thats the Hollywood version.
The truth is that mile houses offered lodg-
ing to exhausted people in the days when
stage coach rides from San Francisco to San
Jose took at least nine hours. There were sev-
eral mile houses in a string stretching from
Daly City down the Peninsula, including the
7 Mile House built in 1853 at 2800 Bayshore
Blvd. in Brisbane, the only one left in its
original location. Some of the 7 Mile House
history reads like something out of the 1989
roadhouse lm starring Patrick Swayze or are today, but I never gave up, said Garcia,
the 1948 black-and-white movie of the same
name that featured Ida Lupino and Cornel
Wilde.
In living memory, the 7 Mile House had a
reputation as a seedy biker bar and gambling
mecca. Going back to 1876, the place was
visited by members of the Hayes Street Gang,
a collection of hoodlums wanted for
manslaughter and assault in San Francisco.
And, of course, lets not forget the roaring
days of the Prohibition era. Quite a history to
live up to or live down.
Owner Vanessa Garcia, who took over the 7
Mile House in 2004, said that today the 7
Mile House bills itself as a family- and dog-
friendly restaurant, sports bar and live music
venue. Except for live music, all those lures
were present when this writer paid a
lunchtime visit on a weekday. A family with
their little girl dined outdoors alongside other
patrons enjoying a mild summers day. A dog
passively gazed up at its master at an adjacent
table. Inside, the bartender rushed from one
end of the bar to the other pouring drinks as
athletic events shouted from TV screens.
It took a long time to get us to where we

House anymore, but the bus does. The his-

Historians say the roadhouses were named
for their distance from the San Francisco
starting points of either the Ferry Building
or Mission Dolores. Many of what were ini-

In addition to the 7 Mile House, other
Peninsula mile houses included: the 1 Mile
House, also known as the Abbey House, in
Daly City; 3 Mile House near what is now
Interstate 280; 12 Mile House in South San
Francisco; the 14 Mile House in San Bruno
and Millbraes 16 Mile House.
The Millbrae stop was built in 1872 at
Center Street and El Camino Real by the
heirs of the Rancho Buri grantee, Jose
Il l eg al dumpi ng . Someone dumped a
demolished, despite the efforts of a group of
concerned preservationists who eventually
became the Millbrae Historical Society. A
year later, a new 16 Mile House opened as a
steakhouse at 448 Broadway, keeping its
exterior as close to the original as possible.
There was also a 17 Mile House at the corner
of Millbrae Avenue and El Camino Real.
Little is known about the place, but it is said
to have served oysters taken directly from
the Bay.

Plan for later state schools starts gets mixed grades

Thats the idea behind a proposal thats
cruising through the state Legislature that,
if approved, would prohibit middle schools
and high schools from starting earlier than
8:30 a.m.
A final vote could come next month.
To supporters, a delayed start time would
allow students to get more rest, which would
lead to better performance in the classroom.
But others predict the plan would disrupt
families and cause more problems that it
would solve.
Knikki Royster, a mother of two, that she
starts work at 7:30 a.m., and the later sched-
ule would mean her kids would be walking a
mile to high school.

Meanwhile, the debate is playing out in

Portantino, told the newspaper that studies
show kids are not getting enough sleep,
hurting their grades.
I realized this was a significant public
health issue, said Portantino, a Democrat
from La Canada Flintridge, who has daugh-
ters in high school and college.
The University of Minnesotas Center for
Applied Research and Educational
Improvement in 2014 sampled around
9,000 students across five school districts
outside California. It found that students
who sleep eight or more hours are less like-
ly to have depression, fall asleep in class,
drink caffeine or engage in dangerous
behavior.
The more Im looking at the findings I
do at my research center, the more it is com-
pelling evidence that teenagers are at great
risk when they get less than eight hours of
sleep per night, said Kyla L. Wahlstrom,
the lead investigator of the study. In
Wahlstroms study, students who started
before 8:35 a.m. averaged around 7.8 hours
of sleep, just shy of the federal Centers for
Disease Control and Preventions eight-
hour standard.
The bill cleared the Assembly Education
Committee in early July. But the idea hasnt

largely dont have the flexibility to adjust
their work schedules (and) where there arent
safe places for kids to go in the morning
after their parents leave, Espinoza said.

Three displaced
in Pacifica home fire
Three people were driven from a Pacifica
home by a fire early, fire officials said
today.
Heavy flames were shooting from the

rear of the home on Kathleen Court when
firefighters responded to the fire around 2
a. m. , Saturday, according to the North
County Fire Authority.
Firefighters attacked the fire from the
back and front of the two-story home using
hose lines. They knocked down the fire in
about 20 minutes, fire officials said.
The three people who were in the house
were displaced and the Red Cross is assist-
ing them, fire officials said. No one was
injured in the blaze.
Daly City home fire extinguished
Firefighters knocked down a fire in a
two-story Daly City home minutes, fire
officials said Sunday.
Heavy smoke was billowing from two
sides of the home when firefighters
arrived at the house on South Hill
Boulevard shortly after 8 a. m. , fire offi-
cials said.
Damage was limited to the kitchen and
attic, and the blaze was extinguished in
20 minutes. There were no injuries,
according to fire officials.

shopping center, said Alex Greenwood, the
citys Economic and Community
Development director.
Though details of the proposal were not
readily available, Greenwood said the
revised proposal should be close to the
original plans minus the 284 units first
approved in 2014.
The project amendment comes after a
decision by councilmembers in March to
reject Mitchells request for a development
agreement revision, as he claimed he could
not afford to build the original project.
The developer said he was facing a $60
million shortfall in financing for the proj-
ect due largely to substantial building cost
increases, and avoiding paying standard
prevailing wage could have saved him $20
million. He also proposed to trim about
30,000 square feet of office space from the
development, which would have precluded
him from having to build an expensive
underground parking garage.
The request to avoid paying prevailing
wages drew the ire of local labor unions, as
well as city officials who claimed they had
worked tirelessly to compromise with
Mitchell for no apparent benefit.
Officials ultimately elected to deny his
request for an agreement change, which
Mitchell immediately suggested would
result in his being forced to remove the res-
idential component from the project.
It will be a beautiful new project, but it
just wont have any of the apartments and
neat small shops that we had, he said
immediately after the councils decision
earlier this year. A call to Mitchell for com-
ment on this article was not immediately
returned.
The trimmed and cheaper project plans
have already been vetted by the citys
design review board, said Greenwood, and
the development stands to move quickly
through the approval process.
Given the past history of the site, Im
reluctant to give a timeline, he said. What
I would say is that it is a much more
straightforward project to review and get to
construction. The property owners have
indicated they want to get under construc-
tion as soon as possible.
Greenwood said it is reasonable the proj-
ect should get to groundbreaking early next
year, granting an opportunity to revitalize
an unsightly corner of a major thoroughfare
which has sat vacant and untended for years.
The variety of previous extensions grant-
ed to Mitchell invited complaints from res-
idents and officials regarding the state of
the property, and he had paid the city an ear-
lier $50,000 penalty for not beginning
work under a timeline previously promised.
With a hope the project may finally be
ready to move forward, Greenwood noted
his dismay that it may not be the full vision
of a previously more vibrant development,
but expressed his excitement that work
could soon start.
We are getting something that serves the
community rather than being an eyesore.
So in that respect, it is a win, he said.

Trump has new chief of staff, old health care fight

WASHINGTON President Donald Trump is looking for
a fresh start with a new White House chief of staff. But hes
still clinging to an old battle, refusing to give up on health
care.
Weighed down by a stalled legislative agenda, a cabal of
inghting West Wing aides and a stack of investigations,
Trump is hoping that retired Gen. John Kelly can bring
some order as his next chief of staff. Trump tapped Kelly,
his Homeland Security secretary, last week to take over for
Reince Priebus, who he ultimately viewed as ineffective.
Starting Monday, Kelly must try to exert control over a
chaotic White House, but his ability to do so will depend
on how much authority he is granted and whether Trumps
dueling aides will put aside their rivalries to work together.
Also unclear is whether a new chief of staff will inuence
the presidents social media histrionics or his struggle to

WASHINGTON The White House stepped up demands
Sunday that the Senate resume efforts to repeal and replace
former President Barack Obamas health care law, suggest-
ing that lawmakers cancel their entire August recess, if
needed, to pass legislation after a stunning series of failed
votes last week.
Senate Majority Leader Mitch McConnell, R-Ky., has
declared that it was time to move on from health care,
scheduling debate early this week on judicial nomina-
tions.
But White House aides said President Donald Trump was
not giving up on the health repeal effort. They indicated
that he remained ready in the coming days to end required
payments to insurance companies under the Affordable
Care Act as part of a bid to let Obamacare implode and
force the Senate to act.
Trump is going to make that decision this week,
White House adviser Kellyanne Conway said, regarding
the insurance company payments. The president will not
accept those who say, quote, Its time to move on.
For seven years, Republicans have promised that once
they took power, theyd scrap Obamas health law and
pass a replacement. But that effort crashed in the Senate
most recently early Friday prompting McConnell to
declare its time to focus on other policy matters.
In a Senate where Republicans hold a 52-48 majority, no
Democrats voted for the GOP bill and three Republicans
defected in the final vote early Friday.
Trump said in a tweet, Dont give up Republican sena-
tors, the World is watching.

order to the staff but also stressed that Trump was unlike-
ly to change his style.

