership Symposium.
Jefferson County Aiport Business Park
Staff attended an Airport Business Park meeting to discuss options for local land use permit
procedures.
Volunteer Transportation Center
Staff attended the bimonthly transportation and mobility meeting.
Jefferson County Airport
Staff attended a meeting to discuss the need for municipal training regarding airport
compatibility and technical assistance to plan and zone for airport compatibility needs.
Watertown Jefferson County Area Transportation Council
Staff attended a stakeholders meeting on the Long Range Transportation Plan
Shared Services Panel
Staff attended a panel meeting.
COMMUNITY PLANNING AND DEVELOPMENT
Municipal Project Assistance
Brownville (T) - Staff created a draft map of proposed changes to setbacks for wind energy
projects.
Cape Vincent (T) - Map prepared showing proposed zoning changes and underlying land
cover.
‘Chaumont (V) - Staff met with the Planning Board to discuss the original zoning map adoption
and potential zoning map amendments they are considering in some areas in the village. Staff
prepared a draft map for discussion.
Champion (T) ~ Staff revised zoning map as requested.
Hounsfield (T) - Staff attended two meetings to discuss parking examples of manufacturing and
warehousing facilities in the region, and a set of suggested parking ratio zoning amendments.
Lyme (T) ~ Staff met with the Planning Board to discuss a new special permit application form
and needed edits. Form will be a fillable pdf once finalized
Orleans (T) ~ Staff created maps of proposed zoning for Orleans Corners and prepared
narrative for proposed zoning ordinance amendments.
Wilna (T) - Revised zoning map was finalized and a reference zoning map created.Municipal Land Use Training
Staff attended a Northern New York Planners meeting. People in the planning field from
Jefferson, Lewis, and St. Lawrence counties gather quarterly to discuss the ‘hot" topics in the
planning fila.
Staff attended the Black River Watershed Conference in Old Forge, NY
RESOURCE AND ENVIRONMENTAL MANAGEMENT
Agriculture
‘Southwest Agricultural District is undergoing its 8 year review. Surveys were sent out to
‘owners of farms currently in the district and the open enrollment period ran through the month of
June. The department received a strong response rate for the surveys, the results of which will
be sent to New York State, The Agricultural and Farmland Protection Board met and reviewed
the proposed modifications,
2017 Annual Inclusion Process. Staff prepared and mailed materials to landowners that
requested information and provided a news release to the local papers. June 1 to 30 is the
annual 30 day review period. Staff collected inclusion requests for review and developed a
report. The Agricultural and Farmland Protection Board met and reviewed the requests.
The department updated the individual town and village agricultural district maps to include the
2016 Annual Inclusions that were certified by the Commissioner of NYS Ag & Markets.
Snowmobile Grat id Program
Staff submitted the end of season documentation (1Phase II!) pursuant to NYS OPRHP
deadline May 31° Staff also submitted the Phase | gps trail update information on behalf of the
Thousand Island Snowmobile Club by the June 2" deadline.

General Technical Assistance
Responded to callers, emails, and walk-ins with requests concerning municipal zoning maps,
parcels, flood maps, zoning questions, the county map viewer, and agricultural districts.
Other Geographic Information System (GIS) Tasks (not associated with projects above)
For various requests and projects, created or refined the following GIS maps: building code
coverage by county or local code enforcement officer; County land use by assessment for 2017;
age of comprehensive plans by municipality; zoning map status by municipality; Census block
{groups of 2010 for the City of Watertown; and a site map for County Planning Board review.
Requested and reformatted the City of Watertown's parcel layer for use in County projects,
