PART (A) GENERAL REQUIREMENTS:

1.0 Material Specification: ASME SA-516 Grade 60.

2.0 Delivery Condition: Fully killed, fine grain and normalized condition.

3.0 Governing Code:


a)Client Specification, ASME Section II 2013 Edition.

4.0 Tolerances: Tolerance on thickness of plates shall be positive only. All other tolerances shall be
as per current specification SA-20.

5.0 Manufacturing:
a) The plates shall be made from steel produced by electric arc furnace and vacuum degassing /
basic oxygen furnace process with heated ladle refining and vacuum degassing.
b) The material shall be manufactured as per fine grain practice and only aluminum shall be used
as grain refining element.
c) Plates shall be free from injurious defects and shall have workman like finish. Reconditioning /
repair of plates by welding are not permitted.
d) Surface conditions shall meet requirements of EN 10163 Class A Subclass 3.
e) Additional elements such as Lead, Selenium, Sulphur etc. shall not be added intentionally to
improve machinability.

6.0 Additional Requirements:


a) Plates shall confirm to the general requirements as per specification of SA-20 of ASME
Section II, 2013 Edition.
b) Final rolling of plate shall be lengthwise.
c) No painting or coating of any kind is permitted on steel plates except stencil markings.

PART (B) CHEMICAL AND OTHER REQUIREMENTS:

7.0 Chemical Requirements:


a) Carbon Content (C): 0.23 %.
b) Carbon Equivalent (CE): 0.43 % (CE = C + (Mn/6) + (Cr + Mo + V)/5 + (Cu + Ni)/15).
c) Product analysis of plates shall be carried out on each heat basis and reported.
d) All other chemical requirements shall be strictly as per SA-516 and Table 1 of SA-20. ( Foot
notes are not applicable.)

8.0 Mechanical Testing as per SA-370:


a) Mechanical testing shall be carried out in as delivered condition. Test results shall conform to
requirements given in this document and applicable material specification whichever is stringent.
b) Tension test shall be carried out as per SA-370.
c) Charpy V Notch Impact Test as per S5: (Orientation of Test Specimens shall be longitudinal
to the final rolling direction of plates). Test temperature shall be Minus 46 Degree Celsius. The
minimum average absorbed energy value for a set of three specimens shall be 34 Joules and
minimum absorbed energy value for one specimen shall be 24 Joule.
d) Bend Test: Bend test as per SA-370.
e) Hardness: Hardness testing method shall be as per SA-370.
Maximum hardness shall be 180 BHN.
f) Through Thickness Test: If vacuum degassing is not reported in test certificates, testing as per
SA-770 shall be conducted and minimum reduction of 35 % in area shall be ensured for plates
having thickness 50 mm and above.

9.0 Ultrasonic Examination (UT)


a) All plates having thickness between 16 mm and 50 mm (both inclusive) shall be 100% U.T. as per
SA-435 with acceptance standard S1.

b) All plates having thickness above 50 mm shall be 100% U.T. as per SA-578 with acceptance
standard Level B (S1).

10.0 Certification:
a) Manufacturers Test Certificates as per clause 19 of SA-20 and EN 10204: 2004 Type 3.2 duly
endorsed by TPIA along with TPIA Inspection Certificate shall be furnished in the English
language and in A4 size in three sets.
b) Test certificate shall report all mandatory information required by material specification plus
report / requirement of clause 1.0 to 10.0 of this specification as minimum.

11.0 Third Party Inspection Agency (TPIA): LRA/TUV/BV. Scope of TPIA is as follow;
a) Review Point: Raw material MTC, HT record, Chemical (heat and product), Test piece selection.
b) Witness Point: Mechanical testing (100%), Ultrasonic testing (10%), Visual & dimension
inspection (10%), Marking (10%).
c) Hold Point: Issuance of Inspection Certificate with endorsement of Manufacturers Certificates.

12.0 Marking:
As per requirements of specification SA-20 as applicable along with TPIA low stress stamps.
Markings shall be protected from erosion, wear, or other events that may render them unreadable.

13.0 Quantity: As per enquiry / purchase order.

Notes:
1) Plates are required with test results duly certified in SI units.
2) Sample material test certificates shall be reviewed and confirmed by M/S PHILS Q.C. department before
finalizing order. QAP shall be approved from M/S PHILS prior to manufacture.
3) Vendor to strictly follow requirements of TDC. Any apparent conflict between the requirements listed in
this specification and the applicable specifications mentioned shall be submitted to M/S PHILS before
proceeding further for clarification.
4) Material not meeting the requirements of this specification shall be rejected.