American people voted for, Lewandowski said. And any-
body who thinks theyre going to change Donald Trump

Kelly starts his new job as tensions escalate with North
Korea. The United States ew two supersonic bombers over
the Korean Peninsula on Sunday in a show of force against
North Korea, following the countrys latest intercontinen-
tal ballistic missile test. The U.S. also said it conducted a
successful test of a missile defense system located in
Alaska.
Sen. Dianne Feinstein, D-Calif., said on CBS Face the
Nation Sunday that she hopes Kelly can be effective,
and begin some very serious negotiation with the North
and stop this program.
Asked if no other legislative business should be taken
up until the Senate acts again on health care, White House
budget director Mick Mulvaney on Sunday responded
yes and suggested the Senate continue working through
August if necessary. While the House has begun a five-
week recess, the Senate is scheduled to work another two
weeks. McConnell has said the unfinished business
includes addressing a backlog of executive and judicial
nominations, ahead of a busy agenda in September that
involves passing a defense spending bill and raising the
debt limit.
In the White Houses view, they cant move on in the
Senate, Mulvaney said. They need to stay, they need to
work, they need to pass something.
Trump over the weekend warned that he would end feder-
al subsidies for health care insurance for Congress and the
rest of the country if the Senate didnt act soon. He was
referring in part to a federal contribution for lawmakers
and their staffs, who were moved onto Obamacare insur-
ance exchanges as part of the 2010 Affordable Care Act.
If a new HealthCare Bill is not approved quickly,
BAILOUTS for Insurance Companies and BAILOUTS for
Members of Congress will end very soon! Trump tweeted
Saturday.
The subsidies, totaling about $7 billion a year, help
reduce deductibles and copayments for consumers with
modest incomes. The Obama administration used its rule-
making authority to set direct payments to insurers to
help offset these costs. Trump inherited the payment
structure, but he also has the power to end them.
The payments are the subject of a lawsuit brought by
House Republicans over whether the Affordable Care Act
specifically included a congressional appropriation for
the money, as required under the Constitution.

Trumps travel ban keeps orphan kids from foster families

SAN FRANCISCO Tianna Rooney has already bought
the poster board for the sign shell wave when the 16-year-old
refugee boy her family is taking in arrives in the United
States. Rooney knows the exact words of welcome shell
write on it, in the teenagers native language from the African
country of Eritrea.
But Rooneys family is leaving the sign blank, for now.
She and her husband, Todd, fear actually writing the words
Welcome Home could break her heart.
The foster son theyre waiting for is part of a small, three-
decade-old U.S. program for so-called unaccompanied refugee
minors that has been halted by a series of new refugee bans
and travel limits imposed by the Trump administration in the
name of fighting terrorism.
By blocking the program, the U.S. travel bans have strand-
ed more than 100 refugee children who were already matched
to waiting American foster families. Without parents or other
adult relatives, those kids are living on their own in countries
of temporary refuge, in limbo while their U.S. foster parents
hope for a court ruling that will allow the children to finish
their journeys.

What often happens however, is as teachers progress in
their careers they sometimes grow out of the low-income
bracket and are left with few options, he said.
They immediately have no options and theyre kind of
stuck in this middle group where they dont make enough
to pay market-rate rents, but they make too much to quali-
fy for below-market rate, Sanchez said.
With average home prices at $1.2 million and the start-
ing teacher salary about $50,000, it can be difficult to
retain teachers who cant afford to live here, said Don
Horsley, president of the Board of Supervisors and chair of
HEARTs Board of Directors.
Youre going to end up losing your younger core of
teachers to other areas, Horsley warned.
Teacher housing
Ideally, the housing developments being considered
would enable teachers to live in a rental unit for five to
eight years and save some money to potentially buy a
home. HEART also provides down-payment loan pro-
grams, Sanchez said.
So you can continuously help teachers establish them-
selves in the community, Sanchez said.
He was unable to share details on a specific school dis-
trict or proposal because it is still in the early stages.
However, Sanchez noted at least one district indicated the
list of interested teachers is already greater than the near-
ly 45 units theyd like to build.
We know the need is out there, Sanchez said.

Since the 1980s, the program for orphaned refugee children
has brought in more than 6,000 refugee children, including
203 last year.
These are kids on their own, and struggling to survive,
said Elizabeth Foydel, policy counsel with the International
Refugee Assistance Project, a Washington, D.C., legal-aid
group for refugees.
How long do you feel comfortable with your child not hav-
development costs in the state, Sanchez is hoping more
will join their efforts.
The countys contribution is absolutely critical to
helping HEART not only because it will expand our oppor-
tunities to fund new projects, but it will also serve as a
model to show cities they can make similar loans,
Sanchez said.
Getting cities on board
The countys contribution brings HEARTs revolving
loan fund for predevelopment costs to $7 million, but hes
hoping the Measure K contribution will leverage millions
more by encouraging cities to offer support.
Most of the cities in San Mateo County participated in
the 21 Elements Nexus Study, which sought to justify
affordable housing linkage fees. The fees typically apply
to new developments such as hotels, office buildings,
retail spaces and larger residential projects. The linkage
fees are thought to be a way to help offset the impacts of
new jobs on housing demands, and several cities have
since enacted them.
However, cities arent always eager to give up locally
generated-funds for a project that might be built outside
their borders. But with the affordability gap far exceeding
any one jurisdictions abilities and land at a premium,
Sanchez and Horsley stressed the need for a regional
approach.
Even if a city supports a project built elsewhere in San
Mateo County, having affordable housing options pro-
vides broader benefits for the community at large. Plus as
loans, the funds could be repaid to the cities, Sanchez said.
In the meantime, HEART is conducting a legal study to
determine if cities can justifiably use linkage fees to make
loans to the nonprofit. With developments often taking
years to get off the ground or be built, Sanchez noted the
prospect could allow governments to support the immedi-
ate needs of the housing crisis while awaiting action on
their own projects or programs.

Trying to manage for themselves?
The program for orphaned refugee children from around the
world is different from one started by the Obama administra-
tion in 2014 for Central American children fleeing a surge in
violence there.
In the program for unaccompanied refugee children, kids
eking out a living by themselves in a refugee camp or else-
where must first come to the attention of a U.N. agency,
which may choose to refer them for the U.S foster program,
especially if the children are deemed to be particularly vulner-
able wherever they are now. The children must then pass U.S.
security screenings and other requirements, and win a match
with an American foster family or group home.
But a series of Trump administration orders, and court rul-
ings interpreting them, are now barring refugees with no
close family in the United States. That requirement shuts out
the refugee children in the foster program, who have no rela-
tives they can turn to anywhere.
The child refugees newly blocked from waiting American
foster families include five Ethiopian sisters, ages 9 to 16.
The girls lost both parents in 2009, and have faced abuse
alone in the war zone Sudan, said Jessica Jones, policy coun-
sel Lutheran Immigration and Refugee Service.
Many cities collect these linkage fees and other hous-
ing funds and they may not have a project thats ready to
go, Sanchez said, noting it can often take years to plan a
housing development. Any city holding on to money and
not putting it to work, kind of points to [the need for] a
regional approach where idle housing money can be
deposited into one entity and put to work.
With extensive needs in a county comprised of multiple
smaller jurisdictions, Horsley noted the benefits of cities
pooling funds.
I think this is a good way to go because a lot of cities
dont necessarily generate enough impact fees to do any-
thing on their own. But if you do it as a partnership or
with a coalition like HEART, then that money ends up
becoming multi-millions of dollars and you have the
money to do some innovative projects, Horsley said.

Putin says U.S. will have to shed 755 from diplomatic staff

MOSCOW Russian President Vladimir
Putin said Sunday the United States would
have to cut its embassy and consulate staff
in Russia by 755, heightening tensions
between Washington and Moscow three
days after the U.S. Congress approved sanc-
tions against Russia.
In response, the U.S. State Department
deemed it a regrettable and uncalled for
act.
Russians Foreign Ministry on Friday
ordered a reduction by Sept. 1 in the number
of U.S. diplomatic personnel in Russia. It
said it is ordering the U.S. Embassy to limit
the number of embassy and consular
employees in the country to 455 in
response to approval of the new package of
American sanctions. The White House has
said U.S. President Donald Trump would
sign those sanctions into law.
The legislation, which also targets Iran
and North Korea, seeks
to punish Moscow for
meddling in the 2016
U.S. election and for its
military aggression in
Ukraine and Syria.
We had hoped that the
situation will somehow
change, but apparently if
Vladimir Putin it changes, it wont be
soon, Putin said in an
interview televised on Rossiya 1, explain-
ing why Moscow decided to retaliate. I
thought it was the time to show that were
not going to leave it without an answer.
Russia is open to cooperating with the
U.S. on various issues, including terrorism
and cybercrime, but instead it only hears
unfounded accusations of meddling in U.S.
domestic affairs, he said.
Putin said more than 1,000 people are cur-
rently employed at the Moscow embassy
and three U.S. consulates in Russia. They
include both Americans and Russians hired
to work in the diplomatic ofces.
The Russian leader did not explain how
the gure of 755 positions was calculated.
In a statement, the State Department said:
This is a regrettable and uncalled for act.
We are assessing the impact of such a limi-
tation and how we will respond to it. We
have no further comment at this time.
The State Department declined to give an
exact number of American diplomats or
other U.S. ofcials in Russia, but the gure
is believed to be about 400, some of whom
have families accompanying them on
diplomatic passports.
The vast majority of the more than 1,000
employees at the various US diplomatic
missions in Russia, including the embassy
in Moscow and consulates in St.
Petersburg, Vladivostok and Yekaterinburg,
are local employees.
Asked about the potential for additional
sanctions against Washington, Putin
described the reduction in diplomatic staff
as painful and said he currently opposes
further measures.
We certainly have something to respond
with and restrict those areas of joint coop-
eration that will be painful for the American
side, but I dont think we need to do it, he
said, adding that such steps could also harm
Russian interests.
Putin mentioned space and energy as the
main areas where Russia and the United
States have successfully pursued projects
together.
Along with the cap on the size of the U.S.
diplomatic corps in Russia, the Russian for-
eign ministry on Friday said it also was
closing down a U.S. recreational retreat on
the outskirts of Moscow as well as ware-
house facilities.
The diplomatic tit-for-tat started under
former U.S. President Barack Obama. In
response to reports of Russian meddling in
the 2016 presidential election, Obama
ordered the expulsion of 35 Russian diplo-
mats and shut down two Russian recreation-
al retreats in the U.S.

Venezuelans stay away from polls to protest government vote

CARACAS, Venezuela Venezuelans
stayed away from the polls in massive num-
bers on Sunday in a show of protest against a
vote to grant President Nicolas Maduros rul-
ing socialist party virtually unlimited pow-
ers in the face of a brutal socio-economic cri-
sis and a grinding battle against its political
opponents and groups of increasingly alien-
ated and violent young protesters.
The government swore to continue its
push for total political dominance of this
once-prosperous OPEC nation, a move like-
ly to trigger U.S. sanctions and new rounds
of the street ghting that has killed at least
122 and wounded nearly 2,000 since protests
began in April.
Venezuelas chief prosecutors ofce
reported seven deaths Sunday in clashes
between protesters and police across the
country. Seven police ofcers were wounded
when an explosion went off as they drove
past piles of trash that had been used to
blockade a street in an opposition strong-
hold in eastern Caracas.
Argentina, Colombia, Peru, Panama, Peru
and the United States said they would not rec-
ognize Sundays vote. Canada and Mexico
have also issued statements repudiating the
election.
Across the capital of more than 2 million
people, dozens of polling places were virtu-
ally empty, including many that saw hours-
long lines of thousands voting to keep the
government in power over the last two
decades. By contrast, at the Poliedro sports
dominated neighborhoods where polling
places were closed. But at least three dozen
other sites visited by The Associated Press
had no more than a few hundred voters at any
one time, with many virtually empty.
Opposition leaders had called for a boy-
cott of the vote, declaring it rigged for the
ruling party, and by late afternoon they were
declaring the low turnout a resounding vic-
tory.
Its very clear to us that the government
has suffered a defeat today, said Julio
Borges, president of the opposition-con-
trolled but largely powerless National
Assembly. This vote brings us closer to the
government leaving power.

Not celebrating or happy

enate Majority Leader Mitch
McConnell, responding to a
defeat of a skinny piece of
health care legislation said, I
imagine many of our colleagues on
the other side are celebrating
probably pretty happy about all
this.
For the past 10 months since the
election, millions of people across
the United States and I have been
worrying deeply about what
Congress would do about health
care in America. Early Friday morn-
ing, the Senate voted against this
skinny measure that few in the
chamber had read, after absolutely
no hearings, virtually no debate,
zero opportunity for the people of
the country to weigh in, and know-
ing that the insurance industry, doc-
tors and nurses associations, and
countless other experts warned
against what was about to be
passed.
When I heard that the measure did
not pass I breathed a sigh of relief,
but also knew that tens of millions
of Americans were still in danger of
losing access to affordable health
care, not to mention the tens of
millions of people who, despite
significant gains made through the
Affordable Care Act, still have no
coverage whatsoever.
No, Sen. McConnell, nobody is
celebrating or happy about the
disintegration of one of the most
deliberative, thoughtful, and yes,
often divisive legislative bodies in

trated by the way allegations
of Russian collusion in last
years presidential election are
engulfing members of his family. But
that does not justify the unedifying,
over-the-top Twitter rampage he has
launched to demean, denigrate and,
presumably, force the resignation of
Attorney-General Jeff Sessions. Nor
does it provide grounds for his appar-
ent determination, in viciously tar-
geting Mr Sessions, to relaunch the
lock her up theme of his 2016 cam-
paign by ominously recalling that
the embattled Attorney-General has
taken a very weak position on Hillary
Clinton crimes. Nothing, however,
appears sacrosanct. Even the
Presidents youngest son, Barron, has

ity was to ensure
that he was a one-
term president,
you stepped away from representing
the people of the United States,
instead becoming a leader whose
main purpose in life was defeating
his opponent, at any cost.
That cost has been dear and in the
long memory of history you will go
down as one of the most significant
elements that, at least in this
moment, brought our nation to its
knees.
Like any legislation, the
Affordable Care Act has its flaws.
Premiums have increased signifi-
cantly partly because not enough
young people have opted in. In
many markets outside of
California there is only one, and
soon to be no insurance compa-
nies offering coverage. Too many
people remain without any mean-
ingful coverage. Overall, the
American approach to health care
costs at least a third more money
per capita than health care offered
in similarly wealthy nations, with
outcomes that are less than people
in those nations experience (we
are less healthy, die earlier and
have higher rates of infant mortal-
ity). These are all problems that
must be fixed.
The two extreme positions that

sider is that it is his tweeting, rather
than Mr. Sessions, that is creating a
mess around his administration. If the
Presidents new communications
director, the smooth-talking financier
Anthony Scaramucci, does nothing
else he must persuade his boss to be
much more presidential and discern-
ing about his tweets. If he fails, the
administration could come off the
rails completely and Mr. Trumps
busy fingers end up destroying his
own presidency.

The world of Alaska
O
riginally they came for the gold. In 1897, news
spread that prospectors had struck it rich in the
Klondike which led to the largest gold rush in
history. And some say that led to the recognition of
Alaska much more than Sewards Folly. Until then, this
vast expanse of water, ice, glaciers, mountains and wilder-
ness was considered a very bad investment by Secretary of
State William Seward who arranged for the purchase of
Alaska in 1867 for $7.2 million or 2 cents an acre.
Today, this state if it were a country would rank 33 out of
the 239 largest countries in the world. It remains largely
undeveloped but its rich natural resources continue to
attract increasing numbers of tourists and oilmen. Alaskas
main exports after oil and gas are seafood, primarily
salmon, cod and crab. Tourism is the second largest private
employer. Two million annual visitors a year provide one
in eight jobs. Tourists visit Alaska to marvel at the disap-
pearing glaciers, to look for wildlife by air, sea, and on
land and to hunt and fish.
We spent a week sailing
around the southeastern
part of the state, an area
where you are bound to see
numerous whales in the
summer when they make
the long journey from
Hawaii to fill up on sea
creatures down below. On
two separate quests, we saw
orcas and humpbacks up
close without the aid of
binoculars. These massive
and beautiful creatures dive
to eat and emerge for air,
blowing water as they
quickly emerge and show-
ing off magnificent tails as
they descend. It made our trip to Sea World a few years
back almost obscene. The real thing is majestic. The show
with captive whales is not exciting, meaningful or any-

The most pathetic fish in the world is the one that is so
good for us and very expensive if it is fresh and wild and
from Alaska. And a few years ago was almost extinct
because of overfishing. Imagine the poor salmon. Forces
of nature drive him or her on a perilous journey of thou-
sands of miles to meet their death. They die where they
were spawned, on the river beds. In the meantime, they
are prey for hungry bears, eagles and the source of
income for professional fisherman and the source of food
for the locals.
It is very expensive and illegal to kill a bear or an eagle.
In fact, according to one guide, you cant build on property
where there is an eagles nest. Even if a bear comes to your
house, you would have to go to court if you shot it to
prove your life was in danger and you were not guilty of
leaving your garbage out. These laws are in place because
the locals were killing eagles and bears to keep them off
the salmon.

I was surprised to meet several people from the Bay Area
who worked at the Ketchikan history museum. They came
to Alaska to get away from it all and even though housing
and food is more expensive here (even higher than in the
Bay Area), they have no desire to return.
Alaska tourist hubs are also a mecca for students look-
ing for summer jobs. A bus driver in Skagway said he
lived on oatmeal and salmon which he caught to save
money for his college education in Idaho. Another young
man who helped us with our bags at the Anchorage air-
port hails from Moraga and also comes here in the sum-
mer to earn tuition money. The bus drivers, the tour
guides, the restaurant staffs are all young people hoping
to earn some bucks.

There are also those who come here to hunt and fish and
experience life in the rough. And indeed life here as a non-
tourist can be rough. The weather is usually cold and wet.
Housing food and gas are pricey. But you are living with
the wilderness at your front door.
Our visit to the Mendenhall Glacier outside Juneau told
it all. The visitors center now fronts a huge lake. Not
that long ago, the glacier came to its front door. Less
rewarding then looking at the receding Mendenhall was
learning about glaciers, rivers of ice, always on the
move. As the glacier melts, it creates stunning waterfalls,
large and small and very big cold lakes. All the places we
visited were part of the Tongass National Forest, the
nations largest. Its a huge rain forest fed by the glaciers
surrounding it.
Alaska is still a place largely untouched by man. Its a
living lesson on who counts. Its Mother Nature and the
fish and animals who reside here year-round or just come to
feast or die.

Sluggish but durable: 5 things about the economys expansion

WASHINGTON The U.S. economy
acquired an exclusive label Friday:
Recession-free for eight full years. Yet the
third-longest economic winning streak in
American history still doesnt get much
love.
No wonder: Despite its longevity, this
expansion has delivered subpar gains in its
pace of growth, full-time hiring and pay
increases since it emerged from the wreck-
age of the Great Recession in June 2009. Its
the weakest economic recovery since World
War II.
And the gap between the richest among us
and everyone else has widened.
Still, the economy is hardly the disaster
that President Donald Trump insists he
inherited. Employers have been hiring
steadily, month after month, since 2010. A
majority of Americans now enjoy unusual
job security.
The government estimated Friday that the
economy grew at a 2.6 percent annual rate
from April through June. It wasnt sizzling.
But just the fact that the economy has sus-
tained its growth since mid-2009 represents
a major statistical milestone.
Here are ve things to know about the
expansion as it trudges into Year 9:
Its got staying power
The National Bureau of Economic
Research has been measuring U.S. reces-
sions and expansions since the 1850s. Over
that time from President Franklin Pierces
administration to Trumps only two
expansions have matched the lifespan of the
one that ofcially began in June 2009 and
has endured for 96 months:
A 106-month expansion that ran from
February 1961 to December 1969, when
President Lyndon Johnson stoked growth
with spending on domestic programs and
the Vietnam war.
And a 120-month streak that began in
March 1991 and ended in March 2001, after
the dotcom bubble burst.
Whats more, the job market has enjoyed a
remarkable run: Employers have added jobs
for 81 straight months easily the longest
streak on record. And the number of
Americans applying for rst-time unem-
ployment benets has stayed below
300,000 for 125 straight weeks. Thats the
longest such streak since 1970, when the
population and workforce were much small-
er.
Its no boom
Compared with the other two long-lasting
expansions, the current one looks, well,
weak. Americas gross domestic product has
grown less than 19 percent over the past
eight years much less than the 51 percent
growth posted in the rst eight years of the
1961-1969 expansion and the 34 percent in
the same span of the 1991-2001 expansion.
Job growth has been consistent but hardly
robust. A big reason is just how bleak the
job picture was eight years ago. The Great
Recession wiped out 7.4 million jobs. And
the job market didnt actually hit bottom
until February 2010 eight months after
the recession ended.
Over the past eight years, the number of
U.S. jobs has risen just 12 percent to 146
million. Over the same span, job gains had
surged 30 percent in the 1961-1969 expan-
sion and 18 percent in the 1991-2001
expansion.
The current recovery was stunted at the
outset by lingering wreckage from the nan-
cial crisis. Consumers stopped borrowing
after having charged too much on their cred-
it cards and having watched their home val-
ues sink. Banks, struggling with bad loans,
tightened credit.

Since then, the expansion has been hob-
bled by a slow-growing labor force and by a
puzzling slump in worker productivity,
which is the amount of output produced, per
hour worked.
Job growth exceeded 200,000 a month in
2014 and 2015 but has been trending lower
180,000 a month so far this year in
part because there are fewer people who want
or need a job.
The labor market is pretty healthy, says
Robin Anderson, senior economist at
Principal Global Investors. But over the
last couple of years, we have denitely
moved to a slower pace of job growth.
Government hasnt helped much
Government spending and investment
usually play a vital role in restoring eco-
nomic health after recessions. Faced with
the deepest downturn since the 1930s when
he took ofce in January 2009, President
Barack Obama pushed through Congress an
$862 billion stimulus package. Many econ-
omists credit the blend of tax cuts and spend-
ing increases, in no small part, for reviving
the economy.
But once Republicans won the House of
Representatives in 2010 and the Senate in
2014, they proved reluctant to commit to
more spending at a time when budget decits
were soaring. Likewise, state and local gov-
ernments cut back.
The result was that government spending
and investment at all levels federal, state
and local dropped 6 percent in the rst
eight years of this expansion. By contrast,
government spending had risen 43 percent
in the rst eight years of the 1961-1969
expansion and 7 percent over the same span
of the 1991-2001 expansion.
Government payrolls have dropped 1 per-
cent since June 2009. They had risen 42.4
percent in the rst eight years of the 1961-
1969 expansion and 9.1 percent this deep
into the 1991-2001 expansion.
Meager pay gains
Americans are still waiting for shrinking
unemploymentthe 4.4 percent jobless
rate is near a 16-year low to translate into
healthier wages.
Comparisons are difcult because the gov-
ernment didnt track hourly pay for all pri-
vate-sector workers until 2006. But accord-
ing to government data gathered by the
Economic Policy Institute dating to 1947,
pay for rank-and-le workers, adjusted for
ination, rose just 3.5 percent from 2009 to
2016. That was a sharp slowdown from the 6
percent increase from 1991 to 1998 and
13.5 percent from 1961 to 1968.
Little progress for those
whove suffered the most
As the economy rebounded from the Great
Recession, the very richest beneted most.
Emmanuel Saez, an economist at the
University of California, Berkeley, found
that 52 percent of income gains from 2009
to 2015 went to the richest 1 percent of
Americans. (In the rst three years of the
expansion, the discrepancy was far starker:
The top 1 percent received 91 percent of
income gains.)
Unemployment has plunged - from a peak
of 10 percent in October 2009 to 4.4. But
the long-term unemployed- those out of
work for six months or more make up an
unusually large share of todays jobless: 24
percent, versus 4 percent eight years deep
into the 1961-1969 expansion and 12 per-
cent in 1991-2001.

Public Broadcasting CEO warns that federal cuts will sink some stations

BEVERLY HILLS The chief executive
for PBS is sounding the alarm about public
broadcastings future if federal funding is
axed as called for by President Donald
Trump.
PBS will not go away, but a number of
our stations will, CEO Paula Kerger said
Saturday. There is no Plan B for that.
PBS share of the roughly $450 million
in federal funds allocated for public TV and
radio goes largely to support public TV sta-
tions nationwide, a number of which rely on
it for up to 50 percent of their budgets and
cant survive without it, Kerger told a TV
critics meeting.
Many of those stations are in rural and
underserved areas, she said, with residents
who either dont have access to cable or
satellite or cant afford it and who rely on
over-the-air broadcasting.
Kerger, who addressed the issue at a TV
critics meeting, said observers have specu-
lated, hopefully, that because PBS has sur-
vived previous funding threats, youll be
OK, right?
But shes forced to assume that anything
can happen in what has been an extraordi-
nary year on so many levels, Kerger said.
We need to be quite vigilant as Congress
debates our funding that we dont assume
people remember the impacts we have on
communities.
Theres an irony that this potential exis-
tential crisis for some public TV stations
comes as the 50th anniversary of the Public
Broadcasting Act approaches in November,
Kerger said. The 1967 act created the
Corporation for Public Broadcasting, which
provides grants to about 1,500 locally
owned-and-operated public TV and radio sta-
tions nationwide.
Shes taking the threat seriously and that
others in public media, which includes
National Public Radio, are linking arms to
try to make an effective case for federal
funding, Kerger said. But other voices need
to be heard as Congress weighs Trumps
proposed spending plan that would trigger a
move toward elimination of all federal sup-
port, she said.
At the end of the day, what legislators
most care about is impact on their own com-
munities, Kerger said.

Slimmed down Carlos Hyde hoping for more production for 49ers

SANTA CLARA Carlos Hyde is far
from satisfied despite coming off his
most productive season in four seasons
in the NFL.
Entering a contract year, Hyde knows
he must raise his level of production
even higher if he wants to get rewarded
next offseason with a lucrative deal.
To get that, Hyde reworked his body
this offseason, shedding a little weight
to get under 230 pounds for the first time
since high school.
Just going into this season I wanted
to do things different, do something dif-
ferent that I havent done, Hyde said.
Ive always played at 230 pounds and
above. Ive had success playing at that
weight before, but I just wanted to do
something different. I wanted this whole
season to be different.
Hydes work has made an impression
on his coaches with Kyle Shanahan
talking about sensing a major change in
work ethic and attention to detail about
midway through OTAs.
That only continued into the early
days of training camp.
Hes taken it to another level,
Shanahan said. I can tell hes put in the
work and is giving himself a chance to
have a really good season.
Hyde is hoping for far better results this
season than he had in his first three sea-

SUTTER Hillsborough had one last
comeback in them. But it wasnt enough.
After falling behind six runs in the first
inning, Hillsborough rallied to tie it before
a heartbreaking final inning in the Northern
California Little League 9-10s All-Star
Championship Tournament title game
Saturday night at Sutter Baseball Field.
River Park of Fresno rallied for four runs
in the top of the sixth to score a 10-7 vic-
tory to claim the Nor Cal banner, making
Hillsborough the runner-up in the second
Little League age bracket of 2017. The
Hillsborough 10-11s All-Stars also claimed
the runner-up station earlier in the week.
Im so proud of these kids,
Hillsborough manager Ben Coughlin said.
Again we were down early; thats three
nights in a row. And we were running on
fumes a little bit but it gave other kids a
chance to step up.
The biggest impact to Hillsboroughs
personnel was the loss of one of its best
players. A day after injuring his foot but
attempting to play through it Friday in a 4-
0 win over River Park to set up Saturdays
winner-take-all what-if game Anakin
Manuel was placed on the injured list and
was not even able to attend Saturdays Little
League All-Star finale.
Not only did Hillsborough lose its No. 3
hitter, Manuel would have been Saturdays

Carr looking onward and upward

NAPA Derek Carrs career has been on
an upward trajectory ever since entering the
NFL as a second-round pick three years ago.
Ten straight losses to open an up-and-
down rookie season in 2014 was followed
by a much-improved sophomore campaign
that still fell short of the postseason.
Carr then emerged as one of the better
passers in the league last season when he led
the Raiders to 12 wins and a playoff berth for
the first time since 2002 and was talked
about as an MVP candidate.
Now Carr enters year four as the player
with the richest contract in the league after
signing a $125 million, five-year extension
this offseason and an expectation that his
best football is still ahead of him.
I hope so, Carr said. I dont put meas-
urements on it like stats and things, but
from a decision-making standpoint, from a
poised and comfort standpoint, playing the
game with more knowledge, more wisdom,
from that standpoint I hope I grow every
single year. I really do. I hope I get better
every year. ... Theres always room to
improve and Im going to work to try to
improve that.
If Carr manages to improve on last season
that would buck history. He became the 13th

Chargers open first L.A. camp
COSTA MESA As the Los Angeles
Chargers began their first training camp in
Orange County on a postcard-perfect
Sunday, they were eager to meet their new
fans. Theyre also hoping many of their
long-faithful San Diego ones will join quar-
terback Philip Rivers in sticking with their
team without making the move 83 miles
north from Chargers Park.
Judging by the thousands of fans who
cheered at practice at Jack Hammett Sports
Complex, the Chargers clearly have sup-
porters on both ends of Southern
California. Vintage San Diego parapherna-
lia was everywhere, but so were brand-new
Los Angeles shirts and gear.
After conducting their offseason program in
San Diego and gradually moving up the coast,
the Chargers are now in Orange County to
stay. After camp at Jack Hammett, theyll
move two miles down the road in Costa Mesa
to their new regular-season training complex.

his rookie season as a backup to Frank Gore,
getting just 83 carries for 333 yards.
Given the starting role in 2015, Hyde
rushed for 168 yards and two touchdowns in
the season opener, but finished the season
with just one more touchdown and 302 more
yards in six games before his season was cut
short by injury.
Hyde stayed mostly healthy last season,
playing 13 games and finishing with 988
yards, but he feels he left many more big
plays on the field that he hopes will
improve this season under acclaimed run-
ning backs coach Bobby Turner.
Just the whole finishing parting of the
game, he said. I think if I would have done
a better job of finishing, I would have hit
1,000 yards.

The best thing about Derek, and I mean
this sincerely, is that he wants to be great,
offensive coordinator Todd Downing said.
He understands that to be great, its always
a learning process. Its always a growing
process. ... For him, its just consistency.
Its taking those little details and refining

when he has the perfect look, when he has
the opportunity to attack a one-on-one, hes
as accurate as he can be or get us in and out of
the right place and the right situations.
Carr did many great things last season,
completing a career-best 63.8 percent of his
passes with 28 touchdowns and only six
interceptions before a broken leg in the sec-
ond-to-last game of the regular season cost
Oakland a possible division title and led to a
first-round playoff exit.
Carr also led seven fourth-quarter come-
backs as he played at his best in the biggest
moments, finishing tied for third in the
MVP voting, but knows theres still plenty
of room for improvement.
Our goal is to make sure that we dont
take any steps backward, he said. That is
not talking statistically or anything like
that. Those things come. Its just the effi-
ciency of how we run our routes, the efficien-
cy of my footwork, the efficiency of how we
pick up the blitzes, all of those things. And
if were getting better in those areas, those

Turner said. No, its like a marriage, its
got to be a perfect fit. Its hand in glove.

One area of improvement could come in
how often Carr goes downfield. Despite hav-
ing one of the NFLs top pass blocking lines
with three Pro Bowlers that allowed a league-
low 18 sacks last season and one of the
strongest arms in the game, he was still one
of the more cautious quarterbacks.
Carr ranked in the top 10 in the league
with more than one-fifth of his passes were
thrown behind the line, according to game
charting from the Pre-Snap Reads quarter-
back catalogue. He was near the bottom in
deep throws and his average pass traveled
just over 8 yards downfield, ranking 22nd in
the league.
Only five quarterbacks got rid of the ball
faster than Carr, according to SportRadar, so
he possibly missed out on opportunities for
bigger plays downfield.
But after watching big brother David get
sacked an average of 50 times a year his first
five seasons, Derek knows its a fine line to
balance.
You have to take what they give you
because you have to take some pressure off
the offensive line, because if youre back
there holding onto it and getting hit, thats
your fault, he said.
Get the ball out of your hands, but at the
same time when the shot is there, then you
take it. But, never where I just try to sit back
there all day and force a shot.

focused on the passing game because the
running back is involved in the passing
game, so I was trying to get that part down.

An emotional ceremony in Cooperstown

Rodriguez stared out at his father, wiping
away tears as he spoke.
I love you with all of my heart, Rodriguez
said. If Im a Hall of Famer, youre a Hall of
Famer double.
Those words punctuated Rodriguezs speech
as he was inducted Sunday into the Baseball
Hall of Fame. Jeff Bagwell and Tim Raines,
along with former commissioner Bud Selig
and front-office guru John Schuerholz also
were enshrined on a picture-perfect summer
day in front of over 27,000 fans.
Its always emotional when you see the
fans cheering for you, and my whole family
in front of me, Bagwell said. Im an emo-
tional person. Its a dream just to be part of
this beautiful group. Now I have that plaque
forever. Its unbelievable.
Before he started, Rodriguez received a
standing ovation from hundreds of fans,
many wearing red-and-white jerseys with
Puerto Rico emblazoned on the front, and
proceeded to give half his speech in Spanish.
This is such an incredible honor for me,
Rodriguez said. A little kid from Puerto Rico
with a big dream. Never let them take your
dream away from you.
The 45-year-old Rodriguez holds major
league records for games caught (2,427) and
putouts by a catcher (12,376). He hit 311
homers and batted .296 in his career. Hes
also only the second catcher elected on the
first ballot, following in the footsteps of his
childhood idol, Cincinnati Reds star Johnny
Bench, who was seated on the dais behind
him.
After speaking in Spanish, Rodriguez went
back and repeated in English, concentrating
on a message to youth.
You have the right to dream, he said.
Everything in life is possible. I speak from
experience.
Bagwell was one-third of the famed Killer
Bs of the Astros, along with Hall of Famer
Craig Biggio and Lance Berkman. Together
they helped transform the Astros from a last-
place team to the World Series in 2005, the

seventh year on the ballot, Bagwell is the
only first baseman in history with 400 career
home runs and 200 stolen bases.
The 48-year-old Bagwell ended his career
with 449 home runs and from 1996-2001 had
at least 30 home runs, 100 runs scored and
100 RBIs per season, only the sixth player in
major league history to reach those marks in
at least six straight years.
Raines was greeted by scores of fans from
Canada, many of whom came aboard several
buses. He thanked his mom and dad, who were
seated in the front row and later focused on
Hall of Famer Andre Dawson, his teammate
with the Montreal Expos when he first broke
into the major leagues in the early 1980s.
Without Andre Dawson theres no telling
where Id be, said Raines, who fought
cocaine problems early in his career. I want-
ed to kind of be like you and he finally accept-
ed and I followed. Thank you so much for
making me the player I became.
The 57-year-old Raines, a switch-hitter,
batted .294 and had a .385 on-base percent-
age in his 23-year career, finishing with
2,605 hits, 1,571 runs and 808 stolen bases.
His stolen base total is the fifth-highest in
major league history and included 70 or more
steals in each season from 1981-86, a streak
that stands alone in baseball history. And his
84.7 percent success rate tops the list among

players with at least 400 steal attempts.
Raines also cited former Kansas City
Royals star George Brett and base-stealing
king Rickey Henderson, both Hall of Famers
who were seated behind him on the stage.
For Selig, who was celebrating his 83rd
birthday, it was a reversal of roles. For more
than two decades he gave out the Hall of Fame
plaques on induction day.
Selig left a large imprint during more than
22 years as the leader of the game. He was
instrumental in the approval of interleague
play, the expansion of the playoffs, splitting
each league into three divisions with wild
cards, instituting video review and revenue-
sharing in an era that saw the construction of
20 new ballparks.
His tenure also included the Steroids Era and
the cancellation of the 1994 World Series
amid a players strike, but he left baseball in
excellent shape economically without
labor strife and with a strict drug-testing pol-
icy that has helped clean up the game.
In 26 years as a GM for the Kansas City
Royals and Atlanta Braves, Schuerholz stood
alone. His teams won 16 division titles, six
pennants and two World Series, one in each
league, a first. He credited divine providence
and fate for his good fortune, starting with a
case of German measles that left him deaf in
his right ear at age five, which he said forced
him to be more attentive.

OAKLAND Yonder Alonso blames a bad
month on him trying to do too much.
The As All-Star first baseman is trying a
new approach, and it seems to be working.
Alonso homered in the bottom of the 12th
inning to lift the As to a 6-5 victory over
the Minnesota Twins Sunday.
I think for me it was just coming back to
the basics, making sure I was getting good
pitches to hit, making sure that I was using
the whole field and at the end of the day just
making sure I get a good pitch, Alonso
said. Ive got to get a strike.
Alonsos 22nd homer of the season came
on the first pitch he saw from Tyler Duffey
(0-3) and was his second game-ending home
run of his career.
Oakland, which won its second straight
after a six-game skid, came in tied with the
Los Angeles Dodgers for the major league

ing just six first-inning runs, all of them unearned. The
shockwaves of losing Manuel more affected the infield
defense as Schaffer and Manuel have platooned at shortstop
all summer. With Manuel out and Schaffer on the mound,
Hillsborough was forced to field an untested infield.
It had a lot of implications, Ben Coughlin said. Pretty had two on with one out when Matted Martinez lifted a sink-
much the entire infield was shifted.
And it was back-to-back infield errors to start the game
that opened the floodgates for River Park. With two on and
one out, River Park cleanup hitter Camden Estrada shot an
RBI single to center to get his team on the board. Then start-
9/5/17 ing pitcher Carson Tatsumura, before ever throwing a pitch,
launched a three-run homer to center. River Park sent 10 bat-
ters to the plate, scoring twice more to take a 6-0 lead.
Schaffer settled in though, finishing the night with four
straight scoreless innings. At one point he set down seven
straight, starting with a smooth double play by shortstop
Nate Coughlin on a bounder over the middle in the third.
And in the bottom of the third, it was Nate Coughlin and
Schaffer who started chipping away at the River Park lead.
Tatsumura was nails the first time through the
Hillsborough batting order. The big right-hander would
strike out six through 3 2/3 innings of work. After he
walked Nate Coughlin with one out in the third, he still had
no-hitter in tact.
He was just hitting his spots throwing fastballs,
Schaffer said.

Then Schaffer connected with one of those fastballs.
Having hit in the cleanup spot in every game previous this
season, until moving up to the No. 3 spot Saturday to
replace Manuel, Schaffer showed his middle-of-the-order
power with a towering two-run home run well over the wall
in right-center.
Then in the fourth, Hillsborough capitalized on a glut of
River Park errors to tie it up. The comeback rally started
with two outs when Ryan Schoup drew a walk to knock
Tatsumura out of the game. Then, as the first batter facing
the River Park bullpen, No. 9 hitter Jack Callen proved a
quick study for a clutch two-strike single to left.
Callen had struck out the previous inning, swinging
through a high-and-away fastball. When he was facing a
two-strike count in the fourth, he figured River Park would
stay consistent to that approach.
I was pretty sure because in the last inning I got a strike-
out with the same pitch, Callen said. So, I knew maybe
they were going fastball outside. So, I just went for it.
As has been the case throughout the Northern California
tournament, the bottom of the Hillsborough turned over the
batting order effectively. Schoup and Callen were the first
two of six straight batters to reach base in the inning.
I dont think you can get too deep in these tournaments
without everybody making a contribution, Ben Coughlin
said. Those things matter. And we saw that.
Nate Coughlin and Nate Drake then reached on back-to-
back infield errors, each pushing a run across. River Park
opted to issue an intentional walk to Schaffer to load the
bases. Then cleanup hitter Devin Saltzgaber hit a popup
into shallow right field that the River Park second baseman
jogged under but dropped, allowing two runs to score to tie
it 6-6.
A scoreless fifth set the stage for a dramatic conclusion to
this years Nor Cal tourney. And Hillsborough came within
inches of making an amazing diving catch to put itself in
the drivers seat.
Facing Hillsboroughs bullpen in the sixth, River Park
ing blooper to shallow right. Schoup, the Hillsborough
right fielder, got a good jump on it and went into a knee-
slide with a valiant attempt at a diving catch, which would
have been an easy inning-ending double play as the base
runners were on the move. The ball, though, short-hopped
him, hit his glove and trickled away, allowing the go-ahead
run to score. Then, after a walk to load the bases, Tatsumura
capped a 2-for-4, six-RBI performance with a bases-clear-
ing, three-run double.
In the bottom of the frame, Nate Coughlin tried to spark
another comeback with an exquisite one-out bunt single.
With two outs, Schaffer drove him home with a RBI triple.
But, after working the count full, Saltzgaber grounded out to
end it.
We came close, Ben Coughlin said. We didnt quite get
it done but its been an unbelievable ride.

Ledecky moving on after bit of a letdown at worlds

BUDAPEST, Hungary OK, it wasnt like
Katie Ledecky was a flop at the world cham-
pionships.
Far from it.
She won five gold medals. She took silver
in her other event.
If that was my bad year for the next four
years, then the next couple years are going
to be pretty exciting, Ledecky declared.
But her performance in Budapest did prove
one thing.
Shes human.
Ledecky failed to set a personal best in any
of her races the ultimate goal for every
swimmer, even more than the medals. A run-
ner-up finish in the 200-meter freestyle was
the 20-year-olds first individual defeat in a
major international race.
I always wish there was more, Ledecky
said. Ive never walked away from a season
completely satisfied, even last year (after
winning four golds at the Rio Olympics).
You always are looking and moving for-
ward.
She was certainly due for a letdown.
Ever since a stunning breakthrough at the
2012 London Olympics, when she won the
800 free as a little-known 15-year-old,
Ledeckys trajectory has been nothing but
up, up, up.
In 2013, she won four golds at the worlds
in Barcelona, setting a pair of world records.
Two years later in Kazan, she swept every
freestyle from 200 to 1,500 meters, setting
two more world records. And, yes, two more
world records fell last summer in Brazil,
transforming her into a full-fledged star.
But that wasnt the only striking change in
Ledeckys life.
After putting off college for a year to focus
on the Olympics, the Washington, D.C.-area
swimmer moved across the country for her
freshman year at Stanford . It has been an
enriching experience that shes fully

embraced, meeting new people and taking all
sorts of challenging classes, but perhaps it
had an impact on her swimming.
Ledecky acknowledged that she didnt
really set as high of goals or have that same
motivation, just always being on and on and
on.
Going through a lot of transitions and
changes this year, knowing that Ive gone
through that now, I can really take what Ive
learned and use it moving forward, Ledecky
said.
She was certainly overshadowed along the
banks of the Danube.
Caeleb Dressel emerged as Americas
newest sensation with a record-tying seven
gold medals three of them on the same
night, the first swimmer ever to accomplish
that feat at worlds.
Hes incredible, Ledecky said, maybe
even a bit relieved to have the spotlight shin-
ing elsewhere. Just so impressive how he
goes race to race to medal ceremony to medal
ceremony, has another race in about two min-

utes. Hes just such a great athlete and such a
great swimmer. So young, too, that he has so
many great years ahead of him.
Dressel is the same age as Ledecky.
Chances are, they both have plenty of
great years ahead of them.
But now, for perhaps the first time in her
swimming career, Ledecky is facing a bit of a
setback.
It will be interesting to see how she
bounces back.
In all likelihood, shell come back better
than ever.
This year I didnt really set very specific
time goals or goals in general, she said I
just kind of wanted to repeat in all by differ-
ent events from the past two worlds and just
play a part on some good Team USA relays. I
didnt really have too big of expectations for
myself, especially compared to the last cou-
ple of years. I knew there were expectations

focus on my own races, putting those togeth-
er, and using this year as a big learning year.
Ledecky took on her most demanding pro-
gram at these championships, competing in
four individual events and two relays, a total
of 6,300 meters in all counting preliminar-
ies, semifinals and finals.
It was pretty tiring, she conceded. Im
pretty wiped out right now. But Im happy
with how it all went. I was happy with how I
was able to bounce back after each race,
move forward to the next race and get
through to the next round as well as I did.
Shes not totally pleased with the results,
even though shes now the winningest
female swimmer in world championship his-
tory with 14 gold medals more than any-
one except Michael Phelps and Ryan Lochte.
Ledecky feels like shes capable of more.
Im happy with five golds and a silver,
she said. But theres a lot of room for
improvement for me, as crazy as that sounds.
Moving forward, Im going to be really
motivated. Im really looking forward to
working toward 2020 now.

1. The states minimum wage is scheduled to
rise incrementally until it reaches $15 an
hour for all workers Jan. 1, 2023, but some
city officials across the county are pushing to
phase in wage increases ahead of the states
schedule in response to the Bay Areas high
cost of living, which trumps that of other
regions in the state.
Last year, the San Mateo City Council
voted to phase in a two-step wage increase for
all businesses, regardless of size, with the
minimum hitting $12 Jan. 1, 2017, then
$13.50 the following year and $15 by 2019.
Charitable nonprofits have an extra year to
adapt.
Though Jon DAngelica, a partner of
Martins West Gastropub at 831 Main St., said
he supports the intent of a local minimum
wage, its wide application to all businesses
discounts the nuances of a restaurant pay
scale. Wait staff at his restaurant make mini-
mum wage but that is supplemented by tips,
he said, making them the only employees at
his restaurants who would be affected by the
change, while kitchen staff, who make $2 to
$3 above minimum wage but often work two
or three jobs to make ends meet, would not
see any change.
From our picture, those are the guys you
really want to help with this, he said, of the
kitchen staff at Martins West. [But] this law
doesnt affect them at all.
Because California state law does not cur-
rently make provisions for a tip credit,
DAngelica said increasing the minimum
wage would only make it more difficult for
restaurant owners to increase the wages for
the employees who need it most. A tip credit
would allow restaurant owners to pay those
earning tips below minimum wage if their
hourly wages combined with tips bring them
over the minimum. By contrast, increasing

the minimum wage would increase the earn-
ings for staff members who may be earning
enough already, said DAngelica, who added
that a bartender working full time at one of
his restaurants could earn up to $80,000 a
year.
The application of [minimum wage], at
least in our opinion, doesnt really hit our
understanding of what the intent was, he
said.
A law also prohibits restaurants from pool-
ing tips and sharing them between kitchen
and wait staff, which DAngelica said leaves
owners with few options to more evenly dis-
tribute wages amongst their employees,
whose wages constitute the largest expense
for restaurant owners. Having seen a local
minimum wage take effect in Oakland and San
Francisco, DAngelica said a dramatic
increase in the minimum wage has the poten-
tial to put even successful restaurants out of
business in an industry with narrow profit
margins.
Ralph Garcia, owner of Ralphs Vacuum and
Sewing Center at 837 Main St., said profit
margins for many owners of Redwood City
retail stores have been narrowing with rising
rents and the growing prevalence of internet
sales. In addition to selling vacuum cleaning
machines, sewing machines and supplies at
his store, Garcia offers onsite repair visits for
larger machines. He has had to cut back on
offering those services in recent years, saying
he hasnt been able to find someone to repair
machines at a wage he is able to afford to pay.
Garcia said a minimum wage of $15 an hour
wouldnt come close to the $30 or $40 an hour
he would have to pay someone with the
expertise to repair the machines.
I cant pay a repairman that much money
and the customer wont pay that much to have
them repaired, he said, adding that he is now
the only employee of the four full-time
employees working at his business who can
make service repair trips.
Even when Garcia did employ someone to
respond to service calls, he said that person
found it difficult to find affordable housing
near his store, which he has operated in three
locations in Redwood City for 40 years.
Garcia favored a focus on additional housing
and on keeping rents down for retail business
owners as strategies for making the city an
affordable place to live and work.
Several strategies
Aguirre acknowledged the need for several
strategies aimed at improving affordability in
the city, but said shes long felt the city could
do more to increase wages for workers in the
city.
I think it lets folks know that this is some-
thing Redwood City is ready to embrace, she
said, adding that she often hears from busi-
ness owners struggling to keep their employ-
ees local. So lets start putting more money
in their pocketbooks. Its not a lot, but its a
start.
A professor at Caada College, Aguirre said
most of the students she works with have one
or two jobs in the service industry to make
ends meet, which highlighted the need for her
to do something to increase their wages.
Aguirre said data from San Mateo and a focus
on strong community outreach, especially to
small businesses that might not be associated
with the citys Chamber of Commerce, would
be key to making sure the council thinks
through how the ordinance would affect a vari-
ety of businesses.
She said the councils finance and audit
committee is slated to discuss minimum wage
at a meeting in late August and hopes it will
have recommendations on the study and
process of implementing a local minimum
wage that the council can discuss in the fall.
Concerns, questions
For Dave Tanner, owner of the construction
and landscaping company at 2366 Bay Road,
finding workers with the skills needed to build
and landscape the homes he designs has
become increasingly challenging as workers
have sought less expensive places to live.
Though he said he pays all of the 18 full-time
employees he hires over the proposed mini-
mum wage, he is not optimistic about finding
many more local workers to fill his jobs once
a minimum wage is imposed, which he said
could make jobs requiring less training more
attractive.
The minimum wage just makes it harder to
me to find people who are willing to do hard
work and learn trades, he said.
Tanner also wasnt convinced a minimum
wage would adequately bring wages for low-
income workers to a level that would make the
city more affordable. He anticipated that the
cost of goods and services rising in the area
with a local minimum wage could come back
to negatively affect lower income workers.
It costs everybody more money, he said.
So the cost of living to help them in one way
is taken away in other ways.

noticeable difference for workers already mak-
ing those wages. Many of his 20 workers are
high school or college students who work at
one of his two businesses for months at a
time, he said, adding he currently pays them
above the minimum wage
You kind of have to, to be competitive, he
said, adding that offering higher wages and
more flexible hours than students might find
at a restaurant has allowed him to keep a reli-
able, trained staff employed.
Though he didnt expect his business to see
much change initially should a local mini-
mum wage be passed, he indicated he would
feel pressure to increase wages to stay com-
petitive. With the cost of the goods he sells at
his stores staying constant, Lopez could fore-
see challenges with maintaining a profit mar-
gin with the change.
The Redwood City-San Mateo County
Chamber of Commerce is currently conduct-
ing a survey and will have more information
about what its members think of the concept
once that is completed, said President/CEO
Amy Buckmaster.
Regional approach?
Though Councilman Jeff Gee supported the
idea of increasing wages to make the city
more affordable, he wondered how implement-
ing a wage in the city could affect business
owners with locations in multiple cities, cit-
ing concerns the policy landscape could be
difficult to navigate.
I just think for a county of our size with 20
cities and the county, it makes it really diffi-
cult if you have businesses in several loca-
tions, he said.
Gee was hopeful the council would consider
those business owners and the possibility of
working with cities and the county to imple-
ment a regional ordinance in future discus-
sions of a local minimum wage.
I would hope and wish that we could do
something more regionally but I know how
difficult that is, too, he said.
Councilwoman Shelly Masur, who sits on
the councils finance and audit committee
with Aguirre, said she would be looking at
how San Mateo and other cities in the state
have implemented a minimum wage at the
committees August meeting as they devise
recommendations for the citys approach,
which could be delivered as early as
September. Though she acknowledged the
limitations of a minimum wage ordinance in
making the region more affordable, she was
hopeful the council could implement a policy
that would increase the wages of its lower-
income employees and go into effect ahead of
the states law.
We have a lot of things to do to make it
possible to have Redwood City stay a diverse
community, and one of those things is how
much the people get paid, she said.

The 14 Mile House, the one in San
Bruno, was probably the best known of the
roadhouses between the mid-1800s to the
mid-1900s. Dubbed Uncle Toms Cabin,
treacherous and presented a hazard to both
man and beast, he said of the roadhouse
that passed through many owners until it
was torn down in 1949. Fredricks called
the mile houses indispensable, saying
travelers relied on them in emergencies,
particularly in winter when creeks reached
flood stage.

with childrens teeth and gums

miss school. Though he acknowl-
edged mental health issues are perva-
sive among all age groups,
Michelsons focus on youth health
has also tipped him off to the preva-
lence of stress among students as fam-
ilies cope with the areas rising cost
of living, which in some cases
involves unstable living situations
or multiple families living in the
same residence.
Were hearing a lot from schools
and nonprofits that a lot of these
children, even at a young age are
having a lot of stress-related issues
[and] mental health issues, which is
really sad, he said. Kids pick up on
all these family stressors and are wor-
ried about these very adult issues at a
very young age.

a total of 85 vessels calling at the
port last year, officials saw a drop in
the number of vessels moving in and
out compared to the previous year,
when 97 vessels came through,
according to a report reviewed by
port commissioners this week.
Though Executive Director Mike
Giari said the slight drop in port
activity wasnt indicative of a large
shift in economic trends, he attrib-
uted the changes to slowing growth
in construction projects in the South
Bay and Silicon Valley, which he said
have experienced unusually high
growth in recent years.
Certainly the demand for construc-
tion materials continues to be robust,
but its not increasing the way it was
five years ago, he said.
Imported sand, which constitutes
more than 45 percent of the com-
modities moving through the port,
fell more than 40,000 metric tons
last year, with imported aggregate
materials, which account for more
than 21 percent of the ports com-
modities, falling more than 140,000
metric tons.

be affected by an uncertain climate on
health insurance at the federal level.
Having seen children who didnt qual-
ify for Medi-Cal previously transi-
tion into health care offered by the
state-run program under recent expan-
sions of care through the Affordable
Care Act, Michelson is worried they
might lose insurance coverage should
the ACA be replaced by new legisla-
tion.
Theres certainly some unknowns
at this point, he said. Were always
concerned now that there could be
some rollback and there could be
some cutbacks with this rolling for-
ward.
Kim Griffin, vice president of the
districts Board of Directors, said
Michelsons shoes would be tough to
fill having expanded the districts
effect on key issues such as chronic
disease management and addressed the
need for resources the district had pre-
viously been lacking. As the district
searches for his replacement, Griffin
said she is hoping to find another
leader who is as attentive as
Michelson has been to community
needs.
But a 25 percent increase in scrap
metal exports to Asia and a doubling
of imported gypsum, a material Giari
said is used to make wallboard, have
given port officials reasons to be
hopeful about the fiscal year ahead of
them, which began July 1.
Giari said a new plant opening at
PABCO Gypsum, a Newark-based
building product manufacturer, in the
last six months has spurred demand
for gypsum, which is imported from
Mexico. Giari said Sims Metal
Management, a company leasing
space at the port to recycle and
export scrap metal, has reported ris-
ing prices of scrap metal, increasing-
ly used in steel production, could fac-
tor into the increase of exported
scrap metal to Asia.
The Port Commissions recent
approval of a new 10-year-lease of an
8.2-acre marine terminal on Hinman
Road Cemex Aggregates also con-
tributed to Giaris optimism for the
coming year. Importing sand and
aggregate materials used in Silicon
Valley and Redwood City construc-
tion projects, Cemex has imported
nearly 4 million metric tons of build-
ing materials over the past three
years. Though the company has the
capability to use port docks for
cement import through ship unload-
ers, it will be focused on building a
new hopper and conveyor system in
the coming months to more efficient-
ly receive bulk materials.
Port commissioners are also con-

From my perspective, I think the
CEO of a health care district should
have the unique quality of being very
compassionate toward the needs of
the community, she said.
Board member Jack Hickey said he
hoped the district would find
Michelsons replacement internally,
and favored promoting Pamela
Kurtzman, the districts current direc-
tor of programs and grants, to the fill
Michelsons spot when he steps down
at the end of the year. Hickey main-
tains a goal to dissolve the district
eventually because he believes the
districts programs duplicate services
provided by other agencies, and is
hoping the district will not expand its
services in the future and in fact hopes
they will be reduced.
Board President Kathleen Kane is
forming a subcommittee to determine
the recruitment and selection process
for Michelsons replacement, and said
she hopes to find a leader with many
of his qualities, which she said he has
leveraged to spread the word about the
districts role in the community.
Lee has made a tremendous impact
on the district, she said. Hes been
very active in the community which
has helped us a lot.

on behalf of their urgency in know-
ing whether residential use, which he
said could increase security at the
port as well as the ports revenue,
would be allowed.
Residents of the floating communi-
ty just south of the port are required
to vacate the marina where they live
by early 2018 as part of a relocation
plan the City Council approved in
December. The plan was created in
response to a lawsuit settled last year
with an attorney and Docktown
neighbor that found the floating
community to be a violation of the
public trust.
